proponent agencies, to more strongly encourage adoption of changed l<strong>and</strong> management<br />

practices, backed by appropriate incentives/disincentives to achieve outcomes acceptable<br />

to all stakeholders, not just those within the <strong>Peel</strong>-<strong>Harvey</strong> coastal catchment (see Section<br />

12 <strong>and</strong> Appendix 2 of this Report (the ERC report)).<br />

ERC Recommendation C7<br />

It is recommended that The EPA endorses the advice on Catchment <strong>Management</strong> in 1 - 7<br />

above.<br />

ERC Recommendation DC 1<br />

It is recommended that monitoring should continue long enough to take account of high<br />

runoff years <strong>and</strong> other longer term environmental variations. This monitoring should<br />

include the following:<br />

• nearshore bathymetry <strong>and</strong> beach profiles extending 1 km north <strong>and</strong> south of the<br />

channel<br />

• bathymetry of the <strong>Harvey</strong> <strong>Estuary</strong> in the vicinity of the channel<br />

• shoreline movements using aerial photography either side of the channel<br />

• inundation assessment<br />

• nearshore water quality <strong>and</strong> marine habitat<br />

• water quality within the <strong>Peel</strong> <strong>Inlet</strong> <strong>and</strong> <strong>Harvey</strong> <strong>Estuary</strong><br />

• s<strong>and</strong> bypassing operations.<br />

ERC Recommendation PCR 1<br />

The EPA should promote compliance reviews as a potentially positive experience for<br />

proponents with the emphasis being on providing an opportunity to progress or improve<br />

environmental protection <strong>and</strong> management into the future, <strong>and</strong> an opportunity for the<br />

EPA to review its environmental objectives alongside verifying compliance.<br />

It is recommended that compliance reviews run by the EPA should focus on examining<br />

three areas:<br />

a) verification of implementation of the Environmental Conditions as set out in the<br />

Minister’s Statement, in the context of the intent of the Conditions as set out in<br />

the EPA’s assessment report <strong>and</strong> recommendations;<br />

b) an examination of whether the assessment of the project carried out by the EPA<br />

was accurate in its predictions including identification of the environmental<br />

objectives <strong>and</strong> environmental management goals; <strong>and</strong><br />

c) whether the proponent’s commitments <strong>and</strong> the Environmental Conditions, <strong>and</strong><br />

any associated legal <strong>and</strong> administrative framework to underpin management<br />

have been successful in achieving the goals for which they were originally<br />

designed.<br />
