Through the Department of Justice (DOJ), identify ways to increase the
capacity of the Prosecutor General‘s Office;
Foster a constructive dialogue between the Colombian government and civil
society groups, emphasizing the need for improved relations despite differences
in viewpoints and the importance of building protections for civil society, the
base upon which long-term security in Colombia depends;
Support investigations by the Supreme Court and Prosecutor General‘s Office
into the DAS; and
Reinforce the U.S. view that that DAS surveillance activities are troubling and
unacceptable, and encourage a thorough Colombian government investigation.
The following is a discussion of the Colombian government and Armed Forces‘
compliance with each of the conditions for certification contained in Sections 7046(b)(1)
and (2).
