H. On May 21, 2009, seventeen members of the Army‘s 15 th Infantry Battalion
―Cabecillas Espada Uno‖ were detained for their alleged role in the disappearance and
homicide of three people, who were presented as killed in combat. Diego Alberto
Tamayo Garcera, (profession unknown) a resident of the Ducales neighborhood in the
municipality of Soacha, disappeared on August 23, 2008, and was found dead on
August 25, 2008, in the district of Papamito in the municipality of Ocaña (Norte de
Santander). Víctor Fernando Gómez Romero (profession unknown), a resident of the
San Mateo neighborhood in the municipality of Soacha, disappeared on August 23,
2008, and was found dead on August 25, 2008, in the district of Papamito in the
municipality of Ocaña (Norte de Santander). Jader Andrés Palacio Bustamante
(construction worker), a resident of the Ducales neighborhood in the municipality of
Soacha, disappeared August 23, 2008, and was found dead on August 25, 2008, in the
