due to unexpected increase in energy consumption.<br />

Recommendation<br />

For all commercial <strong>of</strong>fice building designed with<br />

individual sub-meters locates and place the<br />

prepayment sub-meter inside each tenant <strong>of</strong>fice.<br />

For the landlord, verify regularly the average<br />

rate structure cost <strong>of</strong> energy from the local power<br />

distributor.<br />

Install a circuit breaker between the existing subfeeder<br />

line and the line side <strong>of</strong> prepayment sub-meter<br />

for additional protection due to possible short-circuits<br />

or overloading <strong>of</strong> sub-meter.<br />

For the landlord, provide necessary monitoring chart<br />

reflecting the prepaid KW-HR denominations matrix.<br />

For building owner (landlord), locate the KW-HR<br />

user’s card validation machine at ground floor level<br />

where it is accessible to each tenant.<br />

For possible lost <strong>of</strong> user’s card, the landlord to<br />

provide extra magnetic strip card for immediately<br />

replacement and validation.<br />

Each prepaid sub-meter has KW-HR indicating<br />

system that provides early signal when validated<br />

denomination is almost exhausted.<br />

For building establishment designed with several<br />

consignments like rented stalls, and other<br />

accommodation, assess the type and ratings <strong>of</strong> load<br />

to be controlled and match the rated specifications <strong>of</strong><br />

the prepaid sub-meter.<br />

Policies and guidelines shall be provided by concern<br />

government agency to properly implement and<br />

regulate the use <strong>of</strong> prepayment energy system in<br />

commercial establishment deigned with multi-tenant<br />

<strong>of</strong>fices and rented accommodations.<br />

<strong>The</strong> author is a graduate <strong>of</strong> Technological <strong>Institute</strong> <strong>of</strong> the<br />

Philippines, Quezon City with a bachelor’s degree in <strong>Electrical</strong><br />

<strong>Engineer</strong>ing in October 1991 and became a registered electrical<br />

engineer last April 1992. He is involved in several related<br />

electrical design and installations. He is currently connected<br />

to Systems Energizer, Incorporated as Consulting <strong>Engineer</strong>.<br />

He obtained his Master <strong>of</strong> Science in <strong>Electrical</strong> <strong>Engineer</strong>ing,<br />

MSEE (Major in Power) at Technological University <strong>of</strong> the Philippines, Manila last May,<br />

2002 with the thesis entitled “Programmed-Based Empirical Formula for Transformer<br />

K-Factor Rating Through Harmonics Pollution Analysis”. He is currently working in<br />

TIP QC teaching pr<strong>of</strong>essional subjects in electrical engineering program (power<br />

system analysis, electric circuit analysis, system design, and safety management).<br />

Currently, he is an Energy Audit Team member for NCR and Vice Chair for IIEE<br />

Academic Affairs and an IIEE Life Member. He pursues his doctoral degree in PhD in<br />

Technology Management at TUP Manila
