REGULATION ON PLANT QUARANTINE<br />

CHAPTER ONE<br />

Objective, Scope, Basis and Definitions<br />

Article 1 – This Regulation covers matters related to the import and transit <strong>of</strong> plants, plant<br />

products and other articles and harmful organisms that constitute a barrier for import, in or<strong>de</strong>r<br />

to protect Turkey from pests <strong>of</strong> plants and plant products, in accordance with the provisions <strong>of</strong><br />

the Law on Plant Protection and Plant Quarantine, No 6968, dated 15/5/1957 and the<br />

legislation based on that Law.<br />

Basis<br />

Article 2 – This regulation was prepared on the basis <strong>of</strong> the Law on Plant Protection and<br />

Plant Quarantine, No 6968, dated 15/5/1957 and the Regulation on Plant Quarantine put into<br />

force by Decree, No 6/3346, dated 6/8/1964.<br />

Definitions<br />

Article 3 – The following terms used in this Regulation have the specified meanings hereon:<br />

a. the Ministry: the Ministry <strong>of</strong> Agriculture and Rural Affairs,<br />

b. the Directorate: the Plant Quarantine Directorate and the Provincial Agriculture<br />

Directorate <strong>of</strong> the Ministry <strong>of</strong> Agriculture and Rural Affairs,<br />

c. Inspector: the technical personnel trained and authorized in accordance with the current<br />

Regulation on Phytosanitary Inspectors, in or<strong>de</strong>r to control, perform the necessary<br />

procedures and issue the required documents for plants and plant products imported,<br />

exported and transited through Turkey,<br />

d. Plant: all kinds <strong>of</strong> plants and seeds, saplings, seedlings, cuttings, grafts, scions, tubers,<br />

bulbs, fruits, flowers, leaves and tissues that are products <strong>of</strong> plants and all other parts<br />

there<strong>of</strong>,<br />

e. Plant inten<strong>de</strong>d for planting: plants that are imported as planted or imported to be planted,<br />

f. Seed: generative plant parts, inten<strong>de</strong>d for production and having matured embryo covered<br />

with the nutritive tissue necessary for germination, other than the seeds that are not<br />

inten<strong>de</strong>d for production,<br />

g. Tuber: un<strong>de</strong>rground plant part inten<strong>de</strong>d for planting and having the capability <strong>of</strong><br />

generating new plants un<strong>de</strong>r favourable conditions,<br />
