REGULATION ON PLANT QUARANTINE
CHAPTER ONE
Objective, Scope, Basis and Definitions
Article 1 – This Regulation covers matters related to the import and transit of plants, plant
products and other articles and harmful organisms that constitute a barrier for import, in order
to protect Turkey from pests of plants and plant products, in accordance with the provisions of
the Law on Plant Protection and Plant Quarantine, No 6968, dated 15/5/1957 and the
legislation based on that Law.
Basis
Article 2 – This regulation was prepared on the basis of the Law on Plant Protection and
Plant Quarantine, No 6968, dated 15/5/1957 and the Regulation on Plant Quarantine put into
force by Decree, No 6/3346, dated 6/8/1964.
Definitions
Article 3 – The following terms used in this Regulation have the specified meanings hereon:
a. the Ministry: the Ministry of Agriculture and Rural Affairs,
b. the Directorate: the Plant Quarantine Directorate and the Provincial Agriculture
Directorate of the Ministry of Agriculture and Rural Affairs,
c. Inspector: the technical personnel trained and authorized in accordance with the current
Regulation on Phytosanitary Inspectors, in order to control, perform the necessary
procedures and issue the required documents for plants and plant products imported,
exported and transited through Turkey,
d. Plant: all kinds of plants and seeds, saplings, seedlings, cuttings, grafts, scions, tubers,
bulbs, fruits, flowers, leaves and tissues that are products of plants and all other parts
thereof,
e. Plant intended for planting: plants that are imported as planted or imported to be planted,
f. Seed: generative plant parts, intended for production and having matured embryo covered
with the nutritive tissue necessary for germination, other than the seeds that are not
intended for production,
g. Tuber: underground plant part intended for planting and having the capability of
generating new plants under favourable conditions,
