Pest: all animals, living organisms of the plant kingdom, fungi, bacteria, viruses, phytoplasmas and other pathogens in all biological stages that damage plants and plant products, ö. Soil: the uppermost layer of the earth, which changes upon contact with air, in which plants can grow and which consists of minerals, organic substances and plant material, p. Turf: material of organic origin, which is formed by decomposition particularly of mosses of the genus Sphagnum and some water plants, which consists of plant tissues carbonized to some extent, which is used as fertilizer or nutrition medium, whichever is applicable. r. Fumigation: the process of destroying, carried out using pesticides in solid, liquid or gaseous forms, of any biological stage of pests found in empty buildings and in places where plants and plant products are found or grown, s. Transit: the passage of plants and plant products arriving from another country, to depart to a third country using Turkish land and customs, @. Import permit: the document of permission, which is given in Annex VII of this Regulation and which should be obtained by all those importing plants from other countries to be used in planting, sowing and propagation, prior to importation, 4

Phytosanitary certificate: the document, which is given in Annex V of this Regulation and which has been prepared according to the form accepted in the 1951 Rome International Plant Protection Convention; u. Phytosanitary certificate for Re-export: the phytosanitary certificate, which is given in Annex VI of this Regulation and which has been prepared according to the form accepted internationally and issued by the country which re-exports the plants and plant products imported from the country of origin. CHAPTER TWO Prohibited Plants and Substances Plants and Articles the Import of which is Prohibited Article 4 – The import of all kinds of soil, plants in soil, weeds, natural fertilizer, leaves, stems and hay is prohibited, other than the culture medium perlite and turf specified in the General Requirements given in Annex II of this Regulation. Bedding and roughage entering with live animals are burnt by the inspectors at the customs entrance. CHAPTER THREE Conditional Import Plants and Articles the Import of which is Conditional Article 5 – Plants and plant products shall be free from the pests specified in Annex I of this Regulation and shall comply with the requirements specified in Annex II of this Regulation. In addition, such plants and plant products may not bear any pests at levels that, although not specified in this Regulation, will prevent the development of the plant and lower the market value of the plant or the plant product. In addition, special measures are taken by the Ministry in importation of the plants or plant products specified in Annex IV of this Regulation. 5
