Plant Import CHAPTER FOUR Import for Research Purposes Article 6 – The import of plants for planting for research, trials and breeding is conducted in compliance with the principles identified by the Ministry. Import of Beneficial Organisms Article 7 – Import of live beneficial organisms for research is subject to the permission of the Ministry. Import of Pests Article 8 – Pests which are prohibited but are required as reference material for research purposes are imported with the permission of the Ministry. Cultures of pests are imported in specially prepared packages that shall not be broken apart during transport and that shall not be easily opened. The packages containing the cultures shall bear the scientific name of the organism. Packages of such cultures are received by the responsible personnel of the research institution at the point of entry. Such cultures may not be taken out in the field, and may only be used in closed controlled environments. The Ministry can enforce additional stipulations for import of pests for research purposes if deemed necessary. Plants and Other Articles in Transit CHAPTER FIVE Transit Article 9 – Transfer, landing, storage and passage to free zones of all kinds of plants and plant products that are brought from other countries and that will pass through Turkey to other countries are subject to transit procedures. Plants and plant products transit on the permission of the Directorate, provided that the doors of the transportation vehicles are sealed and that all precautions are taken to prevent pests from contaminating the external surroundings. Control and Inspection Article 10 – The inspectors, when they deem necessary, shall open transport vehicles in transit, together with the customs officers, and control and inspect them. 6
Points of Entry CHAPTER SIX Miscellaneous Provisions Article 11 – Plants and plant products are imported through the points of entry specified in Annex III to this Regulation. When necessary, new points of entry are opened. Import by Mail Article 12 – Plants entering by mail, if intended for propagation, are inspected in compliance with the provisions of this Regulation, and imported with a Phytosanitary Certificate and upon the permission of the Ministry. Plants and plant products intended for consumption are inspected by the inspectors and permitted to be imported by the Directorate, without any need for a Phytosanitary Certificate or Importation Permit. Packages containing plants or plant products shall bear the word “PLANT” in uppercase in Turkish, and in addition in English, French or German. Phytosanitary Certificate and Phytosanitary Certificate for Re-Export Article 13 – On import of plants, the Phytosanitary Certificate which is issued by the NPPO of the country of origin, an example of which is given in Annex V of this Regulation, shall be written in Turkish, English, French or German and shall bear the stamp of the NPPO and the name, surname and signature of the authorized person. The Turkish translation, endorsed by the competent authorities, shall be annexed to a Phytosanitary Certificate written in one of the languages specified other than Turkish. In relation to the special requirements for import of plants and plant products, the statement “In compliance with the specifications stipulated for the relevant plant or plant product in Article …… of Annex II of this Regulation” shall be present in the Additional Declarations section of the Phytosanitary Certificate. The Phytosanitary Certificate should be issued at most 20 days before the date of shipment and shall not contain any deletions or any erasures. If plants for planting were not produced in the country of export, the original Phytosanitary Certificate issued by the country of origin or an approved copy, and the Phytosanitary Certificate for Re-Exportation of the last exporting country that is in compliance with the sample given in Annex VI of this Regulation shall be attached.
