Points <strong>of</strong> Entry<br />

CHAPTER SIX<br />

Miscellaneous Provisions<br />

Article 11 – Plants and plant products are imported through the points <strong>of</strong> entry specified in<br />

Annex III to this Regulation. When necessary, new points <strong>of</strong> entry are opened.<br />

Import by Mail<br />

Article 12 – Plants entering by mail, if inten<strong>de</strong>d for propagation, are inspected in compliance<br />

with the provisions <strong>of</strong> this Regulation, and imported with a Phytosanitary Certificate and upon<br />

the permission <strong>of</strong> the Ministry.<br />

Plants and plant products inten<strong>de</strong>d for consumption are inspected by the inspectors and<br />

permitted to be imported by the Directorate, without any need for a Phytosanitary Certificate<br />

or Importation Permit.<br />

Packages containing plants or plant products shall bear the word “PLANT” in uppercase in<br />

Turkish, and in addition in English, French or German.<br />

Phytosanitary Certificate and Phytosanitary Certificate for Re-Export<br />

Article 13 – On import <strong>of</strong> plants, the Phytosanitary Certificate which is issued by the NPPO<br />

<strong>of</strong> the country <strong>of</strong> origin, an example <strong>of</strong> which is given in Annex V <strong>of</strong> this Regulation, shall be<br />

written in Turkish, English, French or German and shall bear the stamp <strong>of</strong> the NPPO and the<br />

name, surname and signature <strong>of</strong> the authorized person.<br />

The Turkish translation, endorsed by the competent authorities, shall be annexed to a<br />

Phytosanitary Certificate written in one <strong>of</strong> the languages specified other than Turkish.<br />

In relation to the special requirements for import <strong>of</strong> plants and plant products, the statement<br />

“In compliance with the specifications stipulated for the relevant plant or plant product in<br />

Article …… <strong>of</strong> Annex II <strong>of</strong> this Regulation” shall be present in the Additional Declarations<br />

section <strong>of</strong> the Phytosanitary Certificate.<br />

The Phytosanitary Certificate should be issued at most 20 days before the date <strong>of</strong> shipment<br />

and shall not contain any <strong>de</strong>letions or any erasures.<br />

If plants for planting were not produced in the country <strong>of</strong> export, the original Phytosanitary<br />

Certificate issued by the country <strong>of</strong> origin or an approved copy, and the Phytosanitary<br />

Certificate for Re-Exportation <strong>of</strong> the last exporting country that is in compliance with the<br />

sample given in Annex VI <strong>of</strong> this Regulation shall be attached.<br />

Situations in Which the Phytosanitary Certificate is not Necessary<br />

Article 14 – A Phytosanitary Certificate is not necessary for fresh or dried fruits or<br />

vegetables, in small quantities, brought in by passengers for consumption during the journey.<br />
