Terms of reference
Vocational Education and Training Reform Strategy and Pilot Implementation in a selected region in
Azerbaijan
He/she will be responsible for the field management of the team of experts, as well as for
the management of the project on behalf of the contractor. He/She shall act as the main
counterpart to the EC Project Manager in relation to the performance of project activities.
He/she will be responsible for the efficient and effective financing management monitoring
and the project implementation in line with EC procedures.
Key expert 2: Expert in VET policy and programmes design (long term) – minimum
440 working days.
Qualification and skills
• University degree or equivalent in Education, Social Sciences or a similar field;
• English language proficiency, knowledge of Azeri or Russian language would be an
important asset;
• Computer literacy;
• Good communication and inter-personal skills.
General professional experience
• Min. 10 years of professional experience in the field of national education and
education policies, including initial, post-secondary and continuing vocational
education and training systems;
• Good knowledge of the issues related to the European Qualification Framework
(EQF), the National Qualification Framework (NQF), the competency-based
education and training systems and their development in the EU.
• Experience in development and implementation of training programmes.
Specific professional experience
• Professional experience as a lead expert in at least one project in transition countries
related to the development of national policies leading to the introduction (or further
improvement) of competency-based education systems and to the implementation of
quality assurance mechanisms and/or assessment and verification procedures in
VET;
• Experience of cooperation with state authorities and non-governmental organisations
in policy making.
Main duties:
The expert is expected to enhance national capability in vocational education and training
policy making and lead the work of national experts in the development of a VET
modernisation strategy and an action programme for its implementation. He/she will
establish close contacts with the members of the Coordination Council for VET
Modernisation.
