Result 2.7 Terms of reference Vocational Education and Training Reform Strategy and Pilot Implementation in a selected region in Azerbaijan (1) Intervention logic (2) Objectively verifiable indication of achievement Substantial and practical proposals deriving from the results of the pilot partnership are provided to public decision makers and other key stakeholders for the preparation of the VET strategy Activities 2.7.1 Prepare report based on outputs of Result 2.6.4. 2.7.2 Present report in detail to the Coordination Council. 2.7.3 Implement activities from the Awareness Raising Campaign (4.2.4) and Final Phase (4.2.5) of project. • Results of the pilot partnership are collected and compiled into a report; • Members of Coordination Council are aware of the results of the pilot partnership; • Key stakeholders (including general public) are aware of the necessity of switching to a competency-based VET strategy. (3) Sources and means of verification (4) Assumptions • Report on 'lessons learned and suggestions on replication of pilot model' prepared. • Minutes of Coordination Council meetings. • Report and list of Participants of the final conference. • Awareness-Raising materials. • Project Final Report. • Project Partner and other Government stakeholders present at the Final Conference. • Project Partner remains committed and involved in Coordination Council. • Project has been able to implement its planned activities. 46
