Goods bought in Serbia <strong><strong>an</strong>d</strong> dedicated for Kosovo are released of VAT. According to<br />

Ministry of Fin<strong>an</strong>ce secretary, Miodrag Djidic shows that this<br />
loss bel<strong>on</strong>gs to UNMIK ,<br />

precisely to budget of Kosovo, while budget of Serbia pretends that does not have <strong>an</strong>y<br />
losses.<br />
But, c<strong>on</strong>sequently Serbia also has losses because based <strong>on</strong> <strong>the</strong> data of <strong>the</strong> tax administrati<strong>on</strong><br />
of Serbia, during <strong>on</strong>e week<br />
<strong>the</strong>ir budget looses 1.5 milli<strong>on</strong> euro based <strong>on</strong> <strong>the</strong> tax release of <strong>the</strong><br />
goods<br />
dedicated for Kosovo market. Although it is a secret how much does Government of<br />
Serbia loose from <strong>the</strong>se n<strong>on</strong> payments, <strong>the</strong> o<strong>the</strong>r fact is that in <strong>the</strong> vicinity of Zubin Potok <strong><strong>an</strong>d</strong><br />
Leposavic c<strong>on</strong>trab<strong><strong>an</strong>d</strong> <strong><strong>an</strong>d</strong> tr<strong>an</strong>sport of illegal goods has started to bloom. Very often goods<br />
dedicated for Kosovo territory<br />
end up in Serbia released from m<strong>an</strong>y taxes in comparis<strong>on</strong> <str<strong>on</strong>g>with</str<strong>on</strong>g><br />
<strong>the</strong><br />
goods dedicated for Serb market.<br />
Here is <strong>an</strong>o<strong>the</strong>r example of petrol, local businessmen benefit a lot from this product. Passing<br />
through <strong>the</strong> <strong>north</strong>, a lot of gas stati<strong>on</strong>s c<strong>an</strong> be seen. Diesel costs around 0.75 cents <strong>the</strong>re while<br />
gasoline 0.80 cent per litre. Looking at this simple case c<strong>an</strong> be seen clearly <strong>the</strong> loss caused to<br />
<strong>the</strong> budget of Kosovo,<br />
but of Serbia as well. Pers<strong>on</strong>s from south, who travel in <strong>north</strong> for<br />
petrol,<br />
automatically avoid all taxes <strong><strong>an</strong>d</strong> fees <strong>the</strong>y are obliged by law to pay to <strong>the</strong> newest<br />
country in <strong>the</strong> world, Kosovo. At <strong>the</strong> same time, a lot of gas stati<strong>on</strong>s c<strong>an</strong> be seen at <strong>the</strong> border<br />
crossings 1 <strong><strong>an</strong>d</strong> 31, <strong><strong>an</strong>d</strong> populati<strong>on</strong> from Raska <strong><strong>an</strong>d</strong> Novi Pazar, even from a wider regi<strong>on</strong><br />
come to <strong>the</strong>se points, not c<strong>on</strong>tributing even a cent to <strong>the</strong> budget of Serbia, although are<br />
obliged<br />
by Serb laws.<br />
In this sense, public statements of officials from Belgrade regarding n<strong>on</strong>-functi<strong>on</strong>ing of<br />
customs seam absurd <strong><strong>an</strong>d</strong> <strong>the</strong>ir complete functi<strong>on</strong>ing of customs<br />
terminals, will c<strong>on</strong>tribute not<br />
<strong>on</strong>ly to citizens of Kosovo but also <strong>the</strong> <strong>on</strong>es of Serbia.<br />
