Planning Board<br />
MISSION STATEMENT<br />
The mission <strong>of</strong> the Planning and Zoning Department is to provide<br />
excellent customer service, ensure compliance with<br />
Planning and Zoning regulations and ordinances; to<br />
assist the respective boards with administration and information<br />
and to complete other projects as assigned.<br />
The <strong>Enfield</strong> Planning Board held eleven meetings in <strong>2010</strong>. The Board<br />
reviewed and approved one Major Subdivision, four Minor Subdivisions, three<br />
Site Plans, and four Boundary Line Adjustments. The Board also reviewed<br />
twenty-six Intents-to-Cut, fourteen State Shoreland Permits, four State Wetland<br />
Permits, eight conceptual plans, and approved utility maintenance activities on<br />
five designated scenic roads. In February, the <strong>Enfield</strong> Planning Board voted to<br />
support the nomination <strong>of</strong> the Mascoma River for inclusion in the New<br />
Hampshire Rivers Management and Protection Program. This program<br />
establishes a framework for communities in the Mascoma River Valley to<br />
cooperatively manage river resources and protect the river’s water quality. The<br />
<strong>Enfield</strong> Selectmen, Lebanon City Council, Lebanon Planning Board, and<br />
numerous water quality advocacy groups also supported the nomination.<br />
In the fall <strong>of</strong> <strong>2010</strong>, the Planning Board began working on an update to the<br />
town’s Master Plan. The purpose <strong>of</strong> the Master Plan is to outline a comprehensive<br />
vision for the future development <strong>of</strong> the town. As part <strong>of</strong> developing a<br />
comprehensive vision for future development, the <strong>Enfield</strong> Master Plan will outline<br />
goals, objectives, and strategies to implement in the areas <strong>of</strong> Land Use, Economic<br />
Development, Population and Housing, Natural Resources, Historic and Cultural<br />
Resources, Transportation, Community Facilities and Services, Recreation, and<br />
Energy Conservation. This work will be ongoing throughout 2011, with the goal <strong>of</strong><br />
updating one chapter <strong>of</strong> the Master Plan each month.<br />
In personnel matters, Kurt Gotthardt and Paul Withrow were reappointed<br />
to three-year terms, and Paula Rowe was appointed to the Board as an Alternate.<br />
John Kluge continued to serve as the Selectmen’s Representative to the Planning<br />
Board. Jim Taylor, who has served as Community Development Director for nearly<br />
15 years, was recently named the town’s new Director <strong>of</strong> Public Works. The<br />
Planning Board wishes to thank Jim for his years <strong>of</strong> dedicated service to the town,<br />
and wishes him the best <strong>of</strong> luck in his new position!<br />
