Article 3: This article is indicative <strong>of</strong> the operational appropriations for<br />

the <strong>Town</strong> Departments, including Sewer and Water, as depicted on the Form<br />

MS-7 Budget <strong>of</strong> the <strong>Town</strong>. Estimated tax impact $5.95 per $1,000 valuation.<br />

The 2011 Operating Budget includes a 2% raise for employees and no change in<br />

benefit levels over <strong>2010</strong>. In <strong>2010</strong>, <strong>Town</strong> employees received no raises and<br />

savings were realized through benefit changes.<br />

There is one-time funding for the <strong>Enfield</strong> 250 th Anniversary Celebration.<br />

Three capital items are included in the proposed budget: a Police Department<br />

cruiser, a Public Works tractor to replace the Holder sidewalk tractor and an<br />

asphalt reclaimer. The Public Works tractor will be a multi-use piece <strong>of</strong><br />

equipment used for sidewalk maintenance in the winter months and various tasks<br />

during the summer months. The asphalt reclaimer will allow the <strong>Town</strong> to<br />

improve the efficiency <strong>of</strong> pavement maintenance.<br />

One percent <strong>of</strong> the <strong>Town</strong>’s General Fund operating budget has been set aside for<br />

funding regional organizations. A Budget Sub-Committee was formed to do an<br />

in depth look into funding requests by regional organizations by following new<br />

funding guidelines. The funding guidelines were established in response to<br />

voters’ concerns voiced at the <strong>2010</strong> Annual Meeting.<br />

Article 4: Robert LaCroix owns property on Lovejoy Brook Road,<br />

identified as Map 15, Lot 5. A portion <strong>of</strong> this property lies within the wellhead<br />

protection are <strong>of</strong> the Prior Well. If Article 4 is approved, a lot line adjustment<br />

would transfer a portion <strong>of</strong> this parcel, encompassing approximately 1.49 acres,<br />

to the <strong>Town</strong> <strong>of</strong> <strong>Enfield</strong> as part <strong>of</strong> the Prior Well lot, Map 15, Lot 1. (See shaded<br />

area in Figure 1.) Approval <strong>of</strong> Article 4 would also authorize the Board <strong>of</strong><br />
