Advisory Committee<br />

<strong>2010</strong> was a busy year for the TIF District Committee. During the first<br />

half <strong>of</strong> the year, the Committee worked with an engineer and a landscape<br />

architect to refine plans for the Huse Park/Community Building parcel. However,<br />

based on input received at an October Public Meeting, the TIF Committee voted<br />

to put the Huse Park project on hold and shift focus to the design and<br />

construction <strong>of</strong> a water and sewer extension along US 4 from Baltic Street east to<br />

the Canaan <strong>Town</strong> Line.<br />

During the second half <strong>of</strong> <strong>2010</strong>, the TIF Committee worked with an<br />

engineering firm to launch the preliminary design phase <strong>of</strong> the US Route 4 water<br />

and sewer extension project. During the fall, the project area was surveyed for<br />

use in developing the final construction plans. As <strong>of</strong> the end <strong>of</strong> <strong>2010</strong>, the<br />

preliminary construction estimate for the water and sewer extension was<br />

approximately $3 million dollars. The current project timeline would have the<br />

project design completed in the spring <strong>of</strong> 2011, with a Special <strong>Town</strong> Meeting<br />

held in the late-spring/early-summer to authorize bonding or obtaining a loan to<br />

finance the project, and construction getting under way in the fall <strong>of</strong> 2011. Based<br />

on current TIF revenues and project cost estimates, it would be expected that the<br />

full debt service incurred to finance the water and sewer project would be paid<br />

for through TIF revenue and would have no direct impact on property taxes.<br />

Also during the second half <strong>of</strong> <strong>2010</strong>, the TIF Committee worked with an<br />

engineer to design, bid, and construct a relatively short but important sewer<br />

connection along Main Street. The roughly 300 foot sewer extension tied the<br />

Holmquist Woodworks building (which previously had no wastewater service)<br />

into the <strong>Town</strong>’s sewer system. This sewer extension project was added into the<br />

TIF project list by vote at the <strong>2010</strong> <strong>Town</strong> Meeting.
