The rest of the $16 million is needed for engineering fees and construction. Earlier last year, the city approved contracts from two appraisal firms to value the property. The first was an $84,000 contract to Appraisal Solutions to conduct the primary evaluations. The second was to Old Town Realty and Appraisals for $35,400, to evaluate the first estimates. RIDGELAND will take in about 80 properties for the project, including 14 homes along the heavily traveled roadway. In addition to that, the city also has to obtain some front yards as well as temporary easements to ensure that the project is a success. He said the city wants to make sure residents who have to move are put in a comparable house in the city limits. “If a person has a house valued at $150,000, and we can only find a house for $175,000, we’ll put that person in the house,” he said. The project calls for widening Lake Harbour to five lanes along a 2.5-mile stretch of roadway between U.S. 51 to Northpark Drive. In some areas, two lanes will be added, while three lanes will be added in others. It is one of two projects designed to accommodate traffic in the busy area. According to the Ridgeland Area Master Plan, commonly referred to as RAMP, the project will include taking the road west from U.S. 51, creating a flyover bridge at I-55 and connecting it to the parkway. That project will cost the city another $20 million. “We’re still waiting on MDOT to give us approval on that,” McGee said. A memorandum of understanding on the project has been put on the city’s agenda, but had to be taken <strong>off</strong> for some modifications. “We’ve already finished the initial design and environmental work,” McGee said. Once MDOT approves the plans, the city will have to hold a public hearing to inform residents about the project. LAKE HARBOUR is one of Madison County’s busiest east-west thoroughfares, with a large number of residential and commercial areas. According to a 2007 traffic count map on MDOT’s <strong>Web</strong> site, about 17,000 vehicles use Lake Harbour each day. It would create about 12 miles of developable shoreline and open up roughly 825 acres for new development. According to a 30-year buildout, McKay said the plan would generate roughly 7,500 new detached single-family units, townhouses, multifamily homes for sale and multifamily homes for lease. Another 280,000 square feet of commercial space would be built out over the next 30 years, generating new tax dollars to repay the money borrowed for its construction. “Revenues line up well with costs,” said Patrick Phillips, with ERA, adding that he thinks the project is the right proposal for the metro. OTHERS AREN’T so sure. Leland Speed, a Northsider who represents state lands on the board, said the project only reduces flooding by 79 percent, not enough to protect all of downtown Jackson in the event of a 200year-flood. He previously stated that he couldn’t vote for a plan that would still leave such a large portion of the two-county district unprotected. In contrast, the Two Lakes plan provides much more in the way of economic development and flood protection for the capital. McGowan says his plan, which doesn’t include levees, would only cost between $250 million and $290 million to build, giving local taxpayers more bang for their bucks. It would create more than 100 miles of developable waterfront property, making the 12 created by the Lower Lake seem somewhat paltry. It would open up an additional 7,000 to 7,500 acres for development and would generate billions in new revenue. And while the lower lake plan would only reduce flood waters by 79 percent, Two Lakes would reduce flooding in downtown Jackson, North Jackson and Rankin County by 99 percent, said McGowan, the project’s originator. McGowan was also in attendance at last Thursday’s meeting. “Frankly, I was kind of bored,” he said, jokingly. “They didn’t metion how high the islands would have to be above the water so they wouldn’t be flooded or the backwater flooding behind the levees at Town and Lynch creeks,” he told the Sun. THE LOWER Lake and levee plans would cause water to collect in the two creeks and flood downtown Jackson in rain events. As a result, no economic development would be possible there, he said. He said the lake would be located within levees, meaning that it would rise and fall much like the river does now. His plan, though, would create two bodies of water that would vary about eight inches. The board did not vote on a measure that would direct the corps to study a plan as it relates to NEPA, National Environmental Policy Act.
