The mission of the <strong>Los</strong> <strong>Angeles</strong> <strong>County</strong> Assessor is to create an accurate<br />
assessment roll and provide the best possible public service. The annual assessment roll<br />
consists of more than 2.6 million assessments of real estate, personal property, and<br />
fixtures used by businesses, in addition to boats and aircrafts. Each property is listed by<br />
owner, location, and assessed value. The total assessed value of all properties for the<br />
2006 assessment roll is $962 billion.<br />
Major Accomplishments 2005-2006<br />
Improved the process for electronic filing of business property statements through a<br />
statewide program for firms located in more than one county.<br />
Completed phase one of an interoffice database to track potential escaped legal entity<br />
transfers of ownership.<br />
Created a “supplemental tax estimator” on website to help estimate the amount(s) of<br />
pending supplemental property tax bill(s).<br />
Developed a statewide, multi-county audit program of certificated aircraft assessments<br />
to support recently enacted legislation.<br />
Improved access to the most requested brochures and information by translation to<br />
various languages.<br />
Major Objectives 2006-2007<br />
Complete phase two enhancements of the Legal Entity Ownership Program Tracking<br />
System by expanding data fields and providing for automatic creation of forms and<br />
reports.<br />
Finalize evaluations of vendors’ reengineered solutions for improved business<br />
operations to assess secured property.<br />
Develop and implement a computer program for the paperless appraisal of residential<br />
income and commercial-industrial properties, including electronic work distribution,<br />
valuation, supervisory approval, and processing.<br />
Secure permanent funding for property tax administration.<br />
Develop and implement an electronic program for the annual personal property<br />
canvass.<br />
