PAX 501 Supt. Terry G. Hillard In Service to Our Nation This issue of the Chicago Police Star Magazine is dedicated to the men and women of the Chicago Police Department who proudly serve in our armed forces. Approximately 125 Department members have been activated to military duty since the tragic events of September 11, 2001. Not long ago, these individuals were protecting our city, but now, they are defending our nation’s freedom. The photographs and experiences shared in this edition are in honor of these men and women. I truly understand and appreciate how difficult it can be to miss special occasions such as the birth of a child, graduations, anniversaries and the birthdays of our loved ones. By the very nature of our profession, this is not a new sacrifice for us. Each day, we go home to our families and friends once our tours of duty end. The soldier must wait. Department members have asked what we can do to support our deployed members and their families. As a result, the Chicago Police and Fire Departments together formed a committee to address their needs. The Personnel Division hosted an Open House at Headquarters for the reservists and their families. They reviewed their benefits and made any necessary changes. Other City agencies were in attendance with informational packages for City services. The Chaplains Unit began a letter-writing campaign. They forwarded wonderful letters, photos and good wishes to our troops. The Chaplains Unit will continue this campaign until each police officer is home. Several Department units sent letters and packages to their own members. The Education and Training Division created a Department-wide care package drive. Many members donated toiletries and assorted goodies. Each care package included a T-shirt donated by the Chicago Police Marines organization and heartfelt wishes for a safe and speedy return. In the true spirit of the Chicago Police Department, we have united to take care of our own while they are deployed. I hope you enjoy this dedication to our military heroes. Please keep them in your thoughts until they return. 2 P.O. A Salute to Our CPD Military Reservists “The ultimate measure of a man is not where he stands in moments of comfort and convenience, but where he stands at times of challenge and controversy.” — Martin Luther King Jr. It is human nature to take things for granted when all is well. Most people do not consider the paramedic until injured, the tow truck driver until stranded, or the police officer until victimized.The same holds true for our military. We currently do not draft or have mandatory enlistment, so participation in the U.S. military is entirely voluntary. Recent events reminded many Americans that we sleep soundly because others choose to stand guard. Whether reserve or active, these volunteers afford the civilian population the luxury of taking our nation’s security for granted. The Chicago Police Department has approximately 280 members currently in the Reserves, in addition to all the members who previously served. The skills and experience these members bring can greatly benefit the Department. For instance, reservists are required to maintain a high level of physical fitness and skill proficiency. Members may also acquire an area of specialization that directly relates to law enforcement, such as knowledge of explosives or civil affairs. Additionally, military travel can bring a worldly Civ. Betty Daniels (173) is serving in Kuwait as a Sergeant with the Army Reserves knowledge of cultures and customs that is useful in a city as diverse as Chicago. Just as the Department benefits from a member’s military experience, a member’s absence is felt when he or she is deployed. The unit may have to re-arrange personnel, or an officer might lose a partner to active duty. As much as deployment affects the Department, it is nothing compared to the tremendous sacrifice made by reservists and their families. P.O. Katrina Grey (023) serves as a Lieutenant with the Army’s Military Police The recruitment campaign that advertises one weekend a month and two weeks a year grossly understates the required level of commitment. Being a reservist can be a disruptive lifestyle. Each deployment is difficult financially and emotionally for the soldiers and their families. Many members also have children, spouses or other family members in the military which can have an equally distressing impact on Department members here at home. Currently, the Reserves are more responsible for security than at any other time in history. This is due in part to the fact that the military has significantly downsized since 1990. As a result, the Reservist workload and number of deployments have increased proportionately. Since 1990, reservists have been deployed ten times more often than the previous fifty years. A second reason for the increased reliance on the Reserves is that the U.S. military presence has expanded globally, and we are staying for longer periods of time. For instance, 50 years after the end of the Korean War, the U.S. still has 37,000 troops stationed in the DMZ (the demilitarized zone between North and South Korea). Bosnia was supposed to be a one-year commitment but, six years later, peace-keeping troops are still necessary. P.O.
