All three officers were deployed to Rota, Spain, where they provided security for the Naval base. _____ P.O. Nick Spencer (023) was also deployed shortly after September 11th. Since that time, his position has taken him all over the world. As an Air Force Raven, he is responsible for assisting the Army in taking enemy air fields. When flying into hostile airfields, like those in Afghanistan, the Ravens perform security on the ground protecting the planes and pilots. Ravens also perform security for diplomats. P.O. Spencer says that the military taught him discipline and camaraderie, which benefit him as a police officer. Conversely, working as a police officer gave him the skills to interact with people from different countries and cultures. Sgt. Robert Cargie of News Affairs (111) is assigned to an Army public affairs unit in Iraq. His unit is attached to the 1st Marine Expeditionary Force and is responsible for documenting the humanitarian efforts made by the military and other organizations. Sgt. He has been in public affairs for 15 years, and says his previous deployment to Bosnia was a similar mission, except that the temperature in Iraq is 105 degrees. Sgt. Cargie wrote optimistically about his tour in Iraq, so we leave you with an excerpt from his email:“If it is any indication of how we are received in this country, great CPD’s Highest Ranking Reservist: Detective Sam Manto When Detective Sam Manto of Area 4 Violent Crimes was a young lad, he aspired to be a police officer. At seventeen, he wasn’t old enough to join the Department, so he enlisted in the Air Force instead. That was in 1973. Thirty years later, Colonel Manto is one of the highest ranking reservists in the Chicago Police Department. Upon enlisting with the Air Force, Manto was assigned to an intelligence unit in Taiwan where he served as a Vietnamese linguist. He later joined the Army and undertook numerous Military Intelligence and Civil Affairs assignments. Manto left active duty and joined the Department in 1994, but he continued his career in the Army Reserves. With the Civil Affairs Brigade, he served in the Europe Rapid Reaction Corps in Sarajevo. His military experience has earned him numerous awards, including U.N. and NATO medals, as well as an education from the prestigious Army War College. Eventually, Manto came to command two Psychological Operations battalions. Civil Affairs and Psy Ops involve extensive civilian contact, so the interaction skills gleaned from police work are easily translated to military liaison and humanitarian efforts. According to Manto, 96 percent of the Army’s civil affairs capability and 76 percent of the Psy Ops capability are in the Reserves. The Reserve structure is indispensable to military operations; therefore, it is important for Americans to make the reservists’ military leaves as painless as possible.
