In Service to Our Nation
This issue of the Chicago Police Star Magazine
is dedicated to the men and women of the
Chicago Police Department who proudly
serve in our armed forces. Approximately 125
Department members have been activated to military duty since the tragic events
of September 11, 2001. Not long ago, these individuals were protecting our city,
but now, they are defending our nation’s freedom. The photographs and experiences
shared in this edition are in honor of these men and women.
I truly understand and appreciate how difficult it can be to miss special occasions
such as the birth of a child, graduations, anniversaries and the birthdays of
our loved ones. By the very nature of our profession, this is not a new sacrifice
for us. Each day, we go home to our families and friends once our tours of duty
end. The soldier must wait.
Department members have asked what we can do to support our deployed
members and their families. As a result, the Chicago Police and Fire Departments
together formed a committee to address their needs. The Personnel Division
hosted an Open House at Headquarters for the reservists and their families. They
reviewed their benefits and made any necessary changes. Other City agencies
were in attendance with informational packages for City services. The Chaplains
Unit began a letter-writing campaign. They forwarded wonderful letters, photos
and good wishes to our troops. The Chaplains Unit will continue this campaign
until each police officer is home.
Several Department units sent letters and packages to their own members.
The Education and Training Division created a Department-wide care package
drive. Many members donated toiletries and assorted goodies. Each care package
included a T-shirt donated by the Chicago Police Marines organization and
heartfelt wishes for a safe and speedy return.
In the true spirit of the Chicago Police Department, we have united to take
care of our own while they are deployed. I hope you enjoy this dedication to our
military heroes. Please keep them in your thoughts until they return.
A Salute to Our CPD Military Reservists
“The ultimate measure of a man is not where he
stands in moments of comfort and convenience, but
where he stands at times of challenge and controversy.”
— Martin Luther King Jr.
It is human nature to take things for granted when all is
well. Most people do not consider the paramedic until
injured, the tow truck driver until stranded, or the
police officer until victimized. The same holds true for our
military. We currently do not draft or have mandatory
enlistment, so participation in the U.S. military is entirely
voluntary. Recent events reminded many Americans that
we sleep soundly because others choose to stand guard.
Whether reserve or active, these volunteers afford the
civilian population the luxury of taking our nation’s
security for granted.
The Chicago Police Department has approximately 280
members currently in the
Reserves, in addition to all the
members who previously served.
The skills and experience these
members bring can greatly benefit
the Department. For instance,
reservists are required to maintain a
high level of physical fitness and
skill proficiency. Members may also
acquire an area of specialization
that directly relates to law enforcement,
such as knowledge of explosives
or civil affairs. Additionally,
military travel can bring a worldly
as a Sergeant with the
Army Reserves
knowledge of cultures and customs
that is useful in a city as diverse as
Chicago.
Just as the Department benefits
from a member’s military experi-
ence, a member’s absence is felt when he or she is deployed.
The unit may have to re-arrange personnel, or an officer
might lose a partner to active duty. As much as deployment
affects the Department, it is nothing compared to the
tremendous sacrifice made by reservists and their families.
P.O. Katrina Grey (023)
serves as a Lieutenant with the
Army’s Military Police
The recruitment
campaign that advertises
one weekend a month
and two weeks a year
grossly understates the
required level of commitment.
Being a reservist can
be a disruptive lifestyle.
Each deployment is
difficult financially and
emotionally for the
soldiers and their families.
Many members also have
children, spouses or other
family members in the
military which can have an equally distressing impact on
Department members here at home.
Currently, the Reserves are more responsible for security
than at any other time in history. This is due in part to
the fact that the military has significantly downsized since
1990. As a result, the Reservist workload and number of
deployments have increased proportionately. Since 1990,
reservists have been deployed ten times more often than the
previous fifty years.
A second reason for the increased reliance on the
Reserves is that the U.S.
military presence has
expanded globally, and we
are staying for longer
periods of time. For
instance, 50 years after the
end of the Korean War,
the U.S. still has 37,000
troops stationed in the
DMZ (the demilitarized
zone between North and
South Korea). Bosnia was
supposed to be a one-year
commitment but, six
years later, peace-keeping
troops are still necessary.
The point is that reservists serve
numerous functions in times of peace,
as well as in times of war. Some go
into battle, while some step in to fill
positions or offer support. Some may
be deployed stateside, while others are
deployed throughout the world.All of
them play important roles.
In the following section, we will
share some of our Department
members’ contributions. It is not
possible to include everyone’s stories.
This section is only meant to give
fellow officers a taste of what some of
our reservists have been up to recently.
Navy for 18 years. In November 2002,
he was deployed to Ecuador with the
USSOUTHCOM Mission. This
mission coordinated counterdrug
strategies as part of the War on
Terrorism, since narcotics have been
linked to terrorist funding. It consisted
of members from all four branches of
the military and other U.S. government
Sgt. Kenneth Pang (021) utilized his
24 years of experience in the Marine
Reserves to help make military
history in Kuwait this year. As a
Military Intelligence Specialist, his job
was to coordinate the delivery of
classified parts and supplies to troops in
Iraq. The tempo of the war was so
quick, the military had to enlist
civilian contractors to haul supplies
from the Gulf, across Kuwait, to the
warfront. Tanks can only travel 60
mph, so tractor trailers driven by
Hindu and Filipino contractors pulled
the tanks to the front lines to prevent
the tanks from breaking down. These
convoys marked the first instance of
direct supply over such a long distance.
Pang would like to say thank you to all
his fellow officers for their support.
Sgt. Joe W. Giambrone (014) was
deployed back in September 2001. He
has been gone for a long time, so he
should have a few tales to tell when he
returns. Sgt. Giambrone works for the
P.O. Nick Spencer (023) was also
deployed shortly after September 11th.
Since that time, his position has taken
him all over the world. As an Air Force
the Army in taking enemy air fields.
When flying into hostile airfields, like
those in Afghanistan, the Ravens
Ravens also perform security for
diplomats. P.O. Spencer says that the
military taught him discipline and
camaraderie, which benefit him as a
police officer. Conversely, working as a
police officer gave him the skills to
CPD’s Highest Ranking
Reservist: Detective Sam Manto
When Detective Sam Manto of Area 4
Violent Crimes was a young lad, he
aspired to be a police officer. At seventeen,
he wasn’t old enough to join the Department, so he
enlisted in the Air Force instead. That was in 1973.
Thirty years later, Colonel Manto is one of the
highest ranking reservists in the Chicago Police
Department.
Upon enlisting with the Air Force, Manto was
assigned to an intelligence unit in Taiwan where he
served as a Vietnamese linguist. He later joined the
Army and undertook numerous Military Intelligence
and Civil Affairs assignments.
Manto left active duty and joined the
Department in 1994, but he continued his career in
the Army Reserves. With the Civil Affairs Brigade,
he served in the Europe Rapid Reaction Corps in
Sarajevo. His military experience has earned him
numerous awards, including U.N. and NATO
medals, as well as an education from the prestigious
Army War College.
Eventually, Manto came to command two
Psychological Operations battalions. Most recently,
he commanded the 7th Psy Ops group from March
2000 - March 2003. Civil Affairs and Psy Ops involve
extensive civilian contact, so the interaction skills
gleaned from police work are easily translated to
military liaison and humanitarian efforts.
According to Manto, 96 percent of the Army’s
civil affairs capability and 76 percent of the Psy Ops
capability are in the Reserves. The Reserve structure
is indispensable to military operations; therefore, it is
important for Americans to make the reservists’
military leaves as painless as possible. From his own
experience, Manto says he has received tremendous
support for his reserve duties from partners,
supervisors and the Department.
8 Chicago Police Star — 315th Issue — June 2003
From the Files of Chicago Police History ...
The year was 1917 and
America prepared to enter
“The Great War” in Europe.
Hermann F. Schuettler, then
General Superintendent of Police,
was well aware that the Chicago
Police Department would soon be
depleted of sworn officers. In
response, Schuettler began to establish
a Police Reserve; a group of
civic-minded citizens too old for
the draft who could contribute their
time and energy to ensure the safety
of citizens here at home.
Schuettler’s first task was to
name John Bauder, Chicago Police
Drillmaster, to organize and
command the Reserve. Bauder was
the perfect man for the job. With 15
years experience in the Illinois
National Guard, the 44-year-old
veteran of the Spanish-American
War was well-renowned in military
circles.
On August 11, 1917, five
hundred and thirty-three volunteers
joined the CPD as Reserves. The
CPD Reserve was created to fill the
void left by police officers who were
deployed by the armed forces. At the
same time, the government was also
concerned that subversive elements
in our society would wreak havoc
upon our cities. The idea was that
the Reserve could act as a form of
“Homeland Security.” The actual
cases of sabotage and terrorism were
few; however, the Reserve was still
along a strict military plan—five
battalions commanded by a major,
The Chicago Police Reserves:
Ready at a Moment’s Notice
Chicago Police Star — 315th Issue — June 2003
Hermann F. Schuettler
General Superintendent of Police
John Bauder
Chicago Police Drillmaster
Chicago Historical Society photo
with each battalion consisting of five
companies. Reservists drilled two
days a week. They were issued
badges and received formal training
in State laws and City ordinances.
With Bauder claiming they
could be activated in less than two
hours, the Reservists were comparable
to the Minutemen of the
American Revolution. Yet, despite
all their responsibilities, Reservists
received no remuneration except
the respect and admiration of a
grateful citizenry. Many Reservists
used their own automobiles in service
and were only reimbursed for
gasoline.
By the fall of 1917, Schuettler
had suffered a stroke and developed
pneumonia. John J. Alcock became
acting General Superintendent as
Schuettler tried to recuperate. The
City had its share of problems as
well. The first winter tested the
Reserve’s mettle with severe snowstorms,
deep snow drifts, and bitter
cold. One blizzard cut Chicago’s
train and telegraph service for two
days. Reservists formed “shovel
brigades” to help clear the streets
and the areas around fire hydrants.
They also canvassed different
communities, checking on housebound
and aged citizens.
The Reserve reached a membership
peak of 2,158 members in
February 1918. In August, just one
year after establishing the Reserves,
Hermann “The Burgermeister”
Schuettler, succumbed after his long
illness. Acting Superintendent
Alcock said “Schuettler’s last orders
9
to me were that the entire police
department should be used in every
way possible to assist the United States
government in all its war work.” Little
did they know then, the United States
would face a disaster more deadly than
World War I.
In September of 1918, the deadly
Spanish Influenza reached Rockford,
Illinois and soon spread to Chicago. By
the time the epidemic receded, it had
taken the lives of 8,432 Chicagoans. In
the United States alone, 446,800 citizens
lost their lives to influenza, more
than the total loss of life in World War I.
The Reserve was called in to inspect
theaters and meeting places to assure
proper ventilation and sanitary conditions.
Many events were canceled, and
Chicagoans were encouraged to avoid
physical contact with one another,
including shaking hands and kissing.
The Armistice was signed on
November 11, 1918. At 11 o’clock, on
the 11 th day, of the 11 th month, the war
ended with over 320,000 American
casualties. Chicagoans, like other
Americans, took to the streets to
demonstrate their joy with the war’s
end.The Reserve was called into service
to help protect life and property
during the exuberant celebration, and
mayhem was avoided.
Two weeks after the Armistice,
Brigadier General John J. Garrity was
appointed General Superintendent of
the Chicago Police. At this same time,
a crime wave began that would last
five months. The Reserve was called
in to assist the police in investigations.
According to reports, Reservists
responded to 1,831 calls for service,
were actively involved in 550 investigations,
and recovered $11,000 in
stolen property during this five-month
period.
Garrity’s tenure as superintendent
was a turbulent one. Just as war worries
subsided, racial tensions were percolating
in Chicago.There were 24 racially
motivated bombings in the City
during a two-year span. On Sunday,
July 27, 1919, a riot erupted. One
Chicago historian referred to this as
“...five of the worst days Chicagoans
have ever seen.”
By the time the riots ceased, 38
were dead and more than 500 were
injured. The Department lost one of its
own on July 28, 1919, when Officer
John W. Simpson was fatally shot by
Then and Now
rioters. The Reserve again proved its
worth during this difficult time.
Chicago Police were sent to concentrate
on the riot areas while the
Reserve was called to patrol the
remainder of the City.
On April 5, 1920, the Reserve was
“mustered out” by the Chicago City
Council. Superintendent Garrity had
proposed that the City Council
continue to charter the Chicago
Police Reserve. Instead, the Council
voted down the legislation. Like the
Minutemen, the Chicago Police
Reserve was ready to serve at a
moment’s notice and, at a moment’s
notice, the Reserve was disbanded.
On April 6, 1917, the United States Congress declared war against Germany. America
immediately began sending its young men to Europe to engage in the conflict that
would be known as World War I. Little more than a month later, while the war waged
overseas, Patrolman Charles C.P. Larsen walked his midnight patrol protecting the home front.
Larsen alertly observed two men breaking into a theater and confronted the burglars. One of
the men suddenly produced a revolver and fired, striking the officer in the left cheek. Larsen
fell to the pavement and the offenders fled into the night. The courageous officer picked himself
up, took pursuit, and fired a few shots at the felons. After a short chase, the gunman opened fire
again, striking the patrolman three more times. The officer was later found by responding units and transported to
the hospital. Two days later, on May 13, 1917, Larsen died of septic infection caused by the gunshot wounds. The
29-year-old officer had been on the job 17 months. He left a wife and two children.
Chicago Park District Police
The surprise attack on Pearl Harbor
on the infamous day of December
7, 1941, triggered America’s entry
into World War II. Three days later,
Patrolman Charles H.Williams was killed in
the line of duty.Williams was a member of
the Chicago Park District, North Section, and assigned to
Norwood Park. After completing his tour of duty, Williams
stopped to relax in a lounge on his way home. Two offenders,
intent on robbery, entered the establishment, while a third man
waited outside in a stolen car. As soon as one of the robbers saw
the uniformed officer, the offender drew his gun and opened fire.
Officer Williams pulled out his service revolver and an intense
gun battle ensued. The patrolman was fatally wounded in the
exchange. The robbers fled without taking any proceeds.Williams
was 51 years old and survived by his wife. In 1959, when the two
city police departments merged, as a display of unity, Williams’
star and that of the other Chicago Park District officers killed in
the line of duty were added to the Chicago Police Department’s
Superintendent’s Honored Star Case.
When my police department offered the
possibility to serve an internship in the United
States I had no idea that my participation was one
of the best decisions I have ever made.
When my plane arrived on the runway of
O’Hare, I had some doubts if it was a good idea to stay three months in
a foreign country with a language learned, but never used before. These
doubts were soon destroyed shortly after my FTO picked me up at the
airport.
The following day, I joined some classes at the Academy (where
I met the best recruits ever) before I was sent to the different units within
the Department.
I learned many things in the different units that I may have never
seen anywhere else but Chicago.
I want to thank all the members who did everything to ensure
that I had an interesting time, and for all the invitations and helping
hands.
Sometimes I had so many invitations that I could not attend them
all. But I want you to know that I appreciated every single one of them.
I want to thank ADS Gary Schenkel and Commander Gary
Yamashiroya who gave me permission to have this internship opportunity.
It was an unforgettable time. Special thanks to Lt. Virginia Drozd, Sgt.
Theresa Williams, FTO Willie Smith, FTO Angelo Ruiz, FTO Robert
Tapia, PO Tom Lonergan, and Jane DeAngelis for making my stay not
only exciting, but very knowledgeable as well.
Hopefully, I will see many of you again in the coming years.
Thank you for everything, good-bye and take care of customers.
Weekend Retreat Scheduled for September
“Never doubt that a small group of thoughtful,
committed citizens can change the world. Indeed, it is
the only thing that ever has.” — Margaret Mead
John Brown:
One of the 29 Original
Code Talkers
In May 2002, John Brown,
one of the original 29
Navajo Code Talkers, visited
the 24th District. The
Chicago Police Marines
Organization wanted to thank
him for the encryption assistance
he provided the Marines
during World War II.
Native Americans were
first recruited for military cryptology
during World War I,
when the Choctaw Indians
provided communication codes for the armed services.
During World War II, the Japanese proved themselves to be
skilled at cracking codes. They were able to decipher both
the U.S. Army and Army Air Corps messages.
In 1942, the U.S. Marines enlisted the help of the
Navajo. The Navajo language was previously unwritten, so
there was no record on which to rely for decryption. Only
a person with a background in this spoken language could
translate the complex tonal meanings and dialects.
The original 29 Navajo recruits developed an alphabet
Supt.Terry Hillard presents John Brown with
a certificate of appreciation in the 024th District
Chicago Police Star — 315th Issue — June 2003
Navajo Code Talkers
and 200 word code that was eventually used by every
Marine platoon throughout the Pacific. From 1942 until
1945, 300 trained Code Talkers transmitted every Marine
assault message without decryption.
The success of the code was due to the way in which
the alphabet was developed by the original recruits. The
alphabet allowed different words to translate the same
message. For instance, the letter “B” could be represented by
the Navajo word for “Badger” (Na-Hash-Chid), “Bear”
(Shush) or “Barrel” (Toish-Jeh). The person receiving the
message would first have to translate the Navajo word to its
English equivalent. Then, the first letter of each English
word spelled out the message. The code was also extremely
efficient. A three-line message could be encoded, transmitted
and decoded in 20 seconds.
The Navajo contribution to encryption remained classified
information until 1968, so the Code Talkers were not
able to receive recognition for their efforts. Today, veterans
and historians alike credit the Allied victory in part to the
Navajo code. It is yet another example of how history can
be decided by the deeds of a few committed individuals.
Article by Erin Geary
Here’s how the Navajo code works...
If the Code Talker wanted to send a message containing
the abbreviation CPD, they could say:
“BA-GOSHI BI-SO-DIH CHINDI” which translates to
“Cow Pig Devil” which is decoded to be “C P D”. Since
there are three ways to represent each letter, there are
27 possible combinations of the Navajo code that spell
out CPD. Go ahead, give it a try yourself!
1. BA-GOSHI = Cow = C
BI-SO-DIH = Pig = P
CHINDI = Devil = D
2. TLA-GIN = Coal = C
CLA-GI-AIH = Pant = P
BE = Deer = D
3. MOASI = Cat = C
NE-ZHONI = Pretty = P
CHA-CHA-EH = Dog = D
