This issue of the <strong>Chicago</strong> Police Star Magazine<br />

is dedicated <strong>to</strong> the men and women of the<br />

<strong>Chicago</strong> Police Department who proudly<br />

serve in our armed forces. Approximately 125<br />

Department members have been activated <strong>to</strong> military duty since the tragic events<br />

of September 11, 2001. Not long ago, these individuals were protecting our city,<br />

but now, they are defending our nation’s freedom. The pho<strong>to</strong>graphs and experiences<br />

shared in this edition are in honor of these men and women.<br />

I truly understand and appreciate how difficult it can be <strong>to</strong> miss special occasions<br />

such as the birth of a child, graduations, anniversaries and the birthdays of<br />

our loved ones. By the very nature of our profession, this is not a new sacrifice<br />

for us. Each day, we go home <strong>to</strong> our families and friends once our <strong>to</strong>urs of duty<br />

end. The soldier must wait.<br />

Department members have asked what we can do <strong>to</strong> support our deployed<br />

members and their families. As a result, the <strong>Chicago</strong> Police and Fire Departments<br />

<strong>to</strong>gether formed a <strong>com</strong>mittee <strong>to</strong> address their needs. The Personnel Division<br />

hosted an Open House at Headquarters for the reservists and their families. They<br />

reviewed their benefits and made any necessary changes. Other City agencies<br />

were in attendance with informational packages for City services. The Chaplains<br />

Unit began a letter-writing campaign. They forwarded wonderful letters, pho<strong>to</strong>s<br />

and good wishes <strong>to</strong> our troops. The Chaplains Unit will continue this campaign<br />

until each police officer is home.<br />

Several Department units sent letters and packages <strong>to</strong> their own members.<br />

The Education and Training Division created a Department-wide care package<br />

drive. Many members donated <strong>to</strong>iletries and assorted goodies. Each care package<br />

included a T-shirt donated by the <strong>Chicago</strong> Police Marines organization and<br />

heartfelt wishes for a safe and speedy return.<br />

In the true spirit of the <strong>Chicago</strong> Police Department, we have united <strong>to</strong> take<br />

care of our own while they are deployed. I hope you enjoy this dedication <strong>to</strong> our<br />

military heroes. Please keep them in your thoughts until they return.<br />

It is human nature <strong>to</strong> take things for granted when all is<br />

well. Most people do not consider the paramedic until<br />

injured, the <strong>to</strong>w truck driver until stranded, or the<br />

police officer until victimized.The same holds true for our<br />

military. We currently do not draft or have manda<strong>to</strong>ry<br />

enlistment, so participation in the U.S. military is entirely<br />

voluntary. Recent events reminded many Americans that<br />

we sleep soundly because others choose <strong>to</strong> stand guard.<br />

Whether reserve or active, these volunteers afford the<br />

civilian population the luxury of taking our nation’s<br />

security for granted.<br />

The <strong>Chicago</strong> Police Department has approximately 280<br />

members currently in the<br />

Reserves, in addition <strong>to</strong> all the<br />

members who previously served.<br />

The skills and experience these<br />

members bring can greatly benefit<br />

the Department. For instance,<br />

reservists are required <strong>to</strong> maintain a<br />

high level of physical fitness and<br />

skill proficiency. Members may also<br />

acquire an area of specialization<br />

that directly relates <strong>to</strong> law enforcement,<br />

such as knowledge of explosives<br />

or civil affairs. Additionally,<br />

military travel can bring a worldly<br />

knowledge of cultures and cus<strong>to</strong>ms<br />

that is useful in a city as diverse as<br />

<strong>Chicago</strong>.<br />

Just as the Department benefits<br />

from a member’s military experi-<br />

ence, a member’s absence is felt when he or she is deployed.<br />

The unit may have <strong>to</strong> re-arrange personnel, or an officer<br />

might lose a partner <strong>to</strong> active duty. As much as deployment<br />

affects the Department, it is nothing <strong>com</strong>pared <strong>to</strong> the<br />

tremendous sacrifice made by reservists and their families.<br />

The recruitment<br />

campaign that advertises<br />

one weekend a month<br />

and two weeks a year<br />

grossly understates the<br />

required level of <strong>com</strong>mitment.<br />

Being a reservist can<br />

be a disruptive lifestyle.<br />

Each deployment is<br />

difficult financially and<br />

emotionally for the<br />

soldiers and their families.<br />

Many members also have<br />

children, spouses or other<br />

family members in the<br />

military which can have an equally distressing impact on<br />

Department members here at home.<br />

Currently, the Reserves are more responsible for security<br />

than at any other time in his<strong>to</strong>ry. This is due in part <strong>to</strong><br />

the fact that the military has significantly downsized since<br />

1990. As a result, the Reservist workload and number of<br />

deployments have increased proportionately. Since 1990,<br />

reservists have been deployed ten times more often than the<br />

previous fifty years.<br />

A second reason for the increased reliance on the<br />

Reserves is that the U.S.<br />

military presence has<br />

expanded globally, and we<br />

are staying for longer<br />

periods of time. For<br />

instance, 50 years after the<br />

end of the Korean War,<br />

the U.S. still has 37,000<br />

troops stationed in the<br />

DMZ (the demilitarized<br />

zone between North and<br />

South Korea). Bosnia was<br />

supposed <strong>to</strong> be a one-year<br />

<strong>com</strong>mitment but, six<br />

years later, peace-keeping<br />

troops are still necessary.<br />

The point is that reservists serve<br />

numerous functions in times of peace,<br />

as well as in times of war. Some go<br />

in<strong>to</strong> battle, while some step in <strong>to</strong> fill<br />

positions or offer support. Some may<br />

be deployed stateside, while others are<br />

deployed throughout the world.All of<br />

them play important roles.<br />

In the following section, we will<br />

share some of our Department<br />

members’ contributions. It is not<br />

possible <strong>to</strong> include everyone’s s<strong>to</strong>ries.<br />

This section is only meant <strong>to</strong> give<br />

fellow officers a taste of what some of<br />

our reservists have been up <strong>to</strong> recently.<br />

James Robinson (021)<br />

Master Sergeant/Army<br />

James Robinson (021) has been a<br />

<strong>Chicago</strong> Police officer for 12 years and<br />

a soldier for 25 years. A Master<br />

Sergeant in the Army, Robinson just<br />

returned from a 13-month deployment<br />

with U.S.A. Europe Command,<br />

an Army Intel mission that covered 93<br />

countries from West and South Africa<br />

<strong>to</strong> Western and Eastern Europe. The<br />

mission’s main goal is force protection,<br />

which means they keep sites safe from<br />

terrorist surveillance and attacks.<br />

According <strong>to</strong> Robinson, one Army<br />

infantryman requires a support crew of<br />

12-16 persons.<br />

P.O. Ryan Doherty (002) (no pho<strong>to</strong><br />

available) is currently in Iraq. In a<br />

letter, Doherty wrote that his unit<br />

started out in Camp Coyote, Kuwait<br />

before heading in<strong>to</strong> Iraq. He said they<br />

had <strong>to</strong> keep moving, so sanitary condi-<br />

tions were non-existent for a while. In<br />

An Nasiriyah, they acted as a security<br />

force at an airfield, and then were reassigned<br />

<strong>to</strong> work a prison camp they<br />

built in Umm Qasar. They may soon<br />

be relieved by more <strong>Military</strong> Police<br />

battalions. When they are, Doherty<br />

says he is looking forward <strong>to</strong> <strong>com</strong>ing<br />

back <strong>to</strong> work!<br />

Police officers and brothers Andres<br />

and Richard Zayas (765/Public<br />

Housing) are also both in the Naval<br />

Reserves. Andres has been on the<br />

Department for nine years and in the<br />

Navy for 18 years. In November 2002,<br />

he was deployed <strong>to</strong> Ecuador with the<br />

USSOUTHCOM Mission. This<br />

mission coordinated counterdrug<br />

strategies as part of the War on<br />

Terrorism, since narcotics have been<br />

linked <strong>to</strong> terrorist funding. It consisted<br />

of members from all four branches of<br />

the military and other U.S. government<br />

agencies. Richard Zayas is<br />

preparing <strong>to</strong> relieve the security forces<br />

in Spain who will soon be returning.<br />

Officer Jalloway (153)<br />

Army Surgical Team<br />

P.O.s Randy Jalloway and Tom<br />

Walsh must have really enjoyed working<br />

<strong>to</strong>gether in the C.P.D.’s Special<br />

Operations Section (153), because<br />

they teamed up again on the other<br />

side of the world.They have been with<br />

the 909th Field Surgical Team in<br />

Bagram, Afghanistan since September<br />

2002. Walsh and Jalloway are medics<br />

in a <strong>com</strong>bat/surgical unit that treats<br />

both military and civilian patients.<br />

Walsh and Jalloway sent some fascinating<br />

pho<strong>to</strong>s <strong>to</strong> their fellow officers, and<br />

it looks like they are adapting well <strong>to</strong><br />

their environment. (Unfortunately,<br />

they couldn’t keep Mojo the monkey.<br />

P.O. Rick Rau (189/Narcotics and<br />

Gang Investigations Section) sends his<br />

greetings from Afghanistan. Rau, a<br />

Gulf War veteran, is currently with the<br />

Special Forces, Green Berets. He’s up<br />

in the mountains and can’t really say<br />

much about his activities (<strong>to</strong>p secret<br />

stuff). Rau says “Hi” <strong>to</strong> Sgt. Nunez and<br />

his team.<br />

Sgt. Kenneth Pang (021) utilized his<br />

24 years of experience in the Marine<br />

Reserves <strong>to</strong> help make military<br />

his<strong>to</strong>ry in Kuwait this year. As a<br />

<strong>Military</strong> Intelligence Specialist, his job<br />

was <strong>to</strong> coordinate the delivery of<br />

classified parts and supplies <strong>to</strong> troops in<br />

Iraq. The tempo of the war was so<br />

quick, the military had <strong>to</strong> enlist<br />

civilian contrac<strong>to</strong>rs <strong>to</strong> haul supplies<br />

from the Gulf, across Kuwait, <strong>to</strong> the<br />

warfront. Tanks can only travel 60<br />

mph, so trac<strong>to</strong>r trailers driven by<br />

Hindu and Filipino contrac<strong>to</strong>rs pulled<br />

the tanks <strong>to</strong> the front lines <strong>to</strong> prevent<br />

the tanks from breaking down. These<br />

convoys marked the first instance of<br />

direct supply over such a long distance.<br />

Pang would like <strong>to</strong> say thank you <strong>to</strong> all<br />

his fellow officers for their support.<br />

Sgt. Joe W. Giambrone (014) was<br />

deployed back in September 2001. He<br />

has been gone for a long time, so he<br />

should have a few tales <strong>to</strong> tell when he<br />

returns. Sgt. Giambrone works for the<br />

U.S. Central Command, the Protective<br />

Services detail for General Tommy<br />

Franks. He is responsible for coordinating<br />

the Air Force side of security<br />

when members of the Central<br />

LEPSU unit stationed out of Great<br />

Lakes Naval base. They were one of<br />

the first naval reserve units <strong>to</strong> be acti-<br />

Freedom. All three officers were<br />

deployed <strong>to</strong> Rota, Spain, where they<br />

provided security for the Naval base.<br />

P.O. Nick Spencer (023) was also<br />

deployed shortly after September 11th.<br />

Since that time, his position has taken<br />

him all over the world. As an Air Force<br />

Raven, he is responsible for assisting<br />

the Army in taking enemy air fields.<br />

When flying in<strong>to</strong> hostile airfields, like<br />

those in Afghanistan, the Ravens<br />

perform security on the ground<br />

protecting the planes and pilots.<br />

Ravens also perform security for<br />

diplomats. P.O. Spencer says that the<br />

military taught him discipline and<br />

camaraderie, which benefit him as a<br />

police officer. Conversely, working as a<br />

police officer gave him the skills <strong>to</strong><br />

interact with people from different<br />

countries and cultures.<br />

Sgt. Robert Cargie of News<br />

Affairs (111) is assigned <strong>to</strong> an<br />

Army public affairs unit in<br />

Iraq. His unit is attached <strong>to</strong><br />

the 1st Marine Expeditionary<br />

Force and is responsible for<br />

documenting the humanitarian<br />

efforts made by the military<br />

and other organizations. Sgt. Robert Cargie (111)<br />

He writes that he is currently<br />

living at the bot<strong>to</strong>m of a stairwell in one of Sadaam’s former<br />

palaces. He has been in public affairs for 15 years, and says<br />

his previous deployment <strong>to</strong> Bosnia was a similar mission,<br />

except that the temperature in Iraq is 105 degrees.<br />

Sgt. Cargie wrote optimistically about his <strong>to</strong>ur in Iraq,<br />

so we leave you with an excerpt from his email:“If it is any<br />

indication of how we are received in this country, great<br />

<strong>CPD</strong>’s Highest Ranking<br />

Reservist: Detective Sam Man<strong>to</strong><br />

When Detective Sam Man<strong>to</strong> of Area 4<br />

Violent Crimes was a young lad, he<br />

aspired <strong>to</strong> be a police officer. At seventeen,<br />

he wasn’t old enough <strong>to</strong> join the Department, so he<br />

enlisted in the Air Force instead. That was in 1973.<br />

Thirty years later, Colonel Man<strong>to</strong> is one of the<br />

highest ranking reservists in the <strong>Chicago</strong> Police<br />

Department.<br />

Upon enlisting with the Air Force, Man<strong>to</strong> was<br />

assigned <strong>to</strong> an intelligence unit in Taiwan where he<br />

served as a Vietnamese linguist. He later joined the<br />

Army and under<strong>to</strong>ok numerous <strong>Military</strong> Intelligence<br />

and Civil Affairs assignments.<br />

Man<strong>to</strong> left active duty and joined the<br />

Department in 1994, but he continued his career in<br />

the Army Reserves. With the Civil Affairs Brigade,<br />

he served in the Europe Rapid Reaction Corps in<br />

Sarajevo. His military experience has earned him<br />

numerous awards, including U.N. and NATO<br />

medals, as well as an education from the prestigious<br />

Army War College.<br />

Eventually, Man<strong>to</strong> came <strong>to</strong> <strong>com</strong>mand two<br />

Psychological Operations battalions. Most recently,<br />

<strong>Chicago</strong> Police Star — 315th Issue — June 2003<br />

numbers of children and adults give a ‘thumbs up’ or wave<br />

at soldiers as they pass by. A reporter who spent time in Iraq<br />

before the regime fell <strong>to</strong>ld me ‘the looks on the faces of the<br />

Iraqi people have changed. They used <strong>to</strong> look so sad and<br />

tense. Now they look more relaxed.’”<br />

Cargie’s palatial domicile<br />

he <strong>com</strong>manded the 7th Psy Ops group from March<br />

2000 - March 2003. Civil Affairs and Psy Ops involve<br />

extensive civilian contact, so the interaction skills<br />

gleaned from police work are easily translated <strong>to</strong><br />

military liaison and humanitarian efforts.<br />

According <strong>to</strong> Man<strong>to</strong>, 96 percent of the Army’s<br />

civil affairs capability and 76 percent of the Psy Ops<br />

capability are in the Reserves. The Reserve structure<br />

is indispensable <strong>to</strong> military operations; therefore, it is<br />

important for Americans <strong>to</strong> make the reservists’<br />

military leaves as painless as possible. From his own<br />

experience, Man<strong>to</strong> says he has received tremendous<br />

support for his reserve duties from partners,<br />

supervisors and the Department.<br />

From the Files of <strong>Chicago</strong> Police His<strong>to</strong>ry ...<br />

The year was 1917 and<br />

America prepared <strong>to</strong> enter<br />

“The Great War” in Europe.<br />

Hermann F. Schuettler, then<br />

General Superintendent of Police,<br />

was well aware that the <strong>Chicago</strong><br />

Police Department would soon be<br />

depleted of sworn officers. In<br />

response, Schuettler began <strong>to</strong> establish<br />

a Police Reserve; a group of<br />

civic-minded citizens <strong>to</strong>o old for<br />

the draft who could contribute their<br />

time and energy <strong>to</strong> ensure the safety<br />

of citizens here at home.<br />

Schuettler’s first task was <strong>to</strong><br />

name John Bauder, <strong>Chicago</strong> Police<br />

Drillmaster, <strong>to</strong> organize and<br />

<strong>com</strong>mand the Reserve. Bauder was<br />

the perfect man for the job.With 15<br />

years experience in the Illinois<br />

National Guard, the 44-year-old<br />

veteran of the Spanish-American<br />

War was well-renowned in military<br />

circles.<br />

On August 11, 1917, five<br />

hundred and thirty-three volunteers<br />

joined the <strong>CPD</strong> as Reserves. The<br />

<strong>CPD</strong> Reserve was created <strong>to</strong> fill the<br />

void left by police officers who were<br />

deployed by the armed forces.At the<br />

same time, the government was also<br />

concerned that subversive elements<br />

in our society would wreak havoc<br />

upon our cities. The idea was that<br />

the Reserve could act as a form of<br />

“Homeland Security.” The actual<br />

cases of sabotage and terrorism were<br />

few; however, the Reserve was still<br />

well-utilized.<br />

Bauder organized the Reserve<br />

along a strict military plan—five<br />

battalions <strong>com</strong>manded by a major,<br />

with each battalion consisting of five<br />

<strong>com</strong>panies. <strong>Reservists</strong> drilled two<br />

days a week. They were issued<br />

badges and received formal training<br />

in State laws and City ordinances.<br />

With Bauder claiming they<br />

could be activated in less than two<br />

hours, the <strong>Reservists</strong> were <strong>com</strong>parable<br />

<strong>to</strong> the Minutemen of the<br />

American Revolution. Yet, despite<br />

all their responsibilities, <strong>Reservists</strong><br />

received no remuneration except<br />

the respect and admiration of a<br />

grateful citizenry. Many <strong>Reservists</strong><br />

used their own au<strong>to</strong>mobiles in service<br />

and were only reimbursed for<br />

gasoline.<br />

By the fall of 1917, Schuettler<br />

had suffered a stroke and developed<br />

pneumonia. John J. Alcock became<br />

acting General Superintendent as<br />

Schuettler tried <strong>to</strong> recuperate. The<br />

City had its share of problems as<br />

well. The first winter tested the<br />

Reserve’s mettle with severe snows<strong>to</strong>rms,<br />

deep snow drifts, and bitter<br />

cold. One blizzard cut <strong>Chicago</strong>’s<br />

train and telegraph service for two<br />

days. <strong>Reservists</strong> formed “shovel<br />

brigades” <strong>to</strong> help clear the streets<br />

and the areas around fire hydrants.<br />

They also canvassed different<br />

<strong>com</strong>munities, checking on housebound<br />

and aged citizens.<br />

The Reserve reached a membership<br />

peak of 2,158 members in<br />

February 1918. In August, just one<br />

year after establishing the Reserves,<br />

Hermann “The Burgermeister”<br />

Schuettler, succumbed after his long<br />

illness. Acting Superintendent<br />

Alcock said “Schuettler’s last orders<br />

<strong>to</strong> me were that the entire police<br />

department should be used in every<br />

way possible <strong>to</strong> assist the United States<br />

government in all its war work.” Little<br />

did they know then, the United States<br />

would face a disaster more deadly than<br />

World War I.<br />

In September of 1918, the deadly<br />

Spanish Influenza reached Rockford,<br />

Illinois and soon spread <strong>to</strong> <strong>Chicago</strong>. By<br />

the time the epidemic receded, it had<br />

taken the lives of 8,432 <strong>Chicago</strong>ans. In<br />

the United States alone, 446,800 citizens<br />

lost their lives <strong>to</strong> influenza, more<br />

than the <strong>to</strong>tal loss of life in World War I.<br />

The Reserve was called in <strong>to</strong> inspect<br />

theaters and meeting places <strong>to</strong> assure<br />

proper ventilation and sanitary conditions.<br />

Many events were canceled, and<br />

<strong>Chicago</strong>ans were encouraged <strong>to</strong> avoid<br />

physical contact with one another,<br />

including shaking hands and kissing.<br />

The Armistice was signed on<br />

November 11, 1918. At 11 o’clock, on<br />

the 11 th day, of the 11 th month, the war<br />

ended with over 320,000 American<br />

casualties. <strong>Chicago</strong>ans, like other<br />

Americans, <strong>to</strong>ok <strong>to</strong> the streets <strong>to</strong><br />

demonstrate their joy with the war’s<br />

end.The Reserve was called in<strong>to</strong> service<br />

<strong>to</strong> help protect life and property<br />

during the exuberant celebration, and<br />

mayhem was avoided.<br />

Two weeks after the Armistice,<br />

Brigadier General John J. Garrity was<br />

appointed General Superintendent of<br />

the <strong>Chicago</strong> Police. At this same time,<br />

a crime wave began that would last<br />

five months. The Reserve was called<br />

in <strong>to</strong> assist the police in investigations.<br />

According <strong>to</strong> reports, <strong>Reservists</strong><br />

responded <strong>to</strong> 1,831 calls for service,<br />

were actively involved in 550 investigations,<br />

and recovered $11,000 in<br />

s<strong>to</strong>len property during this five-month<br />

period.<br />

Garrity’s tenure as superintendent<br />

was a turbulent one. Just as war worries<br />

subsided, racial tensions were percolating<br />

in <strong>Chicago</strong>.There were 24 racially<br />

motivated bombings in the City<br />

during a two-year span. On Sunday,<br />

July 27, 1919, a riot erupted. One<br />

<strong>Chicago</strong> his<strong>to</strong>rian referred <strong>to</strong> this as<br />

“...five of the worst days <strong>Chicago</strong>ans<br />

have ever seen.”<br />

By the time the riots ceased, 38<br />

were dead and more than 500 were<br />

injured.The Department lost one of its<br />

own on July 28, 1919, when Officer<br />

John W. Simpson was fatally shot by<br />

rioters. The Reserve again proved its<br />

worth during this difficult time.<br />

<strong>Chicago</strong> Police were sent <strong>to</strong> concentrate<br />

on the riot areas while the<br />

Reserve was called <strong>to</strong> patrol the<br />

remainder of the City.<br />

On April 5, 1920, the Reserve was<br />

“mustered out” by the <strong>Chicago</strong> City<br />

Council. Superintendent Garrity had<br />

proposed that the City Council<br />

continue <strong>to</strong> charter the <strong>Chicago</strong><br />

Police Reserve. Instead, the Council<br />

voted down the legislation. Like the<br />

Minutemen, the <strong>Chicago</strong> Police<br />

Reserve was ready <strong>to</strong> serve at a<br />

moment’s notice and, at a moment’s<br />

notice, the Reserve was disbanded.<br />

Honored Stars<br />

On April 6, 1917, the United States Congress declared war against Germany. America<br />

immediately began sending its young men <strong>to</strong> Europe <strong>to</strong> engage in the conflict that<br />

would be known as World War I. Little more than a month later, while the war waged<br />

overseas, Patrolman Charles C.P. Larsen walked his midnight patrol protecting the home front.<br />

Larsen alertly observed two men breaking in<strong>to</strong> a theater and confronted the burglars. One of<br />

the men suddenly produced a revolver and fired, striking the officer in the left cheek. Larsen<br />

fell <strong>to</strong> the pavement and the offenders fled in<strong>to</strong> the night.The courageous officer picked himself<br />

up, <strong>to</strong>ok pursuit, and fired a few shots at the felons.After a short chase, the gunman opened fire<br />

again, striking the patrolman three more times.The officer was later found by responding units and transported <strong>to</strong><br />

the hospital.Two days later, on May 13, 1917, Larsen died of septic infection caused by the gunshot wounds.The<br />

29-year-old officer had been on the job 17 months. He left a wife and two children.<br />

<strong>Chicago</strong> Park District Police<br />

The surprise attack on Pearl Harbor<br />

on the infamous day of December<br />

7, 1941, triggered America’s entry<br />

in<strong>to</strong> World War II. Three days later,<br />

Patrolman Charles H.Williams was killed in<br />

the line of duty.Williams was a member of<br />

the <strong>Chicago</strong> Park District, North Section, and assigned <strong>to</strong><br />

Norwood Park. After <strong>com</strong>pleting his <strong>to</strong>ur of duty, Williams<br />

s<strong>to</strong>pped <strong>to</strong> relax in a lounge on his way home. Two offenders,<br />

intent on robbery, entered the establishment, while a third man<br />

waited outside in a s<strong>to</strong>len car. As soon as one of the robbers saw<br />

the uniformed officer, the offender drew his gun and opened fire.<br />

Officer Williams pulled out his service revolver and an intense<br />

gun battle ensued. The patrolman was fatally wounded in the<br />

exchange.The robbers fled without taking any proceeds.Williams<br />

was 51 years old and survived by his wife. In 1959, when the two<br />

city police departments merged, as a display of unity, Williams’<br />

star and that of the other <strong>Chicago</strong> Park District officers killed in<br />

the line of duty were added <strong>to</strong> the <strong>Chicago</strong> Police Department’s<br />

Superintendent’s Honored Star Case.<br />

The past few months have been trying and<br />

busy for everyone. The War in Iraq brought<br />

many demonstrations down<strong>to</strong>wn which meant<br />

long hours for assigned officers... We have<br />

fellow officers who may have served or know<br />

someone who is in Iraq. <strong>Our</strong> prayers are with<br />

these individuals... <strong>Our</strong> hats go off <strong>to</strong> POs<br />

Michael Brown and James P. Butler II who<br />

recently received Dept Commendations... The<br />

District has been very busy in the past months.<br />

On 29 April, the District held its Annual Job<br />

interview and even hire on the spot many job<br />

seekers. PO Roberta Clay and PO Coleman<br />

made this event a great success. Citizens attended<br />

classes in resume writing and job readiness.<br />

This was just the beginning of activities. We<br />

advised the senior citizens in the District about<br />

services in the City. The Secretary of State<br />

Mobile Unit provided vision screening and<br />

drivers license renewal for the first 100 active<br />

adults... Senior Officer John Heidt was so well<br />

informed on services that we had <strong>to</strong> check his<br />

I.D. <strong>to</strong> see why he knew so much... Hip Hop<br />

Wednezdays will begin in early July. Summer<br />

activities include tumblers, movies at the 87 th<br />

Street Theater and food for all in attendance...<br />

When my police department offered the<br />

possibility <strong>to</strong> serve an internship in the United<br />

States I had no idea that my participation was one<br />

of the best decisions I have ever made.<br />

When my plane arrived on the runway of<br />

O’Hare, I had some doubts if it was a good idea <strong>to</strong> stay three months in<br />

a foreign country with a language learned, but never used before. These<br />

doubts were soon destroyed shortly after my FTO picked me up at the<br />

airport.<br />

The following day, I joined some classes at the Academy (where<br />

I met the best recruits ever) before I was sent <strong>to</strong> the different units within<br />

the Department.<br />

I learned many things in the different units that I may have never<br />

seen anywhere else but <strong>Chicago</strong>.<br />

I want <strong>to</strong> thank all the members who did everything <strong>to</strong> ensure<br />

that I had an interesting time, and for all the invitations and helping<br />

hands.<br />

Sometimes I had so many invitations that I could not attend them<br />

all. But I want you <strong>to</strong> know that I appreciated every single one of them.<br />

I want <strong>to</strong> thank ADS Gary Schenkel and Commander Gary<br />

Yamashiroya who gave me permission <strong>to</strong> have this internship opportunity.<br />

finish his second master’s degree—an M.B.A.<br />

know the “First,” he was a class act, a family<br />

The Professional Counseling Services Unit will<br />

sponsor a Men’s Serenity Weekend from September<br />

19-21, 2003, at St. Mary’s Retreat House in<br />

Lemont, Illinois.<br />

The retreat, implemented by the Alcohol Assistance<br />

Unit, is designed <strong>to</strong> give officers a chance <strong>to</strong> relax, reflect or<br />

just get away from the stress of everyday life, according <strong>to</strong><br />

Program Counselor Frank Calderon.<br />

“There are no pressures, no bosses, no demands, whatever<br />

you care <strong>to</strong> do, it’s your weekend. Absolutely nothing<br />

is manda<strong>to</strong>ry, ” Calderon said.<br />

Officers can catch up on reading, have individual<br />

conversations or just kick back and sit on the front porch<br />

and enjoy the view, he added.<br />

They can “meditate, take peaceful walks, enjoy the positive<br />

solitude, or join the group discussions,” Calderon added.<br />

The retreat will begin at 1900 hours on 19 Sept 03 and<br />

In May 2002, John Brown,<br />

one of the original 29<br />

Navajo Code Talkers, visited<br />

the 24th District. The<br />

<strong>Chicago</strong> Police Marines<br />

Organization wanted <strong>to</strong> thank<br />

him for the encryption assistance<br />

he provided the Marines<br />

during World War II.<br />

Native Americans were<br />

first recruited for military cryp<strong>to</strong>logy<br />

during World War I,<br />

when the Choctaw Indians<br />

provided <strong>com</strong>munication codes for the armed services.<br />

During World War II, the Japanese proved themselves <strong>to</strong> be<br />

skilled at cracking codes. They were able <strong>to</strong> decipher both<br />

the U.S. Army and Army Air Corps messages.<br />

In 1942, the U.S. Marines enlisted the help of the<br />

Navajo. The Navajo language was previously unwritten, so<br />

there was no record on which <strong>to</strong> rely for decryption. Only<br />

a person with a background in this spoken language could<br />

translate the <strong>com</strong>plex <strong>to</strong>nal meanings and dialects.<br />

The original 29 Navajo recruits developed an alphabet<br />

Navajo Code Talkers<br />

and 200 word code that was eventually used by every<br />

Marine pla<strong>to</strong>on throughout the Pacific. From 1942 until<br />

1945, 300 trained Code Talkers transmitted every Marine<br />

assault message without decryption.<br />

The success of the code was due <strong>to</strong> the way in which<br />

the alphabet was developed by the original recruits. The<br />

alphabet allowed different words <strong>to</strong> translate the same<br />

message. For instance, the letter “B” could be represented by<br />

the Navajo word for “Badger” (Na-Hash-Chid), “Bear”<br />

(Shush) or “Barrel” (Toish-Jeh). The person receiving the<br />

message would first have <strong>to</strong> translate the Navajo word <strong>to</strong> its<br />

English equivalent. Then, the first letter of each English<br />

word spelled out the message. The code was also extremely<br />

efficient. A three-line message could be encoded, transmitted<br />

and decoded in 20 seconds.<br />

The Navajo contribution <strong>to</strong> encryption remained classified<br />

information until 1968, so the Code Talkers were not<br />

able <strong>to</strong> receive recognition for their efforts. Today, veterans<br />

and his<strong>to</strong>rians alike credit the Allied vic<strong>to</strong>ry in part <strong>to</strong> the<br />

Navajo code. It is yet another example of how his<strong>to</strong>ry can<br />

be decided by the deeds of a few <strong>com</strong>mitted individuals.<br />

Here’s how the Navajo code works...<br />

If the Code Talker wanted <strong>to</strong> send a message containing<br />

the abbreviation <strong>CPD</strong>, they could say:<br />

“BA-GOSHI BI-SO-DIH CHINDI” which translates <strong>to</strong><br />

“Cow Pig Devil” which is decoded <strong>to</strong> be “C P D”. Since<br />

there are three ways <strong>to</strong> represent each letter, there are<br />

27 possible <strong>com</strong>binations of the Navajo code that spell<br />

out <strong>CPD</strong>. Go ahead, give it a try yourself!<br />
