6.1 Status of Coffee pulping units :<br />

There are number of Coffee estates mainly in Coorg, Chikkamagalore, & Hassan Districts, out of which,<br />

2022 coffee pulping units are identified under the purview of <strong>Pollution</strong> control laws. Since the coffee pulping<br />

operations are seasonal, the pollution problems are confined to the pulping season from November to April<br />

6.2 <strong>Pollution</strong> <strong>Control</strong> Measures<br />

The <strong>Karnataka</strong> <strong>State</strong> <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong> is regulating the discharge of effluents and air emissions from<br />

industries through issue of consents under the Water and the Air Acts. While issuing consents, conditions<br />

are being imposed regarding the effluent standards and also emission standards which the industries have<br />

to comply with. Compliance to conditions stipulated will be regularly monitored by the staff of Regional<br />

Offices by verifying the operation and maintenance of pollution control systems and by collecting and<br />

analyzing the samples of effluents and emissions. The industries are pursued to ensure that the pollution<br />

control systems are installed and commissioned within the stipulated time. In respect of new projects the<br />

consent for establishment is being issued only after examining the suitability of the site and scrutiny of the<br />

pollution control proposals. First consent for making discharge of emission & treated effluents; that is for<br />

commissioning the industry will be issued only if the industries have provided stipulated pollution control<br />

meansures. Also, the <strong>Board</strong> is encouraging the industries to adopt cleaner production techniques and<br />

recycle, reduce, recover concept.<br />

The Ministry of Environment & Forests, Government of India, in its Notification No. SO. 60(E), dated 27-01-<br />

1994 has specified the projects which require environment clearance from the Central Government. Also,<br />

Government of India, in its notification No. SO 318(E), dated 10-4-1997 has prescribed a process of Public<br />

Hearing in respect of those cases that require Environment Clearance by the Government of India. The<br />

<strong>Board</strong> during the financial year <strong>2005</strong>-20<strong>06</strong> has conducted 116 public hearings for the projects attracting the<br />

provisions of EIA notification.
