1.0 INTRODUCTION<br />

<strong>Karnataka</strong> <strong>State</strong><br />

<strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong><br />

The <strong>Karnataka</strong> <strong>State</strong> <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong> (here onwards referred to as “<strong>Board</strong>” or “KSPCB”) is a statutory<br />

body constituted by the Government of <strong>Karnataka</strong> on 21-9-1974 under the Water (Prevention and <strong>Control</strong><br />

of <strong>Pollution</strong>) Act, 1974, in short the Water Act. Initially the mandate of the <strong>Board</strong> was only to implement the<br />

Water Act, 1974, Subsequently, the <strong>Board</strong> was given the responsibility of implementing a series of environment<br />

related Acts & Rules.<br />

As on date the KSPCB is implementing the following Acts and Rules:<br />

1. The Water (Prevention & <strong>Control</strong> of <strong>Pollution</strong>) Act, 1974 and the Rules there under;<br />

2. The Air (Prevention & <strong>Control</strong> of <strong>Pollution</strong>) Act, 1981 and the Rules there under;<br />

3. The Water (Prevention & <strong>Control</strong> of <strong>Pollution</strong>) Cess Act, 1977, and Amendment Act, 1991, 2003 and<br />

the Rules there under;<br />

4. The Environment (Protection) Act, 1986 and the following Rules/notifications framed under that Act<br />

(i) Hazardous Waste (Management & Handling) Rules, 1989, as amended;<br />

(ii) Manufacture, Storage and Import of Hazardous Chemical Rules, 1989 as amended;<br />

(iii) Environmental Impact Assessment Notification, 1994 as Amended ;<br />

(iv) Bio-Medical Waste (Management & Handling) Rules, 1998 as amended;<br />

(v) Plastics Manufacture, Sale and Usage Rules, 1999 as amended;<br />

(vi) Noise <strong>Pollution</strong> (Regulation & <strong>Control</strong>) Rules, 2000 as amended;<br />

(vii) Municipal Solid Waste (Management & Handling) Rules, 2000;<br />

(viii) Batteries (Management and Handling) Rules, 2001;<br />

2.0 CONSTITUTION OF THE STATE BOARD INCLUDING CHANGES THERE IN<br />

The <strong>Karnataka</strong> <strong>State</strong> <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong> was originally constituted as per Section 4 of the Water<br />

(Prevention & <strong>Control</strong> of <strong>Pollution</strong>) Act, 1974, vide Notification No. HMA 161 CGE 74, dated 21.9.1974 and<br />

was reconstituted during 1981, 1984, 1991, 1994, 1995, 1997, 1999, 2001 and 2002. The <strong>Board</strong> comprises<br />

of a Chairman, Member Secretary and 15 other members nominated by the <strong>State</strong> Government as per the<br />

Act.<br />

The <strong>Board</strong> Members as on 31-03-20<strong>06</strong> is given in ANNEXURE I.<br />

Sri. N. Bhoomananda Manay continued as Chairman during the year under report. Sri. B. Ramaiah who was<br />

appointed as Member Secretary on 27.01.<strong>2005</strong> continued during the period under report.<br />

ORGANISATION STRUCTURE :<br />

The KSPCB has adopted two tier system of working (consisting of Head of Regional Office). The<br />

organization structure of the <strong>Board</strong> is given in ANNEXURE II.<br />

The Head Office is in Bangalore with 27 Regional Offices spread all over the <strong>State</strong> to enable the <strong>Board</strong> to<br />

discharge its duties with close proximity to stakeholders headed by a Regional Officer.<br />

Besides, the KSPCB has established a Central Laboratory at Bangalore with Regional Laboratories at other<br />

places in the <strong>State</strong>. Regional laboratories are located at Mysore, Dharwad, Mangalore, Gulbarga, Davangere,<br />

Raichur, Hassan and Belgaum.
