1.0 INTRODUCTION
Karnataka State
Pollution Control Board
The Karnataka State Pollution Control Board (here onwards referred to as “Board” or “KSPCB”) is a statutory
body constituted by the Government of Karnataka on 21-9-1974 under the Water (Prevention and Control
of Pollution) Act, 1974, in short the Water Act. Initially the mandate of the Board was only to implement the
Water Act, 1974, Subsequently, the Board was given the responsibility of implementing a series of environment
related Acts & Rules.
As on date the KSPCB is implementing the following Acts and Rules:
1. The Water (Prevention & Control of Pollution) Act, 1974 and the Rules there under;
2. The Air (Prevention & Control of Pollution) Act, 1981 and the Rules there under;
3. The Water (Prevention & Control of Pollution) Cess Act, 1977, and Amendment Act, 1991, 2003 and
the Rules there under;
4. The Environment (Protection) Act, 1986 and the following Rules/notifications framed under that Act
(i) Hazardous Waste (Management & Handling) Rules, 1989, as amended;
(ii) Manufacture, Storage and Import of Hazardous Chemical Rules, 1989 as amended;
(iii) Environmental Impact Assessment Notification, 1994 as Amended ;
(iv) Bio-Medical Waste (Management & Handling) Rules, 1998 as amended;
(v) Plastics Manufacture, Sale and Usage Rules, 1999 as amended;
(vi) Noise Pollution (Regulation & Control) Rules, 2000 as amended;
(vii) Municipal Solid Waste (Management & Handling) Rules, 2000;
(viii) Batteries (Management and Handling) Rules, 2001;
2.0 CONSTITUTION OF THE STATE BOARD INCLUDING CHANGES THERE IN
The Karnataka State Pollution Control Board was originally constituted as per Section 4 of the Water
(Prevention & Control of Pollution) Act, 1974, vide Notification No. HMA 161 CGE 74, dated 21.9.1974 and
was reconstituted during 1981, 1984, 1991, 1994, 1995, 1997, 1999, 2001 and 2002. The Board comprises
of a Chairman, Member Secretary and 15 other members nominated by the State Government as per the
Act.
The Board Members as on 31-03-2006 is given in ANNEXURE I.
Sri. N. Bhoomananda Manay continued as Chairman during the year under report. Sri. B. Ramaiah who was
appointed as Member Secretary on 27.01.2005 continued during the period under report.
ORGANISATION STRUCTURE :
The KSPCB has adopted two tier system of working (consisting of Head of Regional Office). The
organization structure of the Board is given in ANNEXURE II.
The Head Office is in Bangalore with 27 Regional Offices spread all over the State to enable the Board to
discharge its duties with close proximity to stakeholders headed by a Regional Officer.
Besides, the KSPCB has established a Central Laboratory at Bangalore with Regional Laboratories at other
places in the State. Regional laboratories are located at Mysore, Dharwad, Mangalore, Gulbarga, Davangere,
Raichur, Hassan and Belgaum.
