1.0 INTRODUCTION<br />

<strong>Karnataka</strong> <strong>State</strong><br />

<strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong><br />

The <strong>Karnataka</strong> <strong>State</strong> <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong> (here onwards referred to as “<strong>Board</strong>” or “KSPCB”) is a statutory<br />

body constituted by the Government of <strong>Karnataka</strong> on 21-9-1974 under the Water (Prevention and <strong>Control</strong><br />

of <strong>Pollution</strong>) Act, 1974, in short the Water Act. Initially the mandate of the <strong>Board</strong> was only to implement the<br />

Water Act, 1974, Subsequently, the <strong>Board</strong> was given the responsibility of implementing a series of environment<br />

related Acts & Rules.<br />

As on date the KSPCB is implementing the following Acts and Rules:<br />

1. The Water (Prevention & <strong>Control</strong> of <strong>Pollution</strong>) Act, 1974 and the Rules there under;<br />

2. The Air (Prevention & <strong>Control</strong> of <strong>Pollution</strong>) Act, 1981 and the Rules there under;<br />

3. The Water (Prevention & <strong>Control</strong> of <strong>Pollution</strong>) Cess Act, 1977, and Amendment Act, 1991, 2003 and<br />

the Rules there under;<br />

4. The Environment (Protection) Act, 1986 and the following Rules/notifications framed under that Act<br />

(i) Hazardous Waste (Management & Handling) Rules, 1989, as amended;<br />

(ii) Manufacture, Storage and Import of Hazardous Chemical Rules, 1989 as amended;<br />

(iii) Environmental Impact Assessment Notification, 1994 as Amended ;<br />

(iv) Bio-Medical Waste (Management & Handling) Rules, 1998 as amended;<br />

(v) Plastics Manufacture, Sale and Usage Rules, 1999 as amended;<br />

(vi) Noise <strong>Pollution</strong> (Regulation & <strong>Control</strong>) Rules, 2000 as amended;<br />

(vii) Municipal Solid Waste (Management & Handling) Rules, 2000;<br />

(viii) Batteries (Management and Handling) Rules, 2001;<br />

2.0 CONSTITUTION OF THE STATE BOARD INCLUDING CHANGES THERE IN<br />

The <strong>Karnataka</strong> <strong>State</strong> <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong> was originally constituted as per Section 4 of the Water<br />

(Prevention & <strong>Control</strong> of <strong>Pollution</strong>) Act, 1974, vide Notification No. HMA 161 CGE 74, dated 21.9.1974 and<br />

was reconstituted during 1981, 1984, 1991, 1994, 1995, 1997, 1999, 2001 and 2002. The <strong>Board</strong> comprises<br />

of a Chairman, Member Secretary and 15 other members nominated by the <strong>State</strong> Government as per the<br />

Act.<br />

The <strong>Board</strong> Members as on 31-03-20<strong>06</strong> is given in ANNEXURE I.<br />

Sri. N. Bhoomananda Manay continued as Chairman during the year under report. Sri. B. Ramaiah who was<br />

appointed as Member Secretary on 27.01.<strong>2005</strong> continued during the period under report.<br />

ORGANISATION STRUCTURE :<br />

The KSPCB has adopted two tier system of working (consisting of Head of Regional Office). The<br />

organization structure of the <strong>Board</strong> is given in ANNEXURE II.<br />

The Head Office is in Bangalore with 27 Regional Offices spread all over the <strong>State</strong> to enable the <strong>Board</strong> to<br />

discharge its duties with close proximity to stakeholders headed by a Regional Officer.<br />

Besides, the KSPCB has established a Central Laboratory at Bangalore with Regional Laboratories at other<br />

places in the <strong>State</strong>. Regional laboratories are located at Mysore, Dharwad, Mangalore, Gulbarga, Davangere,<br />

Raichur, Hassan and Belgaum.

The Central Laboratory is well equipped with sophisticated analytical instruments and carries out analysis<br />

of water, wastewater, stack emission, ambient air, bacteriological samples and bio-assay test.<br />

The Regional laboratories are attached to the respective Regional Offices and they carry out analysis of<br />

water, waste water, ambient air samples and stack emission samples. Samples are collected from industries,<br />

local authorities, rivers, wells, etc., through Regional Offices and sent to the nearest laboratory for<br />

analysis.<br />

Addresses of Central Office, Regional Offices and Central Laboratory are given in the Annexure III.<br />

The <strong>Board</strong> is discharging its responsibility with 303 staff members. The details of staff position are given in<br />

ANNEXURE IV.<br />

3.0 COMMITTEES CONSTITUTED THE BY THE STATE BOARD<br />

<strong>Board</strong> has constituted following committees to assist it in carrying out its activities :<br />

1. Technical Advisory Committee (TAC) ;<br />

2. Library and Laboratory Committee (LLC) ;<br />

3. Consent Committee for issue of Consent for Establishment and Consent for Operation -<br />

both at <strong>State</strong> level and at each Regional Office.<br />

8. Legal Advisory Committee (LAC);<br />

4.0 MEETINGS OF THE STATE BOARD AND MAJOR DECISIONS TAKEN<br />

During <strong>2005</strong>-<strong>06</strong>, the <strong>Board</strong> has met 3 times on the following dates:<br />

monitoring and to upgrade emission monitoring equipments.<br />

o The <strong>Board</strong> approved proposal to purchase land for office complex at Bijapur at a cost of Rs.14.70<br />

Lakhs.<br />

o The <strong>Board</strong> approved to release additional amount of Rs.1,<strong>06</strong>,260/- in additional to Rs.5.00<br />

lakhs already released on 28.02.<strong>2005</strong> to acquire sanchari vasthu pradarshana vehicle from<br />

cess funds.<br />

o The <strong>Board</strong> approved to extend the capital investment from Rs.25.00 lakh to 100.00 lakh for all<br />

‘green’ category industries, to grant 10 years consent accepting one year consent fee under<br />

the Air and the Water Act.<br />

o The <strong>Board</strong> approved draft <strong>Annual</strong> report of KSPCB for the financial year 01.04.2004 to<br />

31.03.<strong>2005</strong>.<br />

o The <strong>Board</strong> approved the audited accounts for the year 2002-03 and 2003-04 with the observation<br />

that the fixed asset register of the <strong>Board</strong> shall be updated.

o The <strong>Board</strong> approved to donate one rescue vehicle to ‘state crisis group’ for the purpose of<br />

combating any emergency arising out of accident either chemical, fire, etc.<br />

o The <strong>Board</strong> approved to provide financial assistance to construct toilet in girls schools of strength<br />

200-300 in 32 educational districts, at a cost of Rs.16.00 lakhs with a condition that the toilets<br />

can be constructed only in the places wherever piped water supply facility is available.<br />

o The <strong>Board</strong> approved the training program to the <strong>Board</strong> Officers in Germany under GTZ.<br />

o The <strong>Board</strong> approved sanction of Rs.4.00 lakhs to ‘M/s ECO Watch’ for the awareness activities<br />

o The <strong>Board</strong> approved to establish regional offices in all the districts in phases before <strong>2005</strong>-<strong>06</strong> for<br />

better environmental surveillance and also approved the proposals for keeping Environmental<br />

officer as Head of the regional office with one Deputy Environmental Officer and supporting<br />

staff<br />

o The <strong>Board</strong> agreed in principle to permit the distilleries to adopt the new method of, ‘one-time<br />

controlled land application of treated Bio-Methanated distillery spent wash as liquid manure’; as<br />

one of the options for treatment of effluents<br />

o The <strong>Board</strong> approved revised Budget estimated for <strong>2005</strong>-<strong>06</strong> and general Budget Estimate for<br />

20<strong>06</strong>-07<br />

o The <strong>Board</strong> agreed to pay an amount of Rs.81,800/- in addition to Rs.3.20 Lakhs already paid to<br />

the Transport Commissioner to take up repair and update vehicle emission equipments<br />

o The <strong>Board</strong> approved for purchase of land in Bellary and Chitradurga<br />

o The <strong>Board</strong> approved to provide Rs.10.00 Lakhs for installation of Waste Water treatment plant<br />

for treating the waste generated exclusively from hospital activities<br />

o The <strong>Board</strong> Approved the expenditure of Rs.6,26,212/- made towards creating awareness during<br />

celebration of Ganesha festival -<strong>2005</strong><br />

o The <strong>Board</strong> Approved the expenditure of Rs.3,40,518/- made towards creating awareness during<br />

celebration of Deepavali festival - <strong>2005</strong>.<br />

4.1 MEETINGS OF THE TECHNICAL ADVISORY COMMITTEE (TAC)<br />

The Technical Advisory Committee is constituted by the KSPCB and has Members as indicated in<br />

ANNEXURE V.<br />

The TAC provides technical advise to the <strong>Board</strong> in matters relating to pollution control proposals, E.I.A., etc.,<br />

submitted by the industries and local authorities; makes suggestions for stipulating standards for liquid<br />

effluents, gaseous emissions and other allied technical matters. It also evaluates technical objections,<br />

suggestions recorded during the Environment Public Hearing.<br />

The Committee recommended for issue of consent for expansion/ establishment to following units during<br />

the period under report:<br />

1. Consent for expansion of Iron ore mining from 35,071 TPA to 600,000 TPA in an area of 38.45 acres<br />

by Jamunathana Halli Iron Ore mine of Mysore Minerals Ltd. ML No. 1659, Sandur Tq Bellary<br />

District.<br />

2. Consent for establishment of CETP at Survey No. 292, KIADB road No.13/A, Kolhar Indl. area, Bidar.<br />

3. Consent for expansion of production capacity of HR coils and plates from 2.5 MTPA to 4 MTPA by<br />

M/s. Jindal Vijaynagar Steels Ltd., Toranagallu, Sandur Tq, Bellary District.<br />

4. CFE for setting up of 90 KLPD fuel grade ethanol plant adjacent to the existing premises at M/s.<br />

SCM Sugars Ltd., Hosagavi Village, Koppa Hobli, Maddur Tq, Mandya District.<br />

5. Consent for establishment of 100 MW coke oven fuel gas heat recovery system based power plant<br />

by M/s. JSW Power Ltd, Toranagallu Sandur Tq, Bellary District.<br />

6. Consent for expansion of Iron ore mining from 4,20,000 TPA to 7,60,000 TPA in an area of 42.60<br />

acres by John Mines of Sri.E.Ramamurthy ML No.2294, Survey No.21 Megalahalli Village, Holalkere<br />

Tq, Chitradurga district.<br />

7. CFE for installation of 3 numbers Ballmill at pellatization plant at Panambur, Mangalore.<br />

8. Consent for establishment of 15.5 MW DG set without increasing pollution load by M/s. West Coast<br />

Paper Mills, Dandeli.<br />

9. CFE for increasing cement manufacturing capacity from 19.5 lakhs TPA to 27 lakhs TPA by M/s.<br />

ACC Ltd, Wadi.<br />

10. Consent for expansion of existing R&D unit for manufacture of bulk drugs by M/s. Apotex Pharma<br />

Chem India Pvt Ltd, KIADB industrial, 4 th Phase, Anekal Tq, Bangalore Urban District.<br />

11. CFE for manufacture of bulk drug, formulation and R&D of capacity 200 MTPA by M/s.Cipla Ltd., at<br />

KIADB indl area, 4 th Phase, Anekal Tq, Bangalore Urban District,<br />

4.2 Library and Laboratory Committee<br />

Library and laboratory committee constituted by the <strong>Board</strong> assists in strengthening & up-gradation of<br />

laboratories of the <strong>Board</strong> for effective functioning. The list of library and laboratory committee members is<br />

given in ANNEXURE VI.<br />

During the financial year the 72 nd meeting of the committee was held on 27-10-<strong>2005</strong> and the committee<br />

decided to purchase 10 Nos. of RDS and 2 No.s of Fine particulate samplers and to purchase equipments<br />

to the Laboratories of the <strong>Board</strong> in two phases.<br />

4.3 Awareness Committee<br />

This committee was constituted by the <strong>Board</strong> to verify the proposals relating to environmental awareness<br />

activities received by the <strong>Board</strong> including sponsoring of workshops/ conferences, campaigns/ public<br />

awareness functions, production of documentary films, release of advertisements, printing of brochures,<br />

etc. The list of members is given in ANNEXURE VII.<br />

o Grant funds for carrying out various environment awareness programmes, workshops, seminars,<br />

etc., throughout the <strong>State</strong>.<br />

o Evolved guide lines for considering proposals for environmental awareness and also evolved an<br />

application form for submitting the proposals.<br />

4.4 Information Technology committee:<br />

<strong>Board</strong> constituted the Information Technology (IT) committee during the year 2002-03 to decide on policy<br />

matters concerning implementation of Information Technology in the <strong>Board</strong>. The list of this committee<br />

members is given in ANNEXURE VIII.<br />

4.5 Legal Advisory Committee<br />

In the course of enforcement of various Environmental Acts and Rules by the <strong>Board</strong>, a large number of<br />

Writ Petitions, Appeals, etc., are being filed before the Hon’ble High Court of <strong>Karnataka</strong>, Appellate Authority,<br />

etc. Besides, the <strong>Board</strong> also initiates criminal proceedings against erring industries.<br />

Therefore, with a view to streamline the matters relating to legal issues and to seek legal advise on various<br />

issues, the <strong>Board</strong> has constituted a Legal Advisory Committee consisting of following Advocates as members:<br />

1. Sri.T.Umashankar, Chairman.<br />

2. Sri.S.G.Kulkarni, Member.<br />

3. Sri.C.K.Venkatesh, Member.<br />

The Committee meets regularly to render its advice/ opinion on various matters to the <strong>Board</strong>.<br />

During the year <strong>2005</strong>-<strong>06</strong>, the Committee held 58 meetings to give advice/ opinion on various matters.<br />

5 ACTIVITIES OF THE STATE BOARD DURING THE YEAR <strong>2005</strong>-20<strong>06</strong><br />

The Water (Prevention and <strong>Control</strong> of <strong>Pollution</strong>) Act, 1974 and the Air (Prevention and <strong>Control</strong> of <strong>Pollution</strong>)<br />

Act, 1981 specifies the functions of the <strong>State</strong> <strong>Board</strong> under Section 17 of the Acts. Further, the <strong>Board</strong> has to<br />

implement a wide range of legal duties touching on almost every aspect of environment. Major activities<br />

carried out by the <strong>Board</strong> during <strong>2005</strong>-20<strong>06</strong> are described below;<br />

5.1 Consent Administration:<br />

Under the provisions of the Water (Prevention & <strong>Control</strong> of <strong>Pollution</strong>) Act, 1974 and the Air (Prevention &<br />

<strong>Control</strong> of <strong>Pollution</strong>) Act, 1981 industries or any other organization which discharges trade or sewage<br />

effluent or emits air pollutant will have to obtain consent from the <strong>Board</strong> The following types of consents<br />

are issued viz.,<br />

‘Consent for Establishment’(CFE) for new industry before establishment or for expansion of existing<br />

industry<br />

‘Consent for Operation’(CFO) after establishment which is to be renewed periodically<br />

Depending on their pollution potential, the <strong>Board</strong> has classified the industrial units into three categories:<br />

Red, Orange and Green. The ‘red’ category units have maximum pollution potential, the ‘Orange’ category<br />

units have moderate pollution potential and the ‘Green’ category units have the least pollution potential.<br />

Depending on the type and size of organization, decisions on grant or refusal of consents are taken either<br />

at the Head Office or the Regional Office level. In order to introduce transparency and involve stake<br />

holders in consent administration, Consent Committees have been constituted both at the Head Office<br />

and at each Regional Office level. Representatives of industries or its Association, technical experts and<br />

others are included in the Committees. The Committees will take decision on grant or refusal of consent<br />

officer. The members of the Head Office level Consent Committee is given in ANNEXURE IX. The<br />

Committees at Regional office level have similar composition. The committees meet regularly.<br />

The delegation of powers regarding consent administration to Regional Office is as indicated below.<br />

Consent for establishment (CFE): CFE under the Water and the Air Acts are issued by the Regional<br />

Consent for operation (CFO): CFO under the Water and the Air Acts are issued for all ‘Orange’ and<br />

‘Green’ category industries by Regional Office irrespective of the investment and for ‘Red’ category units<br />

with investment less than Rs. 5 (five) Crores, but not covered under EIA notification.<br />

During the period under report, the Head Office Consent Committee has met 25 times and took decision on<br />

878 consent applications, 180 authorization applications, 2 Fly ash related applications and 101 Plastic<br />

industry- registration applications. Similarly, the Regional Office level Committees have also met regularly<br />

and taken decision on consent applications.<br />

5.2 Environment Monitoring<br />

<strong>Board</strong> is monitoring various parameters of environment to assess major changes in the environment of<br />

<strong>Karnataka</strong> to take decisions and evolve action plans to protect the environment. Monitoring not only covers<br />

ambient air quality, surface and ground water quality, but also covers effluents, emissions, soil, noise and<br />

solid waste within the premises of the industry and other properties.<br />

Total number of samples analyzed during <strong>2005</strong>-<strong>06</strong> in all the laboratories is 28,863.<br />

The details of number of samples analyzed during the year <strong>2005</strong>-<strong>06</strong> by Central and Regional laboratories<br />

are given ANNEXURE X.<br />

During the period under report an amount of Rs. 42,01,717/- has been collected for analyzing various types<br />

of samples in <strong>Board</strong> laboratories.<br />

5.2.1. River Water Quality Monitoring<br />

The <strong>Board</strong> is monitoring and analyzing river water samples under GEMS (5 locations), MINARS (40 locations)<br />

and <strong>Board</strong>’s Programme (19 locations).<br />

The names of the rivers, sampling stations and the classification of the river, based on the analytical<br />

results for the year under report are given in the ANNEXURE XI-A, XI-B & XI-C.<br />

The <strong>Board</strong> has monitored water bodies before and after Ganesh Chaturthi festival to study the effect of<br />

immersion of Ganesha idols in the water bodies.<br />

5.2.2 Ambient Air Quality Monitoring:<br />

National Ambient Air Quality Monitoring Programme (NAAQM), Bangalore<br />

Ambient air quality of Bangalore city is being monitored at five stations under NAAQMP. The monitoring is<br />

being carried out at a frequency of twice a week for 24 hours at five stations for Suspended Particulate<br />

Matter (SPM), Sulphur Dioxide (SO 2 ), Oxides of Nitrogen (NO x ) and Respirable Suspended Particulate<br />

Matter (RSPM). The monitoring of Ambient Air Quality at Ananda Rao Circle has been stopped from<br />

September 2004 due to the construction of fly over. From February 20<strong>06</strong> monitoring at one additional<br />

station was started at Yeshwanthpur. Under this programme, 7304 samples were collected and analyzed<br />

during the year <strong>2005</strong>-20<strong>06</strong>. The results of monitoring are given below.

Continuous Ambient Air Quality Monitoring (CAAQM) stations for Bangalore City<br />

Two CAAQM stations at Bangalore, one with KSPCB’s own funding and the other with Rs. 50 lakh (50%<br />

capital cost) assistance from the Central <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong> (CPCB), New Delhi is being established<br />

for strengthening the air quality monitoring in the Bangalore City. The procurement work has been entrusted<br />

to M/s. RITES, Delhi and the equipments will be commissioned during 20<strong>06</strong> -07.<br />

5.3 The Noise <strong>Pollution</strong> (Regulation and <strong>Control</strong>) Rules, 2000<br />

The <strong>Board</strong> is monitoring noise levels whenever specific complaints on noise pollution are received and<br />

action is being taken accordingly.<br />

Complaints pertaining to noise pollution emanating from D.G.Sets, power looms and tiny fabrication units<br />

located in the residential area are attended to immediately by directing the concerned owner to provide<br />

acoustic measures to bring down the noise level to the prescribed limits within the stipulated time.<br />

The <strong>Board</strong> has undertaken monitoring of noise level emanating during bursting of fire crackers during<br />

Deepavali festival at 38 stations. The monitoring has been done in all district head quarters on 25th, 31st<br />

of October & 1st & 2nd November <strong>2005</strong>. The maximum noise level recorded in different districts, Leq<br />

ranges from 17.5 dB (A) to 88 dB (A), in industrial zone, 45 dB (A) to 88.58 dB (A) in commercial zone,<br />

41.83 dB (A) to 101.92 dB (A) in residential zone and 39.92 dB (A) to 68.58 dB (A) in silence zone.<br />

6.0 Present state of environmental problems and counter measures:<br />

The <strong>Karnataka</strong> <strong>State</strong> <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong> has brought 39,083 units (this includes 26,001 industries, 532<br />

hotels, 2022 Coffee pulping units, 576 mines, 9,726 Hospitals and 226 local bodies) under pollution control<br />

laws during the reporting period. 1,565 working industries have been covered under the Hazardous Waste<br />

(Management & Handling) Rules, 1989 & as amended from time to time.<br />

The major industrial centers of <strong>Karnataka</strong> are Bangalore, Mysore, Nanjangud, Shimoga, Bhadravathi, Harihar,<br />

Mangalore, Hubli-Dharwad, Tumkur, Belgaum, Gulbarga, Raichur, Bidar, Bellary and Kolar.<br />

Prominent industries in the <strong>State</strong> are Pulp & Paper, Sugar, Distillery, Cement, Engineering, Electronics,<br />

Chemicals & Pharmaceuticals, Mining industries, Software, Garment stitching and washing industries.<br />

There are certain river stretches in the <strong>State</strong> which are receiving treated trade effluent directly. The<br />

stretches are as follows:<br />

1. Kudremukh, Chikmagalore District (Bhadra River).<br />

2. Bhadravathi (Bhadra River).<br />

3. Harihar (T.B.River).<br />

4. Dandeli (Kali River).

6.2 <strong>Pollution</strong> <strong>Control</strong> Measures<br />

The <strong>Karnataka</strong> <strong>State</strong> <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong> is regulating the discharge of effluents and air emissions from<br />

industries through issue of consents under the Water and the Air Acts. While issuing consents, conditions<br />

are being imposed regarding the effluent standards and also emission standards which the industries have<br />

to comply with. Compliance to conditions stipulated will be regularly monitored by the staff of Regional<br />

Offices by verifying the operation and maintenance of pollution control systems and by collecting and<br />

analyzing the samples of effluents and emissions. The industries are pursued to ensure that the pollution<br />

control systems are installed and commissioned within the stipulated time. In respect of new projects the<br />

consent for establishment is being issued only after examining the suitability of the site and scrutiny of the<br />

pollution control proposals. First consent for making discharge of emission & treated effluents; that is for<br />

commissioning the industry will be issued only if the industries have provided stipulated pollution control<br />

meansures. Also, the <strong>Board</strong> is encouraging the industries to adopt cleaner production techniques and<br />

recycle, reduce, recover concept.<br />

The Ministry of Environment & Forests, Government of India, in its Notification No. SO. 60(E), dated 27-01-<br />

1994 has specified the projects which require environment clearance from the Central Government. Also,<br />

Government of India, in its notification No. SO 318(E), dated 10-4-1997 has prescribed a process of Public<br />

Hearing in respect of those cases that require Environment Clearance by the Government of India. The<br />

<strong>Board</strong> during the financial year <strong>2005</strong>-20<strong>06</strong> has conducted 116 public hearings for the projects attracting the<br />

provisions of EIA notification.

6.3 Status of 17 category highly polluting industries<br />

The Ministry of Environment and Forest, Government of India has identified 17 categories of highly polluting<br />

industries as a priority sector from pollution point of view. These industries are required to comply with<br />

pollution control norms and continue to remain in compliance within the stipulated time. In <strong>Karnataka</strong> there<br />

are 135 industries falling under this category, of which 26 industries are closed permanently either by the<br />

<strong>Board</strong> or on its own. With persuasion and monitoring and following legal course, the <strong>Board</strong> is ensuring<br />

compliance by these industries. For defaulting units, the <strong>Board</strong> has taken stringent action and even issued<br />

closure notices under Section 33 (A) of the Water Act and 31 (A) of the Air Act. The <strong>Board</strong> is insisting the<br />

industries to have an Environmental Cell with qualified and competent staff and also to establish self<br />

monitoring system. The status of compliance to the conditions imposed and standards stipulated in respect<br />

of the 109 operating units is given in ANNEXURE XII.<br />

It has been universally accepted now that the environmental performance of a company can be improved<br />

only by improving the management practices. In this background the International Standard Organization<br />

has published ISO 14000 series of standards which will help organization to establish a structured and<br />

systematic approach to environmental management and also help to address the environmental issues in<br />

a holistic manner. Establishment of an environmental management system in conformity with ISO 14001<br />

standard will enable the industry to systematically comply with requirements of the law, prevent pollution<br />

and also to improve the environmental performance continually. ISO 14000 certification will also enable the<br />

industries to demonstrate their commitment to environmental protection to the interested parties.<br />

By promoting the industries to go in for ISO 14000 certification, the enforcement burden on the <strong>Board</strong> will<br />

also come down since the industry it-self will be taking care of the requirements of the law proactively.<br />

Considering the above advantages, it is felt appropriate to encourage or promote the adoption of ISO 14000<br />

by the industries in <strong>Karnataka</strong>. The <strong>Board</strong> in its 139th meeting has recommended to make ISO 14001<br />

certification compulsory for highly polluting industries. As on 31.03.20<strong>06</strong>, 19 industries in this category have<br />

obtained ISO 14001 certification.<br />

6.3.1 Charter on Corporate Responsibility for Environment Protection (CREP)<br />

CPCB & MoEF have evolved "Charter on Corporate Responsibility for Environmental Protection (CREP)"<br />

during March 2003 which enlists action points for compliance by 17 category highly polluting industries.<br />

The SPCB's are required to verify compliance to the national standards notified under the Environment<br />

(Protection) Act, 1986, by these industries within June 2003 & insist for bank guarantee in respect of noncomplying<br />

units along with action plan to ensure compliance. However, the recommendations of CREP are<br />

voluntary in nature and not a statutory requirement. National level task forces have also been constituted<br />

by MOEF to monitor the implementation of CREP. These task forces are meeting regularly.<br />

In line with this and in order to appraise the industries about the CREP, series of meetings were held with<br />

each industry sector falling under 17 category. All the industries have drawn action plan to implement the<br />

action points and have by and large complying with it. The action points have been included as conditions<br />

in the consents issued to the industries. The implementation is being closely monitored.<br />

6.4 Implementation of Hazardous Waste (Management & Handling) Rules, 1989 as amended in<br />

2000 and 2003<br />

Hazardous Waste (Management & Handling) Rules, 1989 was notified by Ministry of Environment and<br />

Forest, Government of India during 1989 under the Environment (Protection) Act, 1986. The Rule was<br />

amended during January 2000 and again in May 2003.

6.4.2 Common Disposal facility in <strong>Karnataka</strong>:<br />

A site at Dabbaspet Industrial Area, Nelamangala Taluk in Bangalore Rural District at 40 KM from Bangalore<br />

has been identified for the purpose. The area of site is 93 acres. This is a private land and Government is<br />

acquiring the land through <strong>Karnataka</strong> Industrial Area Development <strong>Board</strong>.<br />

As per the provisions of Hazardous Waste (Management& Handling) Rules, pre-feasibility study was conducted<br />

and Environmental Impact Assessment studies completed. Public hearing was conducted for the<br />

Dabbaspet site on 20/02/2004 and the Government has accorded approval on 21/04/2004 for the same.<br />

Contracting agency is KIADB and DPR has been prepared by GTZ .It is proposed to establish the facility<br />

under 'build, own, operate & transfer' (BOOT) basis. Expression of interest from operators has been called<br />

during December 2004 and short listing is completed.<br />

The designed landfill facilities will have 20 years of landfill operation period and 30 years monitoring period.<br />

The landfill will have 21 cells and each cell facilitates waste disposal for one year.<br />

6.5 Implementation of Batteries (Management & Handling) Rules, 2001<br />

Batteries (Management & Handling) Rules, 2001 was notified by Ministry of Environment and Forest, Government<br />

of India on May 16th, 2001.<br />

These rules are applicable to every Manufacturer, Importer, Reconditioners, Assembler, Dealer, Recycler,<br />

Auctioneer, Consumer and Bulk consumers involved in manufacture, processing, sales, purchase and use<br />

of batteries and components thereof.<br />

As per the provisions of these Rules, <strong>Board</strong> has identified 1,355 Battery handling units in the <strong>State</strong>. Notices<br />

have been issued clearly indicating the provision of Rules and the penal provision under the Rules for all the<br />

identified units.<br />

6.8 Implementation of Bio-Medical Waste (Management and Handling) Rules, 1998<br />

The Ministry of Environment and Forest, Government of India, notified the Bio-Medical Waste (Management<br />

& Handling) Rules, 1998, under the Environmental (Protection) Act, 1986. The said Rules came into<br />

effect from 20/07/1998 and subsequently were amended three times on 6-3-2000, 2-6-2000 and 17-9-03.<br />

The Government of <strong>Karnataka</strong>, Department of Forest, Ecology & Environment, constituted the prescribed<br />

Authority, Appellate Authority and Advisory Committee for implementation of the said Rules. As per the<br />

second amendment, the prescribed authority for enforcement of the provisions of the said Rules was entrusted<br />

to the <strong>State</strong> <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong>.<br />

The Rules are applicable to all persons who generate, collect, receive, store, transport, treat, dispose and/<br />

or handle bio-medical waste in any form. The occupier of the institution for whom the Rules are applicable<br />

has to obtain authorization from <strong>Board</strong>.<br />

6.8.1 Authorization Status:<br />

As on 31-03-<strong>06</strong>, the <strong>Board</strong> has identified 6,240 Health Care Establishments (HCEs) and 3,598 veterinary<br />

institutions, out of which 4,631 HCEs and 2,883 veterinary institutions have obtained authorizations. Nonbedded<br />

health care institutions treating less than one thousand patients per month are exempted from<br />

obtaining authorization.<br />

6.8.4 Steps taken by the <strong>Board</strong> to implement the Rules effectively<br />

1. The <strong>Board</strong> has developed the database of the health care establishments in<br />

the <strong>State</strong> and the same is being up-dated regularly. Efforts are on to bring all the HCEs under<br />

the purview of the Rules. Towards this aim, the <strong>Board</strong> has been issuing show-cause notices and<br />

notice of proposed directions to the non-complying health care establishments and also calling<br />

them for personal hearings. Material evidence being collected for initiating legal action against<br />

defaulting health care establishments.<br />

2. Creating awareness among the stake holders and imparting training is the integral part of enforcement<br />

activities. The <strong>Board</strong> has been taking this aspect very seriously and during the year<br />

<strong>2005</strong>-<strong>06</strong>, the <strong>Board</strong> has conducted training to staff in the government hospitals on bio-medical<br />

waste management through EMPRI. Also, <strong>Board</strong> has conducted training programmes at district<br />

levels.<br />

3. As per the directions of CPCB, <strong>Board</strong> has taken steps to ban individual incinerators within the<br />

City limits.<br />

6.8.5 Common Treatment Facility:<br />

<strong>Board</strong> is encouraging establishment of common bio-medical waste treatment and disposal facilities. In this<br />

regard, the Deputy Commissioners in the <strong>State</strong> have been repeatedly requested to identify and provide<br />

land for setting up Common Bio-Medical Waste Management facility. The matter is also followed up with<br />

the Revenue Secretary to Government.<br />

6. 9 The Plastics Manufacture, Sale and Usage Rules, 1999.<br />

Ministry of Environment and Forest (MoEF) has notified the Rules called "Recycled Plastics Manufacture<br />

and Usage Rules, 1999" on 02-09-1999 under Environmental (Protection) Act, 1986 and the same is amended<br />

vide Notification dated.17-<strong>06</strong>-03.<br />

The prescribed authority for enforcement of manufacture and recycling provisions of these Rules is the<br />

<strong>Karnataka</strong> <strong>State</strong> <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong> in the <strong>State</strong>. Prescribed authority for enforcement of the provi-

sions of these Rules relating to the use, collection, segregation, transportation and disposal is the Deputy<br />

Commissioner/ District collector of the concerned district. The <strong>Board</strong> has circulated the said Rules to all the<br />

Deputy Commissioners of the <strong>State</strong> for enforcing the provisions of the said Rules.<br />

by highlighting the provisions of Rules in order to create awareness. Further, the occupiers of units<br />

engaged in manufacture of carry bags or containers of virgin or recycled plastic or both were called to make<br />

application in Form-I to <strong>Board</strong> for registration of units.<br />

Now, the manufacturers/ traders of plastic carry bags are filing applications for registration of units as per<br />

Rules.<br />

The <strong>Board</strong> has taken up the survey for identification of plastic recycling and carry bag manufacturing units<br />

in the <strong>State</strong>. <strong>Board</strong> has issued notices to all these units by asking them to comply with the provisions of the<br />

said Rules and to adopt the prescribed manufacturing guidelines.<br />

Task force have been constituted by Deputy Commissioners in some of the major Districts consisting of<br />

representatives from NGOs, <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong>, Association of plastic carry bag manufacturers/ traders<br />

etc, in order to implement the Rules effectively.<br />

The Regional Officers with co-operation from the Deputy Commissioners of the District have conducted<br />

raids on the traders/ shops selling plastic carry bags with thickness less than 20 microns and have seized<br />

the stock.<br />

It has come to the notice of the <strong>Board</strong> that the plastic carry bags are being transported to the <strong>State</strong> from<br />

neighboring <strong>State</strong>s. In this connection, the <strong>Board</strong> has requested all the Deputy Commissioners of the<br />

District to take suitable action against such traders who are selling banned plastic carry bags. Also, <strong>Board</strong><br />

has requested the Commissioner, Department of Commercial Tax to initiate action to stop inflow of banned<br />

thin and colored plastic carry bags into the <strong>State</strong>.<br />

Department of Ecology and Environment, Government of <strong>Karnataka</strong> has banned the usage of plastics at<br />

major tourist spots like Bannerghatta National Park, Mysore Zoo and Jog Falls.<br />

<strong>Board</strong> has issued following directions under Section 5 of the Environment (Protection) Act, 1986<br />

o For restricting the use of plastic articles of less than 20 microns thickness like plastic carry bags,<br />

sheets, plates, cups in choultries / kalyan mantaps;<br />

o For banning of printing election and other posters on plastic sheets of less than 20 microns thickness;<br />

and<br />

o For restricting the use of plastic articles in the areas of Lalbagh and Cubbon Parks in Bangalore.<br />

Above directions have been published in the leading English and local language news papers to create<br />

awareness in the public.

The <strong>Board</strong> has constituted a <strong>State</strong> level committee to verify site selection criteria and to issue Authorization<br />

to the local bodies under the Municipal Solid Waste (Management & Handling) Rules 2000, which are<br />

coming under the City Corporation and Bangalore Metropolitan Region Development Authority (BMRDA)<br />

limits. Also, the <strong>Board</strong> has constituted District level committee and delegated the power to Regional Officers<br />

of the <strong>Board</strong> to verify site selection criteria, to scrutinize the technical details and to issue authorization<br />

to all City Municipal Councils, Town Municipal Councils and Town Panchayaths of the <strong>State</strong>.<br />

The <strong>Board</strong> has issued Authorization to all the 226 local bodies in the <strong>State</strong> by stipulating the conditions to<br />

comply with all the points covered under the MSW Rules. Out of 226 local bodies 93 LB's have taken<br />

possession of the land for establishing the landfill site and remaining local bodies are in the process of<br />

taking the acquisition of the land and the local bodies are taking necessary steps for establishing the solid<br />

waste disposal facility as per MSW guidelines.<br />

The Bangalore Mahanagara Palike (BMP) in collaboration with M/s. Ramky Infrastructure Ltd., (RIL) has<br />

established a fully fledged scientifically designed landfill site for treatment of 1000 Tons/day of Municipal<br />

Solid Waste at Mavallipura site, Bangalore and is ready for utilization. The <strong>Board</strong> has constituted a monitoring<br />

committee consisting senior representatives from Air force, BMP, operator of the waste processing<br />

facility, NGO, KUIDFC and KSPCB. Also, BMP has entered into an agreement with M/s. Srinivasa Gayathri<br />

Resource Recovery Ltd., for integrated waste to energy project consisting of a process plant to derive<br />

enriched fuel utilizing 1,000 TPD of Municipal Solid Waste at Mandur site, Bangalore, based upon the<br />

Ministry of Non-Conventional Energy Sources (MNCES) technology.<br />

The Bangalore Mahanagara Palike (BMP) is following door-to-door collection system of municipal solid<br />

waste in certain wards and has erected display boards at several locations in the city informing the public<br />

regarding segregation of waste at the source ( i.e. as biodegradable, non-biodegradable and others). The<br />

remaining local bodies are collecting the solid waste in a bin which is located in specific area and transported<br />

to disposal site by using truck. <strong>Board</strong> has issued directions to all 226 local bodies to follow the<br />

schedule-II of Notification of Municipal Solid Waste (Management & Handling) Rules, 2000 for collection,<br />

segregation, storage, transportation and disposal of municipal solid waste.<br />

As per the Government Order dated: 19-01-04, the <strong>Board</strong> had issued a memorandum dated: 11-10-04 to all<br />

the Regional Offices of the <strong>Board</strong> directing them to insist all the local bodies coming under their jurisdiction<br />

to apply and obtain authorization from <strong>Karnataka</strong> <strong>State</strong> <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong> for transportation of municipal<br />

solid waste and only use authorized vehicles to transport municipal solid waste. Thus, the Regional<br />

Offices of the <strong>Board</strong> are issuing authorization to the vehicles used to transport municipal solid waste in the<br />

local bodies of their jurisdiction and also instructed to implement the authorization conditions during the<br />

transportation of municipal solid waste.<br />

As per the recommendations of the Monitoring Committee, framed as per the directions issued by Hon'ble<br />

Supreme Court of India in W.P (C) No.657 of 1995 vide order, dtd: 14th October 2003, all the local bodies<br />

involved in handling of municipal solid waste shall display the online data with regards to the municipal solid<br />

waste generation, transportation, storage and leachate generation in the board measuring minimum size of<br />

6ft x 4ft (both in Kannada and English) has to be displayed indicating the statistics of the municipal waste<br />

dump site. The <strong>Board</strong> is contemplating to issue necessary directions to all municipalities and local authorities<br />

in order to comply with the above directions.<br />

The KUIDFC (i.e. <strong>Karnataka</strong> Urban Infrastructure Development and Finance Corporation) is taking action in<br />

providing technical and financial support to local bodies for providing scientific landfill facilities.<br />

Local bodies namely CC-Bangalore (jointly with CMC-Yelahanka), CC-Mangalore (jointly with TP-Ullal), CMC-<br />

Karwar, TMC-Puttur and TP-Ankola have already established a full fledged, scientifically designed landfill<br />

site and they are ready to receive waste. The TMC-Bhatkal landfill site is under progress and to be commissioned<br />

shortly and CMC-Dandeli and CMC-Sirsi are under finalization. The <strong>Board</strong> is also insisting other<br />

local bodies to establish scientific landfill sites at the authorized locations at the earliest.

6.10.1 Other initiatives taken/ proposed<br />

3. DBOT tenders for treatment and landfill at Shimoga is awaiting approval from the Government.<br />

4. Preparation of DPR of 8 ULB's for treatment and landfill under Nirmalnagar is under progress.<br />

5. 33 NGO's to cater to 43 ULB's have been appointed for awareness programme under IEC (Information,<br />

Education and Communication) activity.<br />

6. Environmental Management and policy Research Institute (EMPRI) has conducted several training<br />

programmes to educate and create awareness of the elected members of the local bodies all over<br />

the <strong>Karnataka</strong>.<br />

7. World Bank assisted analytical studies for capital investment and O & M costs are under finalization<br />

and for this 3 ULB's are selected.<br />

8. CDM consideration for Carbon Trading of Class-I ULB's is under progress.<br />

<strong>Board</strong> is also insisting the local bodies for which authorizations have been issued, to furnish compliances to<br />

the conditions of authorization and also informed the Director, Directorate of Municipal Administration to<br />

take action at their level to pursue the local bodies to comply with the requirements under Municipal Solid<br />

Waste (Management & Handling) Rules, 2000. Also, Dept. of Urban Development, GOK has been requested<br />

to direct the concerned local bodies to comply with Municipal Solid Waste (Management & Handling)<br />

Rules, 2000.<br />

The <strong>Board</strong> is regularly monitoring the progress in the implementation of the Municipal Solid Waste (Management<br />

and Handling) Rules by the local bodies in <strong>Karnataka</strong> and also regularly submitting the <strong>Annual</strong><br />

reports in the prescribed Form-IV to the Central <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong> and quarterly progress report in<br />

Proforma - I & II on status and implementation of MSW Rules by the local bodies of <strong>Karnataka</strong> <strong>State</strong> along<br />

with an affidavit, to Hon'ble Supreme Court of India.<br />

6.11 National River Conservation Plan<br />

The National River Conservation Directorate under National River Conservation Plan (NRCP) has shortlisted<br />

eight towns of <strong>Karnataka</strong> with an objective to initiate action plans to prevent pollution of major rivers.<br />

Under this scheme the works are executed under core and non-core sectors. Core works are executed by<br />

KUWS & DB. The core scheme includes providing UGD, interception, diversions and STP's. The <strong>Karnataka</strong><br />

<strong>State</strong> <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong> is the nodal agency for implementation of schemes taken under NRCP. The<br />

eight towns are located on the banks of rivers in two basins namely Cauvery and Krishna (Tunga, Bhadra,<br />

and Tungabhadra)<br />

The Water Cess is payable by industries and local authorities for the water consumed by them at the rates<br />

6.13 Geo-referencing of Industries in Bangalore urban & rural districts and Information<br />

As part of Spatial Environmental Planning <strong>2005</strong>-<strong>06</strong> major industries in Tumkur, Mysore, Koppal,<br />

Belgaum, Bellary and Chamarajanagar were geo-refered.<br />

6.14 Helpdesk at Bangalore<br />

Helpdesk of the <strong>Board</strong> was commissioned on June 5th, 2004 to streamline the mechanism of receipt &<br />

issue of various consents and authorizations by the Bangalore based Regional Offices of the <strong>Board</strong><br />

(Bangalore City-1, Bangalore City-2, Bangalore North, Bangalore South-1, Bangalore Souith-2, Bangalore<br />

East, and Bangalore West) Helpdesk acts as a single point contact for industries & organizations seeking<br />

consent of the <strong>Board</strong>. The applications are received at the Help Desk & scrutinized. In case of incomplete<br />

applications, the applicant will be suitably advised regarding attending the requirements. The duly completed<br />

applications are accepted & the date on which the consents will be issued will be specified in<br />

acknowledgement slip.<br />

6.15 IVRS for complaint registration<br />

'Interactive Voice Response System' (IVRS) has started functioning from the World Environmental day<br />

2004 that is from 5th June 2004. IVRS is introduced with a view to give quick response to public regarding<br />

complaints related to pollution. The complaints are received from all over <strong>Karnataka</strong> through IVRS over the

6.16 Spatial Environmental Planning<br />

Draft Environmental Atlas (DEA) and Zoning Atlas for siting Industries (ZASI) have been prepared for Tumkur,<br />

Mysore, Koppal, Belgaum, Bellary, Mandya and Chamarajanagar districts.<br />

6.17 MIS development<br />

The MIS development is taken up on a modular basis. During the year Latitude/ Longitude module for<br />

capturing the details of large and medium scale industries has been developed and is used for applications<br />

of geographical information system.<br />

6.18 <strong>Karnataka</strong> Urban Development and Coastal Environmental (KUDCEM) Project (ADB funded)<br />

<strong>Karnataka</strong> Urban Infrastructure Development and Finance Corporation (KUIDFC) has informed that funding<br />

under KUDCEM Project is restricted to provision of three buildings i.e. one each at Mangalore, Udupi and<br />

Karwar towns. KSPCB has given the drawings and estimates to KUIDFC, who in turn will take up tendering<br />

and execution works. KSPCB will use the three buildings proposed under the project for strengthening the<br />

coastal environmental monitoring.<br />

6.21 Vigilance Cell<br />

The <strong>Board</strong> has set up a vigilance cell headed by a Senior Environmental Officer. Whenever situation<br />

demands, verification is made from Vigilance cell.

6.22 Submission of Environmental <strong>State</strong>ment:<br />

Under Rule 14 of Environment (Protection) Rules, conducting environmental audit for the financial year<br />

ending 31st March every year and submission of environmental statement is compulsory for every industry<br />

covered under either the Water (Prevention & <strong>Control</strong> of <strong>Pollution</strong>) Act, 1974, the Air (Prevention and<br />

<strong>Control</strong> of <strong>Pollution</strong>) Act, 1981, or the Hazardous Waste (Management & Handling) Rules, 1989, from<br />

1993. The environment statement has to be submitted to the <strong>State</strong> <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong> within 30th<br />

September every year as per Government of India Notification No.GSR 386(E), dated 22.4.1993. The<br />

main objective of environment statement is to serve as a management tool to the industry for the economic<br />

and environmental benefits. For this financial year, 3,151 industries have submitted environmental<br />

statement. The <strong>Board</strong> in its 145th .meeting has approved to levy Rs. 500/- per year as administrative<br />

charge for all industries for non-submission of environmental statement within the stipulated time. During<br />

the financial year an amount of Rs.2,37,260/- has been collected as administrative charge.<br />

7. PROSECUTIONS LAUNCHED AND CONVICTIONS SECURED<br />

The details of cases filed, public interest litigation cases, writ petitions filed and closure orders issued &<br />

their status are given in ANNEXURE XVI.<br />

8. FINANCE AND ACCOUNTS OF THE STATE BOARD<br />

The financial year <strong>2005</strong>-<strong>06</strong> started with an opening balance of Rs.37,84,46,487.00 A total of Rs.1,55,93,865.00<br />

was received from Government of India towards reimbursement on the collection of water cess during the<br />

year.<br />

An un-audited statement showing the receipt and expenditure for the period <strong>2005</strong>-<strong>06</strong> is also appended to<br />

the report (ANNEXURE XVII).<br />

9. VISITS TO THE STATE BOARD.<br />

a) Sri. Bhurelal, Chairman, Environment <strong>Pollution</strong> (Prevention & <strong>Control</strong>) Authority visited the <strong>Board</strong> on<br />

02.02.20<strong>06</strong> and held meeting with officers on assessment of air pollution in Bangalore.<br />

b) The sub-committee of 'Supreme Court Monitoring Committee' (SCMC) comprising of Dr. P.Mehrothra,<br />

Director, NML, Dr. Caude Alvares, Goa Foundation & Sri. Subbarao of Ministry of Ecology &<br />

Environment, visited the <strong>Board</strong> to verify compliance to the Supreme Court directions on Hazardous<br />

Waste Management.<br />

10. OTHER MATTERS DEALT WITH BY THE STATE BOARD<br />

10.1 Strengthening of the infrastructure of the <strong>Board</strong><br />

The construction of Central Laboratory and Regional Office complex at Sanegoravanahalli is under progress<br />

during the reporting period. The purchase of land for office buildings at all Regional Office was pursued<br />

during the reporting period and land was purchased for Karwar and Udupi Regional Office.<br />

10.3 Highlights of the <strong>Board</strong> Activities during <strong>2005</strong>-<strong>06</strong>.<br />

<strong>Board</strong> has established a separate cell to effectively enforce the Government order issued for regulating<br />

the activities within Thippagondanahalli reservoir catchment area from pollution point of view.<br />

<strong>Board</strong> has completed preparation of District environmental atlas and zoning atlas for 6 districts. Out<br />

of these, for three districts the atlases are being revised based on new guidelines issued by CPCB.<br />

In order to help Green category SSI units, the capital investment ceiling limit fixed to avail 10 years<br />

validity consent has been enhanced from Rs.25 lakhs to Rs.1 crore.<br />

In order to help SSI units which have D.G.Sets as the only source of air pollution, <strong>Board</strong> has submitted<br />

proposal to Government to fix consent fee based on KVA rating rather than capital investment as<br />

practiced presently.<br />

The <strong>Board</strong> is publishing a booklet namely "Young World and Environment" to bring awareness<br />

about environment protection and related activities and 20,000 copies of the same is distributed<br />

among schools.<br />

The <strong>Board</strong> has established 2,700 Eco clubs in schools of the <strong>State</strong> to create awareness about the<br />

environment among school children.<br />

The <strong>Board</strong> has issued authorization to 2 electronic waste recyclers for first time in the country to<br />

recycle electronic waste generated from IT industries of the <strong>State</strong>.<br />

10.4 <strong>Annual</strong> Action plan for the year 20<strong>06</strong> - 2007<br />

It is proposed to construct one toilet in schools having 200-300 girl students in 32 education districts<br />

at a cost of Rs.16 lakhs.

The Bio-medical waste generated from 9,000 hospitals in the <strong>State</strong> requires incinerator/ common<br />

facility for scientific disposal of waste. At present such facility has been established in 10 districts. It<br />

is proposed to install such facility in remaining districts.<br />

To dispose the hazardous waste generated from the industries of the <strong>State</strong>, <strong>Board</strong> has identified 93<br />

acres to establish a Treatment & Disposal Facility at Dabbaspet. This facility will be commissioned.<br />

The <strong>Board</strong> is establishing Regional Laboratories at Udupi, Karwar and Mangalore city with financial<br />

assistance from Asian Development Bank and also in Bellary out of <strong>Board</strong>’s fund. Regional offices<br />

for remaining districts viz Koppal, Haveri, Gadag, Chamarajnagar, Chikkamagalore and Kodagu are<br />

proposed for effective enforcement of pollution control laws and this completes representation of<br />

one field office in all the districts.<br />

<strong>Board</strong> intends to commission the automatic continuous ambient air quality monitoring stations installed<br />

at Sanegoravanahalli and city Railway Station during the financial year.
