6.8 Implementation of Bio-Medical Waste (Management and Handling) Rules, 1998<br />

<strong>Karnataka</strong> <strong>State</strong><br />

<strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong><br />

The Ministry of Environment and Forest, Government of India, notified the Bio-Medical Waste (Management<br />

& Handling) Rules, 1998, under the Environmental (Protection) Act, 1986. The said Rules came into<br />

effect from 20/07/1998 and subsequently were amended three times on 6-3-2000, 2-6-2000 and 17-9-03.<br />

The Government of <strong>Karnataka</strong>, Department of Forest, Ecology & Environment, constituted the prescribed<br />

Authority, Appellate Authority and Advisory Committee for implementation of the said Rules. As per the<br />

second amendment, the prescribed authority for enforcement of the provisions of the said Rules was entrusted<br />

to the <strong>State</strong> <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong>.<br />

The Rules are applicable to all persons who generate, collect, receive, store, transport, treat, dispose and/<br />

or handle bio-medical waste in any form. The occupier of the institution for whom the Rules are applicable<br />

has to obtain authorization from <strong>Board</strong>.<br />

6.8.1 Authorization Status:<br />

As on 31-03-<strong>06</strong>, the <strong>Board</strong> has identified 6,240 Health Care Establishments (HCEs) and 3,598 veterinary<br />

institutions, out of which 4,631 HCEs and 2,883 veterinary institutions have obtained authorizations. Nonbedded<br />

health care institutions treating less than one thousand patients per month are exempted from<br />

obtaining authorization.<br />
