6.22 Submission of Environmental <strong>State</strong>ment:<br />
<strong>Karnataka</strong> <strong>State</strong><br />
<strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong><br />
Under Rule 14 of Environment (Protection) Rules, conducting environmental audit for the financial year<br />
ending 31st March every year and submission of environmental statement is compulsory for every industry<br />
covered under either the Water (Prevention & <strong>Control</strong> of <strong>Pollution</strong>) Act, 1974, the Air (Prevention and<br />
<strong>Control</strong> of <strong>Pollution</strong>) Act, 1981, or the Hazardous Waste (Management & Handling) Rules, 1989, from<br />
1993. The environment statement has to be submitted to the <strong>State</strong> <strong>Pollution</strong> <strong>Control</strong> <strong>Board</strong> within 30th<br />
September every year as per Government of India Notification No.GSR 386(E), dated 22.4.1993. The<br />
main objective of environment statement is to serve as a management tool to the industry for the economic<br />
and environmental benefits. For this financial year, 3,151 industries have submitted environmental<br />
statement. The <strong>Board</strong> in its 145th .meeting has approved to levy Rs. 500/- per year as administrative<br />
charge for all industries for non-submission of environmental statement within the stipulated time. During<br />
the financial year an amount of Rs.2,37,260/- has been collected as administrative charge.<br />
7. PROSECUTIONS LAUNCHED AND CONVICTIONS SECURED<br />
The details of cases filed, public interest litigation cases, writ petitions filed and closure orders issued &<br />
their status are given in ANNEXURE XVI.<br />
8. FINANCE AND ACCOUNTS OF THE STATE BOARD<br />
The financial year <strong>2005</strong>-<strong>06</strong> started with an opening balance of Rs.37,84,46,487.00 A total of Rs.1,55,93,865.00<br />
was received from Government of India towards reimbursement on the collection of water cess during the<br />
year.<br />
An un-audited statement showing the receipt and expenditure for the period <strong>2005</strong>-<strong>06</strong> is also appended to<br />
the report (ANNEXURE XVII).<br />
9. VISITS TO THE STATE BOARD.<br />
a) Sri. Bhurelal, Chairman, Environment <strong>Pollution</strong> (Prevention & <strong>Control</strong>) Authority visited the <strong>Board</strong> on<br />
02.02.20<strong>06</strong> and held meeting with officers on assessment of air pollution in Bangalore.<br />
b) The sub-committee of 'Supreme Court Monitoring Committee' (SCMC) comprising of Dr. P.Mehrothra,<br />
Director, NML, Dr. Caude Alvares, Goa Foundation & Sri. Subbarao of Ministry of Ecology &<br />
Environment, visited the <strong>Board</strong> to verify compliance to the Supreme Court directions on Hazardous<br />
Waste Management.<br />
10. OTHER MATTERS DEALT WITH BY THE STATE BOARD<br />
10.1 Strengthening of the infrastructure of the <strong>Board</strong><br />
The construction of Central Laboratory and Regional Office complex at Sanegoravanahalli is under progress<br />
during the reporting period. The purchase of land for office buildings at all Regional Office was pursued<br />
during the reporting period and land was purchased for Karwar and Udupi Regional Office.<br />
10.2 Follow up of the <strong>Annual</strong> Plan for the Year <strong>2005</strong>-20<strong>06</strong><br />
