DA to Implement Budget Reform Measures
4.6.41 DA has started instituting measures in accordance with the principles of
public expenditures management reforms espoused by the DBM. New budget
formats that will enable the DA to structure its budgetary allocation in accordance
with its Major Final Outputs (MFO) as the basic unit of performance and
budgetary allocation had been started. These new formats should facilitate the
reconciliation of authorized expenditures with their MFOs, and consequently their
priority areas for spending. Table 4.6.12 shows the DA’s MFOs. The performance
indicators identified are: 1) increase in the volume, quality and value of agriculture
and fisheries production for domestic consumption and for exports; 2) reduction in
post-harvest losses; 3) increase in the number/types and quality of processed
agricultural and fishery products; 4) increase in the number of international trading
partners in agriculture and fishery products; 5) increase in the number of
sustainable agriculture and fisheries firms engaged in domestic production,
processing, marketing and export activities; 6) increase in and wider level of
entrepreneurship among farmers and fisherfolks in the area; 7) increase in the
number of farms engaged in diversified farming; and 8) reduced use of agrochemicals
that are harmful to health and the environment.
