4.6.17 The DA had taken positive steps to implement the called for reforms in
the planning and financial/budgeting systems and processes within the
agriculture bureaucracy. With the end in view of reorienting and even
restructuring the DA agencies and operations towards functional lines in
accordance with the AFMA and the public expenditure management reforms
of the government, several organizational studies were conducted and
detailed implementation plans prepared. These include the following:
Improving Governance for Agricultural Bureaucracy (IGAB); Capacity Building
for Policy Formulation, Planning; Monitoring and Evaluation for the Agriculture
Sector (CBAPP); Public Resource Allocation System (PRAS) Study; Plan,
Performance Monitoring Indicator System (PPMIS); and a comprehensive
training needs assessment under the Grains Sector Development Project
(GSDP). 3 However, despite these initiatives, the DA still finds itself grappling
with the same problems as before and with its operations not quite attuned
with the principles and priorities laid down by the AFMA.
4.6.18 The obvious disconnect between the DA’s planning and budgeting
systems had resulted in the incongruence between what it needs to do and
what it actually does. The much needed changes and improvements in the
planning and financial systems, particularly in developing close linkages
between its operational plans/targets and its financial and other resources are
yet to be put into place/implemented and institutionalized.
4.6.19 At present, the DA and the whole national government bureaucracy is
undertaking a rationalization program that will hopefully address the above
concerns.
Total Funding Support to Agriculture: 1993 – 2005
4.6.20 As shown in Table 4.6.2, for the 13 year period 1993 – 2005 the
national government provided a total of PhP226.59 billion new appropriations
under the DA regular budget and GATT-related adjustment measures/AFMA
funds. Of these, expenditures or obligations amounted to PhP210.81 billion,
equivalent to 88.67% fund utilization. Disbursement during 1999 to 2005
showed an improvement of about 8% compared with the 1993 to 1998 period.
Appropriations and obligations were only slightly higher during the1999 to
2005 AFMA years at 53% and 55.28%, respectively compared with the 1993
to 1998 pre-AFMA years.
