We gear our efforts toward attaining the basic goal of enabling the AFCs <strong>and</strong> the national<br />

sectoral committees to become key partners in shaping the national agenda, especially<br />

for agriculture <strong>and</strong> fisheries.


LEGAL BASES <strong>and</strong> MANDATES<br />

Executive Order 116, Series of 1987<br />

- Act as an advisory body to the Department of Agriculture (DA) through policy<br />

recommendations;<br />

- Serve as a forum for consultative discussions within the agricultural <strong>and</strong> fishery sectors;<br />

<strong>and</strong><br />

- Facilitate the organization of agricultural <strong>and</strong> fishery councils at every local<br />

administrative level <strong>and</strong> sectoral committees at the national level.<br />

DA Administrative Order No. 6, Series of 1998<br />

- Assist the DA in the monitoring <strong>and</strong> coordination of<br />

agriculture <strong>and</strong> fisheries modernization process.<br />

- Serve as the integrative <strong>and</strong> consultative structure for<br />

inter-agency <strong>and</strong> inter-sectoral collaboration in agriculture<br />

<strong>and</strong> fisheries.


INTRODUCTION<br />

As the key structure for broad-based participatory development, the <strong>National</strong><br />

<strong>Agricultural</strong> <strong>and</strong> <strong>Fishery</strong> <strong>Council</strong> (NAFC) continued to further reach to its nationwide<br />

network of councils in <strong>2011</strong>. It resolved to generate more private-sector commitment<br />

<strong>and</strong> participation in developing the country’s agriculture <strong>and</strong> fisheries sector.<br />

To achieve this, NAFC spearheaded consultative activities to tackle issues,<br />

problems <strong>and</strong> concerns of its stakeholders <strong>and</strong> partners that yielded<br />

recommendations <strong>and</strong> resolutions which were instrumental in the formulation of sound<br />

national policies <strong>and</strong> programs.<br />

Apart from this, the agency also set forth in improving its efforts to perform its functions<br />

as an integrative mechanism for policy <strong>and</strong> program coordination <strong>and</strong> monitoring, <strong>and</strong><br />

resource generation <strong>and</strong> management.<br />

This report summarizes the agency’s operational performance for <strong>2011</strong> under the<br />

MFO3: Plans <strong>and</strong> Policies Developed, Implemented, Monitored <strong>and</strong> Evaluated.

A. Plans <strong>and</strong> Policies Developed, Implemented,<br />

Monitored <strong>and</strong> Evaluated<br />

1. Consultations <strong>and</strong> Policy Dialogues<br />

The NAFC’s role as participatory arm of the Department of Agriculture (DA) is undertaken<br />

through its network of consultative bodies at the national, regional, provincial <strong>and</strong> municipal<br />

levels. At the national level are the NAF <strong>Council</strong> <strong>and</strong> the <strong>National</strong> Sectoral Committees<br />

(NSCs) while at the local levels are the Regional, Provincial <strong>and</strong> Municipal/City <strong>Agricultural</strong><br />

<strong>and</strong> <strong>Fishery</strong> <strong>Council</strong>s (AFCs).<br />

The agency serves as secretariat to the NAF <strong>Council</strong> <strong>and</strong> the NSCs. The NAF <strong>Council</strong> is the<br />

apex mechanism for consultation <strong>and</strong> dialogue between <strong>and</strong> among government agencies.<br />

Specific industry issues are being discussed on a national level by the seven (7) committees,<br />

namely, the Committees on Commercial Crops; Fisheries <strong>and</strong> Aquaculture; Food Crops;<br />

Infrastructure Support; Poultry, Livestock <strong>and</strong> Feed Crops; International Trade; <strong>and</strong> Climate<br />

Change.<br />

Meanwhile, the AFCs provide venues for consultation on agricultural <strong>and</strong> fishery issues, as<br />

well as feedback mechanisms on the DA <strong>and</strong> NAFC projects <strong>and</strong> other related concerns at<br />

the local levels. At present, there are 16 Regional <strong>Agricultural</strong> <strong>and</strong> <strong>Fishery</strong> <strong>Council</strong>s (RAFCs),<br />

82 Provincial <strong>Agricultural</strong> <strong>and</strong> <strong>Fishery</strong> <strong>Council</strong>s (PAFCs), 4 Independent Component City<br />

<strong>Agricultural</strong> <strong>and</strong> <strong>Fishery</strong> <strong>Council</strong>s (ICCAFCs), 15 Highly Urbanized City <strong>Council</strong>s (HUCCs),<br />

<strong>and</strong> 1,516 Municipal <strong>Agricultural</strong> <strong>and</strong> <strong>Fishery</strong> <strong>Council</strong>s (MAFCs) <strong>and</strong> 101 City <strong>Agricultural</strong><br />

<strong>and</strong> <strong>Fishery</strong> <strong>Council</strong>s (CAFCs) nationwide.<br />

For this year, the NAF <strong>Council</strong> conducted two (2) meetings, the NSCs held 166 consultations<br />

<strong>and</strong> the AFCs had 1,736 consultations. Three (3) meetings by various Technical Working<br />

Committees (TWCs) of the NAF <strong>Council</strong> were also conducted.<br />

As part of NAFC’s resource generation function, 11 consultative meetings with donor<br />

country <strong>and</strong> stakeholders were also held.<br />

In summary, NAFC <strong>and</strong> its consultative bodies achieved 99% of its target for the year.<br />

From these meetings, the NAFC consultative bodies generated 1, 265 resolutions <strong>and</strong><br />

position papers which were endorsed to the concerned entities for appropriate action.


Significant Outputs of the <strong>National</strong> Sectoral Committees<br />

Some of the significant issues discussed <strong>and</strong> recommendations generated from the NSC<br />

consultations, which drew up 62 resolution <strong>and</strong> position papers, are indicated as follows:<br />

Aside from the regular consultations, NAFC has also accomplished the following for <strong>2011</strong>:<br />

NAFC has been tasked to provide secretariat support to task forces formed for the<br />

completion of the Agriculture <strong>and</strong> Fisheries (AF) 2025, a strategic planning document<br />

formulated under the leadership of Congressional Oversight Committee for Agriculture<br />

<strong>and</strong> Fisheries Modernization (COCAFM). The outline of the document was crafted in a<br />

multi-sectoral forum called the AF2025 Summit held from Feb. 10-11, <strong>2011</strong> in Antipolo<br />

City which was organized by the COCAFM <strong>and</strong> NAFC. The summit was convened to<br />

provide a venue for discussion <strong>and</strong> seek solutions to the old problems in Philippine<br />

agriculture <strong>and</strong> fisheries. The participants agreed on a set of critical recommendations<br />

consisting of policies, programs <strong>and</strong> short-term actions for the rice <strong>and</strong> white corn<br />

sector, commercial crops, fruits <strong>and</strong> vegetables, livestock, poultry, corn <strong>and</strong> fisheries.<br />

The said task was given to the NAFC through DA Special Order No. 267 signed by DA<br />

Secretary Proceso Alcala. The Order also directed the participation of “concerned bureau<br />

directors <strong>and</strong> heads of attached agencies in the follow-up meetings of the five workshop<br />

groups of the AF 2025 Conference.” The task forces formed would flesh out the strategies<br />

agreed during the said summit.<br />

As a follow-up to this summit, the AF2025 Mid Year Conference titled “Assessment <strong>and</strong><br />

Ways Forward” was held on October 7 at the Philippine Social Science <strong>Council</strong> Auditorium<br />

in Quezon City where key stakeholders fleshed out the major elements of AF2025. The<br />

forum assured that the country will become self-sufficient in rice by 2013 <strong>and</strong> that the<br />

DA, among other strategies, will extensively promote other alternative staples such as<br />

cassava, white corn, sweet potato <strong>and</strong> adlay (Job’s tears) to achieve this.<br />

Spearheaded the public consultation with Civil Society Organizations (CSOs) on<br />

DA budget last March <strong>2011</strong>.<br />

This is in response to the Department of Budget <strong>and</strong> Management’s (DBM) <strong>National</strong><br />

Budget Memor<strong>and</strong>um (NBM) #109 Guidelines on Partnership <strong>and</strong> Participation of the<br />

Civil Society Organizations <strong>and</strong> Other Stakeholders in the Preparation of Budget Proposals.<br />

The consultation meeting strengthened NBM 109’s aim to “institutionalize citizen<br />

participation as a component of the national budget process, anchored on transparency<br />

<strong>and</strong> accountability in the allocation <strong>and</strong> utilization of public funds.”<br />

In view of the above, Special Order No. 367, Series of <strong>2011</strong> creating the Budget Committee<br />

under the NAF <strong>Council</strong> was issued by Sec. Alcala on May 13, <strong>2011</strong>. This committee will<br />

tackle on a regular basis the budget dimension of modernizing the agriculture <strong>and</strong> fisheries<br />

sector. It is tasked to identify <strong>and</strong> prioritize critical budget-related problems, issues <strong>and</strong><br />

concerns to be acted on by the NAF <strong>Council</strong>; identify <strong>and</strong> evaluate alternatives available<br />

<strong>and</strong> recommend best option to the NAF <strong>Council</strong>; <strong>and</strong>, review <strong>and</strong> recommend functional<br />

<strong>and</strong> sectoral budget allocations based on the strategic plans <strong>and</strong> the Agriculture <strong>and</strong><br />

Fisheries Modernization Plan (AFMP).


Headed by DA Undersecretary for Policy, Planning <strong>and</strong> Research <strong>and</strong> Development<br />

Segfredo Serrano <strong>and</strong> Co-Chaired by Mr. Edgardo Codilla, RAFC VIII Chairperson <strong>and</strong><br />

President of the RAFC Association of the Philippines, the committee is composed of<br />

representatives from different government agencies such as DAR, DENR <strong>and</strong> DBM,<br />

presidents/chairpersons from the private sector namely the RAFC Association of the<br />

Philippines, NSCs, <strong>and</strong> representatives from CODE-NGO, Partido Kalikasan Institute <strong>and</strong><br />

Alyansa Agrikultura.<br />

The committee had its maiden organizational meeting last August 23, <strong>2011</strong> where members<br />

discussed the DA budget utilization in <strong>2011</strong>, the President’s budget for DA in 2012 <strong>and</strong><br />

results of the monitoring of the DA’s programs <strong>and</strong> projects spearheaded by NAFC <strong>and</strong><br />

the AFCs.<br />

On June 21 <strong>and</strong> 22, <strong>2011</strong>, the RAFC Chairpersons attended a two-day consultation<br />

meeting held at the Hacienda Gracia in Lubao, Pampanga <strong>and</strong> NAFC Apacible Conference<br />

Room on the second day. The first day consultation focused on the following issues:<br />

The official registration of the RAFC Association of the Philippines in the<br />

Security Exchange Commission to gain legal personality <strong>and</strong> to be able to engage<br />

<strong>and</strong> transact business with both government <strong>and</strong> private institutions<br />

Resolution for the inclusion of the AFC under the SVLF program of NAFC<br />

Resolution to revert the two-year term of the AFC Chairperson under the<br />

amended AFC Manual of Operation instead of the original three (3) years<br />

Resolution in support to the conversion of the Diesel Engine motor to electrical<br />

engine motor to help small farmers lessen the cost of fuel consumption<br />

The second day highlighted the turnover of leadership from outgoing <strong>National</strong> RAFC<br />

President Jesus M. Simon of Region III to RAFC Chairperson Edgardo C. Codilla of Region<br />

VIII. They will equally share the two year term of office of the <strong>National</strong> RAFC President<br />

which they were both elected during the RAFC elections in <strong>2011</strong>.<br />

To resolve longst<strong>and</strong>ing issues involving its performance indicators, NAFC conducted a<br />

Workshop on the Agency’s Performance Indicators on September 2 at the Apacible<br />

Conference Room.<br />

The workshop aimed to ensure that there is a common definition of the indicators <strong>and</strong><br />

ascertain how these contribute to the achievement of NAFC’s MFO. The activity served as<br />

an avenue to develop a clear <strong>and</strong> shared underst<strong>and</strong>ing of MFO3 performance indicators<br />

<strong>and</strong> their corresponding operational definitions among NAFC’s workforce.<br />

The workshop was a step for the agency’s staff to reach an agreement on how to best<br />

address priority issues, concerns <strong>and</strong> key challenges essential to the reporting of<br />

accomplishments.<br />

Participants of the workshop agreed to make some improvements in the definitions of<br />

the indicators to be able to come up with efficient <strong>and</strong> competent accomplishment reports<br />

for the agency.<br />

Conducted Planning Workshop for AFC Coordinators <strong>and</strong> Planning Officers in Luzon<br />

A, which is comprised of Regions I, II, III <strong>and</strong> CAR, on September 23-24 in Hacienda<br />

Gracia, Lubao, Pampanga. This activity, the first of the series of workshops to be<br />

conducted, was held in pursuit of continuous improvement of the AFCs’ operations <strong>and</strong><br />

performance <strong>and</strong> to better achieve their targets. The workshop brought out greater<br />

awareness <strong>and</strong> underst<strong>and</strong>ing on planning related requirements, MFO, <strong>and</strong> performance<br />

measures that will help AFCs to efficiently attain their targets.<br />

During the workshop, the participants were grouped according to their respective<br />

regions to validate <strong>and</strong> set doable targets by indicators, come up with refined 2012<br />

work <strong>and</strong> financial plans <strong>and</strong> indicators <strong>and</strong> draw out key strategies <strong>and</strong> doable action<br />

agenda to address the issues <strong>and</strong> concerns crucial to reporting accomplishments.<br />

From October 19 to 21, the second national RAFC consultative meeting cum<br />

summit was conducted at Sabin Resort Hotel in Ormoc City, Leyte, <strong>and</strong> attended by<br />

16 RAFC chairpersons <strong>and</strong> coordinators from all over the country, along with<br />

resource persons, guests, DA-RFU VIII personnel <strong>and</strong> NAFC staff.<br />

Region VIII RAFC Chairperson <strong>and</strong> <strong>National</strong> President of the RAFC Association of the<br />

Philippines Edgardo Codilla, in collaboration with the DA Regional Office, hosted the<br />

three-day meeting which coincided with Ormoc’s 64th Charter Day Celebration. Ormoc<br />

City Mayor Eric C. Codilla <strong>and</strong> DA-RFU VIII Regional Executive Director Antonio G.<br />

Gerundio acknowledged the vital role of the AFC network in the implementation of the<br />

national <strong>and</strong> local agri-fishery programs all geared towards food security, increased<br />

rural income, sustainable development <strong>and</strong> monitoring of DA programs <strong>and</strong> projects.<br />

The meeting tackled, among others, the ratification of the Revised AFC Manual of<br />

Regulations; review of DA <strong>and</strong> AFC accomplishment reports; issues <strong>and</strong> concerns relative<br />

to the legislative priority agenda; <strong>and</strong> DA’s various programs <strong>and</strong> projects such as The<br />

Agri-Pinoy Farm Mechanization <strong>and</strong> Post Harvest Development Program, <strong>and</strong> the NAFC<br />

Special Vehicle Loan Fund<br />

The consultation was aimed at promoting transparency, accountability <strong>and</strong> responsibility<br />

in the implementation of the various agriculture <strong>and</strong> fishery programs in the country.<br />

RAFC Chairperson Codilla added that as private-led volunteer organizations, the AFCs<br />

will assist in the monitoring <strong>and</strong> advocacy of the agricultural programs <strong>and</strong> activities.<br />

On December 8, NAFC completed its Agriculture <strong>and</strong> Fisheries Modernization<br />

Plan (AFMP) for <strong>2011</strong>-2017 <strong>and</strong> submitted to the DA for further study <strong>and</strong><br />

consolidation with other operating units <strong>and</strong> agencies.<br />

Prior to this, NAFC’s AFMP Working Group conducted a workshop/writeshop at the<br />

Sunrise Holiday Mansion, Tagaytay Estates in Alfonso Cavite from October 25-28 to<br />

develop division-level AFMPs, harmonize <strong>and</strong> eventually consolidate these into the<br />

agency’s AFMP.


The formulation of the AFMP <strong>2011</strong>-2017, spearheaded by DA, is aimed to provide specific<br />

details on the agriculture chapter of the Philippine Development Plan (PDP) for the same period<br />

<strong>and</strong> translate into more specific terms the principles <strong>and</strong> practices in Agri-Pinoy <strong>2011</strong>, the Aquino<br />

Administration’s overall strategic framework guiding the various services <strong>and</strong> programs of DA.<br />

Its crafting is in accordance with Section 13 of the Agriculture <strong>and</strong> Fisheries Modernization Act<br />

(AFMA) of 1997. It will serve as the master plan to spur growth <strong>and</strong> modernization of the<br />

agriculture <strong>and</strong> fishery sector, particularly by guiding the country’s efforts in achieving the<br />

following major goals: improved food security <strong>and</strong> increased incomes, increased sector resilience<br />

to climate change risks <strong>and</strong> enhanced policy environment <strong>and</strong> governance.<br />

The formulation of the AFMP will ensure that all DA operating units will have an action program<br />

that is cohesive, reinforcing <strong>and</strong> consistent with the PDP, the AFMA, <strong>and</strong> other national policy<br />

directives.<br />

In line with this, a planning framework that is participative <strong>and</strong> combines the top down <strong>and</strong> the<br />

bottom top approaches to planning was adopted by the DA Central Office.<br />

On October 10, members of the NAF <strong>Council</strong>, as well as other private sector partners, approved<br />

the AFMP <strong>2011</strong>-2017 framework during a consultative meeting facilitated by NAFC.<br />

All operating units of the DA were tasked to prepare their respective plans guided by this planning<br />

framework, a prescribed matrix format, <strong>and</strong> planning parameters. The plan matrices prepared<br />

serve as draft component plans of the final AFMP.<br />

Agrikultura: Kaagapay ng Bayang Pinoy (AKBay)<br />

Program Implementation<br />

The AKBay Program is a targeted poverty reduction program that helps its beneficiaries set up<br />

sustainable livelihood projects. It supports the attainment of Millenium Development Goal 1<br />

“Eradicate extreme poverty <strong>and</strong> hunger”.


This program aims to assist the government in reducing poverty in identified poor provinces<br />

by providing agriculture <strong>and</strong> fisheries livelihood opportunities for the poorest of the poor in<br />

the targeted 31 poorest provinces in Luzon <strong>and</strong> Visayas; enhancing employment generation in<br />

these localities; providing additional sources of income; strengthening the capabilities of the<br />

marginal sector; <strong>and</strong>, facilitating the participation of the marginalized groups in the agriculture<br />

<strong>and</strong> fishery decision-making bodies.<br />

It also provides start-up fund of a maximum of PhP10,000.00 for each farm household <strong>and</strong><br />

extends technical assistance in project identification, project proposal writing/development,<br />

<strong>and</strong> project implementation. It also assists in marketing the goods produced by each household<br />

under the program.<br />

In <strong>2011</strong>, NAFC facilitated a series of regional briefings on the program’s implementing guidelines<br />

in CAR, Regions I, IV-A, IV-B, V, VI, VII, <strong>and</strong> VIII. Funds have also been released for the target<br />

beneficiaries in these regions.<br />

On separate dates in <strong>2011</strong>, NAFC has awarded financial aid to a total of 2, 670 farm households<br />

(FH) in 14 provinces with a total of PhP26.7M. Here is the breakdown:<br />

In his speech during the distribution of checks in Cat<strong>and</strong>uanes on June 15, <strong>2011</strong>, DA<br />

Undersecretary for Field Operations Joel Rudinas highlighted the country’s current<br />

developmental directive <strong>and</strong> how it should be the guiding principle of the agriculture sector.<br />

He also described growth <strong>and</strong> progress of the program as “something built from the ground,<br />

as this would enable the smallest stakeholders–the farmers–to actually participate <strong>and</strong> benefit<br />

in the process.” He added that the program title “AKBay” justifies the meaning of development<br />

that is impartial to the smallest yet the most important stakeholder in the agricultural sector.<br />

On July 5, Secretary Proceso Alcala joined NAFC officials in awarding the checks in the province<br />

of Quezon. Also in attendance were Gov. David C. Suarez <strong>and</strong> Region IV-A RED Abelardo R.<br />

Bragas. In his speech, DA Secretary Alcala motivated the farm household-beneficiaries to<br />

strive hard in achieving the success of their chosen projects. He also advised them to form a<br />

cooperative so that the assistance provided by the national government will be easily facilitated.<br />

Sec. Alcala also recognized the contribution of the PAFC of Quezon <strong>and</strong> emphasized their role<br />

in program implementation saying that its success heavily relies on the monitoring process.<br />

Gov. Suarez, on the other h<strong>and</strong>, assured Sec. Alcala <strong>and</strong> his constituents that the provincial<br />

government will provide the necessary technical, capacity <strong>and</strong> other support assistance in the<br />

implementation of the projects of the beneficiaries.<br />

Strengthening Capacities in <strong>Agricultural</strong><br />

Policy <strong>and</strong> Agriculture <strong>and</strong> <strong>Fishery</strong><br />

Trade Negotiations <strong>and</strong> Agreements<br />

A series of Seminars on Trade Negotiations <strong>and</strong> Agreements, under the US PL480-funded project<br />

“Strengthening Capacities in <strong>Agricultural</strong> Policy <strong>and</strong> Agriculture <strong>and</strong> <strong>Fishery</strong> Trade Negotiations<br />

<strong>and</strong> Agreements”, was conducted to orient regional, provincial <strong>and</strong> city AFC coordinators <strong>and</strong><br />

planning officers nationwide on the multilateral, regional <strong>and</strong> bilateral trade agreements, ongoing<br />

negotiations, trade measure remedies, trade <strong>and</strong> domestic policies <strong>and</strong> how they affect the<br />

agriculture sector. They were joined by some DA <strong>and</strong> NAFC staff. The series of seminars kicked<br />

off in April 2010. For <strong>2011</strong>, NAFC conducted seminars in different areas, such as the Sunrise<br />

Holiday Mansion Hotel in Alfonso, Cavite (August 23-25); Hacienda Gracia Resort <strong>and</strong> Hotel in<br />

Lubao, Pampanga (September 22-24); Harbor Lights Hotel in Cagayan de Oro City (November<br />

2-4); Days Hotel in Lapu-lapu City, Cebu (November 9-11); <strong>and</strong> The Apo View in Davao City<br />

(November 23-25).<br />

Resource speakers included Mr. Noel Padre, Director of DA-Policy Research Service (PRS);<br />

Ms. Allen Castro of the DA-PRS; Ms. Estrella Tulay, Assistant Chief of NAFC-Planning, Monitoring<br />

<strong>and</strong> Communications Division; <strong>and</strong>, Mr. Lupino Lazaro, Chief of DA-International Relations Division.<br />

The topics covered during the seminars were: Domestic Processes <strong>and</strong> Structures in Trade Policy<br />

Formulation <strong>and</strong> Trade Negotiation, History <strong>and</strong> Introduction to the World Trade Organization<br />

(WTO), Basic Principles <strong>and</strong> Main Exceptions in Trade in Goods, Free Trade Arrangements of the<br />

Philippines <strong>and</strong> Status of Engagements in ASEAN & with Dialogue Partners, WTO Rules on Regional<br />

Trade Arrangements, Philippines-Japan Economic Partnership Agreement, Agreement on<br />

Agriculture <strong>and</strong> updates on WTO’s ongoing Doha Round of Negotiations.<br />

Young Filipino Farmers Training Program in Japan<br />

The <strong>2011</strong> batch of the Young Filipino Farmers Training Program (YFFTPJ) was composed of 12<br />

participants who flew to Japan on May 10 to undergo the 11-month on-farm training with Japanese<br />

host farmers of the Japan <strong>Agricultural</strong> Exchange <strong>Council</strong> (JAEC).<br />

Prior to this, the trainees completed the 85-day Pre-Departure Orientation Course (PDOC) that<br />

NAFC conducted from January-April. This enabled them to learn <strong>and</strong> speak Nihongo, enhanced<br />

their technical skills, <strong>and</strong> exposed them in modern technologies like swine, cattle <strong>and</strong> vegetable<br />

production.<br />

The trainees are deemed to come back armed with new skills <strong>and</strong> technologies that will help<br />

them improve farming operations <strong>and</strong> raise their incomes, just like the batches before them.<br />

Young Farmers Program<br />

The Young Farmers Program (YFP) aims to address aging farmers <strong>and</strong> fishers by encouraging<br />

the youth, especially agriculture <strong>and</strong> fisheries graduates, to venture into agribusiness. This is<br />

by enhancing their entrepreneurial skills <strong>and</strong> providing financial support for agri <strong>and</strong> fishery<br />

projects of their choice.<br />

This program provides a maximum financial support of P300,000.00 per young farmer/fisher,<br />

where 50 per cent is the loan component from a financial institution, 40 per cent is the grant<br />

component from NAFC <strong>and</strong> 10 per cent represents the equity from either the proponent or<br />

LGU. Enlisted participants of the program undergo training on entrepreneurship, management<br />

skills, values formation, <strong>and</strong> h<strong>and</strong>s-on/on-the-job-training on their chosen enterprise to enable<br />

them to attain greater success rate of their funded projects.<br />

As of June <strong>2011</strong>, nine (9) batches or a total of 286 young farmers have already been trained<br />

under the program. Out of this number, 257 are Young Farmer Entrepreneurs (YFEs) <strong>and</strong> 29<br />

are Young Farmer Volunteers (YFVs).<br />

For <strong>2011</strong>, NAFC disbursed grant funds totaling to PhP719, 450.00 to six (6) YFEs from Batch<br />

9, all of whom are from Isabela, for their approved projects.<br />

With the average age of Filipino farmers being pegged at 57 years old <strong>and</strong> the earnings of an<br />

average Filipino farmer at about PhP23,000 a year, NAFC will continue to promote agriculture<br />

<strong>and</strong> agribusiness among more Filipino youth, who are considered as the hope of society, <strong>and</strong><br />

generate more employment opportunities in the countryside through the YFP.<br />

6. Monitoring <strong>and</strong> Evaluation<br />

The agency disseminated 735 M & E reports which included, among others, the status of<br />

activities under the AFMA Implementing Rules <strong>and</strong> Regulations; foreign-assisted projects<br />

under the 2KR <strong>and</strong> US PL-480 Programs such as the Rehabilitation of Small Scale Irrigation<br />

Projects for Upl<strong>and</strong> Productivity <strong>and</strong> Resources Sustainability, Technology Management for<br />

Competitive Agriculture <strong>and</strong> Fisheries Sectors, Livelihood Enhancement for <strong>Agricultural</strong><br />

Development (LEAD) <strong>and</strong> Support to Emergency <strong>and</strong> Livelihood Assistance Project (SELAP);<br />

<strong>and</strong> DA-funded programs <strong>and</strong> projects.<br />

7. IEC/Advocacy Materials Distributed<br />

8. Other Activities Supported / Coordinated<br />

Gawad Saka Search<br />

The <strong>2011</strong> national Gawad Saka winners comprised of 14 individuals <strong>and</strong> nine (9) groups who<br />

each received a Presidential citation, trophy <strong>and</strong> corresponding cash incentives for individual<br />

winners <strong>and</strong> project grants for group winners, totaling to PhP4.25 million.<br />

The adjudged Outst<strong>and</strong>ing Municipal Agriculture <strong>and</strong> <strong>Fishery</strong> <strong>Council</strong> (MAFC) is the MAFC of<br />

Kayapa, Nueva Vizcaya, while the Provincial Agriculture <strong>and</strong> <strong>Fishery</strong> <strong>Council</strong> (PAFC) of Nueva<br />

Vizcaya is the Outst<strong>and</strong>ing PAFC.<br />

The MAFC of Kayapa, Nueva Vizcaya started in the 1980s with only 16 barangay members <strong>and</strong><br />

was later on joined by the 14 remaining barangays in their locality. It worked on strengthening<br />

<strong>and</strong> nourishing partnership among all the members by conducting regular meetings <strong>and</strong> dialogues<br />

to settle issues <strong>and</strong> other matters of the council’s concerns.<br />

The council soon gained the trust of the LGUs <strong>and</strong> the Liga ng mga Barangay <strong>and</strong> was given fund<br />

allocations for their activities.<br />

The Kayapa MAFC also introduced livelihood programs such as mushroom production <strong>and</strong><br />

processing of high value crops; <strong>and</strong> distributes fruit-bearing trees, coffee seedlings <strong>and</strong> vegetable<br />

seeds to qualified farmers.<br />

The council maintains a revolving fund from repayments of dispersal projects which is used for<br />

petty cash loans to members with a minimal interest.<br />

Currently headed by Mr. Pio Sinacay as Chairperson, Kayapa MAFC is an active partner of the<br />

Municipal Nutrition Committee in the implementation of projects <strong>and</strong> has continuously supported<br />

the passage <strong>and</strong> implementation of municipal ordinances including the control <strong>and</strong> prevention of<br />

Avian Influenza Virus, prohibition of electro-fishing, explosive fishing <strong>and</strong> use of poisonous<br />

substances, implementation of the New Solid Waste Management <strong>and</strong> recycling activities of the<br />

municipality.<br />

On the other h<strong>and</strong>, the Nueva Vizcaya PAFC, who has received such recognition for the third<br />

time, vows not to remain complacent on its laurel <strong>and</strong> instead work harder to maintain <strong>and</strong> even<br />

surpass its outst<strong>and</strong>ing achievements.<br />

Composed of 30 private <strong>and</strong> eight public sector-members, with Mr. Arthur Baybayan as its current<br />

Chairperson, the PAFC of Nueva Vizcaya strongly supports the province’s vision for its people: to<br />

enjoy good quality life in an ecologically-balanced <strong>and</strong> sustainable environment.<br />

Because of the strong linkages it has sustained with national <strong>and</strong> local agencies, the PAFC of<br />

Nueva Vizcaya was able to successfully implement various projects such as construction <strong>and</strong><br />

rehabilitation of irrigation canals, farm-to-market roads, mechanical <strong>and</strong> flatbed dryers, tramlines,<br />

multi-purpose drying pavements, <strong>and</strong> irrigation systems.<br />

It is also instrumental in the successful organization <strong>and</strong> operation of the KINGBIKS Vegetable<br />

Growers’ Association, a federation of five vegetable growing barangays of the town of Dupax<br />

del Sur.<br />

As a member of the Provincial Development <strong>Council</strong>, it regularly monitors the implementation of<br />

agricultural <strong>and</strong> fishery programs <strong>and</strong> projects funded by the DA, LGUs <strong>and</strong> other agencies <strong>and</strong><br />

takes part in the passage <strong>and</strong> implementation of various municipal <strong>and</strong> provincial ordinances on<br />

agriculture, fisheries <strong>and</strong> environment.<br />

The council’s commitment to service goes beyond the agriculture sector as it is active in many<br />

community activities. Aside from monitoring damages during calamities, the members also extend<br />

material <strong>and</strong> financial resources to typhoon victims. Their capable members sometimes serve<br />

as resource speakers during trainings to complement the efforts of agricultural extensionists.<br />

With the leadership of the Nueva Vizcaya PAFC, the agri <strong>and</strong> fishery sectors of the province are<br />

off to greater heights.<br />

Knowledge <strong>and</strong> Learning Market of<br />

the International Fund for<br />

<strong>Agricultural</strong> Development (IFAD) on<br />

October 19 <strong>and</strong> 20. The two-day<br />

event, with the theme “Gender <strong>and</strong><br />

Youth: Innovative Waves in Rural<br />

Development,” was held at the<br />

Bureau of Soils <strong>and</strong> Water Management (BSWM) grounds. NAFC was among the government<br />

agencies that joined the event, along with NGOs, academic institutions, <strong>and</strong> IFAD-funded projects.<br />

Each booth showcased different products <strong>and</strong> information materials that were open to participants.<br />

Three beneficiaries of the YFP, namely Mr. Raffy Espiritu from La Union, Ms. Calma Arcala of<br />

Nueva Vizcaya <strong>and</strong> Mr. Ben David Luis of Benguet, travelled all the way from their respective<br />

hometowns to showcase their products such as peanut butter <strong>and</strong> mushrooms during the exhibit.<br />

World Food Day Poster-Making Contest Winners<br />

Educational Tour<br />

NAFC sponsored the educational tour of the winners of the <strong>2011</strong> World Food Day Poster-<br />

Making Contest on October 15 to 17 which gave them the opportunity to visit <strong>and</strong> enjoy the<br />

scenic sights of some of the tourist spots <strong>and</strong> historic sites within Metro Manila.<br />

Among the places they visited were Museo Pambata, <strong>National</strong> Museum, Rizal Park, Manila Ocean<br />

Park, Manila Zoo, Fort Santiago <strong>and</strong> the ABS-CBN Studios during the three-day<br />

excursion. They also had the chance to sit as live audience of ABS-CBN’s noontime show “Happy<br />

Yippee Yehey”.<br />

The on-the-spot poster-making contest among 17 regional elementary pupils nationwide was<br />

held last October 12 at the DA Business Center in light of the theme “Food prices-from crisis to<br />

stability”.<br />

Continuing Staff Development<br />

As the human resource of the agency, NAFC employees are constantly provided with avenues<br />

where they can improve their skills <strong>and</strong> widen their knowledge in various aspects of agriculture,<br />

governance, management, information technology <strong>and</strong> others. This is through seminars, trainings<br />

<strong>and</strong> workshops that DA, other partner agencies <strong>and</strong> affiliate organizations hold.<br />

Aside from skills enhancement activities, NAFC employees were also able to attend the Orientation<br />

on the Magna Carta of Women which raised their awareness on the rights, privileges <strong>and</strong><br />

responsibilities of every Filipina.<br />

Through these courses, not only did NAFC employees have the chance to enrich their competence<br />

in delivering quality services to their clientele but also empower them <strong>and</strong> further open up their<br />

minds to different advocacies.<br />

Conclusion / Plans for Year Ahead<br />

Staying true to its m<strong>and</strong>ates, NAFC once again marks a milestone in its existence with more<br />

noteworthy accomplishments. It has successfully convened the NAF <strong>Council</strong>, the agency’s highest<br />

governing body, twice this year. It has also taken another major step in helping a high number of<br />

farm households in different areas in the country through the AKBay Program.<br />

NAFC has also participated in the international arena by joining conferences such as the 36th<br />

Cairns Group Ministerial Meeting in Saskatoon, Saskatchewan, Canada <strong>and</strong> Association of<br />

Southeast Asian Nations (ASEAN) meetings such as the Senior Officials Meeting of the 11th<br />

Meeting of the ASEAN Ministers on Agriculture <strong>and</strong> Forestry Plus Three, the 33rd Meeting of the<br />

ASEAN Ministers on Agriculture <strong>and</strong> Forestry <strong>and</strong> the 11th Meeting of the ASEAN Ministers on<br />

Agriculture <strong>and</strong> Forestry Plus Three.<br />

As soon as 2012 sets in, NAFC will be carrying out area-wide public consultations on the draft<br />

AFMP <strong>2011</strong>-2017. This will enable those who belong to the agriculture <strong>and</strong> fisheries sectors to<br />

participate <strong>and</strong> share inputs for this modernization plan.<br />

NAFC is also looking forward to the celebration of its 25th anniversary together with the AFCs<br />

<strong>and</strong> the NSCs which serve as significant partners of the agency in developing local development<br />

agenda <strong>and</strong> pursuing the collective interest of our farmers <strong>and</strong> fishermen.<br />

Upon entering its 25th year, NAFC vows to scale up its efforts in creating a more active engagement<br />

of its consultative bodies to ensure the generation of sound <strong>and</strong> enabling agriculture <strong>and</strong> fishery<br />

policies.<br />
