1 A. Plans and Policies Developed, Implemented, Monitored and Evaluated 1. Consultations and Policy Dialogues The NAFC’s role as participatory arm of the Department of Agriculture (DA) is undertaken through its network of consultative bodies at the national, regional, provincial and municipal levels. At the national level are the NAF Council and the National Sectoral Committees (NSCs) while at the local levels are the Regional, Provincial and Municipal/City Agricultural and Fishery Councils (AFCs). The agency serves as secretariat to the NAF Council and the NSCs. The NAF Council is the apex mechanism for consultation and dialogue between and among government agencies. Specific industry issues are being discussed on a national level by the seven (7) committees, namely, the Committees on Commercial Crops; Fisheries and Aquaculture; Food Crops; Infrastructure Support; Poultry, Livestock and Feed Crops; International Trade; and Climate Change. Meanwhile, the AFCs provide venues for consultation on agricultural and fishery issues, as well as feedback mechanisms on the DA and NAFC projects and other related concerns at the local levels. At present, there are 16 Regional Agricultural and Fishery Councils (RAFCs), 82 Provincial Agricultural and Fishery Councils (PAFCs), 4 Independent Component City Agricultural and Fishery Councils (ICCAFCs), 15 Highly Urbanized City Councils (HUCCs), and 1,516 Municipal Agricultural and Fishery Councils (MAFCs) and 101 City Agricultural and Fishery Councils (CAFCs) nationwide. For this year, the NAF Council conducted two (2) meetings, the NSCs held 166 consultations and the AFCs had 1,736 consultations. Three (3) meetings by various Technical Working Committees (TWCs) of the NAF Council were also conducted. As part of NAFC’s resource generation function, 11 consultative meetings with donor country and stakeholders were also held. In summary, NAFC and its consultative bodies achieved 99% of its target for the year. From these meetings, the NAFC consultative bodies generated 1, 265 resolutions and position papers which were endorsed to the concerned entities for appropriate action.
