This program aims to assist the government in reducing poverty in identified poor provinces
by providing agriculture and fisheries livelihood opportunities for the poorest of the poor in
the targeted 31 poorest provinces in Luzon and Visayas; enhancing employment generation in
these localities; providing additional sources of income; strengthening the capabilities of the
marginal sector; and, facilitating the participation of the marginalized groups in the agriculture
and fishery decision-making bodies.
It also provides start-up fund of a maximum of PhP10,000.00 for each farm household and
extends technical assistance in project identification, project proposal writing/development,
and project implementation. It also assists in marketing the goods produced by each household
under the program.
In 2011, NAFC facilitated a series of regional briefings on the program’s implementing guidelines
in CAR, Regions I, IV-A, IV-B, V, VI, VII, and VIII. Funds have also been released for the target
beneficiaries in these regions.
On separate dates in 2011, NAFC has awarded financial aid to a total of 2, 670 farm households
(FH) in 14 provinces with a total of PhP26.7M. Here is the breakdown:
