This program aims to assist the government in reducing poverty in identified poor provinces<br />
by providing agriculture <strong>and</strong> fisheries livelihood opportunities for the poorest of the poor in<br />
the targeted 31 poorest provinces in Luzon <strong>and</strong> Visayas; enhancing employment generation in<br />
these localities; providing additional sources of income; strengthening the capabilities of the<br />
marginal sector; <strong>and</strong>, facilitating the participation of the marginalized groups in the agriculture<br />
<strong>and</strong> fishery decision-making bodies.<br />
It also provides start-up fund of a maximum of PhP10,000.00 for each farm household <strong>and</strong><br />
extends technical assistance in project identification, project proposal writing/development,<br />
<strong>and</strong> project implementation. It also assists in marketing the goods produced by each household<br />
under the program.<br />
In <strong>2011</strong>, NAFC facilitated a series of regional briefings on the program’s implementing guidelines<br />
in CAR, Regions I, IV-A, IV-B, V, VI, VII, <strong>and</strong> VIII. Funds have also been released for the target<br />
beneficiaries in these regions.<br />
On separate dates in <strong>2011</strong>, NAFC has awarded financial aid to a total of 2, 670 farm households<br />
(FH) in 14 provinces with a total of PhP26.7M. Here is the breakdown:<br />
