INTRODUCTION<br />
As the key structure for broad-based participatory development, the <strong>National</strong><br />
<strong>Agricultural</strong> <strong>and</strong> <strong>Fishery</strong> <strong>Council</strong> (NAFC) continued to further reach to its nationwide<br />
network of councils in <strong>2011</strong>. It resolved to generate more private-sector commitment<br />
<strong>and</strong> participation in developing the country’s agriculture <strong>and</strong> fisheries sector.<br />
To achieve this, NAFC spearheaded consultative activities to tackle issues,<br />
problems <strong>and</strong> concerns of its stakeholders <strong>and</strong> partners that yielded<br />
recommendations <strong>and</strong> resolutions which were instrumental in the formulation of sound<br />
national policies <strong>and</strong> programs.<br />
Apart from this, the agency also set forth in improving its efforts to perform its functions<br />
as an integrative mechanism for policy <strong>and</strong> program coordination <strong>and</strong> monitoring, <strong>and</strong><br />
resource generation <strong>and</strong> management.<br />
This report summarizes the agency’s operational performance for <strong>2011</strong> under the<br />
MFO3: Plans <strong>and</strong> Policies Developed, Implemented, Monitored <strong>and</strong> Evaluated.
