The formulation of the AFMP <strong>2011</strong>-2017, spearheaded by DA, is aimed to provide specific<br />
details on the agriculture chapter of the Philippine Development Plan (PDP) for the same period<br />
<strong>and</strong> translate into more specific terms the principles <strong>and</strong> practices in Agri-Pinoy <strong>2011</strong>, the Aquino<br />
Administration’s overall strategic framework guiding the various services <strong>and</strong> programs of DA.<br />
Its crafting is in accordance with Section 13 of the Agriculture <strong>and</strong> Fisheries Modernization Act<br />
(AFMA) of 1997. It will serve as the master plan to spur growth <strong>and</strong> modernization of the<br />
agriculture <strong>and</strong> fishery sector, particularly by guiding the country’s efforts in achieving the<br />
following major goals: improved food security <strong>and</strong> increased incomes, increased sector resilience<br />
to climate change risks <strong>and</strong> enhanced policy environment <strong>and</strong> governance.<br />
The formulation of the AFMP will ensure that all DA operating units will have an action program<br />
that is cohesive, reinforcing <strong>and</strong> consistent with the PDP, the AFMA, <strong>and</strong> other national policy<br />
directives.<br />
In line with this, a planning framework that is participative <strong>and</strong> combines the top down <strong>and</strong> the<br />
bottom top approaches to planning was adopted by the DA Central Office.<br />
On October 10, members of the NAF <strong>Council</strong>, as well as other private sector partners, approved<br />
the AFMP <strong>2011</strong>-2017 framework during a consultative meeting facilitated by NAFC.<br />
All operating units of the DA were tasked to prepare their respective plans guided by this planning<br />
framework, a prescribed matrix format, <strong>and</strong> planning parameters. The plan matrices prepared<br />
serve as draft component plans of the final AFMP.<br />
