9 Conducted Planning Workshop for AFC Coordinators and Planning Officers in Luzon A, which is comprised of Regions I, II, III and CAR, on September 23-24 in Hacienda Gracia, Lubao, Pampanga. This activity, the first of the series of workshops to be conducted, was held in pursuit of continuous improvement of the AFCs’ operations and performance and to better achieve their targets. The workshop brought out greater awareness and understanding on planning related requirements, MFO, and performance measures that will help AFCs to efficiently attain their targets. During the workshop, the participants were grouped according to their respective regions to validate and set doable targets by indicators, come up with refined 2012 work and financial plans and indicators and draw out key strategies and doable action agenda to address the issues and concerns crucial to reporting accomplishments. · From October 19 to 21, the second national RAFC consultative meeting cum summit was conducted at Sabin Resort Hotel in Ormoc City, Leyte, and attended by 16 RAFC chairpersons and coordinators from all over the country, along with resource persons, guests, DA-RFU VIII personnel and NAFC staff. Region VIII RAFC Chairperson and National President of the RAFC Association of the Philippines Edgardo Codilla, in collaboration with the DA Regional Office, hosted the three-day meeting which coincided with Ormoc’s 64th Charter Day Celebration. Ormoc City Mayor Eric C. Codilla and DA-RFU VIII Regional Executive Director Antonio G. Gerundio acknowledged the vital role of the AFC network in the implementation of the national and local agri-fishery programs all geared towards food security, increased rural income, sustainable development and monitoring of DA programs and projects. The meeting tackled, among others, the ratification of the Revised AFC Manual of Regulations; review of DA and AFC accomplishment reports; issues and concerns relative to the legislative priority agenda; and DA’s various programs and projects such as The Agri-Pinoy Farm Mechanization and Post Harvest Development Program, and the NAFC Special Vehicle Loan Fund The consultation was aimed at promoting transparency, accountability and responsibility in the implementation of the various agriculture and fishery programs in the country. RAFC Chairperson Codilla added that as private-led volunteer organizations, the AFCs will assist in the monitoring and advocacy of the agricultural programs and activities. On December 8, NAFC completed its Agriculture and Fisheries Modernization Plan (AFMP) for 2011-2017 and submitted to the DA for further study and consolidation with other operating units and agencies. Prior to this, NAFC’s AFMP Working Group conducted a workshop/writeshop at the Sunrise Holiday Mansion, Tagaytay Estates in Alfonso Cavite from October 25-28 to develop division-level AFMPs, harmonize and eventually consolidate these into the agency’s AFMP.
The formulation of the AFMP 2011-2017, spearheaded by DA, is aimed to provide specific details on the agriculture chapter of the Philippine Development Plan (PDP) for the same period and translate into more specific terms the principles and practices in Agri-Pinoy 2011, the Aquino Administration’s overall strategic framework guiding the various services and programs of DA. Its crafting is in accordance with Section 13 of the Agriculture and Fisheries Modernization Act (AFMA) of 1997. It will serve as the master plan to spur growth and modernization of the agriculture and fishery sector, particularly by guiding the country’s efforts in achieving the following major goals: improved food security and increased incomes, increased sector resilience to climate change risks and enhanced policy environment and governance. The formulation of the AFMP will ensure that all DA operating units will have an action program that is cohesive, reinforcing and consistent with the PDP, the AFMA, and other national policy directives. In line with this, a planning framework that is participative and combines the top down and the bottom top approaches to planning was adopted by the DA Central Office. On October 10, members of the NAF Council, as well as other private sector partners, approved the AFMP 2011-2017 framework during a consultative meeting facilitated by NAFC. All operating units of the DA were tasked to prepare their respective plans guided by this planning framework, a prescribed matrix format, and planning parameters.
