Headed by DA Undersecretary for Policy, Planning and Research and Development
Segfredo Serrano and Co-Chaired by Mr. Edgardo Codilla, RAFC VIII Chairperson and
President of the RAFC Association of the Philippines, the committee is composed of
representatives from different government agencies such as DAR, DENR and DBM,
presidents/chairpersons from the private sector namely the RAFC Association of the
Philippines, NSCs, and representatives from CODE-NGO, Partido Kalikasan Institute and
Alyansa Agrikultura.
The committee had its maiden organizational meeting last August 23, 2011 where members
discussed the DA budget utilization in 2011, the President’s budget for DA in 2012 and
results of the monitoring of the DA’s programs and projects spearheaded by NAFC and
the AFCs.
On June 21 and 22, 2011, the RAFC Chairpersons attended a two-day consultation
meeting held at the Hacienda Gracia in Lubao, Pampanga and NAFC Apacible Conference
Room on the second day. The first day consultation focused on the following issues:
The official registration of the RAFC Association of the Philippines in the
Security Exchange Commission to gain legal personality and to be able to engage
and transact business with both government and private institutions
Resolution for the inclusion of the AFC under the SVLF program of NAFC
Resolution to revert the two-year term of the AFC Chairperson under the
amended AFC Manual of Operation instead of the original three (3) years
Resolution in support to the conversion of the Diesel Engine motor to electrical
engine motor to help small farmers lessen the cost of fuel consumption
The second day highlighted the turnover of leadership from outgoing National RAFC
President Jesus M. Simon of Region III to RAFC Chairperson Edgardo C. Codilla of Region
VIII. They will equally share the two year term of office of the National RAFC President
which they were both elected during the RAFC elections in 2011.
To resolve longstanding issues involving its performance indicators, NAFC conducted a
Workshop on the Agency’s Performance Indicators on September 2 at the Apacible
Conference Room.
The workshop aimed to ensure that there is a common definition of the indicators and
ascertain how these contribute to the achievement of NAFC’s MFO. The activity served as
an avenue to develop a clear and shared understanding of MFO3 performance indicators
and their corresponding operational definitions among NAFC’s workforce.
The workshop was a step for the agency’s staff to reach an agreement on how to best
address priority issues, concerns and key challenges essential to the reporting of
accomplishments.
Participants of the workshop agreed to make some improvements in the definitions of
the indicators to be able to come up with efficient and competent accomplishment reports
for the agency.
