2. Aesthetics (Less than Significant): The project site is not located within or near any known scenic<br />

vista or scenic highways. There are no scenic resources present on the project site as the property is<br />

currently vacant. The project site is surrounded by residential uses with the exception <strong>of</strong> the 10-acre<br />

parcel to the east which is currently in agricultural use. The project would result in the development <strong>of</strong> a<br />

vacant 10-acre parcel with 51 dwelling units. Although the development <strong>of</strong> the project would change the<br />

existing visual character <strong>of</strong> the site, it would not substantially degrade the quality <strong>of</strong> the site and its<br />

surroundings, nor would it cause a significant adverse visual change to the neighborhood character. The<br />

project would extend one and two-story single-family residences into a residential neighborhood <strong>of</strong> similar<br />

massing, scale and building heights. The <strong>City</strong>'s implementation <strong>of</strong> the Single-Family Design Guidelines<br />

and staff's review <strong>of</strong> final development plans, which will be submitted for final Building Permit review, will<br />

ensure that the final design <strong>of</strong> the project is consistent with the plans reviewed by the Planning<br />

Commission. Therefore, the project will not substantially degrade the visual character or quality <strong>of</strong> the site<br />

and its surroundings. As a result, this impact will be less than significant.<br />

3. Aesthetics (Less than Significant): <strong>City</strong>'s implementation <strong>of</strong> the Single-Family Design Guidelines,<br />

staff's review <strong>of</strong> final development plans, and implementation <strong>of</strong> the Department <strong>of</strong> Public Work Standard<br />
