A soldier of the 10th/27th Battalion, Royal <strong>South</strong> Australian Regiment provides cover<strong>in</strong>g fire at a comb<strong>in</strong>ed arms tra<strong>in</strong><strong>in</strong>g activity of the<br />

Adelaide-based 9th Brigade at Smithfield, Adelaide <strong>in</strong> 2010.<br />

May and as CUTA has not yet been expanded,<br />

the Brigade is unable to match this pattern<br />

and is therefore misaligned to the rhythm of<br />

the rema<strong>in</strong>der of the Army. This restricts the<br />

flexibility of the Army to deliver the capabilities<br />

required by Government. This is likely to<br />

cont<strong>in</strong>ue until the CUTA expansion has been<br />

completed <strong>in</strong> 2012 and the expanded tra<strong>in</strong><strong>in</strong>g<br />

area is sufficiently developed for Army <strong>in</strong> 2013.<br />

74. Between 1989 and 2001, Army relocated<br />

some 2,300 soldiers from bases <strong>in</strong> New<br />

<strong>South</strong> Wales and Victoria to the newly<br />

constructed Robertson Barracks <strong>in</strong> Darw<strong>in</strong>.<br />

The purpose was to forward deploy Army<br />

assets to the area where they were more<br />

likely to operate, make use of better tra<strong>in</strong><strong>in</strong>g<br />

opportunities and ensure the soldiers were<br />

acclimatised to and self-sufficient when<br />

operat<strong>in</strong>g <strong>in</strong> the north of Australia.<br />

75. The units based <strong>in</strong> Darw<strong>in</strong> currently depend<br />

on the use of BFTA which has proven to be<br />

usable only dur<strong>in</strong>g the dry season from May<br />

to October. Due to the additional need to<br />

restrict the movement of heavy vehicles and<br />

equipment over fragile environmental areas<br />

after any ra<strong>in</strong> event, even <strong>in</strong> the dry season<br />

this can severely affect unit tra<strong>in</strong><strong>in</strong>g programs.<br />

In addition, the tropical environment has<br />

particularly harsh effects on aircraft, vehicles,<br />

equipment and facilities result<strong>in</strong>g <strong>in</strong> higher<br />

levels of ma<strong>in</strong>tenance be<strong>in</strong>g required when<br />

there is little support<strong>in</strong>g defence <strong>in</strong>dustry<br />

available <strong>in</strong> Darw<strong>in</strong>.<br />

76. The Study was advised that of those<br />

Army personnel currently posted to<br />

Robertson Barracks:<br />

• 15% enjoyed the environment and<br />

were happy to stay,<br />

• 30% were ambivalent, and<br />

• 55% wanted to move.<br />

77. The Study was also advised that:<br />

• Many families were unwill<strong>in</strong>g to be posted<br />

to Darw<strong>in</strong> and married soldiers saw the<br />
