Recommendation 6<br />

<strong>Defence</strong> <strong>SA</strong> encourages an <strong>in</strong>creased level<br />

of US presence with<strong>in</strong> Australia and fully<br />

explores all opportunities for the tra<strong>in</strong><strong>in</strong>g<br />

of US personnel <strong>in</strong> <strong>South</strong> Australia.<br />

“ The battle of ideas is central to defence and<br />

security of Australia”. 26<br />

142. An opportunity exists for <strong>South</strong> Australia to<br />

exploit its <strong>Defence</strong> technological advantage.<br />

The State hosts a unique comb<strong>in</strong>ation of DSTO<br />

and defence <strong>in</strong>dustry research and simulation<br />

capabilities which have already expanded <strong>in</strong>to<br />

<strong>South</strong> Australia’s universities through physics<br />

and eng<strong>in</strong>eer<strong>in</strong>g programs. <strong>South</strong> Australia is<br />

well positioned to exploit these and develop<br />

an <strong>in</strong>stitute that generates research, promotes<br />

exist<strong>in</strong>g and future capabilities and highlights<br />

the role of technology with<strong>in</strong> the <strong>Defence</strong><br />

environment, perhaps <strong>in</strong>itially with a Land<br />

focus, further promot<strong>in</strong>g <strong>South</strong> Australia as<br />

the smart ‘<strong>Defence</strong> State’.<br />

143. ‘Future Directions International’ based <strong>in</strong><br />

Perth currently offers similar outcomes.<br />

Promot<strong>in</strong>g a ‘two-ocean’ view for Australia,<br />

the Perth-based research body promotes<br />

consideration and debate of Indian Ocean<br />

as well as Pacific Ocean issues. This approach<br />

has generated an awareness of significant<br />

issues that otherwise may not have entered<br />

the public arena.<br />

144. In <strong>South</strong> Australia, DSTO is not well placed<br />

to generate similar public discussion<br />

regard<strong>in</strong>g <strong>Defence</strong> technology and <strong>in</strong>dustry<br />

because of security implications and its<br />

primary role of support<strong>in</strong>g <strong>Defence</strong>. The<br />

co-location of DSTO Ed<strong>in</strong>burgh and the<br />

<strong>Defence</strong> Team<strong>in</strong>g Centre, as well as the<br />

exist<strong>in</strong>g defence <strong>in</strong>dustry with<strong>in</strong> <strong>South</strong><br />

Australia, however, generates the foundation<br />

to develop a dynamic national entity<br />

promot<strong>in</strong>g both national and <strong>in</strong>ternational<br />

discussion about defence technology.<br />

145. In turn, the work of such an <strong>in</strong>stitute could<br />

help <strong>in</strong>form and <strong>in</strong>fluence leaders, policy<br />

makers and eventually <strong>Defence</strong> outcomes,<br />

highlight<strong>in</strong>g security imperatives together<br />

with the economic benefits of <strong>Defence</strong><br />

technology and the subsequent sp<strong>in</strong>-offs <strong>in</strong>to<br />

other non-<strong>Defence</strong> areas, <strong>in</strong>clud<strong>in</strong>g m<strong>in</strong><strong>in</strong>g,<br />

manufactur<strong>in</strong>g, emergency management and<br />

recreation. It could generate ideas, promote<br />

discussion, sponsor forums and develop<br />

papers. Work by Professor Peter Edwards<br />

at Fl<strong>in</strong>ders University, and his promotion of<br />

Fullbright Scholarships focused on <strong>Defence</strong><br />

issues 27 is an example of the exist<strong>in</strong>g work<br />

<strong>in</strong> <strong>South</strong> Australia that may be able to be<br />

harnessed <strong>in</strong>to a <strong>Defence</strong>-focused<br />

technical ‘th<strong>in</strong>k-tank’.<br />

Recommendation 7<br />

<strong>Defence</strong> <strong>SA</strong> considers the establishment of a<br />

‘<strong>Defence</strong> Technology Institute’ <strong>in</strong> Adelaide.<br />

Army Cadets<br />

146. The Study identified the generic benefits<br />

of school cadets <strong>in</strong> the development<br />

of girls and boys <strong>in</strong>terested <strong>in</strong> <strong>Defence</strong><br />

and also the l<strong>in</strong>kages of school cadet<br />

programs to <strong>in</strong>creased <strong>Defence</strong> recruit<strong>in</strong>g<br />

and <strong>in</strong>terest <strong>in</strong> the defence <strong>in</strong>dustry.<br />

147. While some community based Cadet Units are<br />

already <strong>in</strong> place around the State, unlike most<br />

other States, there are no public or private<br />

school-based cadet units <strong>in</strong> <strong>South</strong> Australia.<br />

In implement<strong>in</strong>g a truly holistic approach to<br />

<strong>South</strong> Australia be<strong>in</strong>g the ‘<strong>Defence</strong> State’, the<br />

Study proposes that the <strong>South</strong> Australian<br />

Government reviews how it can actively<br />

promote the benefits of school based cadet<br />

units to <strong>South</strong> Australia schools.<br />

Recommendation 8<br />

<strong>Defence</strong> <strong>SA</strong> promotes the establishment of<br />

cadet units based <strong>in</strong> schools <strong>in</strong> <strong>South</strong> Australia.<br />
