N7 Naas Road Widening & Interchanges Scheme local traffic to and from Naas and Johnstown, and accordingly in the Main Street it is proposed to have a comprehensive traffic calming scheme. In addition it is suggested as a mitigating measure that traffic speeds along the new local road network, including Kill Village, be restricted to 30 or 40 mph where appropriate. • The school site in Kill is already restricted in size having regard to its needs and will now have increased traffic from the N7 on its northern boundary and from the new local road and its southern boundary. In addition the new pedestrian footbridge will adjoin its western boundary. It is understood that the school authorities are already considering moving to a larger site elsewhere in Kill. • At present the village of Kill is subject to the movement of vehicle transporters from a site on its southern side. This proposal offers the opportunity for this traffic to avoid Kill altogether by using the alternative routes to the south and east to gain access to the Castlewarden Interchange and thereafter to the N7. This will benefit Kill by relieving congestion in the Village, reduce noise and pollution and increase road safety. • The Development Plan for the village of Kill has proposed that the village be doubled in size. The proposed road improvements do not conflict with this objective. • The Interchange proposed at Castlewarden can be used by the transporters from Kill, but in addition will facilitate truck movements from the landfill site at Arthurstown. This will eliminate the need for trucks leaving Arthurstown to travel to Naas (Maudlins) and then back to Dublin. 9.5.3 IMPACT ON EXISTING PLANNING PERMISSIONS An analysis of the Planning Register from 1994 to 2000 showed that the majority of Planning Permissions granted recently along the route would not be affected by the proposed scheme. Permissions that may be affected are shown on Figures 6 – 13 contained in Volume 3 of this Statement. These permissions are generally associated with the existing villages of Kill and Johnstown.
