16. Data m<strong>an</strong>agement <strong>an</strong>d data <strong>an</strong>alysis*<br />

Data m<strong>an</strong>agement: Strategies <strong>an</strong>d issues in collecting, processing, documenting, <strong>an</strong>d<br />

summarizing data for <strong>an</strong> epidemiologic study.<br />

1. Data M<strong>an</strong>agement<br />

1.1 Introduction to Data M<strong>an</strong>agement<br />

Data m<strong>an</strong>agement falls under the rubric <strong>of</strong> project m<strong>an</strong>agement. Most researchers are unprepared<br />

for project m<strong>an</strong>agement, since it tends to be underemphasized in training programs. An<br />

epidemiologic project is not unlike running a business project with one crucial difference, the project<br />

has a fixed life sp<strong>an</strong>. This difference will affect m<strong>an</strong>y aspects <strong>of</strong> its m<strong>an</strong>agement. Some areas <strong>of</strong><br />

m<strong>an</strong>agement that are affected are hiring, firing, evaluation, org<strong>an</strong>ization, productivity, morale,<br />

communication, ethics, budget, <strong>an</strong>d project termination. Although the production <strong>of</strong> a study<br />

proposal raises m<strong>an</strong>y m<strong>an</strong>agement challenges, if the proposal is approved <strong>an</strong>d funds allocated, the<br />

accomplishments <strong>of</strong> the project are dependent more upon its m<strong>an</strong>agement th<strong>an</strong> <strong>an</strong>y other factor.<br />

A particular problem for investigators <strong>an</strong>d staff, if they lack specific training or experience, is to fail<br />

to appreciate <strong>an</strong>d prepare for the implications <strong>an</strong>d exigencies <strong>of</strong> mass production.<br />

1.2 The Data M<strong>an</strong>agement System<br />

The data m<strong>an</strong>agement system is the set <strong>of</strong> procedures <strong>an</strong>d people through which information is<br />

processed. It involves the collection, m<strong>an</strong>ipulation, storage, <strong>an</strong>d retrieval <strong>of</strong> information. Perhaps<br />

its most visible tool is the computer; however, this is merely one <strong>of</strong> m<strong>an</strong>y. Other "tools" are the<br />

instruments <strong>an</strong>d data collection forms, the data m<strong>an</strong>agement protocol, quality control mech<strong>an</strong>isms,<br />

documentation, storage facilities for both paper <strong>an</strong>d electronic media, <strong>an</strong>d mech<strong>an</strong>isms <strong>of</strong> retrieval.<br />

The purpose <strong>of</strong> the data m<strong>an</strong>agement system is to ensure: a) high quality data, i.e., to ensure that the<br />

variability in the data derives from the phenomena under study <strong>an</strong>d not from the data collection<br />

process, <strong>an</strong>d b) accurate, appropriate, <strong>an</strong>d defensible <strong>an</strong>alysis <strong>an</strong>d interpretation <strong>of</strong> the data.<br />
