objectives, such as monitoring <strong>an</strong>d quality control, which require the ability to be able to trace back<br />

<strong>an</strong>d verify information.<br />

1.4 The Components <strong>of</strong> Data M<strong>an</strong>agement<br />

1.4.1 M<strong>an</strong>agement<br />

The general concepts <strong>of</strong> m<strong>an</strong>agement are as applicable to data m<strong>an</strong>agement as they are to<br />

project m<strong>an</strong>agement. M<strong>an</strong>agement issues are critical components <strong>of</strong> the data m<strong>an</strong>agement system.<br />

The data are merely the objects being m<strong>an</strong>ipulated by the data m<strong>an</strong>agement system. Unless there is<br />

adequate attention to the process, the data will not be worthy <strong>of</strong> much attention.<br />

The investigative team is ultimately responsible for the outcome <strong>of</strong> the project. Even in<br />

those large projects where a project m<strong>an</strong>ager <strong>an</strong>d a data m<strong>an</strong>ager are present, the investigative team<br />

are the project's board <strong>of</strong> directors. M<strong>an</strong>agement skills are required to evaluate the m<strong>an</strong>agers <strong>an</strong>d<br />

ensure that they are doing a reasonable job, beyond the issue <strong>of</strong> is the project on schedule? Even<br />

for a relatively small project, researchers may need to work diligently to adapt to the m<strong>an</strong>agerial role,<br />

since m<strong>an</strong>y <strong>of</strong> the qualities that make for a good researcher are quite the opposite <strong>of</strong> those <strong>of</strong> a good<br />

m<strong>an</strong>ager:<br />

A good researcher requires creativity <strong>an</strong>d may be considered a tinkerer, i.e., a person who is<br />

const<strong>an</strong>tly ch<strong>an</strong>ging things based on new ideas. A good m<strong>an</strong>ager is also creative but is less <strong>of</strong> a<br />

tinkerer. Const<strong>an</strong>t ch<strong>an</strong>ge in a m<strong>an</strong>agement situation results in confusion <strong>an</strong>d a lack <strong>of</strong> consistency,<br />

which ultimately result in data <strong>of</strong> low quality. A few <strong>of</strong> the key m<strong>an</strong>agement issues that directly<br />

affect the data m<strong>an</strong>agement system are:<br />

1.4.1.1 Two-way communication<br />

Any person on the project c<strong>an</strong> make a valuable contribution, comment, or observation.<br />

These contributions should be respected. Listening is <strong>an</strong> import<strong>an</strong>t aspect to learn what is truly<br />

happening <strong>an</strong>d discover remedies. The person actually performing the task will <strong>of</strong>ten know more<br />

about the nu<strong>an</strong>ces <strong>an</strong>d what is effective th<strong>an</strong> <strong>an</strong>yone else. People have different degrees <strong>of</strong> readiness<br />

to express their ideas <strong>an</strong>d concerns, <strong>an</strong>d opportunities for informal one-on-one discussions (e.g.,<br />

over c<strong>of</strong>fee) are import<strong>an</strong>t.<br />
