LETTER FROM THE PRESIDENT . . .<br />
Greetings! I am excited and truly honored to be elected<br />
as the Post President by my peers and to follow in the<br />
footsteps <strong>of</strong> those who have come before me and worked<br />
so hard to make the Pikes Peak Post (PPP) an impressive legacy<br />
– one which I am honored to serve.<br />
In fact, one <strong>of</strong> the greatest challenges <strong>of</strong> the coming year will be to match the incredible<br />
success we enjoyed under the presidency <strong>of</strong> CAPT Bill Grip, USN. He has<br />
been an inspiration to us all as exemplified by the recent Regional Vice Preside<br />
Award recognition. Thanks to the leadership <strong>of</strong> CAPT Grip and the efforts <strong>of</strong> the<br />
previous Board, our Post set new benchmarks in support <strong>of</strong> the Colorado Springs community.<br />
With the help <strong>of</strong> First Vice President, Col Joseph Schwarz, USAF, and Second Vice President, CAPT<br />
George Suther, USN, I am looking forward to working with the rest <strong>of</strong> the post <strong>of</strong>ficers, and our outstanding<br />
Board <strong>of</strong> Directors. We are fortunate to have many returning Board members and an energetic<br />
cadre <strong>of</strong> new volunteers serving on our board this year. I would like to thank them in advance for<br />
their service. This group is the real reason that our Post is so successful. Most <strong>of</strong> you know one or more<br />
<strong>of</strong> this team. The next time you see one <strong>of</strong> them, please be sure to thank them for all <strong>of</strong> their efforts.<br />
Focus Areas: For those that know me, it is difficult to set only a few focus areas. My overarching goal is<br />
to continue to build the value <strong>of</strong> the PPP to our uniformed services, public and private- sector members,<br />
and community. Our programs will be a key focus in order to continue our Post’s success and<br />
growth. Working closely with the Front Range military installations, we will schedule programs that<br />
provide networking opportunities, present opportunity briefings, provide education and training,<br />
host an Energy Industry Day, and form a new Pr<strong>of</strong>essional Development Hour Committee. Bob Fant<br />
will lead this new committee and work with our Program Committee as we plan more educational<br />
functions throughout the year successfully bringing our engineering and related fields together to<br />
share our knowledge <strong>of</strong> engineering, technologies, applications, and practices.<br />
It is vital that we continue to position the Post for the long-term. Young members (both uniformed<br />
and civilian) are the future <strong>of</strong> SAME. We currently have a great group <strong>of</strong> active young members, being<br />
led by Jon Meyers with Calibre Engineering, and Capt Josh Aldred, USAFA, who are planning many<br />
functions throughout the coming year that will provide both personal and pr<strong>of</strong>essional growth.. I<br />
encourage you to look around your organization and find a young person to mentor. There’s great<br />
talent out there for our Post and the community! Bring them to our next SAME function and encourage<br />
them to join and get involved.<br />
In closing, we have two <strong>of</strong> our annual showcase events coming up! This month, our Post with the<br />
USAFA Department <strong>of</strong> Civil and Environmental Engineering, hosts the SAME Engineering & Construction<br />
Camp with Guest Speaker, Colonel Robert J. Ruch, Commander, Omaha District. On 8 July, spend<br />
a beautiful day on the Air Force Academy’s Blue course supporting our annual Education and Mentoring<br />
Golf Tournament. Please be sure to join us!<br />
We have more work ahead <strong>of</strong> us. I appreciate your trust and promise to work hard with your<br />
Board to continue to support SAME’s national goals and the Colorado Springs military engineering<br />
and business community. I look forward to seeing you at one <strong>of</strong> our upcoming<br />

Biography <strong>of</strong><br />
Colonel Robert J. Ruch<br />
Commander, Omaha District<br />
Col. Robert J. Ruch is the Commander and District Engineer <strong>of</strong> the Omaha District,<br />
U.S. Army Corps <strong>of</strong> Engineers, headquartered in Omaha, Nebraska. He has held<br />
this position since September 3, 2009.<br />
Col. Ruch oversees an annual workload exceeding $1billion spread over 1,200 military construction projects in<br />
eight states, civil works projects in nine states, and environmental restoration projects in 41 states. Nearly 1,300<br />
civilian men and women operate six major dams on the Missouri River as well as 21 tributary dams for<br />
congressionally-authorized purposes as well as regulatory and real estate programs that benefit the Nation. He<br />
also oversees the design and construction <strong>of</strong> facilities for the Army and Air Force in his 700,000- square-mile area<br />
<strong>of</strong> operations, and the cleanup <strong>of</strong> hazardous, toxic and radioactive waste sites for the Department <strong>of</strong> Defense and<br />
the Environmental Protection Agency.<br />
Col. Ruch came to Omaha from the U.S. Army War College in Carlisle, Pa. Prior to that, he served as the Division<br />
Engineer for the 1st Cavalry Division, at Fort Hood, Texas. As the Division Engineer, he deployed to Iraq and<br />
served as the Deputy <strong>of</strong> the Baghdad Provincial Reconstruction Team under the State Department.<br />
Commissioned from the Shippensburg University <strong>of</strong> Pennsylvania ROTC program as a Distinguished <strong>Military</strong><br />
Graduate in 1986, Ruch began his military career with the 7th Engineer Battalion, 5th Infantry Division (Mechanized),<br />
at Fort Polk, La., as a Platoon Leader and Company Executive Officer. Follow-on assignments included<br />
Liaison Officer and Company Commander with the 2nd Engineer Battalion, 2nd Infantry Division at Camp Castle,<br />
Republic <strong>of</strong> Korea, and the Live Fire Engineer Trainer for the National Training Center at Fort Irwin, Calif.<br />
He then served as an Operations Officer in the Pittsburgh District, U.S. Army Corps <strong>of</strong> Engineers, before moving<br />
to Fort Riley, Kan., as the S3 <strong>of</strong> the 1st Engineer Battalion, and then <strong>of</strong> the 937th Engineer Group (Combat).<br />
Following that he served at the Supreme Headquarters Allied Powers Europe, Belgium, where he was the Senior<br />
Staff Officer for NATO Infrastructure in Crisis Response Operations dealing with construction in Afghanistan<br />
and in the Balkans. He then served as the 53rd Commander <strong>of</strong> the Philadelphia District <strong>of</strong> the U.S. Army Corps<br />
<strong>of</strong> Engineers.<br />
Col. Ruch holds a Bachelor <strong>of</strong> Science Degree in geo-environmental science from Shippensburg University, a<br />
master’s degree in engineering management from St. Martin’s College and a master’s degree in strategic studies<br />
from the U.S. Army War College. He is a graduate <strong>of</strong> the Engineer Officer Basic and Advanced Courses, the U.S.<br />
Army Command and General Staff College and the Sapper Leader Course.<br />
His military decorations include the Bronze Star, Defense Meritorious Service Medal, the Army Meritorious<br />
Service Medal (five oak leaf clusters), Army Commendation Medal (two oak leaf clusters), Coast Guard Commendation<br />
Medal, Department <strong>of</strong> State Meritorious Honor Award, Army Achievement Medal, National Defense<br />
Service Medal (two awards), Iraqi Campaign Medal, Global War on Terrorism Service Medal, Korean Defense<br />
Service Medal, Army Service Ribbon, Overseas Service Ribbon (three tours), the Army Superior Unit Award, and<br />
the Combat Action Badge.<br />
Col. Ruch is a native <strong>of</strong> Springfield, Pa. He and his wife have two daughters.

SAME PPP honors CAPT William Grip, USN, and salute his<br />
many years <strong>of</strong> service to our country. Congratulations and<br />
we wish you the best as you start a new life journey.<br />
Captain William G. Grip is the Command Engineer, Logistics and Engineering Directorate,<br />
Headquarters North <strong>American</strong> Aerospace Defense Command and United States Northern<br />
Command at Peterson Air Force Base, Colorado.<br />
A native <strong>of</strong> East Brunswick, N.J., Captain Grip was commissioned Dec. 10, 1082, after receiving<br />
a Bachelors Degree in Civil Engineering from the Georgia Institute <strong>of</strong> Technology. He<br />
received a Master <strong>of</strong> Science degree in Civil Engineering from the Georgia Institute <strong>of</strong> Technology<br />
in 1991, majoring in Construction Management, and completed the Kellogg Executive<br />
Education Program at Northwestern University.<br />
Captain Grip’s first assignment was Assistant Resident Officer-in-Charge <strong>of</strong> Construction,<br />
Marine Corps Base, Camp Lejeune, N.C. His next assignment was as the Maritime Prepositioning<br />
Ships Coordination Officer, Civil Engineer Support Office, Naval Construction Battalion Center, Port Hueneme,<br />
California. In 1987, Captain Grip received his first overseas assignment as the Public Works Officer/Officer-in-Charge <strong>of</strong><br />
Construction, Naval Air Facility, Misawa, Japan. Upon completion <strong>of</strong> graduate school in 1991, he was selected to participate<br />
in the Energy Policy Directorate’s Pr<strong>of</strong>essional Enhancement Program under the Assistant Secretary <strong>of</strong> Defense for<br />
Production and Logistics. After his tour in the Pentagon, Captain Grip was assigned as Staff Civil Engineer and Flag Housing<br />
Officer with the Public Works Center, Washington, D.C. He then completed deployments to Puerto Rico and Okinawa<br />
as the Operations Officer <strong>of</strong> Naval Mobile Construction Battalion 74 and was subsequently assigned to the 31st Naval<br />
Construction Regiment as Operations Officer.<br />
After completion <strong>of</strong> a six-month course <strong>of</strong> instruction in Italian at the Defense Language Institute, Captain Grip reported<br />
in April, 1999 to Engineering Field Activity, Mediterranean, Naples, Italy, as the Command’s Executive Officer. In October,<br />
2002, Captain Grip transferred to the 1st Naval Construction Division and reported as its first Assistant Chief <strong>of</strong> Staff for<br />
Requirements and Resources. He then served as the Director <strong>of</strong> Corporate Facilities at the Navy Exchange Service Command<br />
from June, 2003 to June, 2005. Following this tour, Captain Grip reported for duty in July 2005 as Naval Facilities<br />
Engineering Command, Hawaii’s Executive Office. Captain Grip reported to his current assignment in June, 2008.<br />
Captain Grip’s decorations include the Legion <strong>of</strong> Merit (two awards), Defense Meritorious Service Medal, the Navy Meritorious<br />
Service Medal, the Navy Commendation Medal (six awards), the Navy Achievement Medal (two awards), and<br />
other unit and service awards. He is a registered Pr<strong>of</strong>essional Engineer in the State <strong>of</strong> Virginia, is authorized to wear the<br />
Secretary <strong>of</strong> Defense Service Badge, and is designated a Seabee Combat Warfare Officer. His pr<strong>of</strong>essional affiliations<br />
include the <strong>Society</strong> <strong>of</strong> <strong>American</strong> <strong>Military</strong> Engineers and the <strong>American</strong> <strong>Society</strong> <strong>of</strong> Civil Engineers.<br />

The <strong>Society</strong> <strong>of</strong> <strong>American</strong> <strong>Military</strong> Engineers (SAME) annually<br />
recognizes individuals, organizations, companies and<br />
public agencies for their contributions to SAME and the<br />
military engineering pr<strong>of</strong>ession. These include soldiers,<br />
sailors, airman and Marines from the active, guard, and<br />
civilian reserve forces; coast guardsmen from the Department<br />
<strong>of</strong> Homeland Security; Public Health Service <strong>of</strong>ficers<br />
from the department <strong>of</strong> Health and Human Services; civil<br />
service workers from DOD and other federal agencies; and<br />
contractors working in the A/E/C, environmental and supporting<br />
industries.<br />
Their remarkable performance is unsurpassed in defending<br />
the freedoms that we enjoy as <strong>American</strong>s, in rebuilding<br />
U.S. cities and towns ravaged by natural disasters, and<br />
in reconstructing war-torn nations far from our shores.<br />
Our military, civilian, and contractor teams have dedicated<br />
themselves to the mission, never wavering in their collective<br />
resolve to achieve a job well done.<br />
There are many SAME members who have performed well<br />
and achieved outstanding success. Those individuals, organizations,<br />
companies and public agencies recognized here<br />
today are the “best <strong>of</strong> the best.” We congratulate them on<br />
their achievements and thank them for their efforts.

Winner <strong>of</strong> the Gerald C. Brown Mentoring<br />
Award (named in honor <strong>of</strong> Brig.<br />
Gen. Gerald C. “Jed” Brown, USA (Ret.),<br />
for outstanding mentoring efforts by a<br />
SAME Fellow) is Lt. Col. Scott Prosuch,<br />
F.SAME, USA (Ret.) Chair, Engineering<br />
and Construction Camps Committee.<br />
Lt. Col. Scott Prosuch, F.SAME, USA<br />
(Ret.), has actively advocated for young engineers to attend<br />
and participate in SAME events at all levels. As a longtime<br />
leader in the SAME Pikes Peak Post, he has sponsored<br />
countless SAME Young Members to events such as the<br />
Joint Engineer Training Conference and Expo, and has actively<br />
supported Young Member/Fellow mentoring events<br />
at national and regional SAME conferences. Col. Prosuch’s<br />
most lasting contribution to the future <strong>of</strong> the engineering<br />
pr<strong>of</strong>ession was perhaps his initiation <strong>of</strong> the SAME Engineering<br />
& Construction Camps program. Recognizing the<br />
need to recruit the brightest young minds into the military<br />
engineering field, he played an instrumental role in the<br />
development <strong>of</strong> a week long engineering camp for high<br />
school students at the U.S. Air Force Academy (USAFA) in<br />
Colorado Springs, Colo. The program, which has since expanded<br />
to include camps hosted by<br />
the U.S. Navy Seabees at Point Hueneme,<br />
Calif., and the U.S. Army at Vicksburg,<br />
Miss., has mentored more than<br />
1,300 students, with 42 percent going<br />
on to pursue an engineering degree<br />
and 38 percent enrolling in a military<br />
service academy. SAME thanks Tetra<br />
Tech for its support <strong>of</strong> Col. Prosuch’s<br />
participation in SAME.<br />

younger) went to Capt. Josh R. Aldred,<br />
P.E., USAF, U. S. Air Force Academy.<br />
Capt. Josh R. Aldred, P.E., USAF, distinguished himself<br />
through his impressive record <strong>of</strong> facilitating innovative<br />
design, planning, and construction techniques during<br />
the past three years as an instructor at the U.S. Air Force<br />
Academy as the Chief <strong>of</strong> Design for the 819th RED HORSE<br />
Squadron at Malmstrom Air Force Base, Mont. Capt. Aldred<br />
enhanced the capabilities <strong>of</strong> all those with whom he came<br />
in contact and his efforts have measurably improved operational<br />
facility readiness during a time <strong>of</strong> war. As the first<br />
site commander <strong>of</strong> the $13 million Village <strong>of</strong> Hope project,<br />
Capt. Alred led a counter-insurgency program in the wartorn<br />
village <strong>of</strong> Hawr Rajab, Iraq. Through the development<br />
<strong>of</strong> a construction trades training program that employed<br />
200 former Iraqi militiamen, his efforts were instrumental<br />
in the setting <strong>of</strong> the conditions from security to stability operations<br />
to transition. Capt. Alred<br />
also led a deployed RED HORSE<br />
team in the planning and design<br />
<strong>of</strong> 62 projects worth $102 million<br />
at 10 forward operating locations,<br />
including the design <strong>of</strong> two $20<br />
million airfields in Afghanistan,<br />

The month <strong>of</strong> June brings us to the close <strong>of</strong> the 2010-<br />
<strong>2011</strong> term for the PPP Board <strong>of</strong> Directors and Volunteers.<br />
The transition <strong>of</strong> the Board is an exciting time ~ welcoming<br />
those that are eager to bringing new ideas and commitment<br />
to the Post. However, it is clear that those who<br />
are not continuing on the Board in <strong>2011</strong>-2012 will be<br />
greatly missed.<br />
The dedication and commitment <strong>of</strong> those individuals<br />
has been extraordinary. They have been outstanding<br />
volunteers, champions <strong>of</strong> our Post, and friends. As mentioned<br />
during the June luncheon, under the leadership<br />
<strong>of</strong> CAPT Bill Grip, the Pikes Peak Post was recognized as<br />
Distinguished Post. We could not have reached these<br />
heights without the continued efforts <strong>of</strong> our <strong>of</strong>ficers and<br />
volunteers.<br />

“As the outgoing RVP, I would like to thank the great PPP<br />
and their many leaders and volunteers for being one <strong>of</strong><br />
the rock solid performers in the Rocky Mountain Region.<br />

USACE Releases FY<strong>2011</strong> Civil<br />
Works Work Plan<br />
So, we’re a couple weeks late on this, but seeing as though<br />
we were so busy preparing for last week’s <strong>2011</strong> Joint Engineer<br />
Training Conference & Expo, I hope you’ll cut us some<br />
slack. It seems that back in mid-May, the U.S. Army Corps <strong>of</strong><br />
Engineers (USACE) released its work plan for the Army Civil<br />
Works program through the end <strong>of</strong> FY<strong>2011</strong>. According to a<br />
Corps press release, the plan “details how USACE will execute<br />
the $5.065 billion Civil Works appropriation it received<br />
on April 15 when President Barrack Obama signed Public<br />
Law 112-10, the Department <strong>of</strong> Defense and Full-Year Continuing<br />
Appropriations Act, <strong>2011</strong>.”<br />
Among other items, the $5.065 billion in FY<strong>2011</strong> funding<br />
is distributed among USACE Civil Works appropriation accounts<br />

Peterson AFB News<br />
Peterson Dorms Shine Light On Energy<br />
Savings<br />

Earlier this month, the Peterson AFB dorms completed an<br />
energy conservation project that has been ongoing for the<br />
past year, and unless you are a resident, you may not have<br />
noticed.<br />
The Peterson dorm management replaced all <strong>of</strong> the incandescent<br />
light bulbs with brand new, energy efficient, compact<br />
fluorescent light bulbs, or CFLs. This project began<br />
when the unaccompanied housing manager, Master Sgt.<br />
Mark Murphy, wanted to find a way to help with the basewide<br />
energy awareness campaign in December 2010.<br />
At that time, the dorms were still using the inefficient incandescent<br />
light bulbs, which use approximately 75 percent<br />
more energy than modern CFLs. With the help <strong>of</strong> Jim<br />
Jacobsen, the 21st Space Wing energy manager, Sergeant<br />
Murphy was put into contact with Colorado Springs Utilities.<br />
CSU had just begun a city-wide energy awareness campaign<br />
through Project Smart Light and provided 1,100 CFLs<br />
for the dorms at no cost to Peterson AFB. The first energy<br />
efficient light bulb was installed in January <strong>2011</strong>. After four<br />
months <strong>of</strong> replacing incandescent light bulbs in all four<br />
dorm facilities, the project was completed in April.<br />
The Project Smart Light campaign has since ended with the<br />
Peterson dorms being the last large group to receive the<br />
free CFL upgrades. Even though no other base facilities will<br />
be eligible for this program, the dorm project alone will provide<br />
approximately 77,000 kWh per year in energy reduction,<br />
which amounts to around $4,000 in savings annually.<br />
Additionally, these new light bulbs will last five times longer<br />
than their old counterparts, providing either further savings<br />
down the road

Mardam Joins Stanley Consultants as<br />
Water/Wastewater Practice Leader<br />
Stanley Consultants is pleased to announce that Tony<br />
Mardam, P.E., has joined Stanley Consultants as the Water/<br />
Wastewater Practice Leader. In this role, he is responsible<br />
for developing national and regional strategic initiatives;<br />
providing oversight and assistance to implement the strategic<br />
plan; assisting with strategic staffing hires; assisting<br />
local <strong>of</strong>fices with major project pursuits; new business<br />
development and local client relationships; and assisting<br />
with potential acquisitions.<br />
Mardam has over 26 years <strong>of</strong> pr<strong>of</strong>essional experience in<br />
consulting, engineering, construction, project finance, and<br />

URS Completes Acquisition <strong>of</strong> Apptis<br />
Holdings, Inc.<br />
URS Corporation (NYSE: URS) today announced that the<br />
Company has completed its acquisition <strong>of</strong> Apptis Holdings,<br />
Inc., a leading provider <strong>of</strong> complex information technology<br />
services to the federal government, for a purchase price<br />
<strong>of</strong> $260 million in cash. Apptis had been majority owned<br />
by affiliates <strong>of</strong> New Mountain Capital. The acquisition does<br />

not include the Iron Bow product reseller subsidiary <strong>of</strong><br />
Apptis, which will continue to operate as an independent,<br />
stand-alone company.<br />
Randall A. Wotring, President <strong>of</strong> URS’ Federal Services business,<br />

acquisition <strong>of</strong> Apptis and we look forward to collaborating<br />
with its highly skilled team <strong>of</strong> pr<strong>of</strong>essionals as we combine<br />

SWCA Promotes Tom Furgason to Managing<br />

SWCA Environmental Consultants has<br />
promoted Tom Furgason to Managing<br />
Principal <strong>of</strong> the Rocky Mountain Region,<br />
based in Denver. Previously as the<br />
Office Director in Tucson, he directed<br />
and managed the natural and cultural<br />
resource staff and business development<br />
efforts in southern Arizona. In his<br />
new post, he will direct SWCA’s operations<br />
in Denver; Sheridan, WY; and Bismarck, ND; and oversee<br />
staff mentoring, business development, client liaison,<br />
staffing, contracts, proposals, and financial management.<br />
Tetra Tech Awarded $31 Million U.S. Navy<br />
Information Technology Support Contract<br />

Under the five-year program, Tetra Tech will provide information<br />
technology support services for the All Weapons<br />
Information System (AWIS), the U.S. Navy’s centralized web<br />
database for ordnance logistics data. The AWIS suite <strong>of</strong> automated<br />
tools is used to collect, track, and report vital information<br />
associated with ordnance performance, testing,<br />
deployment, and operation. Tetra Tech will provide design,<br />
development, enhancement, and maintenance services<br />
for AWIS.<br />
CH2M Hill Construction Underway for Colorado’s<br />
Biggest Water Project in Decades<br />
As much as 100 million gallons a day <strong>of</strong> Arkansas River<br />
water trapped in a reservoir for southern Colorado and<br />
downriver states is about to take a left turn — to Colorado’s<br />
biggest water project in decades. Construction crews<br />
this week began work on the $2.3 billion Southern Deliv-<br />

ery System. It is designed to pump water uphill and north<br />
from Pueblo Reservoir — through a 62-mile pipeline — to<br />
sustain Colorado Springs, which owns the rights to the river<br />
water, and other growing Front Range cities.<br />
CH2MHill project engineers and construction chiefs at<br />
Pueblo Reservoir in May re-channelled the river below the<br />
240-foot-high dam using sandbags. They’re adjusting dam<br />
valves to dry an area so that digging crews can start laying<br />
the pipeline without relying on expensive underwater divers.<br />
The pipeline will snake from Pueblo Reservoir under a<br />
subdivision where six homes in a 50-foot-wide corridor will<br />
be removed. It must carry water under four highways, including<br />
Interstate 25, a heron nesting area, Fountain Creek,<br />
railroad tracks and several cattle ranches and crop fields.<br />
Access across 175 parcels has been arranged with property<br />
owners receiving about $5.3 million in compensation.<br />
Deals granting access across 125 other parcels aren’t yet<br />
done, with Colorado Springs authorities filing eminent domain<br />
paperwork in 23 cases.
