THE SOCIETY OF AMERICAN MILITARY ENGINEERS • PIKES PEAK POST • COLORADO SPRINGS, CO
LETTER FROM THE PRESIDENT . . .
Greetings! I am excited and truly honored to be elected
as the Post President by my peers and to follow in the
footsteps of those who have come before me and worked
so hard to make the Pikes Peak Post (PPP) an impressive legacy
– one which I am honored to serve.
In fact, one of the greatest challenges of the coming year will be to match the incredible
success we enjoyed under the presidency of CAPT Bill Grip, USN. He has
been an inspiration to us all as exemplified by the recent Regional Vice Preside
Award recognition. Thanks to the leadership of CAPT Grip and the efforts of the
previous Board, our Post set new benchmarks in support of the Colorado Springs community.
With the help of First Vice President, Col Joseph Schwarz, USAF, and Second Vice President, CAPT
George Suther, USN, I am looking forward to working with the rest of the post officers, and our outstanding
Board of Directors. We are fortunate to have many returning Board members and an energetic
cadre of new volunteers serving on our board this year. I would like to thank them in advance for
their service. This group is the real reason that our Post is so successful. Most of you know one or more
of this team. The next time you see one of them, please be sure to thank them for all of their efforts.
Focus Areas: For those that know me, it is difficult to set only a few focus areas. My overarching goal is
to continue to build the value of the PPP to our uniformed services, public and private- sector members,
and community. Our programs will be a key focus in order to continue our Post’s success and
growth. Working closely with the Front Range military installations, we will schedule programs that
provide networking opportunities, present opportunity briefings, provide education and training,
host an Energy Industry Day, and form a new Professional Development Hour Committee. Bob Fant
will lead this new committee and work with our Program Committee as we plan more educational
functions throughout the year successfully bringing our engineering and related fields together to
share our knowledge of engineering, technologies, applications, and practices.
It is vital that we continue to position the Post for the long-term. Young members (both uniformed
and civilian) are the future of SAME. We currently have a great group of active young members, being
led by Jon Meyers with Calibre Engineering, and Capt Josh Aldred, USAFA, who are planning many
functions throughout the coming year that will provide both personal and professional growth.. I
encourage you to look around your organization and find a young person to mentor. There’s great
talent out there for our Post and the community! Bring them to our next SAME function and encourage
them to join and get involved.
In closing, we have two of our annual showcase events coming up! This month, our Post with the
USAFA Department of Civil and Environmental Engineering, hosts the SAME Engineering & Construction
Camp with Guest Speaker, Colonel Robert J. Ruch, Commander, Omaha District. On 8 July, spend
a beautiful day on the Air Force Academy’s Blue course supporting our annual Education and Mentoring
Golf Tournament. Please be sure to join us!
We have more work ahead of us. I appreciate your trust and promise to work hard with your
Board to continue to support SAME’s national goals and the Colorado Springs military engineering
and business community. I look forward to seeing you at one of our upcoming
events. Please stop by and say hello!
Sincerely,
Cindy Lincicome
and Construction Camps Committee.
Lt. Col. Scott Prosuch, F.SAME, USA
and participate in SAME events at all levels. As a longtime
leader in the SAME Pikes Peak Post, he has sponsored
countless SAME Young Members to events such as the
Joint Engineer Training Conference and Expo, and has actively
supported Young Member/Fellow mentoring events
at national and regional SAME conferences. Col. Prosuch’s
most lasting contribution to the future of the engineering
profession was perhaps his initiation of the SAME Engineering
& Construction Camps program. Recognizing the
need to recruit the brightest young minds into the military
engineering field, he played an instrumental role in the
development of a week long engineering camp for high
school students at the U.S. Air Force Academy (USAFA) in
Colorado Springs, Colo. The program, which has since expanded
to include camps hosted by
the U.S. Navy Seabees at Point Hueneme,
Calif., and the U.S. Army at Vicksburg,
Miss., has mentored more than
1,300 students, with 42 percent going
USACE Releases FY2011 Civil
Works Work Plan
So, we’re a couple weeks late on this, but seeing as though
we were so busy preparing for last week’s 2011 Joint Engineer
Training Conference & Expo, I hope you’ll cut us some
slack. It seems that back in mid-May, the U.S. Army Corps of
Engineers (USACE) released its work plan for the Army Civil
Works program through the end of FY2011. According to a
Corps press release, the plan “details how USACE will execute
the $5.065 billion Civil Works appropriation it received
on April 15 when President Barrack Obama signed Public
Law 112-10, the Department of Defense and Full-Year Continuing
Among other items, the $5.065 billion in FY2011 funding
as follows:
•
•
•
•
$2.371 billion for Operation and Maintenance (O&M)
$1.793 billion for Construction
$185 million for Expenses
$130 million for the Formerly Utilized Sites Remedial
$127 million for Investigations
The work plan was released as a PDF document broken
down into separate line items organized by appropriation
Peterson Dorms Shine Light On Energy
Savings
2nd Lt. Grant Packard, Peterson Energy Program manager
PAGE
Earlier this month, the Peterson AFB dorms completed an
energy conservation project that has been ongoing for the
past year, and unless you are a resident, you may not have
noticed.
The Peterson dorm management replaced all of the incandescent
light bulbs with brand new, energy efficient, compact
fluorescent light bulbs, or CFLs. This project began
when the unaccompanied housing manager, Master Sgt.
Mark Murphy, wanted to find a way to help with the basewide
energy awareness campaign in December 2010.
At that time, the dorms were still using the inefficient incandescent
light bulbs, which use approximately 75 percent
more energy than modern CFLs. With the help of Jim
Jacobsen, the 21st Space Wing energy manager, Sergeant
Murphy was put into contact with Colorado Springs Utilities.
CSU had just begun a city-wide energy awareness campaign
through Project Smart Light and provided 1,100 CFLs
for the dorms at no cost to Peterson AFB. The first energy
efficient light bulb was installed in January 2011. After four
months of replacing incandescent light bulbs in all four
dorm facilities, the project was completed in April.
The Project Smart Light campaign has since ended with the
Peterson dorms being the last large group to receive the
free CFL upgrades. Even though no other base facilities will
be eligible for this program, the dorm project alone will provide
approximately 77,000 kWh per year in energy reduction,
which amounts to around $4,000 in savings annually.
Additionally, these new light bulbs will last five times longer
than their old counterparts, providing either further savings
down the road

CH2M Hill Construction Underway for Colorado’s
Biggest Water Project in Decades
As much as 100 million gallons a day of Arkansas River
water trapped in a reservoir for southern Colorado and
downriver states is about to take a left turn — to Colorado’s
biggest water project in decades. Construction crews
this week began work on the $2.3 billion Southern Deliv-
PAGE
ery System. It is designed to pump water uphill and north
from Pueblo Reservoir — through a 62-mile pipeline — to
sustain Colorado Springs, which owns the rights to the river
water, and other growing Front Range cities.
CH2MHill project engineers and construction chiefs at
Pueblo Reservoir in May re-channelled the river below the
240-foot-high dam using sandbags. They’re adjusting dam
valves to dry an area so that digging crews can start laying
the pipeline without relying on expensive underwater divers.
The pipeline will snake from Pueblo Reservoir under a
subdivision where six homes in a 50-foot-wide corridor will
be removed. It must carry water under four highways, including
Interstate 25, a heron nesting area, Fountain Creek,
railroad tracks and several cattle ranches and crop fields.
Access across 175 parcels has been arranged with property
owners receiving about $5.3 million in compensation.
Deals granting access across 125 other parcels aren’t yet
done, with Colorado Springs authorities filing eminent domain
paperwork in 23 cases.
