• GPS based tracking system, that greatly<br />

enhances USACE’s ability to accurately<br />

and more efficiently monitor & track debris<br />

removal production activities.<br />

• Cuts down significantly on the number <strong>of</strong><br />

Quality Assurance Representatives and<br />

Field oversight personnel, since<br />

reconciliation <strong>of</strong> a mountain <strong>of</strong> a yellow trip<br />

tickets are now a thing <strong>of</strong> the past.<br />

Performance & Payment Bonds<br />

•Bonding is required for <strong>ACI</strong> Debris Management Task Orders:<br />

• Failure is not an option when responding to Incidents <strong>of</strong><br />

National Significance.<br />

• Bonding provides additional information about potential<br />

<strong>of</strong>ferors in responsibility determinations.<br />

• Bonding facilitates payment relief to suppliers and<br />

subcontractors at the 1st and 2nd tier.<br />

•Results from not bonding <strong>ACI</strong> Debris Management Task Orders:<br />

• Not protecting the Government’s interests to the maximum<br />

level provided by the regulation and statue.<br />

• Loss <strong>of</strong> payment protection to subcontractors at any level.<br />

*Important Fact: FAR Clause 52.219-14, “Limitations on Subcontracting”, may exclude more<br />

small businesses than requirements for bonding since 50% <strong>of</strong> labor costs must be expended by<br />

employees <strong>of</strong> the small business.<br />

How will it Work?<br />

• SATOC <strong>Contracts</strong> will have requirement for providing the ADMS for<br />

its specific region<br />

• All contractors working in that region must use ADMS<br />

managed by the SATOCer!!<br />

• Each SATOC region will have a designated “backup” SATOC<br />

contractor as long as it is in the Government’s best interest.<br />

• ADMS is implemented with a “planning” task order that is issued<br />

following the SATOC award.<br />

• Storm threatens a particular region, the SATOC contractor will assist<br />

in planning.<br />

• Less than 500K CY <strong>of</strong> Debris: Only MATOC pools may be used.<br />

• > 500K - < 10M CY <strong>of</strong> Debris: SATOC and MATOC pools used.<br />

• Over 10M CY <strong>of</strong> Debris in a Single Event: SATOC, SATOC<br />

backup, and MATOC pools will be used.<br />

• Earthquake – Region 5<br />

– 23M CY Debris over 4 counties = SATOC, then<br />

SATOC reach-back KTR, and then MATOC pools<br />

• Hurricane – Region 4<br />

– 3M CY Debris over 2 counties = SATOC and MATOC<br />

pools utilized<br />

• Tsunami – Region 6b<br />

– 500K CY Debris in 1 county = SB MATOC pools<br />

• Terrorist Attack – Region 1<br />

– 750K CY Debris in 1 county = SATOC and MATOC<br />

pools utilized<br />

Long-Term Strategy<br />

• After Presidential Declaration, RFO must decide if debris mission<br />

will exceed 120 calendar days.<br />

• If so, (or sooner if practicable), the District will begin exploring<br />

acquisition strategies that comply with the Stafford Act, by setting<br />

aside solicitations allowing only local firms within the specific<br />

geographic disaster area to compete.<br />

• Requirements must be well defined and detailed in follow-on<br />

solicitation.<br />

• Generally we will compete geographic areas within debris field.<br />

Multiple Debris Mission contractors working in same geographic<br />

area is not preferred.<br />
