ABOUT THE AUTHOR<br />
Simon Saradzhyan graduated from the John F. Kennedy School of Government, <strong>Harvard</strong><br />
University, in 2002 with a Master in Public Administration degree <strong>and</strong> presently works as news<br />
editor at The Moscow Times, an English-language daily in Moscow. His primary research interests are<br />
non-proliferation, security, defense <strong>and</strong> space affairs in the <strong>for</strong>mer Soviet Union.<br />
