1. Amend the Criminal Code to increase sentences <strong>and</strong> fines <strong>for</strong> illegal acquisition,<br />

transportation <strong>and</strong> purchase of nuclear materials. Also boost internal compliance in the<br />

nuclear sector by raising fines <strong>for</strong> negligence <strong>and</strong> removing those guilty of violations.<br />

Responsibility: Gosatomnadzor <strong>and</strong> the Prosecutor General’s Office should cooperate to<br />

draft the amendments <strong>and</strong> the president of the <strong>Russia</strong>n Federation should submit them <strong>for</strong><br />

the parliament’s consideration.<br />

<strong>International</strong> Recommendations<br />

1. Interact with G8 to ensure that the majority of the $20 billion pledged at the June 2002<br />

summit of Kananaskis <strong>for</strong> dismantling decommissioned nuclear submarines, disposing<br />

fissile materials, <strong>and</strong> employing <strong>for</strong>mer weapons scientists will be earmarked <strong>for</strong> <strong>Russia</strong>.<br />

Prepare a detailed plan <strong>for</strong> how this sum would be spent with transparency <strong>and</strong><br />

openness <strong>for</strong> inspections ensured. The sum should be spent on both quick solutions <strong>and</strong><br />

sustained ef<strong>for</strong>ts to ensure adequate security at all facilities involved in research,<br />

production, storage, disposal <strong>and</strong> transportation of nuclear materials.<br />

2. Propose a G8 structure that would deal specifically with issues of WMD/NBC security,<br />

terrorism <strong>and</strong> proliferation. This structure should ideally be allocated budget resources<br />

<strong>and</strong> en<strong>for</strong>cement capabilities.<br />

Responsibility: President of the <strong>Russia</strong>n Federation.<br />

3. Engage Israeli, United States, Japanese <strong>and</strong> other anti-terrorist experts <strong>and</strong> government<br />

practitioners to assist in domestic preparedness.<br />
