Ministry began assigning officers instead of soldiers as guards <strong>for</strong> transporting nuclear warheads.<br />

This decision was made after it was discovered that guards deserted their posts in seven instances<br />

during the course of one month, clearly demonstrating that the conscript problem has had an<br />

influence on the military’s assignment policy. 100<br />

Draft-dodging <strong>and</strong> legal exemptions from conscription have <strong>for</strong>ced the Defense Ministry<br />

<strong>and</strong> other <strong>Russia</strong>n agencies to enlist even those with psychiatric problems, histories of drug abuse,<br />

<strong>and</strong> criminal convictions, 101 in spite of the fact that in several cases, armed soldiers have fled their<br />

units, shot fellow servicemen, <strong>and</strong> taken hostages. 102 Most recently a soldier manning a hardware<br />

storage site of the Strategic Rocket Forces in Siberia killed four servicemen in February 2003.<br />

Private Sergei Khasanov sprayed his comrades with automatic fire in the guardroom of his unit<br />
