After the experience acquired in<br />
collaboration with Open Knowledge<br />
Foundation (http://okfn.org) at Open Data<br />
Challenge (http://opendatachallenge.<br />
org/), the most important competition on<br />
open data in Europe, the idea of LAPSI<br />
was to propose a contest for building the<br />
best portal on public data. So, during<br />
the 2nd LAPSI public conference “A<br />
First Discussion after the Proposal for<br />
a Revision” taken place in Brussells<br />
on 23rd and 24th January 2012 (The<br />
presentations from the speakers of LAPSI<br />
2nd Public Conference are available at:<br />
http://lapsi-project.eu/meeting23jan#2),<br />
it was given the award to the most<br />
user-friendly design of a public sector<br />
information portal in the European Union<br />
(The prize went to the Spanish portal<br />
datos.gob.es http://datos.gob.es/).<br />
The thematic network LAPSI combines<br />
international meetings with an advanced<br />
use of the tools offered by the Internet.<br />
In addition to the web site http://lapsiproject.eu/,<br />
in which are published news<br />
related to public sector information and<br />
initiatives directly concern the thematic<br />
network, there are two public mailing<br />
lists (http://www.lapsi-project.eu/<br />
listinfo): a list for a general discussion<br />
about the Legal Aspects of Public Sector<br />
Information and a one-way list for<br />
announcements related to the LAPSI<br />
project. In order to provide further<br />
material for those wishing to explore the<br />
theme of PSI, on the website are available<br />
a glossary of PSI-related terminology<br />
(http://lapsi-project.eu/lapsi les/<br />
lapsi_glossary.pdf), a bibliography<br />
(http://www.lapsi-project.eu/biblio), a<br />
collection of documents and norms on<br />
the PSI (http://www.lapsi-project.eu/<br />
norms) and a selection of remarkable<br />
PSI decisions rendered by various EU<br />
Member States’ Domestic Courts (http://<br />
www.lapsi-project.eu/decisions).<br />
The updated version of all the LAPSI<br />
Policy Recommendations are available<br />
on the wiki page at http://www.lapsiproject.eu/wiki/index.php/LAPSI_Policy_<br />
recommendations. LAPSI also oversees<br />
the most important social networks like<br />
Twitter (https://twitter.com/lapsi_project),<br />
Linkedin (http://www.linkedin.com/gr<br />
oups?home=&gid=4266110&trk=an<br />
et_ug_hm) and Facebook (https://www.<br />
facebook.com/lapsiproject). In order to<br />
be involved in LAPSI project there is<br />
a stakeholders online registration form<br />
available on the LAPSI website (http://<br />

All the production of the LAPSI Thematic<br />
Network will be presented at the nal<br />
conference of the 9th and 10th of July in<br />
Turin (More information are available<br />

Intermediate drafts were discussed during<br />
the seminars and conferences organized<br />
so far. The two-days meeting is jointly<br />
organized with the EVPSI research project<br />
Final Meeting (http://www.evpsi.org/).<br />
Clearly lots of work still needs to be done<br />
in the eld of PSI. Many legal aspects<br />
remain unclear and lots of doubts are there<br />
as to the technical issues, with particular<br />
reference to interoperability. This is why<br />
the EC launched another call, so that once<br />
the LAPSI project ends, in September<br />
2012, a LAPSI 2.0 Thematic Network<br />
can take the passing of the torch.
