CHAPTER 1: INTRODUCTION 1.1 Introduction The Minister for Intelligence Services, Mr Ronnie Kasrils MP, established the Ministerial Review Commission on Intelligence in August 2006 and finalised its terms of reference on 1 November 2006 (Appendix A). On that date the Minister announced the launch of the Commission at a press conference in Cape Town. The Commission comprises Mr Joe Matthews (Chairperson), Dr Frene Ginwala and Mr Laurie Nathan. 1 In this Report to the Minister we present our findings, recommendations and motivation for the recommendations.
