The <strong><strong>in</strong>telligence</strong> organisations made written submissions on <strong>the</strong>ir functions<br />

and on <strong>the</strong> <strong>to</strong>pics covered by our terms of reference. We also received <strong>the</strong><br />

operational policies of NIA, SASS and <strong>the</strong> NCC.<br />

After <strong>the</strong> <strong>in</strong>itial meet<strong>in</strong>gs <strong>the</strong> Commission wrote <strong>to</strong> several of <strong>the</strong> organisations<br />

ask<strong>in</strong>g for fur<strong>the</strong>r <strong>in</strong>formation and documentation. We had follow-up meet<strong>in</strong>gs<br />

with NIA and <strong>the</strong> Inspec<strong>to</strong>r-General of Intelligence.<br />

The Secretariat of <strong>the</strong> Commission, compris<strong>in</strong>g staff from <strong>the</strong> M<strong>in</strong>istry for<br />

Intelligence Services, wrote a memorandum on <strong>the</strong> role of <strong>the</strong> M<strong>in</strong>istry and<br />

prepared a paper on <strong>in</strong>ternational experience regard<strong>in</strong>g <strong><strong>in</strong>telligence</strong> reforms.<br />

They gave us local and foreign court judgements, academic articles on<br />

<strong><strong>in</strong>telligence</strong> and numerous background documents.<br />

1.5.6 Submissions from o<strong>the</strong>r bodies<br />

In April 2007 <strong>the</strong> Commission placed adverts <strong>in</strong> <strong>the</strong> pr<strong>in</strong>t media and on radio,<br />

call<strong>in</strong>g for submissions from <strong>the</strong> public. The Chairperson also wrote letters<br />

<strong>in</strong>vit<strong>in</strong>g submissions from government departments, Chapter 9 <strong>in</strong>stitutions,<br />

universities and non-governmental organisations.<br />

We received twenty submissions from non-governmental organisations and<br />

members of <strong>the</strong> public (Appendix B). Two of <strong>the</strong> submissions were from<br />

former members of <strong>the</strong> <strong><strong>in</strong>telligence</strong> services. A former head of one of <strong>the</strong><br />

services made an oral presentation <strong>to</strong> <strong>the</strong> Commission. In our assessment<br />

<strong>the</strong>re was not a sufficient number of high quality <strong>in</strong>puts from nongovernmental<br />

organisations <strong>to</strong> warrant <strong>the</strong> public hear<strong>in</strong>gs we had planned <strong>to</strong><br />

convene and <strong>the</strong> hear<strong>in</strong>gs were cancelled.<br />

Submissions were made by <strong>the</strong> M<strong>in</strong>istry of Public Service and Adm<strong>in</strong>istration,<br />

<strong>the</strong> National Treasury and <strong>the</strong> Office of <strong>the</strong> Audi<strong>to</strong>r-General. We had<br />

meet<strong>in</strong>gs with senior members of <strong>the</strong> National Treasury, an official <strong>in</strong> <strong>the</strong><br />
