3.20.10 In the event of loss or theft of the machinery or any of its components in part or full when it stands issued to the contractor,
NOT APPLICABLE the value of such lost articles will be recovered from the contractor at the price fixed by the S.E or
E.E concerned.
3.21 CLAIM NOT ADMISSIBLE under following circumstances :-
a) Extra items of work done without written order of competent departmental officer.
b) In case of sudden fluctuation and / or increase in rates of labour, materials, royalty, various taxes, railway freight, fuel,
lubricants, carriage cost etc. at any stage of the work
c) Short supply and / or non-supply and / or delay in supply of departmental materials and / or equipments.
d) Non-availability of labour of any category required for the work.
e) Labour sitting idle due to any reason / cases.
f) Delay in communication regarding any charges or modification in design, drawing, specification, alteration & addition etc.
g) Loss sustained due to :-
1) Acts of enemies including agitation by Public and Riot.
2) Transportation and Procurement difficulties.
3) Natural Calamities.
4) Any other circumstances out of bound of human control.
h) Iron materials not issued in required length.
3.22 In case Bulk Bitumen is issued by the department to the agency, no extra cost will be paid on account of lifting bulk
bitumen from departmental godown in drums, empty them and carriage of the same from the R.C.D godown to the site of
work and these operations will have to be done by the contractor at his own cost.
3.23 Proportionate deduction shall be made from the bill of the contractors for less leads of stone aggregates and moorum from
their sources of actual receipt in comparison to those provided in the B.O.Q, but no extra payment will be made for more
leads if any actually involved.
3.24 Extension of time, if justified, may be granted by the different competent officers for different periods of time, for different
types and values of works as noted below, otherwise penalty for non-fulfillment of the contract may be imposed, after
giving due consideration for poor progress at different stages of works without valid and satisfactory reasons. More
payments of running account bills, keeping back certain amount for non-extension of time, does not qualify as a valid
ground for grant of Extension of time as a matter of right. The Officer granting such extension of time has the full liberty to
weight & examine the circumstances which led to such requirement for fulfillment of contract, and use his own discretion
for passing final orders, which shall be treated as final and shall be binding and conclusive for the contractor.
1. Executive Engineer i) Up to Any period for Repair Works.
RCD,Road Division,Ranchi.ii) For Any period for Original works valued up to Rs.10,000/-
iii) Up to 50 % above the contract period for original work valued between Rs.10,000/- to
50,000/-
2. Superintending Engineer i) Up to Any period for Original Works of value between Rs.10 to 50 thousand.
RCD,Road Circle,Ranchi ii) Up to 100 % above the contracted period for the original work of value between
50,000/- to 50 lakhs.
3. Chief Engineer( Com. ) i) Up to Any other period for work up to Rs.5 Lacs.
RCD, Jharkhand, ,Ranchi. ii) 100 % above the contracted period in case of Original Works of 5 lakh to 10 lac
iii) For granting extension beyond 100 % of time of
completion in respect of work of the value between Rs. 5 Lacs & Rs.10 Lacs and for any extension to Rs. 5 Lacs &
Rs.10 Lacs and for any extension to work of value above Rs. 10 Lacs,the Chief Engr will grant extension
after bringing into the notice of the Government.
3.25 The contractor shall, if required by the E/I arrange to test materials at site or get them tested in recognised departmental
testing laboratories at his own cost in order to prove their soundness and sufficiency as per specifications laid down. The
number of tests required for different items will be specified by the E/I.
3.26 The estimated output of the roller for 8 hours working is as follows :-
Compaction of Moorum / Gravel. 566.00 m3
Compaction of Earth Work. 566.00 m3
Consolidation of Grade – I 25.00 m3
Consolidation of Grade – II 25.00 m3
Consolidation of Grade – III 25.00 m3
20 mm thick Pre-mixing 500.00 m2
Surface Dressing. 650.00 m2
3.27 The Contractor will have to give an affidavit for the Hot Mix Plant and other equipments shown as credential will be
deployed for completion of this specific work on top most priority basis.
3.28 (i) In case of the rate of tender is accepted above the B.O.Q. rate by the competent authority, the
enhanced% of rate shall not be applicable over the cost of bitumen.
(ii) In case of rate quoted by the Agency is less than the B.O.Q. rate then the less% of rate shall be
applicable on the cost of bitumen also.
