1. Sealed tenders on approved from a bill of quantity available from the office of the Chief Engineer(comm.)
Chotanagpur wing-Ranchi/ Superintending Engineer Road circle Hazaribagh / Undersigned on the payment of Rs
1250/- by Bank Draft are invited from the registered P.W.D contractors to be eventually drawn in P.W.D Form
No. – F2 will be received up to 3 P.M on 14-10-2011 by the Chief Engineer (comm.) Ranchi / S.E Road circle
Hazaribagh/undersigned For the work of Surface Renual to Doranda- Shankh-Vendro-Patna Road in km 1, 2,
6, 7 ,8(500), 19, 20 and 21 for year 2011-12 in R.C.D., Road Division Koderma For Year 2011-12 and will be
opened in the presence of the Contractors or their authorized agents on 14-10-2011 at 3.30 P.M by the respective
officer in their office.
2. Estimated amount of the work is Rs . 44,80,943/-
3. Tenderers would state the period within which can complete the work from the date receipt of written orders to
commence the work.
4. Tenders are required to deposit earnest money amounting to Rs 89,700/- for the work.
Earnest money is to be deposited in Post-Office N.S.C (eight issue) issued by Jharkhand Post-Office duly pledged
to the undersigned original copy of which is to be submitted with the tender deposit of earnest money in the form
of insurance guarantee bond or by cheque or draft is not acceptable. Inadequate earnest money will tender the
tender invalid and such the tender will be rejected.
5. Specification, design drawing and other documents required in connection with the work can be seen in the
office of the undersigned during the working hours and the day and the contractors may obtained a set of
document relating to tender paper on payment of
(i) Rs 50/- for the work up to Rs 10,000/-
(ii) Rs 250/- for the work above Rs 10,000/- and up to Rs 50,000.
(iii) Rs 500/- for the work above Rs 50,000/- and up to Rs 2,50,000.
(iv) Rs 750/- for the work above Rs 2.50 lacks and up to Rs 5.00 lacs.
(v) Rs 1250/- for the work above Rs 5.00 lacks and up to Rs 10.00 lacs.
(vi) Rs 2500/- for the work above Rs 10.00 lacks and up to Rs 15.00 lacs.
(vii) Rs 5,000/- for the work Rs 15.00 lacks and up to Rs 50.00 lacs.
(viii) Rs 10,000/- for the work Rs above Rs 50.00 lacs.

6. Any other information in connection with can be obtained on application be the undersigned.
7. Authority reserves the right to accept or reject any tenders or all of the tenders received without assigning any
reason thereof.
8. Earnest money of the successful tender will be forfeited in cause to be declines or avoid to sign the agreement
or contract or evident deposit the security within 10 days of being called up to do so after the acceptance of his
tender.
9. In the case of tenders exempted from depositing earnest money amount equivalent to the earnest money shall be
forfeited from sum due to them or the deposit lying with the department if the declines to sign the agreement or
contract or deposit the security money within the aforesaid time.

10. In case of tender for lump-sum contract the lump-sum for the tenders offered should be clearly written both in
figure and words.
11. The tenders will have to quote their workable rates in the prescribed blank and dotted space prevailed for
quoting the rates on OVER BILL.
12. The distance of quarry or crusher site indicated in the B.O.Q or specific lead mentioned shall the basis of rates
for payment in respect of lead. Suitable deduction in rates shall be made in if lesser lead involved at any stages
during execution for the work in approved tenders.
13. It will be obligatory for the tenders to keep their after open for acceptance for a period of 180 days of receipt
of tenders.
14. The authority reserve the right to allot the work to any of the tenders and also to distribute the same among
tenders without assigning any reason thereof.
15. (a) Empty bitumen drums in good condition shall be returned by contractor in go-down failing which rates @
Rs 160 per drum will be recovered from the contractors bill of amount due to him in this department check
from approved B.O.Q.
(b) Empty cement bag @ Rs. 3/ bag.
16. The work will have to completed up to Four months from the date of issue of work order.
17. Vague and amigos tenders are liable for rejection.
18. In case supplying / fitting / fixing of Electrometric Bearing for bridge work the Prescribed Test Certificate
from manufacturing firms confirming the M.O.S.T. Standard and specification will be must and supply of the
electrometric bearing of any other types of bearing will have been taken for reputed firms which have all facilities
for testing of raw materials for manufacturing of bearing and testing the finished bearings.
19. Sales tax will be deducted from contractor’s bill as per Jharkhand Sale Tax Rules.
20. Higher tendered rates will not be applicable in case of materials issued by Department over issue rates and
mentioned in the tender documents and agreements.
21. The lowest percentage of rates beyond, which tender shall not be considered.

GENERAL AND SPECIAL CONDITION FOR THE CONTRACTORS
1. Rate quote should be including of all taxes via Central Sales Tax, Jharkhand Sales Tax, Excise Duty (if valid)
and carriage of materials to be issued from P.W.D go down.
2. The tenders should submit I.T Clearance Certificate, Labour License Certificate from the Labour Department.
3. The work shall be done as per circle specification during excavation of the work absence of which I.R.C code
practice or M.T specification for the Road Bridge and building work shall be adopted.
4. The quantities in B.O.Q are approx actual measurement for work actually executed shall be measured and
value calculated at the rates approved by the basis of payment quantities and item can be increased or
decreased by the Engineer in charge and the contractor shall have to execute the same at rates sanction for the
same and no extra rate can be claimed for extra quantities involved.
5. The contractor shall be issued departmental materials on available as per actual requirement at the rate
stipulate above materials received by the contractor in excess of the actual requirement shall be recovered at
the rates double the rates mentioned above.
6. o claimed shall be entertained for :-
(a) Fluctuation of rates of labour and materials execution of work.
(b) Delay in issue of materials or non-availability of departmental materials.
(c) Any loss due to natural calamity.
(d) Due to any act of enemies.
(e) Transportation, production or other difficulties and circumstances beyond the control of the
department/Govt.
7. Procurement of materials and consumption of water with its drainage will be entire responsibility of the
contractor and no claim shall entertained in this amount.
8. The successful tender arrange for necessary site accommodation and other facilities for the labour as required
under labour law and shall have to pay to labour minimum wages act enforced on time to time by the labour
department.
9. The contractor should get the sample of bricks, sand, metal, chips, gravel or mooram required for use in work
approved by the Engineer-in-Charge before collection and use.
10. In case if using bitumen from bulk bitumen storage tank it shall be responsibility for the contractors to be
called the same to works site after refilling in empty drums. However the empty drums can be supplied by the
department for use as contains if available which shall have to be returned to department in good condition
after use failing which a sum of Rs 110/- per drum shall be recovered from the bill.
11. Cube of 10”x 10” will be taken for every type of concrete works the test results of this must justify the
strength of its any sample as after 28 days of casting.
12. (a) Foundation C.C 1.5.6 (1) table P.S.T.
(b) Approach slab had bed plates being cast (2:2:4-2250) lbs. P.S.T
(c) Deck slab (1:1:4/2) table P.S.T else no payment will be made for such concerning. The cost of quality
and specification conducted by the department or any other will be borne by the contractor.
13. Procurement of blasting materials and observance of etc. will be contractor’s responsibility. No payment of
claim on this account be entertained.
14. The contractor will have to bear the liability of any rectification of defects will require to be done by the
contractor and if he fails to do so the same will not be done through any other and cost will be recovered
from the contractor. The concerning work will have to be done by machine falling for which the contractor
will have to manage necessary equipment and mixer etc. at his own cost.
15. Vibrators for which the contractor will have to keep nos. of vibrator at site at his own cost.
16. Every work will have to be done in proper way in order to avoid accident to the workers and he will have to
bear the cost of compensation etc.
17. The suppliers centering and shuttering during concreting period will be contractors responsibility and no claim
in this account will be entertain.
18. No claim making said godown by the contractor’s will be entertained.
19. Providing lighting and necessary road barriers or lighting arrangement is contractor’s responsibility.
20. No claim will be entertained unless submit for final decision by the contractors each month otherwise it may
be treated time bar.

21. The tender should acquaint himself with the nature of works lead of contract materials involved in
finished item of work.
22. The contractor should give his full address and name.
23. The case of supply of departmental materials such as cement, steel, bitumen etc.contractor will keep a proper
account of stores received by him from department. This will always remain the property of Government.
He should also tender any time account of site materials received and actually used in the work. The P.W.D
officer have to verify and reject the materials received for the department on the basis of actual requirement
the cost of recovered at penal rate which will be carefully unable to improper misuse of scarce material.
24. The contractor will make own agreement for night guard etc. and the tender rate should be inclusive of rate.
25. All materials to be supplied by the contractors for the work should be got appropriate in writing by the E/I.
prior to use in work immediately after rejection otherwise department may remove for the site.
26. All wood work should be get approved and passed by the E/I in writing up in position and polished,
varnished or painting as the case may be.
27. All facilities for stocking of works and bills will be approved by the contractors.
28. After completion of works contractor will remove all debris at his cost and fill up the vats and leave the site
clean.
29. Contractor should maintain the SITE ORDER BOOK at the site or work notice instruction concerning the
site order book will be property of the department after completion of work and will remaining the
departmental custody.
30. The contractor will be held responsible for any site accident due to mismanagement of the contractor and
liable to pay any damage for such accident.
31. In case of any failure of this contract supply of materials or stores on application of the contract within 60
days, the date of such failure or delay such extension of time shall appear to the Executive Engineer to be
responsible in accountancy with the circumstances of the case can be however allowed.
32. In decision of the extension of time shall be given by the competent authority and be accepted at finally
by the contractor.
33. The physical property of road materials should satisfy the test as per requirement given in M.O.S.T of the
classification or as given in this note sheet.
34. (i) In case of the rate of tender is accepted above the B.O.Q. rate by the competent authority, the enhanced
% of rate shall not be applicable over the cost of bitumen.
(ii) In case of rate quoted by the Agency is less than the B.O.Q. rate then the less% of rate shall be
applicable on the cost of bitumen also.
35. The Price escalation / deduction on account of change in price of bitumen will be admissible as per RCD’s
8182(S) dated 12/11/2008 (for non plan works)

COMPESATIO AD CODITIO OF COTRACT
CLAUSE – I
All compensation or other sums or money payable by the contractor or Government under the terms of
his contract may be deputed from or paid by the sales of sufficient part of his security deposit or from the interest
arising there firm or form any sum be due or any because due to the contractors or Government or any account
whatever and the event of the security to deposit being reduce by reason of delay there after make good in each or
Government security endorsed any sums which may be deducted from or raised by sale or is security or any part
thereof.
CLAUSE –II
The time allowed for carrying out the works as entered in the tender shall be strictly observed by the
contractor and shall be recall from the date on which the written order to commence the work is given to the
contractor. The work shall trough stipulated period of the contract to be carried or with all due differences (time
being deemed to be the absence of the contractor or the part of the contractor) and the contractor shall pay a
compensational whole works shown by the tender for every day that the works remained uncommented or
unfinished until such date as the Executive Engineer or his authorized agents are fully complied with the
contractors to the Executive Engineer’s satisfaction and further to insure mild progress during the excavation of
the work the contractor shall bound in all cases in which the time allowed for any work in months complete one
further of the part of the work before the forth of the whole time allowed under the contractor his lapsed in the
contract falling to comply with his condition shall be liable to pay as compensation and amount about to 1/3
percent or the said estimated cost of the whole work for every day due to quality of work remains in completed
always that the entire amount of compensation to be paid under the provision of this clause shall not exceed 10%
on the estimated cost of the work as shown in the tender.

CLAUSE – III
In any which under any clause of this contract the contractor shall have tendered his if liable to pay
compensation with something shall have tendered his site liable to pay the Executive Engineer (whether paid this
amount one sum of the deducted by installment). The Executive Engineer on the behalf of the Government of
Jharkhand shall have power to any of following course as mentioned down best to the interest of the Government.

OTIFICATIO OF CLAUSE -18
(a) Wages means whether for time or price work notified at the time of inviting tenders for the work and here
such wage have not notified the wages prescribed by the Central Public Work Department for the district
in which the work is done.
(b) The contractor shall not with standing the provision of any contradictory clause to be paid fair wages to
labourers indirectly engaged on the work including any labour engaged by his sub connection with the said
works if the labourers had been immediately employed by him.
(c) The Executive Engineer or Assistant Engineer I/C Sub Divisional Officer concerned shall have right to
conduct the money due to contractor any requirement or estimated to be required for making the loss
suffered by a worker or workers by reason of non fulfillment of the conditions of the contract for the
benefit of the workers or payment wages of deducting made from his or their wages which are not
justified the terms of contract.
(d) The regulations aforesaid shall deemed to be required into decide any complaint that the wages paid by
the contractor to and labour for the work done by such in labour in less than the paid for similar work in
neighborhood.
(e) The Officer in charge of the work shall have the right to decide whether any labourers employed by
contractor is below the age of fourteen years and to refuse to be employed by the contractor.

1. Sealed tenders on approved from a bill of quantity available from the office of the Chief Engineer(comm.)
Chotanagpur wing-Ranchi/ Superintending Engineer Road circle Hazaribagh / Undersigned on the payment of Rs
5000/- by Bank Draft are invited from the registered P.W.D contractors to be eventually drawn in P.W.D Form
No. – F2 will be received up to 3 P.M on 14.10.2011 by the Chief Engineer(comm.) Ranchi / S.E Road circle
Hazaribagh/undersigned For the work of Special Repair work in Koderma-Jamua Road in km 1(P), 2(P), 5(P),
and 49(P).in R.C.D., Road Division Koderma For Year 2011-12 and will be opened in the presence of the
Contractors or their authorized agents on 14.10.2011 at 3.30 P.M by the respective officer in their office.
2. Estimated amount of the work is Rs . 22,41,789/-
3. Tenderers would state the period within which can complete the work from the date receipt of written orders to
commence the work.
4. Tenders are required to deposit earnest money amounting to Rs 44,900/- for the work .
Earnest money is to be deposited in Post-Office N.S.C (eight issue) issued by Jharkhand Post-Office duly pledged
to the undersigned original copy of which is to be submitted with the tender deposit of earnest money in the form
of insurance guarantee bond or by cheque or draft is not acceptable. Inadequate earnest money will tender the
tender invalid and such the tender will be rejected.
5. Specification, design drawing and other documents required in connection with the work can be seen in the
office of the undersigned during the working hours and the day and the contractors may obtained a set of
document relating to tender paper on payment of
(i) Rs 50/- for the work up to Rs 10,000/-
(ii) Rs 250/- for the work above Rs 10,000/- and up to Rs 50,000.
(iii) Rs 500/- for the work above Rs 50,000/- and up to Rs 2,50,000.
(iv) Rs 750/- for the work above Rs 2.50 lacks and up to Rs 5.00 lacs.
(v) Rs 1250/- for the work above Rs 5.00 lacks and up to Rs 10.00 lacs.
(vi) Rs 2500/- for the work above Rs 10.00 lacks and up to Rs 15.00 lacs.
(vii) Rs 5,000/- for the work Rs 15.00 lacks and up to Rs 50.00 lacs.

7. Authority reserves the right to accept or reject any tenders or all of the tenders received without assigning any
reason thereof.
8. Earnest money of the successful tender will be forfeited in cause to be declines or avoid to sign the agreement
or contract or evident deposit the security within 10 days of being called up to do so after the acceptance of his
tender.
9. In the case of tenders exempted from depositing earnest money amount equivalent to the earnest money shall be
forfeited from sum due to them or the deposit lying with the department if the declines to sign the agreement or
contract or deposit the security money within the aforesaid time.

10. In case of tender for lump-sum contract the lump-sum for the tenders offered should be clearly written both in
figure and words.
11. The tenders will have to quote their workable rates in the prescribed blank and dotted space prevailed for
quoting the rates on OVER BILL.
12. The distance of quarry or crusher site indicated in the B.O.Q or specific lead mentioned shall the basis of rates
for payment in respect of lead. Suitable deduction in rates shall be made in if lesser lead involved at any stages
during execution for the work in approved tenders.
13. It will be obligatory for the tenders to keep their after open for acceptance for a period of 180 days of receipt
of tenders.
14. The authority reserve the right to allot the work to any of the tenders and also to distribute the same among
tenders without assigning any reason thereof.
15. (a) Empty bitumen drums in good condition shall be returned by contractor in go-down failing which rates @
Rs 160 per drum will be recovered from the contractors bill of amount due to him in this department check
from approved B.O.Q.
(b) Empty cement bag @ Rs. 3/ bag.
16. The work will have to completed up to three month from the date of issue of work order.
17. Vague and amigos tenders are liable for rejection.
18. In case supplying / fitting / fixing of Electrometric Bearing for bridge work the Prescribed Test Certificate
from manufacturing firms confirming the M.O.S.T. Standard and specification will be must and supply of the
electrometric bearing of any other types of bearing will have been taken for reputed firms which have all facilities
for testing of raw materials for manufacturing of bearing and testing the finished bearings.
19. Sales tax will be deducted from contractor’s bill as per Jharkhand Sale Tax Rules.
20. Higher tendered rates will not be applicable in case of materials issued by Department over issue rates and
mentioned in the tender documents and agreements.
21. The lowest percentage of rates beyond, which tender shall not be considered.

GENERAL AND SPECIAL CONDITION FOR THE CONTRACTORS
1. Rate quote should be including of all taxes via Central Sales Tax, Jharkhand Sales Tax, Excise Duty (if valid)
and carriage of materials to be issued from P.W.D go down.
2. The tenders should submit I.T Clearance Certificate, Labour License Certificate from the Labour Department.
3. The work shall be done as per circle specification during excavation of the work absence of which I.R.C code
practice or M.T specification for the road bridge and building work shall be adopted.
4. The quantities in B.O.Q are approx actual measurement for work actually executed shall be measured and
value calculated at the rates approved by the basis of payment quantities and item can be increased or
decreased by the Engineer in charge and the contractor shall have to execute the same at rates sanction for the
same and no extra rate can be claimed for extra quantities involved.
5. The contractor shall be issued departmental materials on available as per actual requirement at the rate
stipulate above materials received by the contractor in excess of the actual requirement shall be recovered at
the rates double the rates mentioned above.
6. o claimed shall be entertained for :-
(a) Fluctuation of rates of labour and materials execution of work.
(b) Delay in issue of materials or non-availability of departmental materials.
(c) Any loss due to natural calamity.
(d) Due to any act of enemies.
(e) Transportation, production or other difficulties and circumstances beyond the control of the
department/Govt.
7. Procurement of materials and consumption of water with its drainage will be entire responsibility of the
contractor and no claim shall entertained in this amount.
8. The successful tender arrange for necessary site accommodation and other facilities for the labour as required
under labour law and shall have to pay to labour minimum wages act enforced on time to time by the labour
department.
9. The contractor should get the sample of bricks, sand, metal, chips, gravel or mooram required for use in work
approved by the Engineer-in-Charge before collection and use.
10. In case if using bitumen from bulk bitumen storage tank it shall be responsibility for the contractors to be
called the same to works site after refilling in empty drums. However the empty drums can be supplied by the
department for use as contains if available which shall have to be returned to department in good condition
after use failing which a sum of Rs 110/- per drum shall be recovered from the bill.
11. Cube of 10”x 10” will be taken for every type of concrete works the test results of this must justify the
strength of its any sample as after 28 days of casting.

13. Procurement of blasting materials and observance of etc. will be contractors responsibility. No payment of
claim on this account be entertained.
14. The contractor will have to bear the liability of any rectification of defects will require to be done by the
contractor and if he fails to do so the same will not be done through any other and cost will be recovered
from the contractor. The concerning work will have to be done by machine falling for which the contractor
will have to manage necessary equipment and mixer etc. at his own cost.
15. Vibrators for which the contractor will have to keep nos. of vibrator at site at his own cost.
16. Every work will have to be done in proper way in order to avoid accident to the workers and he will have to
bear the cost of compensation etc.
17. The suppliers centering and shuttering during concreting period will be contractors responsibility and no
claim in this account will be entertain.
18. No claim making said godown by the contractor’s will be entertained.
19. Providing lighting and necessary road barriers or lighting arrangement is contractor’s responsibility.
20. No claim will be entertained unless submit for final decision by the contractors each month otherwise it may
be treated time bar.

21. The tender should acquaint himself with the nature of works lead of contract materials involved in
finished item of work.
22. The contractor should give his full address and name.
23. The case of supply of departmental materials such as cement, steel, bitumen etc.contractor will keep a proper
account of stores received by him from department. This will always remain the property of Government.
He should also tender any time account of site materials received and actually used in the work. The P.W.D
officer have to verify and reject the materials received for the department on the basis of actual requirement
the cost of recovered at penal rate which will be carefully unable to improper misuse of scarce material.
24. The contractor will make own agreement for night guard etc. and the tender rate should be inclusive of rate.
25. All materials to be supplied by the contractors for the work should be got appropriate in writing by the E/I.
prior to use in work immediately after rejection otherwise department may remove for the site.
26. All wood work should be get approved and passed by the E/I in writing up in position and polished,
varnished or painting as the case may be.
27. All facilities for stocking of works and bills will be approved by the contractors.
28. After completion of works contractor will remove all debris at his cost and fill up the vats and leave the site
clean.
29. Contractor should maintain the SITE ORDER BOOK at the site or work notice instruction concerning the
site order book will be property of the department after completion of work and will remaining the
departmental custody.
30. The contractor will be held responsible for any site accident due to mismanagement of the contractor and
liable to pay any damage for such accident.
31. In case of any failure of this contract supply of materials or stores on application of the contract within 60
days, the date of such failure or delay such extension of time shall appear to the Executive Engineer to be
responsible in accountancy with the circumstances of the case can be however allowed.
32. In decision of the extension of time shall be given by the competent authority and be accepted at finally
by the contractor.
33. The physical property of road materials should satisfy the test as per requirement given in M.O.S.T of the
classification or as given in this note sheet.
34. (i) In case of the rate of tender is accepted above the B.O.Q. rate by the competent authority, the enhanced
% of rate shall not be applicable over the cost of bitumen.
(ii) In case of rate quoted by the Agency is less than the B.O.Q. rate then the less% of rate shall be
applicable on the cost of bitumen also.

COMPESATIO AD CODITIO OF COTRACT
CLAUSE – I
All compensation or other sums or money payable by the contractor or Government under the terms of
his contract may be deputed from or paid by the sales of sufficient part of his security deposit or from the interest
arising there firm or form any sum be due or any because due to the contractors or Government or any account
whatever and the event of the security to deposit being reduce by reason of delay there after make good in each or
Government security endorsed any sums which may be deducted from or raised by sale or is security or any part
thereof.
CLAUSE –II
The time allowed for carrying out the works as entered in the tender shall be strictly observed by the
contractor and shall be recall from the date on which the written order to commence the work is given to the
contractor. The work shall trough stipulated period of the contract to be carried or with all due differences (time
being deemed to be the absence of the contractor or the part of the contractor) and the contractor shall pay a
compensational whole works shown by the tender for every day that the works remained uncommented or
unfinished until such date as the Executive Engineer or his authorized agents are fully complied with the
contractors to the Executive Engineer’s satisfaction and further to insure mild progress during the excavation of
the work the contractor shall bound in all cases in which the time allowed for any work in months complete one
further of the part of the work before the forth of the whole time allowed under the contractor his lapsed in the
contract falling to comply with his condition shall be liable to pay as compensation and amount about to 1/3
percent or the said estimated cost of the whole work for every day due to quality of work remains in completed
always that the entire amount of compensation to be paid under the provision of this clause shall not exceed 10%
on the estimated cost of the work as shown in the tender.

CLAUSE – III
In any which under any clause of this contract the contractor shall have tendered his if liable to pay
compensation with something shall have tendered his site liable to pay the Executive Engineer (whether paid this

Jharkhand shall have power to any of following course as mentioned down best to the interest of the Government.

OTIFICATIO OF CLAUSE -18
(a) Wages means whether for time or price work notified at the time of inviting tenders for the work and here
such wage have not notified the wages prescribed by the Central Public Work Department for the district
in which the work is done.
(b) The contractor shall not with standing the provision of any contradictory clause to be paid fair wages to
labourers indirectly engaged on the work including any labour engaged by his sub connection with the said
works if the labourers had been immediately employed by him.
(c) The Executive Engineer or Assistant Engineer I/C Sub Divisional Officer concerned shall have right to
conduct the money due to contractor any requirement or estimated to be required for making the loss
suffered by a worker or workers by reason of non fulfillment of the conditions of the contract for the
benefit of the workers or payment wages of deducting made from his or their wages which are not
justified the terms of contract.
(d) The regulations aforesaid shall deemed to be required into decide any complaint that the wages paid by
the contractor to and labour for the work done by such in labour in less than the paid for similar work in
neighborhood.
(e) The Officer in charge of the work shall have the right to decide whether any labourers employed by
contractor is below the age of fourteen years and to refuse to be employed by the contractor.

2,500/- by Bank Draft are invited from the registered P.W.D contractors to be eventually drawn in P.W.D Form
No. – F2 will be received up to 3 P.M on 14.10.2011 by the Chief Engineer(comm.) Ranchi / S.E Road circle
Hazaribagh/undersigned For the work of Construction of 3.00m X 2.00m RCC Slab Culvert In Koderma
Jamua Road in Km 2 (2/3) in R.C.D., Road Division Koderma For Year 2011-12 and will be opened in the
presence of the Contractors or their authorized agents on 14.10.2011 at 3.30 P.M by the respective officer in their
office.
2. Estimated amount of the work is Rs . 14,77,742/-
3. Tenderers would state the period within which can complete the work from the date receipt of written orders to
commence the work.
4. Tenders are required to deposit earnest money amounting to Rs 29,600/- for the work .
Earnest money is to be deposited in Post-Office N.S.C (eight issue) issued by Jharkhand Post-Office duly pledged
to the undersigned original copy of which is to be submitted with the tender deposit of earnest money in the form
of insurance guarantee bond or by cheque or draft is not acceptable. Inadequate earnest money will tender the
tender invalid and such the tender will be rejected.
5. Specification, design drawing and other documents required in connection with the work can be seen in the
office of the undersigned during the working hours and the day and the contractors may obtained a set of
document relating to tender paper on payment of
(i) Rs 50/- for the work up to Rs 10,000/-
(ii) Rs 250/- for the work above Rs 10,000/- and up to Rs 50,000.
(iii) Rs 500/- for the work above Rs 50,000/- and up to Rs 2,50,000.
(iv) Rs 750/- for the work above Rs 2.50 lacks and up to Rs 5.00 lacs.
(v) Rs 1250/- for the work above Rs 5.00 lacks and up to Rs 10.00 lacs.
(vi) Rs 2500/- for the work above Rs 10.00 lacks and up to Rs 15.00 lacs.
(vii) Rs 5,000/- for the work Rs 15.00 lacks and up to Rs 50.00 lacs.

7. Authority reserves the right to accept or reject any tenders or all of the tenders received without assigning any
reason thereof.
8. Earnest money of the successful tender will be forfeited in cause to be declines or avoid to sign the agreement
or contract or evident deposit the security within 10 days of being called up to do so after the acceptance of his
tender.
9. In the case of tenders exempted from depositing earnest money amount equivalent to the earnest money shall be
forfeited from sum due to them or the deposit lying with the department if the declines to sign the agreement or
contract or deposit the security money within the aforesaid time.

10. In case of tender for lump-sum contract the lump-sum for the tenders offered should be clearly written both in
figure and words.
11. The tenders will have to quote their workable rates in the prescribed blank and dotted space prevailed for
quoting the rates on OVER BILL.
12. The distance of quarry or crusher site indicated in the B.O.Q or specific lead mentioned shall the basis of rates
for payment in respect of lead. Suitable deduction in rates shall be made in if lesser lead involved at any stages
during execution for the work in approved tenders.
13. It will be obligatory for the tenders to keep their after open for acceptance for a period of 180 days of receipt
of tenders.
14. The authority reserve the right to allot the work to any of the tenders and also to distribute the same among
tenders without assigning any reason thereof.
15. (a) Empty bitumen drums in good condition shall be returned by contractor in go-down failing which rates @
Rs 160 per drum will be recovered from the contractors bill of amount due to him in this department check
from approved B.O.Q.
(b) Empty cement bag @ Rs. 3/ bag.
16. The work will have to completed up to Four Months from the date of issue of work order.
17. Vague and amigos tenders are liable for rejection.
18. In case supplying / fitting / fixing of Electrometric Bearing for bridge work the Prescribed Test Certificate
from manufacturing firms confirming the M.O.S.T. Standard and specification will be must and supply of the
electrometric bearing of any other types of bearing will have been taken for reputed firms which have all facilities
for testing of raw materials for manufacturing of bearing and testing the finished bearings.
19. Sales tax will be deducted from contractor’s bill as per Jharkhand Sale Tax Rules.
20. Higher tendered rates will not be applicable in case of materials issued by Department over issue rates and
mentioned in the tender documents and agreements.
21. The lowest percentage of rates beyond, which tender shall not be considered.

2. The tenders should submit I.T Clearance Certificate, Labour License Certificate from the Labour Department.
3. The work shall be done as per circle specification during excavation of the work absence of which I.R.C code
practice or M.T specification for the road bridge and building work shall be adopted.
4. The quantities in B.O.Q are approx actual measurement for work actually executed shall be measured and
value calculated at the rates approved by the basis of payment quantities and item can be increased or
decreased by the Engineer in charge and the contractor shall have to execute the same at rates sanction for the
same and no extra rate can be claimed for extra quantities involved.
5. The contractor shall be issued departmental materials on available as per actual requirement at the rate
stipulate above materials received by the contractor in excess of the actual requirement shall be recovered at
the rates double the rates mentioned above.
6. o claimed shall be entertained for :-
(a) Fluctuation of rates of labour and materials execution of work.
(b) Delay in issue of materials or non-availability of departmental materials.
(c) Any loss due to natural calamity.
(d) Due to any act of enemies.
(e) Transportation, production or other difficulties and circumstances beyond the control of the
department/Govt.
7. Procurement of materials and consumption of water with its drainage will be entire responsibility of the
contractor and no claim shall entertained in this amount.
8. The successful tender arrange for necessary site accommodation and other facilities for the labour as required
under labour law and shall have to pay to labour minimum wages act enforced on time to time by the labour
department.
9. The contractor should get the sample of bricks, sand, metal, chips, gravel or mooram required for use in work
approved by the Engineer-in-Charge before collection and use.
10. In case if using bitumen from bulk bitumen storage tank it shall be responsibility for the contractors to be
called the same to works site after refilling in empty drums. However the empty drums can be supplied by the
department for use as contains if available which shall have to be returned to department in good condition
after use failing which a sum of Rs 110/- per drum shall be recovered from the bill.
11. Cube of 10”x 10” will be taken for every type of concrete works the test results of this must justify the
strength of its any sample as after 28 days of casting.

13. Procurement of blasting materials and observance of etc. will be contractors responsibility. No payment of
claim on this account be entertained.
14. The contractor will have to bear the liability of any rectification of defects will require to be done by the
contractor and if he fails to do so the same will not be done through any other and cost will be recovered
from the contractor. The concerning work will have to be done by machine falling for which the contractor
will have to manage necessary equipment and mixer etc. at his own cost.
15. Vibrators for which the contractor will have to keep nos. of vibrator at site at his own cost.
16. Every work will have to be done in proper way in order to avoid accident to the workers and he will have to
bear the cost of compensation etc.
17. The suppliers centering and shuttering during concreting period will be contractors responsibility and no
claim in this account will be entertain.
18. No claim making said godown by the contractor’s will be entertained.
19. Providing lighting and necessary road barriers or lighting arrangement is contractor’s responsibility.
20. No claim will be entertained unless submit for final decision by the contractors each month otherwise it may
be treated time bar.

21. The tender should acquaint himself with the nature of works lead of contract materials involved in
finished item of work.
22. The contractor should give his full address and name.
23. The case of supply of departmental materials such as cement, steel, bitumen etc.contractor will keep a proper
account of stores received by him from department. This will always remain the property of Government.
He should also tender any time account of site materials received and actually used in the work. The P.W.D
officer have to verify and reject the materials received for the department on the basis of actual requirement
the cost of recovered at penal rate which will be carefully unable to improper misuse of scarce material.
24. The contractor will make own agreement for night guard etc. and the tender rate should be inclusive of rate.
25. All materials to be supplied by the contractors for the work should be got appropriate in writing by the E/I.
prior to use in work immediately after rejection otherwise department may remove for the site.
26. All wood work should be get approved and passed by the E/I in writing up in position and polished,
varnished or painting as the case may be.
27. All facilities for stocking of works and bills will be approved by the contractors.
28. After completion of works contractor will remove all debris at his cost and fill up the vats and leave the site
clean.
29. Contractor should maintain the SITE ORDER BOOK at the site or work notice instruction concerning the
site order book will be property of the department after completion of work and will remaining the
departmental custody.
30. The contractor will be held responsible for any site accident due to mismanagement of the contractor and
liable to pay any damage for such accident.
31. In case of any failure of this contract supply of materials or stores on application of the contract within 60
days, the date of such failure or delay such extension of time shall appear to the Executive Engineer to be
responsible in accountancy with the circumstances of the case can be however allowed.
32. In decision of the extension of time shall be given by the competent authority and be accepted at finally
by the contractor.
33. The physical property of road materials should satisfy the test as per requirement given in M.O.S.T of the
classification or as given in this note sheet.
34. (i) In case of the rate of tender is accepted above the B.O.Q. rate by the competent authority, the enhanced
% of rate shall not be applicable over the cost of bitumen.
(ii) In case of rate quoted by the Agency is less than the B.O.Q. rate then the less% of rate shall be
applicable on the cost of bitumen also.
35. The Price escalation / deduction on account of change in price of bitumen will be admissible as per RCD’s

COMPESATIO AD CODITIO OF COTRACT
CLAUSE – I
All compensation or other sums or money payable by the contractor or Government under the terms of
his contract may be deputed from or paid by the sales of sufficient part of his security deposit or from the interest
arising there firm or form any sum be due or any because due to the contractors or Government or any account
whatever and the event of the security to deposit being reduce by reason of delay there after make good in each or
Government security endorsed any sums which may be deducted from or raised by sale or is security or any part
thereof.
CLAUSE –II
The time allowed for carrying out the works as entered in the tender shall be strictly observed by the
contractor and shall be recall from the date on which the written order to commence the work is given to the
contractor. The work shall trough stipulated period of the contract to be carried or with all due differences (time
being deemed to be the absence of the contractor or the part of the contractor) and the contractor shall pay a
compensational whole works shown by the tender for every day that the works remained uncommented or
unfinished until such date as the Executive Engineer or his authorized agents are fully complied with the
contractors to the Executive Engineer’s satisfaction and further to insure mild progress during the excavation of
the work the contractor shall bound in all cases in which the time allowed for any work in months complete one
further of the part of the work before the forth of the whole time allowed under the contractor his lapsed in the
contract falling to comply with his condition shall be liable to pay as compensation and amount about to 1/3
percent or the said estimated cost of the whole work for every day due to quality of work remains in completed
always that the entire amount of compensation to be paid under the provision of this clause shall not exceed 10%
on the estimated cost of the work as shown in the tender.

OTIFICATIO OF CLAUSE -18
(a) Wages means whether for time or price work notified at the time of inviting tenders for the work and here
such wage have not notified the wages prescribed by the Central Public Work Department for the district
in which the work is done.
(b) The contractor shall not with standing the provision of any contradictory clause to be paid fair wages to
labourers indirectly engaged on the work including any labour engaged by his sub connection with the said
works if the labourers had been immediately employed by him.
(c) The Executive Engineer or Assistant Engineer I/C Sub Divisional Officer concerned shall have right to
conduct the money due to contractor any requirement or estimated to be required for making the loss
suffered by a worker or workers by reason of non fulfillment of the conditions of the contract for the
benefit of the workers or payment wages of deducting made from his or their wages which are not
justified the terms of contract.
(d) The regulations aforesaid shall deemed to be required into decide any complaint that the wages paid by
the contractor to and labour for the work done by such in labour in less than the paid for similar work in
neighborhood.
(e) The Officer in charge of the work shall have the right to decide whether any labourers employed by
contractor is below the age of fourteen years and to refuse to be employed by the contractor.

1250/- by Bank Draft are invited from the registered P.W.D contractors to be eventually drawn in P.W.D Form
No. – F2 will be received up to 3 P.M on 14-10-2011 by the Chief Engineer (comm.) Ranchi / S.E Road circle
Hazaribagh/undersigned For the work of Construction of R.C.C. Slab Culvert of size 1.50 X 1.00 m in 13 th
(13/2) km of Koderma-Jamua Road in R.C.D., Road Division Koderma For Year 2011-12 and will be opened in
the presence of the Contractors or their authorized agents on 14-10-2011 at 3.30 P.M by the respective officer in
their office.

3. Tenderers would state the period within which can complete the work from the date receipt of written orders to
commence the work.
4. Tenders are required to deposit earnest money amounting to Rs 12,000/- for the work.
Earnest money is to be deposited in Post-Office N.S.C (eight issue) issued by Jharkhand Post-Office duly pledged
to the undersigned original copy of which is to be submitted with the tender deposit of earnest money in the form
of insurance guarantee bond or by cheque or draft is not acceptable. Inadequate earnest money will tender the

for payment in respect of lead. Suitable deduction in rates shall be made in if lesser lead involved at any stages
during execution for the work in approved tenders.
13. It will be obligatory for the tenders to keep their after open for acceptance for a period of 180 days of receipt
of tenders.
14. The authority reserve the right to allot the work to any of the tenders and also to distribute the same among
tenders without assigning any reason thereof.
15. (a) Empty bitumen drums in good condition shall be returned by contractor in go-down failing which rates @
Rs 160 per drum will be recovered from the contractors bill of amount due to him in this department check
from approved B.O.Q.

16. The work will have to completed up to Three months from the date of issue of work order.
17. Vague and amigos tenders are liable for rejection.
18. In case supplying / fitting / fixing of Electrometric Bearing for bridge work the Prescribed Test Certificate
from manufacturing firms confirming the M.O.S.T. Standard and specification will be must and supply of the
electrometric bearing of any other types of bearing will have been taken for reputed firms which have all facilities
for testing of raw materials for manufacturing of bearing and testing the finished bearings.
19. Sales tax will be deducted from contractor’s bill as per Jharkhand Sale Tax Rules.
20. Higher tendered rates will not be applicable in case of materials issued by Department over issue rates and
mentioned in the tender documents and agreements.

GENERAL AND SPECIAL CONDITION FOR THE CONTRACTORS
1. Rate quote should be including of all taxes via Central Sales Tax, Jharkhand Sales Tax, Excise Duty (if valid)
and carriage of materials to be issued from P.W.D go down.
2. The tenders should submit I.T Clearance Certificate, Labour License Certificate from the Labour Department.
3. The work shall be done as per circle specification during excavation of the work absence of which I.R.C code
practice or M.T specification for the Road Bridge and building work shall be adopted.
4. The quantities in B.O.Q are approx actual measurement for work actually executed shall be measured and
value calculated at the rates approved by the basis of payment quantities and item can be increased or
decreased by the Engineer in charge and the contractor shall have to execute the same at rates sanction for the
same and no extra rate can be claimed for extra quantities involved.
5. The contractor shall be issued departmental materials on available as per actual requirement at the rate
stipulate above materials received by the contractor in excess of the actual requirement shall be recovered at
the rates double the rates mentioned above.
6. o claimed shall be entertained for :-
(a) Fluctuation of rates of labour and materials execution of work.
(b) Delay in issue of materials or non-availability of departmental materials.
(c) Any loss due to natural calamity.
(d) Due to any act of enemies.
(e) Transportation, production or other difficulties and circumstances beyond the control of the
department/Govt.
7. Procurement of materials and consumption of water with its drainage will be entire responsibility of the
contractor and no claim shall entertained in this amount.
8. The successful tender arrange for necessary site accommodation and other facilities for the labour as required
under labour law and shall have to pay to labour minimum wages act enforced on time to time by the labour
department.
9. The contractor should get the sample of bricks, sand, metal, chips, gravel or mooram required for use in work
approved by the Engineer-in-Charge before collection and use.
10. In case if using bitumen from bulk bitumen storage tank it shall be responsibility for the contractors to be
called the same to works site after refilling in empty drums. However the empty drums can be supplied by the
department for use as contains if available which shall have to be returned to department in good condition
after use failing which a sum of Rs 110/- per drum shall be recovered from the bill.
11. Cube of 10”x 10” will be taken for every type of concrete works the test results of this must justify the
strength of its any sample as after 28 days of casting.

13. Procurement of blasting materials and observance of etc. will be contractors responsibility. No payment of
claim on this account be entertained.
14. The contractor will have to bear the liability of any rectification of defects will require to be done by the
contractor and if he fails to do so the same will not be done through any other and cost will be recovered
from the contractor. The concerning work will have to be done by machine falling for which the contractor
will have to manage necessary equipment and mixer etc. at his own cost.
15. Vibrators for which the contractor will have to keep nos. of vibrator at site at his own cost.
16. Every work will have to be done in proper way in order to avoid accident to the workers and he will have to
bear the cost of compensation etc.
17. The suppliers centering and shuttering during concreting period will be contractors responsibility and no
claim in this account will be entertain.
18. No claim making said godown by the contractor’s will be entertained.
19. Providing lighting and necessary road barriers or lighting arrangement is contractor’s responsibility.
20. No claim will be entertained unless submit for final decision by the contractors each month otherwise it may
be treated time bar.

21. The tender should acquaint himself with the nature of works lead of contract materials involved in
finished item of work.
22. The contractor should give his full address and name.
23. The case of supply of departmental materials such as cement, steel, bitumen etc.contractor will keep a proper
account of stores received by him from department. This will always remain the property of Government.
He should also tender any time account of site materials received and actually used in the work. The P.W.D
officer have to verify and reject the materials received for the department on the basis of actual requirement
the cost of recovered at penal rate which will be carefully unable to improper misuse of scarce material.
24. The contractor will make own agreement for night guard etc. and the tender rate should be inclusive of rate.
25. All materials to be supplied by the contractors for the work should be got appropriate in writing by the E/I.
prior to use in work immediately after rejection otherwise department may remove for the site.
26. All wood work should be get approved and passed by the E/I in writing up in position and polished,
varnished or painting as the case may be.
27. All facilities for stocking of works and bills will be approved by the contractors.
28. After completion of works contractor will remove all debris at his cost and fill up the vats and leave the site
clean.
29. Contractor should maintain the SITE ORDER BOOK at the site or work notice instruction concerning the
site order book will be property of the department after completion of work and will remaining the
departmental custody.
30. The contractor will be held responsible for any site accident due to mismanagement of the contractor and
liable to pay any damage for such accident.
31. In case of any failure of this contract supply of materials or stores on application of the contract within 60
days, the date of such failure or delay such extension of time shall appear to the Executive Engineer to be
responsible in accountancy with the circumstances of the case can be however allowed.
32. In decision of the extension of time shall be given by the competent authority and be accepted at finally
by the contractor.
33. The physical property of road materials should satisfy the test as per requirement given in M.O.S.T of the
classification or as given in this note sheet.
34. (i) In case of the rate of tender is accepted above the B.O.Q. rate by the competent authority, the enhanced
% of rate shall not be applicable over the cost of bitumen.
(ii) In case of rate quoted by the Agency is less than the B.O.Q. rate then the less% of rate shall be
applicable on the cost of bitumen also.

COMPESATIO AD CODITIO OF COTRACT
CLAUSE – I
All compensation or other sums or money payable by the contractor or Government under the terms of
his contract may be deputed from or paid by the sales of sufficient part of his security deposit or from the interest
arising there firm or form any sum be due or any because due to the contractors or Government or any account
whatever and the event of the security to deposit being reduce by reason of delay there after make good in each or
Government security endorsed any sums which may be deducted from or raised by sale or is security or any part
thereof.
CLAUSE –II
The time allowed for carrying out the works as entered in the tender shall be strictly observed by the
contractor and shall be recall from the date on which the written order to commence the work is given to the
contractor. The work shall trough stipulated period of the contract to be carried or with all due differences (time
being deemed to be the absence of the contractor or the part of the contractor) and the contractor shall pay a
compensational whole works shown by the tender for every day that the works remained uncommented or
unfinished until such date as the Executive Engineer or his authorized agents are fully complied with the
contractors to the Executive Engineer’s satisfaction and further to insure mild progress during the excavation of
the work the contractor shall bound in all cases in which the time allowed for any work in months complete one
further of the part of the work before the forth of the whole time allowed under the contractor his lapsed in the
contract falling to comply with his condition shall be liable to pay as compensation and amount about to 1/3
percent or the said estimated cost of the whole work for every day due to quality of work remains in completed
always that the entire amount of compensation to be paid under the provision of this clause shall not exceed 10%
on the estimated cost of the work as shown in the tender.

OTIFICATIO OF CLAUSE -18
(a) Wages means whether for time or price work notified at the time of inviting tenders for the work and here
such wage have not notified the wages prescribed by the Central Public Work Department for the district
in which the work is done.
(b) The contractor shall not with standing the provision of any contradictory clause to be paid fair wages to
labourers indirectly engaged on the work including any labour engaged by his sub connection with the said
works if the labourers had been immediately employed by him.
(c) The Executive Engineer or Assistant Engineer I/C Sub Divisional Officer concerned shall have right to
conduct the money due to contractor any requirement or estimated to be required for making the loss
suffered by a worker or workers by reason of non fulfillment of the conditions of the contract for the
benefit of the workers or payment wages of deducting made from his or their wages which are not
justified the terms of contract.
(d) The regulations aforesaid shall deemed to be required into decide any complaint that the wages paid by
the contractor to and labour for the work done by such in labour in less than the paid for similar work in
neighborhood.
(e) The Officer in charge of the work shall have the right to decide whether any labourers employed by

5,000/- by Bank Draft are invited from the registered P.W.D contractors to be eventually drawn in P.W.D Form
No. – F2 will be received up to 3 P.M on 14-10-2011 by the Chief Engineer (comm.) Ranchi / S.E Road circle
Hazaribagh/undersigned For the work of Construction of R.C.C. Slab Culvert of size 3.00 X 2.50 in 25 th (25/1)
km of Koderma-Jamua Road in R.C.D., Road Division Koderma For Year 2011-12 and will be opened in the
presence of the Contractors or their authorized agents on 14-10-2011 at 3.30 P.M by the respective officer in their
office.
2. Estimated amount of the work is Rs . 16,19,527/-
3. Tenderers would state the period within which can complete the work from the date receipt of written orders to
commence the work.
4. Tenders are required to deposit earnest money amounting to Rs 32,400/- for the work.
Earnest money is to be deposited in Post-Office N.S.C (eight issue) issued by Jharkhand Post-Office duly pledged
to the undersigned original copy of which is to be submitted with the tender deposit of earnest money in the form
of insurance guarantee bond or by cheque or draft is not acceptable. Inadequate earnest money will tender the
tender invalid and such the tender will be rejected.
5. Specification, design drawing and other documents required in connection with the work can be seen in the
office of the undersigned during the working hours and the day and the contractors may obtained a set of
document relating to tender paper on payment of
(i) Rs 50/- for the work up to Rs 10,000/-
(ii) Rs 250/- for the work above Rs 10,000/- and up to Rs 50,000.
(iii) Rs 500/- for the work above Rs 50,000/- and up to Rs 2,50,000.
(iv) Rs 750/- for the work above Rs 2.50 lacks and up to Rs 5.00 lacs.
(v) Rs 1250/- for the work above Rs 5.00 lacks and up to Rs 10.00 lacs.
(vi) Rs 2500/- for the work above Rs 10.00 lacks and up to Rs 15.00 lacs.

8. Earnest money of the successful tender will be forfeited in cause to be declines or avoid to sign the agreement
or contract or evident deposit the security within 10 days of being called up to do so after the acceptance of his
tender.
9. In the case of tenders exempted from depositing earnest money amount equivalent to the earnest money shall be
forfeited from sum due to them or the deposit lying with the department if the declines to sign the agreement or
contract or deposit the security money within the aforesaid time.

10. In case of tender for lump-sum contract the lump-sum for the tenders offered should be clearly written both in
figure and words.
11. The tenders will have to quote their workable rates in the prescribed blank and dotted space prevailed for
quoting the rates on OVER BILL.
12. The distance of quarry or crusher site indicated in the B.O.Q or specific lead mentioned shall the basis of rates
for payment in respect of lead. Suitable deduction in rates shall be made in if lesser lead involved at any stages
during execution for the work in approved tenders.
13. It will be obligatory for the tenders to keep their after open for acceptance for a period of 180 days of receipt
of tenders.
14. The authority reserve the right to allot the work to any of the tenders and also to distribute the same among
tenders without assigning any reason thereof.
15. (a) Empty bitumen drums in good condition shall be returned by contractor in go-down failing which rates @
Rs 160 per drum will be recovered from the contractors bill of amount due to him in this department check
from approved B.O.Q.
(b) Empty cement bag @ Rs. 3/ bag.
16. The work will have to completed up to Three months from the date of issue of work order.
17. Vague and amigos tenders are liable for rejection.
18. In case supplying / fitting / fixing of Electrometric Bearing for bridge work the Prescribed Test Certificate
from manufacturing firms confirming the M.O.S.T. Standard and specification will be must and supply of the
electrometric bearing of any other types of bearing will have been taken for reputed firms which have all facilities
for testing of raw materials for manufacturing of bearing and testing the finished bearings.
19. Sales tax will be deducted from contractor’s bill as per Jharkhand Sale Tax Rules.
20. Higher tendered rates will not be applicable in case of materials issued by Department over issue rates and
mentioned in the tender documents and agreements.
21. The lowest percentage of rates beyond, which tender shall not be considered.

GENERAL AND SPECIAL CONDITION FOR THE CONTRACTORS
1. Rate quote should be including of all taxes via Central Sales Tax, Jharkhand Sales Tax, Excise Duty (if valid)
and carriage of materials to be issued from P.W.D go down.
2. The tenders should submit I.T Clearance Certificate, Labour License Certificate from the Labour Department.
3. The work shall be done as per circle specification during excavation of the work absence of which I.R.C code
practice or M.T specification for the Road Bridge and building work shall be adopted.
4. The quantities in B.O.Q are approx actual measurement for work actually executed shall be measured and
value calculated at the rates approved by the basis of payment quantities and item can be increased or
decreased by the Engineer in charge and the contractor shall have to execute the same at rates sanction for the
same and no extra rate can be claimed for extra quantities involved.
5. The contractor shall be issued departmental materials on available as per actual requirement at the rate
stipulate above materials received by the contractor in excess of the actual requirement shall be recovered at
the rates double the rates mentioned above.
6. o claimed shall be entertained for :-
(a) Fluctuation of rates of labour and materials execution of work.
(b) Delay in issue of materials or non-availability of departmental materials.
(c) Any loss due to natural calamity.
(d) Due to any act of enemies.

7. Procurement of materials and consumption of water with its drainage will be entire responsibility of the
contractor and no claim shall entertained in this amount.
8. The successful tender arrange for necessary site accommodation and other facilities for the labour as required
under labour law and shall have to pay to labour minimum wages act enforced on time to time by the labour
department.
9. The contractor should get the sample of bricks, sand, metal, chips, gravel or mooram required for use in work
approved by the Engineer-in-Charge before collection and use.
10. In case if using bitumen from bulk bitumen storage tank it shall be responsibility for the contractors to be
called the same to works site after refilling in empty drums. However the empty drums can be supplied by the
department for use as contains if available which shall have to be returned to department in good condition
after use failing which a sum of Rs 110/- per drum shall be recovered from the bill.
11. Cube of 10”x 10” will be taken for every type of concrete works the test results of this must justify the
strength of its any sample as after 28 days of casting.

14. The contractor will have to bear the liability of any rectification of defects will require to be done by the
contractor and if he fails to do so the same will not be done through any other and cost will be recovered
from the contractor. The concerning work will have to be done by machine falling for which the contractor
will have to manage necessary equipment and mixer etc. at his own cost.
15. Vibrators for which the contractor will have to keep nos. of vibrator at site at his own cost.
16. Every work will have to be done in proper way in order to avoid accident to the workers and he will have to
bear the cost of compensation etc.
17. The suppliers centering and shuttering during concreting period will be contractors responsibility and no
claim in this account will be entertain.
18. No claim making said godown by the contractor’s will be entertained.
19. Providing lighting and necessary road barriers or lighting arrangement is contractor’s responsibility.
20. No claim will be entertained unless submit for final decision by the contractors each month otherwise it may
be treated time bar.

21. The tender should acquaint himself with the nature of works lead of contract materials involved in
finished item of work.
22. The contractor should give his full address and name.
23. The case of supply of departmental materials such as cement, steel, bitumen etc.contractor will keep a proper
account of stores received by him from department. This will always remain the property of Government.
He should also tender any time account of site materials received and actually used in the work. The P.W.D
officer have to verify and reject the materials received for the department on the basis of actual requirement
the cost of recovered at penal rate which will be carefully unable to improper misuse of scarce material.
24. The contractor will make own agreement for night guard etc. and the tender rate should be inclusive of rate.
25. All materials to be supplied by the contractors for the work should be got appropriate in writing by the E/I.
prior to use in work immediately after rejection otherwise department may remove for the site.
26. All wood work should be get approved and passed by the E/I in writing up in position and polished,
varnished or painting as the case may be.
27. All facilities for stocking of works and bills will be approved by the contractors.
28. After completion of works contractor will remove all debris at his cost and fill up the vats and leave the site
clean.
29. Contractor should maintain the SITE ORDER BOOK at the site or work notice instruction concerning the
site order book will be property of the department after completion of work and will remaining the
departmental custody.
30. The contractor will be held responsible for any site accident due to mismanagement of the contractor and
liable to pay any damage for such accident.
31. In case of any failure of this contract supply of materials or stores on application of the contract within 60
days, the date of such failure or delay such extension of time shall appear to the Executive Engineer to be
responsible in accountancy with the circumstances of the case can be however allowed.
32. In decision of the extension of time shall be given by the competent authority and be accepted at finally
by the contractor.
33. The physical property of road materials should satisfy the test as per requirement given in M.O.S.T of the
classification or as given in this note sheet.
34. (i) In case of the rate of tender is accepted above the B.O.Q. rate by the competent authority, the enhanced
% of rate shall not be applicable over the cost of bitumen.
(ii) In case of rate quoted by the Agency is less than the B.O.Q. rate then the less% of rate shall be
applicable on the cost of bitumen also.
35. The Price escalation / deduction on account of change in price of bitumen will be admissible as per RCD’s
8182(S) dated 12/11/2008 (for non plan works)

COMPESATIO AD CODITIO OF COTRACT
CLAUSE – I
All compensation or other sums or money payable by the contractor or Government under the terms of
his contract may be deputed from or paid by the sales of sufficient part of his security deposit or from the interest
arising there firm or form any sum be due or any because due to the contractors or Government or any account
whatever and the event of the security to deposit being reduce by reason of delay there after make good in each or
Government security endorsed any sums which may be deducted from or raised by sale or is security or any part
thereof.
CLAUSE –II
The time allowed for carrying out the works as entered in the tender shall be strictly observed by the
contractor and shall be recall from the date on which the written order to commence the work is given to the
contractor. The work shall trough stipulated period of the contract to be carried or with all due differences (time
being deemed to be the absence of the contractor or the part of the contractor) and the contractor shall pay a
compensational whole works shown by the tender for every day that the works remained uncommented or
unfinished until such date as the Executive Engineer or his authorized agents are fully complied with the
contractors to the Executive Engineer’s satisfaction and further to insure mild progress during the excavation of
the work the contractor shall bound in all cases in which the time allowed for any work in months complete one
further of the part of the work before the forth of the whole time allowed under the contractor his lapsed in the
contract falling to comply with his condition shall be liable to pay as compensation and amount about to 1/3
percent or the said estimated cost of the whole work for every day due to quality of work remains in completed
always that the entire amount of compensation to be paid under the provision of this clause shall not exceed 10%
on the estimated cost of the work as shown in the tender.

CLAUSE – III
In any which under any clause of this contract the contractor shall have tendered his if liable to pay
compensation with something shall have tendered his site liable to pay the Executive Engineer (whether paid this

Jharkhand shall have power to any of following course as mentioned down best to the interest of the Government.

OTIFICATIO OF CLAUSE -18
(a) Wages means whether for time or price work notified at the time of inviting tenders for the work and here
such wage have not notified the wages prescribed by the Central Public Work Department for the district
in which the work is done.
(b) The contractor shall not with standing the provision of any contradictory clause to be paid fair wages to
labourers indirectly engaged on the work including any labour engaged by his sub connection with the said
works if the labourers had been immediately employed by him.
(c) The Executive Engineer or Assistant Engineer I/C Sub Divisional Officer concerned shall have right to
conduct the money due to contractor any requirement or estimated to be required for making the loss
suffered by a worker or workers by reason of non fulfillment of the conditions of the contract for the
benefit of the workers or payment wages of deducting made from his or their wages which are not
justified the terms of contract.
(d) The regulations aforesaid shall deemed to be required into decide any complaint that the wages paid by
the contractor to and labour for the work done by such in labour in less than the paid for similar work in
neighborhood.
(e) The Officer in charge of the work shall have the right to decide whether any labourers employed by
contractor is below the age of fourteen years and to refuse to be employed by the contractor.

No. – F2 will be received up to 3 P.M on 14-10-2011 by the Chief Engineer (comm.) Ranchi / S.E Road circle
Hazaribagh/undersigned For the work of Construction of R.C.C. Slab Culvert of size 3.00 X 2.50 in 24 th (24/1)
km of Koderma-Jamua Road in R.C.D., Road Division Koderma For Year 2011-12 and will be opened in the
presence of the Contractors or their authorized agents on 14-10-2011 at 3.30 P.M by the respective officer in their
office.
2. Estimated amount of the work is Rs . 16,19,781/-
3. Tenderers would state the period within which can complete the work from the date receipt of written orders to
commence the work.
4. Tenders are required to deposit earnest money amounting to Rs 32,400/- for the work.
Earnest money is to be deposited in Post-Office N.S.C (eight issue) issued by Jharkhand Post-Office duly pledged
to the undersigned original copy of which is to be submitted with the tender deposit of earnest money in the form
of insurance guarantee bond or by cheque or draft is not acceptable. Inadequate earnest money will tender the
tender invalid and such the tender will be rejected.
5. Specification, design drawing and other documents required in connection with the work can be seen in the
office of the undersigned during the working hours and the day and the contractors may obtained a set of
document relating to tender paper on payment of
(i) Rs 50/- for the work up to Rs 10,000/-
(ii) Rs 250/- for the work above Rs 10,000/- and up to Rs 50,000.
(iii) Rs 500/- for the work above Rs 50,000/- and up to Rs 2,50,000.
(iv) Rs 750/- for the work above Rs 2.50 lacks and up to Rs 5.00 lacs.
(v) Rs 1250/- for the work above Rs 5.00 lacks and up to Rs 10.00 lacs.

8. Earnest money of the successful tender will be forfeited in cause to be declines or avoid to sign the agreement
or contract or evident deposit the security within 10 days of being called up to do so after the acceptance of his
tender.
9. In the case of tenders exempted from depositing earnest money amount equivalent to the earnest money shall be
forfeited from sum due to them or the deposit lying with the department if the declines to sign the agreement or

10. In case of tender for lump-sum contract the lump-sum for the tenders offered should be clearly written both in
figure and words.
11. The tenders will have to quote their workable rates in the prescribed blank and dotted space prevailed for
quoting the rates on OVER BILL.
12. The distance of quarry or crusher site indicated in the B.O.Q or specific lead mentioned shall the basis of rates
for payment in respect of lead. Suitable deduction in rates shall be made in if lesser lead involved at any stages
during execution for the work in approved tenders.
13. It will be obligatory for the tenders to keep their after open for acceptance for a period of 180 days of receipt
of tenders.
14. The authority reserve the right to allot the work to any of the tenders and also to distribute the same among
tenders without assigning any reason thereof.
15. (a) Empty bitumen drums in good condition shall be returned by contractor in go-down failing which rates @
Rs 160 per drum will be recovered from the contractors bill of amount due to him in this department check
from approved B.O.Q.
(b) Empty cement bag @ Rs. 3/ bag.
16. The work will have to completed up to Three months from the date of issue of work order.
17. Vague and amigos tenders are liable for rejection.
18. In case supplying / fitting / fixing of Electrometric Bearing for bridge work the Prescribed Test Certificate
from manufacturing firms confirming the M.O.S.T. Standard and specification will be must and supply of the
electrometric bearing of any other types of bearing will have been taken for reputed firms which have all facilities
for testing of raw materials for manufacturing of bearing and testing the finished bearings.
19. Sales tax will be deducted from contractor’s bill as per Jharkhand Sale Tax Rules.
20. Higher tendered rates will not be applicable in case of materials issued by Department over issue rates and
mentioned in the tender documents and agreements.
21. The lowest percentage of rates beyond, which tender shall not be considered.

GEERAL AD SPECIAL CODITIO FOR THE COTRACTORS
1. Rate quote should be including of all taxes via Central Sales Tax, Jharkhand Sales Tax, Excise Duty (if valid)
and carriage of materials to be issued from P.W.D go down.
2. The tenders should submit I.T Clearance Certificate, Labour License Certificate from the Labour Department.
3. The work shall be done as per circle specification during excavation of the work absence of which I.R.C code
practice or M.T specification for the Road Bridge and building work shall be adopted.
4. The quantities in B.O.Q are approx actual measurement for work actually executed shall be measured and
value calculated at the rates approved by the basis of payment quantities and item can be increased or
decreased by the Engineer in charge and the contractor shall have to execute the same at rates sanction for the
same and no extra rate can be claimed for extra quantities involved.
5. The contractor shall be issued departmental materials on available as per actual requirement at the rate
stipulate above materials received by the contractor in excess of the actual requirement shall be recovered at
the rates double the rates mentioned above.

9. The contractor should get the sample of bricks, sand, metal, chips, gravel or mooram required for use in work
approved by the Engineer-in-Charge before collection and use.
10. In case if using bitumen from bulk bitumen storage tank it shall be responsibility for the contractors to be
called the same to works site after refilling in empty drums. However the empty drums can be supplied by the
department for use as contains if available which shall have to be returned to department in good condition
after use failing which a sum of Rs 110/- per drum shall be recovered from the bill.
11. Cube of 10”x 10” will be taken for every type of concrete works the test results of this must justify the
strength of its any sample as after 28 days of casting.

(b) Approach slab had bed plates being cast (2:2:4-2250) lbs. P.S.T

13. Procurement of blasting materials and observance of etc. will be contractors responsibility. No payment of
claim on this account be entertained.
14. The contractor will have to bear the liability of any rectification of defects will require to be done by the
contractor and if he fails to do so the same will not be done through any other and cost will be recovered
from the contractor. The concerning work will have to be done by machine falling for which the contractor
will have to manage necessary equipment and mixer etc. at his own cost.
15. Vibrators for which the contractor will have to keep nos. of vibrator at site at his own cost.
16. Every work will have to be done in proper way in order to avoid accident to the workers and he will have to
bear the cost of compensation etc.
17. The suppliers centering and shuttering during concreting period will be contractors responsibility and no
claim in this account will be entertain.
18. No claim making said godown by the contractor’s will be entertained.
19. Providing lighting and necessary road barriers or lighting arrangement is contractor’s responsibility.
20. No claim will be entertained unless submit for final decision by the contractors each month otherwise it may
be treated time bar.

21. The tender should acquaint himself with the nature of works lead of contract materials involved in
finished item of work.
22. The contractor should give his full address and name.
23. The case of supply of departmental materials such as cement, steel, bitumen etc.contractor will keep a proper
account of stores received by him from department. This will always remain the property of Government.
He should also tender any time account of site materials received and actually used in the work. The P.W.D
officer have to verify and reject the materials received for the department on the basis of actual requirement
the cost of recovered at penal rate which will be carefully unable to improper misuse of scarce material.
24. The contractor will make own agreement for night guard etc. and the tender rate should be inclusive of rate.
25. All materials to be supplied by the contractors for the work should be got appropriate in writing by the E/I.
prior to use in work immediately after rejection otherwise department may remove for the site.
26. All wood work should be get approved and passed by the E/I in writing up in position and polished,
varnished or painting as the case may be.
27. All facilities for stocking of works and bills will be approved by the contractors.
28. After completion of works contractor will remove all debris at his cost and fill up the vats and leave the site
clean.
29. Contractor should maintain the SITE ORDER BOOK at the site or work notice instruction concerning the
site order book will be property of the department after completion of work and will remaining the
departmental custody.
30. The contractor will be held responsible for any site accident due to mismanagement of the contractor and
liable to pay any damage for such accident.
31. In case of any failure of this contract supply of materials or stores on application of the contract within 60
days, the date of such failure or delay such extension of time shall appear to the Executive Engineer to be
responsible in accountancy with the circumstances of the case can be however allowed.
32. In decision of the extension of time shall be given by the competent authority and be accepted at finally
by the contractor.
33. The physical property of road materials should satisfy the test as per requirement given in M.O.S.T of the
classification or as given in this note sheet.
34. (i) In case of the rate of tender is accepted above the B.O.Q. rate by the competent authority, the enhanced
% of rate shall not be applicable over the cost of bitumen.
(ii) In case of rate quoted by the Agency is less than the B.O.Q. rate then the less% of rate shall be
applicable on the cost of bitumen also.
35. The Price escalation / deduction on account of change in price of bitumen will be admissible as per RCD’s
8182(S) dated 12/11/2008 (for non plan works)

COMPESATIO AD CODITIO OF COTRACT
CLAUSE – I
All compensation or other sums or money payable by the contractor or Government under the terms of
his contract may be deputed from or paid by the sales of sufficient part of his security deposit or from the interest
arising there firm or form any sum be due or any because due to the contractors or Government or any account
whatever and the event of the security to deposit being reduce by reason of delay there after make good in each or
Government security endorsed any sums which may be deducted from or raised by sale or is security or any part
thereof.
CLAUSE –II
The time allowed for carrying out the works as entered in the tender shall be strictly observed by the
contractor and shall be recall from the date on which the written order to commence the work is given to the
contractor. The work shall trough stipulated period of the contract to be carried or with all due differences (time
being deemed to be the absence of the contractor or the part of the contractor) and the contractor shall pay a
compensational whole works shown by the tender for every day that the works remained uncommented or
unfinished until such date as the Executive Engineer or his authorized agents are fully complied with the
contractors to the Executive Engineer’s satisfaction and further to insure mild progress during the excavation of
the work the contractor shall bound in all cases in which the time allowed for any work in months complete one
further of the part of the work before the forth of the whole time allowed under the contractor his lapsed in the
contract falling to comply with his condition shall be liable to pay as compensation and amount about to 1/3
percent or the said estimated cost of the whole work for every day due to quality of work remains in completed
always that the entire amount of compensation to be paid under the provision of this clause shall not exceed 10%
on the estimated cost of the work as shown in the tender.

OTIFICATIO OF CLAUSE -18
(a) Wages means whether for time or price work notified at the time of inviting tenders for the work and here
such wage have not notified the wages prescribed by the Central Public Work Department for the district
in which the work is done.
(b) The contractor shall not with standing the provision of any contradictory clause to be paid fair wages to
labourers indirectly engaged on the work including any labour engaged by his sub connection with the said
works if the labourers had been immediately employed by him.
(c) The Executive Engineer or Assistant Engineer I/C Sub Divisional Officer concerned shall have right to
conduct the money due to contractor any requirement or estimated to be required for making the loss
suffered by a worker or workers by reason of non fulfillment of the conditions of the contract for the
benefit of the workers or payment wages of deducting made from his or their wages which are not
justified the terms of contract.
(d) The regulations aforesaid shall deemed to be required into decide any complaint that the wages paid by
the contractor to and labour for the work done by such in labour in less than the paid for similar work in
neighborhood.
(e) The Officer in charge of the work shall have the right to decide whether any labourers employed by
contractor is below the age of fourteen years and to refuse to be employed by the contractor.

1250/- by Bank Draft are invited from the registered P.W.D contractors to be eventually drawn in P.W.D Form
No. – F2 will be received up to 3 P.M on 14-10-2011 by the Chief Engineer (comm.) Ranchi / S.E Road circle
Hazaribagh/undersigned For the work of Construction of R.C.C. Slab Culvert of size 1.50 X 1.00 m in 3 rd km
of Rajauli-Chandwara-Barhi Road in R.C.D., Road Division Koderma For Year 2011-12 and will be opened in
the presence of the Contractors or their authorized agents on 14-10-2011 at 3.30 P.M by the respective officer in
their office.

3. Tenderers would state the period within which can complete the work from the date receipt of written orders to
commence the work.

12. The distance of quarry or crusher site indicated in the B.O.Q or specific lead mentioned shall the basis of rates
for payment in respect of lead. Suitable deduction in rates shall be made in if lesser lead involved at any stages
during execution for the work in approved tenders.
13. It will be obligatory for the tenders to keep their after open for acceptance for a period of 180 days of receipt
of tenders.
14. The authority reserve the right to allot the work to any of the tenders and also to distribute the same among
tenders without assigning any reason thereof.
15. (a) Empty bitumen drums in good condition shall be returned by contractor in go-down failing which rates @
Rs 160 per drum will be recovered from the contractors bill of amount due to him in this department check
from approved B.O.Q.

16. The work will have to completed up to Three months from the date of issue of work order.
17. Vague and amigos tenders are liable for rejection.
18. In case supplying / fitting / fixing of Electrometric Bearing for bridge work the Prescribed Test Certificate
from manufacturing firms confirming the M.O.S.T. Standard and specification will be must and supply of the
electrometric bearing of any other types of bearing will have been taken for reputed firms which have all facilities
for testing of raw materials for manufacturing of bearing and testing the finished bearings.
19. Sales tax will be deducted from contractor’s bill as per Jharkhand Sale Tax Rules.
20. Higher tendered rates will not be applicable in case of materials issued by Department over issue rates and
mentioned in the tender documents and agreements.

GENERAL AND SPECIAL CONDITION FOR THE CONTRACTORS
1. Rate quote should be including of all taxes via Central Sales Tax, Jharkhand Sales Tax, Excise Duty (if valid)
and carriage of materials to be issued from P.W.D go down.
2. The tenders should submit I.T Clearance Certificate, Labour License Certificate from the Labour Department.
3. The work shall be done as per circle specification during excavation of the work absence of which I.R.C code
practice or M.T specification for the Road Bridge and building work shall be adopted.
4. The quantities in B.O.Q are approx actual measurement for work actually executed shall be measured and
value calculated at the rates approved by the basis of payment quantities and item can be increased or
decreased by the Engineer in charge and the contractor shall have to execute the same at rates sanction for the
same and no extra rate can be claimed for extra quantities involved.
5. The contractor shall be issued departmental materials on available as per actual requirement at the rate
stipulate above materials received by the contractor in excess of the actual requirement shall be recovered at
the rates double the rates mentioned above.
6. o claimed shall be entertained for :-
(a) Fluctuation of rates of labour and materials execution of work.
(b) Delay in issue of materials or non-availability of departmental materials.
(c) Any loss due to natural calamity.
(d) Due to any act of enemies.

7. Procurement of materials and consumption of water with its drainage will be entire responsibility of the
contractor and no claim shall entertained in this amount.

under labour law and shall have to pay to labour minimum wages act enforced on time to time by the labour
department.
9. The contractor should get the sample of bricks, sand, metal, chips, gravel or mooram required for use in work
approved by the Engineer-in-Charge before collection and use.
10. In case if using bitumen from bulk bitumen storage tank it shall be responsibility for the contractors to be
called the same to works site after refilling in empty drums. However the empty drums can be supplied by the
department for use as contains if available which shall have to be returned to department in good condition
after use failing which a sum of Rs 110/- per drum shall be recovered from the bill.
11. Cube of 10”x 10” will be taken for every type of concrete works the test results of this must justify the
strength of its any sample as after 28 days of casting.

contractor and if he fails to do so the same will not be done through any other and cost will be recovered
from the contractor. The concerning work will have to be done by machine falling for which the contractor
will have to manage necessary equipment and mixer etc. at his own cost.
15. Vibrators for which the contractor will have to keep nos. of vibrator at site at his own cost.
16. Every work will have to be done in proper way in order to avoid accident to the workers and he will have to
bear the cost of compensation etc.
17. The suppliers centering and shuttering during concreting period will be contractors responsibility and no
claim in this account will be entertain.
18. No claim making said godown by the contractor’s will be entertained.
19. Providing lighting and necessary road barriers or lighting arrangement is contractor’s responsibility.
20. No claim will be entertained unless submit for final decision by the contractors each month otherwise it may

21. The tender should acquaint himself with the nature of works lead of contract materials involved in
finished item of work.
22. The contractor should give his full address and name.
23. The case of supply of departmental materials such as cement, steel, bitumen etc.contractor will keep a proper
account of stores received by him from department. This will always remain the property of Government.
He should also tender any time account of site materials received and actually used in the work. The P.W.D
officer have to verify and reject the materials received for the department on the basis of actual requirement
the cost of recovered at penal rate which will be carefully unable to improper misuse of scarce material.
24. The contractor will make own agreement for night guard etc. and the tender rate should be inclusive of rate.
25. All materials to be supplied by the contractors for the work should be got appropriate in writing by the E/I.
prior to use in work immediately after rejection otherwise department may remove for the site.
26. All wood work should be get approved and passed by the E/I in writing up in position and polished,
varnished or painting as the case may be.
27. All facilities for stocking of works and bills will be approved by the contractors.
28. After completion of works contractor will remove all debris at his cost and fill up the vats and leave the site
clean.
29. Contractor should maintain the SITE ORDER BOOK at the site or work notice instruction concerning the
site order book will be property of the department after completion of work and will remaining the
departmental custody.
30. The contractor will be held responsible for any site accident due to mismanagement of the contractor and
liable to pay any damage for such accident.
31. In case of any failure of this contract supply of materials or stores on application of the contract within 60
days, the date of such failure or delay such extension of time shall appear to the Executive Engineer to be
responsible in accountancy with the circumstances of the case can be however allowed.
32. In decision of the extension of time shall be given by the competent authority and be accepted at finally
by the contractor.
33. The physical property of road materials should satisfy the test as per requirement given in M.O.S.T of the
classification or as given in this note sheet.
34. (i) In case of the rate of tender is accepted above the B.O.Q. rate by the competent authority, the enhanced
% of rate shall not be applicable over the cost of bitumen.
(ii) In case of rate quoted by the Agency is less than the B.O.Q. rate then the less% of rate shall be
applicable on the cost of bitumen also.

COMPESATIO AD CODITIO OF COTRACT
CLAUSE – I
All compensation or other sums or money payable by the contractor or Government under the terms of
his contract may be deputed from or paid by the sales of sufficient part of his security deposit or from the interest
arising there firm or form any sum be due or any because due to the contractors or Government or any account
whatever and the event of the security to deposit being reduce by reason of delay there after make good in each or
Government security endorsed any sums which may be deducted from or raised by sale or is security or any part
thereof.
CLAUSE –II
The time allowed for carrying out the works as entered in the tender shall be strictly observed by the
contractor and shall be recall from the date on which the written order to commence the work is given to the
contractor. The work shall trough stipulated period of the contract to be carried or with all due differences (time
being deemed to be the absence of the contractor or the part of the contractor) and the contractor shall pay a
compensational whole works shown by the tender for every day that the works remained uncommented or
unfinished until such date as the Executive Engineer or his authorized agents are fully complied with the
contractors to the Executive Engineer’s satisfaction and further to insure mild progress during the excavation of
the work the contractor shall bound in all cases in which the time allowed for any work in months complete one
further of the part of the work before the forth of the whole time allowed under the contractor his lapsed in the
contract falling to comply with his condition shall be liable to pay as compensation and amount about to 1/3
percent or the said estimated cost of the whole work for every day due to quality of work remains in completed
always that the entire amount of compensation to be paid under the provision of this clause shall not exceed 10%
on the estimated cost of the work as shown in the tender.

OTIFICATIO OF CLAUSE -18
(a) Wages means whether for time or price work notified at the time of inviting tenders for the work and here
such wage have not notified the wages prescribed by the Central Public Work Department for the district
in which the work is done.
