SHORT NOTICE <strong>IN</strong>VIT<strong>IN</strong>G RE-TENDER (N.I.T.)<br />

CHAPTER -1<br />

1.1. Sealed tender on approved bill of quantity to be eventually drawn in PWD<br />

Form No. F2 will be received from Registered eligible RCD GOJ contractor of<br />

appropriate category on 27.01.2011 till 3.00 PM by Chief Engineer<br />

(Communication) R.C.D., Jharkhand, Ranchi, the S.E., Road Circle, Ranchi &<br />

Executive Engineer, Road Division, Ranchi (Rural).<br />

1.2. For the Work of Emergent Protection of road embankment and<br />

construction of approach road of Halmad bridge in KM 24 of Jonha -<br />

Purabdih Road for 2010-11 at an Estimated cost of ` 39,99,559.00 and will<br />

be opened by Chief Engineer (Communication) R.C.D., Jharkhand, Ranchi,<br />

the S.E., Road Circle Ranchi & Ex. Engineer, Road Division, Ranchi "(Rural<br />

on 27.01.2011 at 3.30 PM. The Tenderer or their authorized representative<br />

whosoever desire may remain present at the time of opening of tender in the<br />

above said offices.<br />

1.3. The work is to be completed in all respect upto 20 th March 2011. The items of<br />

works, Plan, specifications or any other information in connection with the<br />

work can be seen in the office of the Executive Engineer, RCD, Road<br />

Division, Ranchi (Rural) on any working day during office hours before filling<br />

the tender.<br />

1.4. Bill of Quantity can be purchased from the Office of the E.E, Road Division,<br />

Ranchi (Rural), S.E., Road Circle, Ranchi and Chief Engineer<br />

(Communication) R.C.D., Jharkhand, Ranchi on payment of ` 5000.00 (nonrefundable)<br />

in the shape of Account Payee Bank Draft payable at Ranchi only<br />

in favour of Executive Engineer, R.C.D, Road Dvision, Ranchi (Rural) (by<br />

designation), for each work as mentioned in the tender notice on during<br />

working hou` NO tender paper will be sold by any office detailed above on the<br />

date fixed for receiving the tender.<br />

1.5. EARNEST MONEY (E.M.) :- ` 80,000.00.<br />

1.5.1. Tenderers are required to deposit E.M. amounting to ` 80,000.00 in the shape<br />

of Bank Guarantee from a Schedule Bank and valid for 90 (Ninety) days from<br />

the date of receipt of tender, National Saving Certificate (6th issue & 8th<br />

issue), 3/5 Years Post Office Time deposit duly pledged from any Post Office<br />

within the State of Jharkhand, in favour of Executive Engineer, RCD, Road<br />

Division, Ranchi (Rural), by designation only condition apply.<br />

Note :- Insurance Guarantee Bond / Cash / Cheque / Bank Draft or any other<br />

security in place of those specified above shall not be accepted.<br />

1.5.2. Duly pledged E.M. if any lying with the concerned Executive Engineer against<br />

work already completed shall not be adjusted by transfer, In such case the<br />

tenderer is required to get the same refunded and then attach the same with<br />

tender, duly pledged afresh against the work for which tender is filled.<br />

1.5.3. Tender not accompanied with required E.M in the prescribed manner shall be<br />

outrightly rejected and will have no place in the comparative statement.<br />

1.5.4. Clauses 1.5.1 to 1.5.3 shall not apply to tenderers who are exempted from<br />

depositing E.M. Such tenderers must enclose photostat copy of the exemption<br />

certificate issued by the competent authority in this respect.<br />

1.6. Tenderer should quote his / her / their rate on overall items (not item - wise) in<br />

percentage above or below (both in figure & words) over their rates mentioned<br />

in the bill of quantity issued by the authorized officer.<br />

1.7. In case the overall rates quoted by the Tenderer is less than 15 (Fifteen) %,<br />

this will be treated as unworkable & the tender may be treated as invalid.<br />

1.8. It will be obligatory on the part of the tenderer to keep their offer open for<br />

acceptance for a period of 180 days from the date of opening of tender.<br />

1.9. Tenderers shall enclose photostat copy of his / her / their registration &<br />

exemption certificate (if any) in absence of which the tenders may not be<br />

considered.<br />

1.10. Sales Tax/Income Tax clearance certificate; Labour License & Letter of<br />

Registration of RCD Govt. of Jharkhand as contractor should be submitted by<br />

the tenderer for works costing more than 10,000/- otherwise it may be<br />

rejected.<br />

1.11. Authority is reserved to reject any or all the tenders received or to allot the<br />

work to one or more contractors without assigning any reason.<br />

1.12. In the case of successful tenderer(hereinafter called contractor) the amount of<br />

E.M will be transferred towards Initial Security Deposit in such a manner so<br />

that the security deposit will be 5% of approved amount of tender & the<br />

remaining 5% shall be recoverable from the subsequent bills.<br />

1.13. The Earnest Money of successful tenderer (hereinafter called the<br />

contractor)which accompany the tender will be forfeited in case the tenderer<br />

declines to sign the agreement or fails to deposit Security Money within 10<br />

days of being called upon to do so, after approval of tender by Competent<br />

Authority Those contractors, who are exempted from depositing E.M,will<br />

deposit initial security money within 10 days of being called upon to do so.lf<br />

they fail to do so or decline to sign the agreement within the stipulated period<br />

requisit sum of money will be forfeited by way of adjustment from any sum to<br />

be paid to him by the department for other works, including his security money<br />

and in addition he will be Black Listed and his registration will be cancelled.<br />

1.14. The N.I.T with general rules and special conditions will form part of the<br />

Contract Documents.<br />

1.15. The following departmental materials/equipments.if supplied by the<br />

department, their issue rates will be charged from the contractor as mentioned<br />

below against each item.Their place of delivery is also indicated. Carriage or<br />

transportation of these materials or equipments to the work site is to be done<br />

by the contractor at his own cost<br />

1.16. As per order contained in Letter No.A2-C.W-Tender-17 /93-4605(E) Dtd.<br />

1/9/93 of Engineer-m-Chief cum Addl. Commissioner cum Special Secretary<br />

R.C.D, Govt. Of Bihar. it is essential for the tenderers to have ownership of<br />

the following Road Making Machineries in working condition:-<br />

(A) For works the estimated cost of which is more than `ONE Crore :-<br />

(I) Diesel Road Rollers - 2(two) numbe`<br />

(II) Mini Hot-Mix Plant- 1(one) number.<br />

(Ill) Tar Boiler - 1(one) number.<br />

(B) For works the estimated cost of which is more than `20 (Twenty) Lakh<br />

:-<br />

(I) Diesel Road Roller - 1(one) number.<br />

(II) Tar Boiler -1(one) number.<br />

1.17. Tenderers having ownership of Earth Moving machineries in working<br />

condition will be given preference in allotment of those works the estimated<br />

cost of which is more than `1.00(One)Crore only.<br />

1.18. Tenderers having ownership of HMP Paver Diesel Road Roller (Vibratory &<br />

Normal) and Tar Boiler etc. i e Road making machineries in working condition<br />

may be considered to be given preference in allotment of works, the<br />

estimated cost of which is more than ` 50.00(Fifty) Lacs only<br />

1.19. Tenderers are required to attach with their tenders authorized and valid<br />

certificates regarding their actual ownership of the Road making machineries<br />

and Earth Moving machineries mentioned in clause 1.17 & 1.18, failing which<br />

their claim for allotment of the work may be rejected.<br />

1.20. The authorized and valid certificates of actual ownership of the above<br />

mentioned Road making machineries and Earth Moving machineries to be<br />

attached with the tenders must prove that the tenderer/tenderers<br />

himself/themselves are actual bonafied owners of those Road making<br />

machineries and Earth Moving machineries and the same are in working<br />

condition.<br />

1.21. Payment will be made subject to availability of fund.<br />

CHAPTER-II<br />

GENERAL RULES<br />

2.1 The complete Tender with all its enclosures shall be enclosed in sealed<br />

envelop and delivered / sent by Registered Post to the Chief Engineer<br />

(Communication),Ranchi / Superintending Engineer. Road Circle.Ranchi /<br />

Executive Engineer, RCD, Road Division, Ranchi (Rural) as the case may be<br />

so as to reach on or before the date and time as stipulated in N.I.T para 1.1<br />

2.2. The tenderer should mention in his forwarding letter a list of all documents<br />

submitted with the tender.<br />

2.3. The tender shall contain the full name, Contact Number address of residence<br />

and place of business of person or persons filling the tender. In case their is<br />

subsequent change in address, it must be informed to the concerned E.E,<br />

S.E., C.E by Registered Post with A/D.<br />

2.4. All pages of Tender Document, General Rules and Special Conditions must<br />

be initiated at the lower left hand corner, as person, where required in the<br />

tender papers by the tenderer or as person holding power of attorney<br />

authorizing to sign on behalf of the partners before submission of the tender.<br />

2.5. In the event of the tender being submitted by a firm, it must be signed by each<br />

partner thereof, and in the event of absence of any of the partner the power of<br />

attorney authorizing him to do so must be produced on demand. All<br />

signatures shall be dated.<br />

2.6. No tenderer shall file tender for more than one work in one sealed envelope.<br />

Tenderer desirous of submitting tender for more than one work shall submit<br />

tender in separate sealed envelope for each work on appropriate and duly<br />

purchased B.O.Q. The name of the work should be clearly written on the<br />

sealed envelope.<br />

2.7. The rates quoted by the tenderer shall be inclusive of Income Tax, Sales Tax,<br />

Royalty or any other Provincial and. Central Taxes applicable at that time.<br />

2.8. The tenderer shall be presumed to have carefully examined the conditions of<br />

the contract and specifications of the work. The tenderer will also be deemed<br />

to have inspected the work site and to have satisfied<br />

himself/herself/themselves independently as to the nature, extent and<br />

practicality of all works and required approaches & other means of<br />

communication & access, to the site, as referred to lands, buildings, available<br />

for accommodation that may be required for temporary purpose in connection<br />

with the contract of work, also availability of construction materials, location of<br />

work site including its climate & other geological characteristic, availability of<br />

skilled, semi-skilled & un-skilled laboure` The consequences of the lack of<br />

necessary knowledge required for the work will be totally at the risk and cost<br />

of tenderer.<br />

2.9. Normally specification of road, Ministry of Transport & Highways, Government<br />

of India (MORT & H) would be followed for the execution of works. Those<br />

works, which are not covered by MORT & H Specification, R.C.D or Circle<br />

specification will be followed.<br />

2.10. The tenderer will have to submit a program of the work to be executed with<br />

the tender.<br />

2.11 The tenderer will maintain watch guards for the safety of the materials, if any,<br />

supplied by the department at his own cost.<br />

2.12. All labourers engaged in the work are to be paid as per latest Minimum<br />

Wages Act. in force at the time of execution of contract work.<br />

2.13. The tenderer will provide to the labourers ,hut for shelter, drinking water safety<br />

and worksite and medical facilities and keep the site clean at his own cost.<br />

2.14 Extension of time on valid reasons may be granted by the competent<br />

authorities as per Government rules and circulars in force and as revised from<br />

time to time.<br />

2.15. The tenderer must return all the tender papers duly signed on each page<br />

while submitting the tender paper, failing which the same may be declared<br />

invalid.<br />

2.16. On receipt of the written order from the concerned Executive Engineer, the<br />

successful tenderer will first deposit the balance amount of initial security<br />

deposit (ISD)within the specified period of ten days and then enter into an<br />

agreement with Executive Engineer on the basis of the stipulation in the<br />

approved tender documents along with subsequent terms as mutually'agreed<br />

upon before the issue of work order. Written order to commence the work<br />

shall be issued by the Executive Engineer after acceptance of the agreement<br />

by the competent authority.<br />

2.17. (a) lf the rate quoted by the tenderer above the BOQ rate and the<br />

competent authority approved the rate, then the enhancement over the<br />

BOQ rates shall not be applicable over the cost of bitumen.<br />

TENDERER<br />

(b) It the tenderer quotes the rate below the BOQ rate and the competent<br />

officer approved it, then the reduction over the BOQ rate shall be<br />

applicable on all items of work including the cost of bitumen.<br />

CHAPTER- III<br />

SPECIAL CONDITIONS FOR F2 / H CONTRACT<br />

3.1. The successful tenderer (hereinafter called the Contractor must maintain a<br />

site order book at each work site which will be produced when asked for by<br />

the departmental Officers for needful. Any order or instruction passed on the<br />

site order book by the Inspecting officer should be communicated to the SDO,<br />

EE, SE and concerned inspecting Officers by the J.E in charge of the work. A<br />

copy of the same should be kept by the J.E. The site order book may be<br />

submitted to E.E with running account bills ,if required, but must be submitted<br />

with final bill.<br />

3.2. The contractor should always remain available at the work site ,but where it is<br />

not so possible for him to do so, he must appoint a representative for the<br />

purpose who would be duly authorized by the contractor to receive<br />

instructions and carry out instruction of departmental officers .and also to<br />

receive lette` He may also delegate him any other power as he thinks fit ,but<br />

in every case he will inform immediately the concerned J.E.S.D.O and E.E<br />

regarding appointment of such representative along with his name contact<br />

number, address and identity in writing by Regd Post with A/D.<br />

3.3 If the Royalty clearance certificate for mines/minerals used in the work is not<br />

produced with the bill, Royalty will be deducted from the concerned running<br />

bill, at the rates prevailing at the time of execution of work, by the<br />

department. Production of royalty clearance certificate along with the final bill<br />

is a must, failing which final bill will be neither passed nor paid, and for such<br />

non-payment or delay in payment, the whole and sole responsibility will be of<br />

the contractor alone.<br />

3.4 Recovery of cost for materials supplied by the department will be made at the<br />

rates stipulated in the N.I.T and or agreement. For departmental materials<br />

found to be in excess of actual consumption calculated on the basis of<br />

approved design, drawing and specifications and/or field or laboratory tests<br />

with the contractor, recovery will be made at penal rate or the market rate<br />

prevailing at the time of effecting recovery plus 10%, which ever is higher as<br />

per rules, provided the same is not returned back by him in good and<br />

acceptable conditions to the departmental stores at his own cost.<br />

3.5 The contractor shall provide sufficient plant, equipments and labour and shall<br />

work such hours and shifts as may be necessary to maintain the progress as<br />

per schedule. The working and shift hours should comply with all Govt, rules<br />

and regulations in force from time to time during the entire period of execution<br />

of the contract work.<br />

3.6 The contractor shall make adequate arrangement for the safety of the<br />

labourers during execution of the contract work. He will be responsible for any<br />

compensation for the same and will have to be paid by him as decided by the<br />

competent authority.<br />

3.7 The-contractor should get the sample of all the materials approved by the E/l,<br />

before collecting the same for use at work site.' The sample in sealed glass<br />

jars shall be kept in the custody of the E/l.<br />

3.8 The contractor shall have to get tested the strength of cement concrete(both<br />

plain & reinforced)for each days casting as per IRC codes. Although<br />

achievement of the prescribed cube strength is a must, concrete found to<br />

have lower value may be rejected or accepted at suitable reduced rate under<br />

specific orders of the competent authority. The cost of concrete cubes,<br />

moulds, carriage of cubes to and from the testing laboratory and all other<br />

incidental charges incurred in this regard shall be borne by the contractor.<br />

3.9 The contractor shall, if required by the E/l, must arrange for test of other<br />

materials at his own cost. If the quality of materials appears to be inferior or<br />

the portion of the work is found to be defective or unsound ,the contractor may<br />

be asked to remove and or pull down and re-execute the same at his own<br />

cost or in case such defect is found out due to departmental fault he shall be<br />

paid at suitably reduced rates for that item of work .The contractor shall bear<br />

all cost in this regard.<br />

3.10 For works exceeding ` 50 (Fifty) Lacs, it will be obligatory for the contractor to<br />

keep a properly equipped testing laboratory near the work site at his own cost<br />

.where he will get the samples tested by the department<br />

3.11 All rejected materials will have to be removed from the site by the contractor,<br />

after their rejection, within seven days from the date of written order of E.E,<br />

failing which the E.E will get these removed in whatsoever manner he thinks<br />

fit and will recover the cost involved for such removal from the contractor after<br />

lapse of seven days time<br />

3.12 M.S.Bars, joint angles etc. will be issued in length available in the<br />

departmental stores. Their cut pieces in length less than 1/10m shall not be<br />

taken back. While assessing the quantity of consumption in the work, wastage<br />

in such materials may be allowed up to maximum limit of 5% after due<br />

consideration by the department Cost of quantity allowed as wastage shall be<br />

recovered at issue rate of such materials as prescribed in para 1.15 of N.I T.<br />

3.13 Issue rate of supply of Bitumen as mentioned in Para 1.15,includes cost of its<br />

drums, hence the empty bitumen drums are to be returned back in good<br />

condition to the stores from where it was issued, failing which its cost will be<br />

recovered from the bill of contractors @ `80/-(Eighty) only per drum.<br />

3.14 If the actual lead of materials like stone metal, stone chips, boulder, bricks,<br />

sand , moorum etc is found to be less than the lead provided in the BOQ, then<br />

its payment will be made proportionately on reduced rate. In case the actual<br />

lead is more than the lead provided in the BOQ it will be mandatory to obtain<br />

prior consent of the authority who approved the tender, before<br />

commencement of supply of such materials from the increased lead, else no<br />

claim of contractor will be entertained for enhanced lead.<br />

3.15. It will be essential to do all items of road works (Original work) in sequence<br />

from one end in scientific way so as to complete the works up to next end. It<br />

should not be done in hazarded way such as collection of materials in one<br />

Kilometer, box- cutting in other Kilometers, consolidation work in patches etc.,<br />

which leads to progress of all Items of work simultaneously Kilometerwise.quantity-<br />

wise always from one end. So that the complete road is<br />

available for use in one strech from that end after completing the work in<br />

particular Kilometer,and then only take up the work In next Kilometer.<br />

3.16 After completion of work the contractor will remove all debris and fill up vats<br />

etc.,as desired by E/l and leave the site clear and tidy at his own cost.<br />

3.17 The department reserves the right of omitting or suspending the construction<br />

or changing site etc., if considered necessary at any stage.<br />

3.18 The following items shall not be paid extra and the tendered rates shall be<br />

inclusive of those:-<br />

(i) Site clearance such as clearing the shrubs, bushes, wood-undergrowth &<br />

small trees not exceeding 12" in girth measured at 3' above the ground.(ii)<br />

Setting out works, profile, lay-out etc. (iii) Venderised battering or benching or<br />

excavation of foundation trenches, (iv) Forming or leaving "Toll - Tate" or<br />

witness in borrow pits and their removal after measurement. However<br />

deduction will be made in quantity of earth work for those.(v) Excavation for<br />

inserting of planking and shuttering.(vi) Forming (or leaving) stop in sides of<br />

deep excavation & their removal after measurement.(vii) Bailing out rain<br />

water/and or surface water in case the excavated foundation trenches were<br />

filled up by these during entire period of construction.(viii) Removing of spoils<br />

that of fells in excavation, (ix) Making vats, platform, channel etc.<br />

3.19 The contractor will have to use his own machinery for completion of the work<br />

within the time stipulated in the contract, the carriage of machinery to different<br />

sites under this contract from one place to another for this work will be the<br />

responsibility of the contractor and all expenses in this regard will be born by<br />

him.<br />

3.20 Other machinery like asphalt, mixer, tar-boiler, pump, vibrator, concrete mixer<br />

etc., if available in the stores of the concerned division , may be issued to the<br />

contractor on his written request(on hire or free of cost as the case may be)on<br />

the terms quoted in his tender cove` Their hire charges, if applicable, along<br />

with its called expenses as detailed below in sub-paras 3.20.1 to 3.20.10<br />

which are to be for departmental machinery. The condition laid down in subpara<br />

3.20.1 to 3.20.10 will apply to departmental road roller issued to<br />

contractor.<br />

3.20.1 Hire charges of roller has been indicated in Para 1.15 of N.I.T. Hire charges of<br />

other machineries will be communicated on , and the same shall have to be<br />

accepted by the contractor. Prayer for reduction of hire charges so fixed shall<br />

not be entertained.<br />

3.20.2 Carriage and running charges of machineries, if any, including on incidental<br />

and contingent charges for transporting the same from place of delivery to the<br />

work site and their return to the place of issue, shall be borne by the<br />

contractor on his own cost.<br />

3.20.3 Salary of roller driver, khalasi, operator of other machineries will be borne by<br />

the contractor for the period the machineries in question remaining with the<br />

contractor. The period spent on it's transport from place of issue to work site<br />

and back shall also be for that purpose. It will be the responsibility of the<br />

contractor to obtain necessary information regarding salary of the<br />

departmental staff.<br />

3.20.4 The cost of fuel and lubricants for running the machinery will be borne by the<br />

contractor.<br />

3.20.5 The plants and machineries issued on hire or free of cost to the contractor by<br />

the department will have to be maintained properly. In addition to its general<br />

daily maintenance and in case of roller, it shall also be cleaned in a week &<br />

stores required for cleaning i.e. kerosene oil, jute, grease, mobil etc. will have<br />

to be supplied by the contractor at his own cost The Mobil oil and C.Oil will<br />

have to be changed after 200(two hundred) & 1000(one thousand) running<br />

hours respectively at his own cost.The quality of all the above materials, used,<br />

must be-approved by the E/l before use.<br />

3.20.6 During the operation period, while the machinery is on work with the<br />

contractor, all minor repairs or break down .costing up to `1000/- at a time will<br />

be the responsibility of the contractor and such repair should be completed<br />

within a maximum period of three days under intimation to concerned J.E.<br />

S.D. O & E.E.<br />

3.20.7 In case the contractor fails to supply the required fuels, lubricants and other<br />

stores required for running and proper maintenance of the departmental<br />

machineries, issued to contractor on hire or free of cost for using the same in<br />

the work, the same shall be supplied by the department & full cost, inclusive<br />

of handling, procurement and all other incidental charges shall be recovered<br />

from the contractor from next immediate bill. It will be responsibility of the<br />

concerned J.E and S.D.O to keep the contractor, E.E. and S.E informed of<br />

such expenses well in time<br />

3.20.8 If the departmental road roller remains idle due to contractor's fault, it's cost<br />

will be recovered from the Contractor as per Schedule of Rate for this item<br />

applicable at the time.<br />

3.20.9 Hire, establishment and other charges for the Idle or repair periods shall be<br />

borne by the contractor.<br />

3.20.10 In the event of loss or theft of the machinery or any of its components<br />

in part or full when it stands issued to the contractor, the value of such lost<br />

articles will be recovered from the contractor at the price fixed by the C.E. or<br />

E.G concerned.<br />

3.21 CLAIM NOT ADMISSIBLE under following circumstances :-<br />

a)Extra Items of work done without written order of competent authority :-<br />

b)In case Sudden fluctuation and / or increase In rates of labour, materials,<br />

royalty, various taxes, railway freight, fuel, lubricants, carriage cost etc. at any<br />

stage of the work<br />

c) Short supply and / or non-supply and / or delay in supply of departmental<br />

materials and / or equipments<br />

d)Non-availability of labour of any category required for the work.<br />

e)Labour sitting idle due to any reason / cases.<br />

f) Delay in communication regarding any charges or modification in design,<br />

drawing, specification, alterations, etc.<br />

g)Loss sustained due to :-<br />

1) Acts of enemies including agitation by <strong>Public</strong> and Riot.<br />

2) Transportation and Procurement difficulties.<br />

3) Natural Calamities.<br />

4) Any other circumstances out of human control.<br />

3.22 In case Bulk Bitumen is issued by the department to the agency, no extra cost<br />

will be paid on account of lifting the same from departmental godown in<br />

drums, empty them and carriage of the same from the R.C.D godown to the<br />

site of work and these operations will have to be done by the contractor at his<br />

own cost.<br />

3.23 Proportionate deduction shall be made from the bill of the contractors for less<br />

leads of stone aggregates and moorum from their sources of actual receipt in<br />

comparison to those provided in the B.O.Q, but no extra payment will be<br />

made for more leads if any actually involved unless approved in advance by<br />

the competent authority.<br />

3.24 Extension of time, if justified, may be granted by the different competent<br />

officers for different periods of time, for different types and values of works as<br />

noted below, otherwise penalty for non-fulfillment of the contract may be<br />

imposed, after giving due consideration for poor progress at different stages<br />

of works without valid and satisfactory reasons. More payments of running<br />

account bills, keeping back certain amount for non-extension of time, does not<br />

qualify as a valid ground for grant of Extension of time as a matter of right.<br />

The Officer granting such extension of time has the full liberty to wait &<br />

examine the circumstances which led to such requirement for fulfillment of<br />

contract, and use his own discretion for passing final orders, which shall be<br />

treated as final and shall be binding and conclusive for the contractor.<br />

Silli Banta Hazam Tiker Rangamati Road for 2010-11 at an Estimated cost<br />

of ` 39,99,559.00 and will be opened by Chief Engineer (Communication)<br />

R.C.D., Jharkhand, Ranchi, the S.E., Road Circle Ranchi & Ex. Engineer,<br />

Road Division, Ranchi "(Rural on 27.01.2011 at 3.30 PM. The Tenderer or<br />

their authorized representative whosoever desire may remain present at the<br />

time of opening of tender in the above said offices.<br />

1.3. The work is to be completed in all respect upto 20 th March 2011. The items of<br />

works, Plan, specifications or any other information in connection with the<br />

work can be seen in the office of the Executive Engineer, RCD, Road<br />

Division, Ranchi (Rural) on any working day during office hours before filling<br />

the tender.<br />

1.4. Bill of Quantity can be purchased from the Office of the E.E, Road Division,<br />

Ranchi (Rural), S.E., Road Circle, Ranchi and Chief Engineer<br />

(Communication) R.C.D., Jharkhand, Ranchi on payment of ` 5000.00 (nonrefundable)<br />

in the shape of Account Payee Bank Draft payable at Ranchi only<br />

in favour of Executive Engineer, R.C.D, Road Dvision, Ranchi (Rural) (by<br />

designation), for each work as mentioned in the tender notice on during<br />

working hou` NO tender paper will be sold by any office detailed above on the<br />

date fixed for receiving the tender.<br />

1.5. EARNEST MONEY (E.M.) :- ` 48,000.00.<br />

1.5.1. Tenderers are required to deposit E.M. amounting to ` 48,000.00 in the shape<br />

of Bank Guarantee from a Schedule Bank and valid for 90 (Ninety) days from<br />

the date of receipt of tender, National Saving Certificate (6th issue & 8th<br />

issue), 3/5 Years Post Office Time deposit duly pledged from any Post Office<br />

within the State of Jharkhand, in favour of Executive Engineer, RCD, Road<br />

Division, Ranchi (Rural), by designation only condition apply.<br />

Note :- Insurance Guarantee Bond / Cash / Cheque / Bank Draft or any other<br />

security in place of those specified above shall not be accepted.<br />

1.5.2. Duly pledged E.M. if any lying with the concerned Executive Engineer against<br />

work already completed shall not be adjusted by transfer, In such case the<br />

tenderer is required to get the same refunded and then attach the same with<br />

tender, duly pledged afresh against the work for which tender is filled.<br />

1.5.3. Tender not accompanied with required E.M in the prescribed manner shall be<br />

outrightly rejected and will have no place in the comparative statement.<br />

1.5.4. Clauses 1.5.1 to 1.5.3 shall not apply to tenderers who are exempted from<br />

depositing E.M. Such tenderers must enclose photostat copy of the exemption<br />

certificate issued by the competent authority in this respect.<br />

1.6. Tenderer should quote his / her / their rate on overall items (not item - wise) in<br />

percentage above or below (both in figure & words) over their rates mentioned<br />

in the bill of quantity issued by the authorized officer.<br />

1.7. In case the overall rates quoted by the Tenderer is less than 15 (Fifteen) %,<br />

this will be treated as unworkable & the tender may be treated as invalid.<br />

1.8. It will be obligatory on the part of the tenderer to keep their offer open for<br />

acceptance for a period of 180 days from the date of opening of tender.<br />

1.9. Tenderers shall enclose photostat copy of his / her / their registration &<br />

exemption certificate (if any) in absence of which the tenders may not be<br />

considered.<br />

1.10. Sales Tax/Income Tax clearance certificate; Labour License & Letter of<br />

Registration of RCD Govt. of Jharkhand as contractor should be submitted by<br />

the tenderer for works costing more than 10,000/- otherwise it may be<br />

rejected.<br />

1.11. Authority is reserved to reject any or all the tenders received or to allot the<br />

work to one or more contractors without assigning any reason.<br />

1.12. In the case of successful tenderer(hereinafter called contractor) the amount of<br />

E.M will be transferred towards Initial Security Deposit in such a manner so<br />

that the security deposit will be 5% of approved amount of tender & the<br />

remaining 5% shall be recoverable from the subsequent bills.<br />

1.13. The Earnest Money of successful tenderer (hereinafter called the<br />

contractor)which accompany the tender will be forfeited in case the tenderer<br />

declines to sign the agreement or fails to deposit Security Money within 10<br />

days of being called upon to do so, after approval of tender by Competent<br />

Authority Those contractors, who are exempted from depositing E.M,will<br />

deposit initial security money within 10 days of being called upon to do so.lf<br />

they fail to do so or decline to sign the agreement within the stipulated period<br />

requisit sum of money will be forfeited by way of adjustment from any sum to<br />

be paid to him by the department for other works, including his security money<br />

and in addition he will be Black Listed and his registration will be cancelled.<br />

1.14. The N.I.T with general rules and special conditions will form part of the<br />

Contract Documents.<br />

1.15. The following departmental materials/equipments.if supplied by the<br />

department, their issue rates will be charged from the contractor as mentioned<br />

below against each item.Their place of delivery is also indicated. Carriage or<br />

transportation of these materials or equipments to the work site is to be done<br />

by the contractor at his own cost<br />

1.16. As per order contained in Letter No.A2-C.W-Tender-17 /93-4605(E) Dtd.<br />

1/9/93 of Engineer-m-Chief cum Addl. Commissioner cum Special Secretary<br />

R.C.D, Govt. Of Bihar. it is essential for the tenderers to have ownership of<br />

the following Road Making Machineries in working condition:-<br />

(A) For works the estimated cost of which is more than `ONE Crore :-<br />

(I) Diesel Road Rollers - 2(two) numbe`<br />

(II) Mini Hot-Mix Plant- 1(one) number.<br />

(Ill) Tar Boiler - 1(one) number.<br />

(B) For works the estimated cost of which is more than `20 (Twenty) Lakh<br />

:-<br />

(I) Diesel Road Roller - 1(one) number.<br />

(II) Tar Boiler -1(one) number.<br />

1.17. Tenderers having ownership of Earth Moving machineries in working<br />

condition will be given preference in allotment of those works the estimated<br />

cost of which is more than `1.00(One)Crore only.<br />

1.18. Tenderers having ownership of HMP Paver Diesel Road Roller (Vibratory &<br />

Normal) and Tar Boiler etc. i e Road making machineries in working condition<br />

may be considered to be given preference in allotment of works, the<br />

estimated cost of which is more than ` 50.00(Fifty) Lacs only<br />

1.19. Tenderers are required to attach with their tenders authorized and valid<br />

certificates regarding their actual ownership of the Road making machineries<br />

and Earth Moving machineries mentioned in clause 1.17 & 1.18, failing which<br />

their claim for allotment of the work may be rejected.<br />

1.20. The authorized and valid certificates of actual ownership of the above<br />

mentioned Road making machineries and Earth Moving machineries to be<br />

attached with the tenders must prove that the tenderer/tenderers<br />

himself/themselves are actual bonafied owners of those Road making<br />

machineries and Earth Moving machineries and the same are in working<br />

condition.<br />

1.21. Payment will be made subject to availability of fund.<br />

CHAPTER-II<br />

GENERAL RULES<br />

2.1 The complete Tender with all its enclosures shall be enclosed in sealed<br />

envelop and delivered / sent by Registered Post to the Chief Engineer<br />

(Communication),Ranchi / Superintending Engineer. Road Circle.Ranchi /<br />

Executive Engineer, RCD, Road Division, Ranchi (Rural) as the case may be<br />

so as to reach on or before the date and time as stipulated in N.I.T para 1.1<br />

2.2. The tenderer should mention in his forwarding letter a list of all documents<br />

submitted with the tender.<br />

2.3. The tender shall contain the full name, Contact Number address of residence<br />

and place of business of person or persons filling the tender. In case their is<br />

subsequent change in address, it must be informed to the concerned E.E,<br />

S.E., C.E by Registered Post with A/D.<br />

2.4. All pages of Tender Document, General Rules and Special Conditions must<br />

be initiated at the lower left hand corner, as person, where required in the<br />

tender papers by the tenderer or as person holding power of attorney<br />

authorizing to sign on behalf of the partners before submission of the tender.<br />

2.5. In the event of the tender being submitted by a firm, it must be signed by each<br />

partner thereof, and in the event of absence of any of the partner the power of<br />

attorney authorizing him to do so must be produced on demand. All<br />

signatures shall be dated.<br />

2.6. No tenderer shall file tender for more than one work in one sealed envelope.<br />

Tenderer desirous of submitting tender for more than one work shall submit<br />

tender in separate sealed envelope for each work on appropriate and duly<br />

purchased B.O.Q. The name of the work should be clearly written on the<br />

sealed envelope.<br />

2.7. The rates quoted by the tenderer shall be inclusive of Income Tax, Sales Tax,<br />

Royalty or any other Provincial and. Central Taxes applicable at that time.<br />

2.8. The tenderer shall be presumed to have carefully examined the conditions of<br />

the contract and specifications of the work. The tenderer will also be deemed<br />

to have inspected the work site and to have satisfied<br />

himself/herself/themselves independently as to the nature, extent and<br />

practicality of all works and required approaches & other means of<br />

communication & access, to the site, as referred to lands, buildings, available<br />

for accommodation that may be required for temporary purpose in connection<br />

with the contract of work, also availability of construction materials, location of<br />

work site including its climate & other geological characteristic, availability of<br />

skilled, semi-skilled & un-skilled laboure` The consequences of the lack of<br />

necessary knowledge required for the work will be totally at the risk and cost<br />

of tenderer.<br />

2.9. Normally specification of road, Ministry of Transport & Highways, Government<br />

of India (MORT & H) would be followed for the execution of works. Those<br />

works, which are not covered by MORT & H Specification, R.C.D or Circle<br />

specification will be followed.<br />

2.10. The tenderer will have to submit a program of the work to be executed with<br />

the tender.<br />

2.11 The tenderer will maintain watch guards for the safety of the materials, if any,<br />

supplied by the department at his own cost.<br />

2.12. All labourers engaged in the work are to be paid as per latest Minimum<br />

Wages Act. in force at the time of execution of contract work.<br />

2.13. The tenderer will provide to the labourers ,hut for shelter, drinking water safety<br />

and worksite and medical facilities and keep the site clean at his own cost.<br />

2.14 Extension of time on valid reasons may be granted by the competent<br />

authorities as per Government rules and circulars in force and as revised from<br />

time to time.<br />

2.15. The tenderer must return all the tender papers duly signed on each page<br />

while submitting the tender paper, failing which the same may be declared<br />

invalid.<br />

2.16. On receipt of the written order from the concerned Executive Engineer, the<br />

successful tenderer will first deposit the balance amount of initial security<br />

deposit (ISD)within the specified period of ten days and then enter into an<br />

agreement with Executive Engineer on the basis of the stipulation in the<br />

approved tender documents along with subsequent terms as mutually'agreed<br />

upon before the issue of work order. Written order to commence the work<br />

shall be issued by the Executive Engineer after acceptance of the agreement<br />

by the competent authority.<br />

2.17. (a) lf the rate quoted by the tenderer above the BOQ rate and the<br />

competent authority approved the rate, then the enhancement over the<br />

BOQ rates shall not be applicable over the cost of bitumen.<br />

TENDERER<br />

(b) It the tenderer quotes the rate below the BOQ rate and the competent<br />

officer approved it, then the reduction over the BOQ rate shall be<br />

applicable on all items of work including the cost of bitumen.<br />

CHAPTER- III<br />

SPECIAL CONDITIONS FOR F2 / H CONTRACT<br />

3.1. The successful tenderer (hereinafter called the Contractor must maintain a<br />

site order book at each work site which will be produced when asked for by<br />

the departmental Officers for needful. Any order or instruction passed on the<br />

site order book by the Inspecting officer should be communicated to the SDO,<br />

EE, SE and concerned inspecting Officers by the J.E in charge of the work. A<br />

copy of the same should be kept by the J.E. The site order book may be<br />

submitted to E.E with running account bills ,if required, but must be submitted<br />

with final bill.<br />

3.2. The contractor should always remain available at the work site ,but where it is<br />

not so possible for him to do so, he must appoint a representative for the<br />

purpose who would be duly authorized by the contractor to receive<br />

instructions and carry out instruction of departmental officers .and also to<br />

receive lette` He may also delegate him any other power as he thinks fit ,but<br />

in every case he will inform immediately the concerned J.E.S.D.O and E.E<br />

regarding appointment of such representative along with his name contact<br />

number, address and identity in writing by Regd Post with A/D.<br />

3.3 If the Royalty clearance certificate for mines/minerals used in the work is not<br />

produced with the bill, Royalty will be deducted from the concerned running<br />

bill, at the rates prevailing at the time of execution of work, by the<br />

department. Production of royalty clearance certificate along with the final bill<br />

is a must, failing which final bill will be neither passed nor paid, and for such<br />

non-payment or delay in payment, the whole and sole responsibility will be of<br />

the contractor alone.<br />

3.4 Recovery of cost for materials supplied by the department will be made at the<br />

rates stipulated in the N.I.T and or agreement. For departmental materials<br />

found to be in excess of actual consumption calculated on the basis of<br />

approved design, drawing and specifications and/or field or laboratory tests<br />

with the contractor, recovery will be made at penal rate or the market rate<br />

prevailing at the time of effecting recovery plus 10%, which ever is higher as<br />

per rules, provided the same is not returned back by him in good and<br />

acceptable conditions to the departmental stores at his own cost.<br />

3.5 The contractor shall provide sufficient plant, equipments and labour and shall<br />

work such hours and shifts as may be necessary to maintain the progress as<br />

per schedule. The working and shift hours should comply with all Govt, rules<br />

and regulations in force from time to time during the entire period of execution<br />

of the contract work.<br />

3.6 The contractor shall make adequate arrangement for the safety of the<br />

labourers during execution of the contract work. He will be responsible for any<br />

compensation for the same and will have to be paid by him as decided by the<br />

competent authority.<br />

3.7 The-contractor should get the sample of all the materials approved by the E/l,<br />

before collecting the same for use at work site.' The sample in sealed glass<br />

jars shall be kept in the custody of the E/l.<br />

3.8 The contractor shall have to get tested the strength of cement concrete(both<br />

plain & reinforced)for each days casting as per IRC codes. Although<br />

achievement of the prescribed cube strength is a must, concrete found to<br />

have lower value may be rejected or accepted at suitable reduced rate under<br />

specific orders of the competent authority. The cost of concrete cubes,<br />

moulds, carriage of cubes to and from the testing laboratory and all other<br />

incidental charges incurred in this regard shall be borne by the contractor.<br />

3.9 The contractor shall, if required by the E/l, must arrange for test of other<br />

materials at his own cost. If the quality of materials appears to be inferior or<br />

the portion of the work is found to be defective or unsound ,the contractor may<br />

be asked to remove and or pull down and re-execute the same at his own<br />

cost or in case such defect is found out due to departmental fault he shall be<br />

paid at suitably reduced rates for that item of work .The contractor shall bear<br />

all cost in this regard.<br />

3.10 For works exceeding ` 50 (Fifty) Lacs, it will be obligatory for the contractor to<br />

keep a properly equipped testing laboratory near the work site at his own cost<br />

.where he will get the samples tested by the department<br />

3.11 All rejected materials will have to be removed from the site by the contractor,<br />

after their rejection, within seven days from the date of written order of E.E,<br />

failing which the E.E will get these removed in whatsoever manner he thinks<br />

fit and will recover the cost involved for such removal from the contractor after<br />

lapse of seven days time<br />

3.12 M.S.Bars, joint angles etc. will be issued in length available in the<br />

departmental stores. Their cut pieces in length less than 1/10m shall not be<br />

taken back. While assessing the quantity of consumption in the work, wastage<br />

in such materials may be allowed up to maximum limit of 5% after due<br />

consideration by the department Cost of quantity allowed as wastage shall be<br />

recovered at issue rate of such materials as prescribed in para 1.15 of N.I T.<br />

3.13 Issue rate of supply of Bitumen as mentioned in Para 1.15,includes cost of its<br />

drums, hence the empty bitumen drums are to be returned back in good<br />

condition to the stores from where it was issued, failing which its cost will be<br />

recovered from the bill of contractors @ `80/-(Eighty) only per drum.<br />

3.14 If the actual lead of materials like stone metal, stone chips, boulder, bricks,<br />

sand , moorum etc is found to be less than the lead provided in the BOQ, then<br />

its payment will be made proportionately on reduced rate. In case the actual<br />

lead is more than the lead provided in the BOQ it will be mandatory to obtain<br />

prior consent of the authority who approved the tender, before<br />

commencement of supply of such materials from the increased lead, else no<br />

claim of contractor will be entertained for enhanced lead.<br />

3.15. It will be essential to do all items of road works (Original work) in sequence<br />

from one end in scientific way so as to complete the works up to next end. It<br />

should not be done in hazarded way such as collection of materials in one<br />

Kilometer, box- cutting in other Kilometers, consolidation work in patches etc.,<br />

which leads to progress of all Items of work simultaneously Kilometerwise.quantity-<br />

wise always from one end. So that the complete road is<br />

available for use in one strech from that end after completing the work in<br />

particular Kilometer,and then only take up the work In next Kilometer.<br />

3.16 After completion of work the contractor will remove all debris and fill up vats<br />

etc.,as desired by E/l and leave the site clear and tidy at his own cost.<br />

3.17 The department reserves the right of omitting or suspending the construction<br />

or changing site etc., if considered necessary at any stage.<br />

3.18 The following items shall not be paid extra and the tendered rates shall be<br />

inclusive of those:-<br />

(i) Site clearance such as clearing the shrubs, bushes, wood-undergrowth &<br />

small trees not exceeding 12" in girth measured at 3' above the ground.(ii)<br />

Setting out works, profile, lay-out etc. (iii) Venderised battering or benching or<br />

excavation of foundation trenches, (iv) Forming or leaving "Toll - Tate" or<br />

witness in borrow pits and their removal after measurement. However<br />

deduction will be made in quantity of earth work for those.(v) Excavation for<br />

inserting of planking and shuttering.(vi) Forming (or leaving) stop in sides of<br />

deep excavation & their removal after measurement.(vii) Bailing out rain<br />

water/and or surface water in case the excavated foundation trenches were<br />

filled up by these during entire period of construction.(viii) Removing of spoils<br />

that of fells in excavation, (ix) Making vats, platform, channel etc.<br />

3.19 The contractor will have to use his own machinery for completion of the work<br />

within the time stipulated in the contract, the carriage of machinery to different<br />

sites under this contract from one place to another for this work will be the<br />

responsibility of the contractor and all expenses in this regard will be born by<br />

him.<br />

3.20 Other machinery like asphalt, mixer, tar-boiler, pump, vibrator, concrete mixer<br />

etc., if available in the stores of the concerned division , may be issued to the<br />

contractor on his written request(on hire or free of cost as the case may be)on<br />

the terms quoted in his tender cove` Their hire charges, if applicable, along<br />

with its called expenses as detailed below in sub-paras 3.20.1 to 3.20.10<br />

which are to be for departmental machinery. The condition laid down in subpara<br />

3.20.1 to 3.20.10 will apply to departmental road roller issued to<br />

contractor.<br />

3.20.1 Hire charges of roller has been indicated in Para 1.15 of N.I.T. Hire charges of<br />

other machineries will be communicated on , and the same shall have to be<br />

accepted by the contractor. Prayer for reduction of hire charges so fixed shall<br />

not be entertained.<br />

3.20.2 Carriage and running charges of machineries, if any, including on incidental<br />

and contingent charges for transporting the same from place of delivery to the<br />

work site and their return to the place of issue, shall be borne by the<br />

contractor on his own cost.<br />

3.20.3 Salary of roller driver, khalasi, operator of other machineries will be borne by<br />

the contractor for the period the machineries in question remaining with the<br />

contractor. The period spent on it's transport from place of issue to work site<br />

and back shall also be for that purpose. It will be the responsibility of the<br />

contractor to obtain necessary information regarding salary of the<br />

departmental staff.<br />

3.20.4 The cost of fuel and lubricants for running the machinery will be borne by the<br />

contractor.<br />

3.20.5 The plants and machineries issued on hire or free of cost to the contractor by<br />

the department will have to be maintained properly. In addition to its general<br />

daily maintenance and in case of roller, it shall also be cleaned in a week &<br />

stores required for cleaning i.e. kerosene oil, jute, grease, mobil etc. will have<br />

to be supplied by the contractor at his own cost The Mobil oil and C.Oil will<br />

have to be changed after 200(two hundred) & 1000(one thousand) running<br />

hours respectively at his own cost.The quality of all the above materials, used,<br />

must be-approved by the E/l before use.<br />

3.20.6 During the operation period, while the machinery is on work with the<br />

contractor, all minor repairs or break down .costing up to `1000/- at a time will<br />

be the responsibility of the contractor and such repair should be completed<br />

within a maximum period of three days under intimation to concerned J.E.<br />

S.D. O & E.E.<br />

3.20.7 In case the contractor fails to supply the required fuels, lubricants and other<br />

stores required for running and proper maintenance of the departmental<br />

machineries, issued to contractor on hire or free of cost for using the same in<br />

the work, the same shall be supplied by the department & full cost, inclusive<br />

of handling, procurement and all other incidental charges shall be recovered<br />

from the contractor from next immediate bill. It will be responsibility of the<br />

concerned J.E and S.D.O to keep the contractor, E.E. and S.E informed of<br />

such expenses well in time<br />

3.20.8 If the departmental road roller remains idle due to contractor's fault, it's cost<br />

will be recovered from the Contractor as per Schedule of Rate for this item<br />

applicable at the time.<br />

3.20.9 Hire, establishment and other charges for the Idle or repair periods shall be<br />

borne by the contractor.<br />

3.20.10 In the event of loss or theft of the machinery or any of its components<br />

in part or full when it stands issued to the contractor, the value of such lost<br />

articles will be recovered from the contractor at the price fixed by the C.E. or<br />

E.G concerned.<br />

3.21 CLAIM NOT ADMISSIBLE under following circumstances :-<br />

a)Extra Items of work done without written order of competent authority :-<br />

b)In case Sudden fluctuation and / or increase In rates of labour, materials,<br />

royalty, various taxes, railway freight, fuel, lubricants, carriage cost etc. at any<br />

stage of the work<br />

c) Short supply and / or non-supply and / or delay in supply of departmental<br />

materials and / or equipments<br />

d)Non-availability of labour of any category required for the work.<br />

e)Labour sitting idle due to any reason / cases.<br />

f) Delay in communication regarding any charges or modification in design,<br />

drawing, specification, alterations, etc.<br />

g)Loss sustained due to :-<br />

1) Acts of enemies including agitation by <strong>Public</strong> and Riot.<br />

2) Transportation and Procurement difficulties.<br />

3) Natural Calamities.<br />

4) Any other circumstances out of human control.<br />

3.22 In case Bulk Bitumen is issued by the department to the agency, no extra cost<br />

will be paid on account of lifting the same from departmental godown in<br />

drums, empty them and carriage of the same from the R.C.D godown to the<br />

site of work and these operations will have to be done by the contractor at his<br />

own cost.<br />

3.23 Proportionate deduction shall be made from the bill of the contractors for less<br />

leads of stone aggregates and moorum from their sources of actual receipt in<br />

comparison to those provided in the B.O.Q, but no extra payment will be<br />

made for more leads if any actually involved unless approved in advance by<br />

the competent authority.<br />

3.24 Extension of time, if justified, may be granted by the different competent<br />

officers for different periods of time, for different types and values of works as<br />

noted below, otherwise penalty for non-fulfillment of the contract may be<br />

imposed, after giving due consideration for poor progress at different stages<br />

of works without valid and satisfactory reasons. More payments of running<br />

account bills, keeping back certain amount for non-extension of time, does not<br />

qualify as a valid ground for grant of Extension of time as a matter of right.<br />

The Officer granting such extension of time has the full liberty to wait &<br />

examine the circumstances which led to such requirement for fulfillment of<br />

contract, and use his own discretion for passing final orders, which shall be<br />

treated as final and shall be binding and conclusive for the contractor.<br />

1. Executive Engineer i) Up to Any period for Repair Works.<br />

RCD.Road Division.Ranchi ii) For Any period for Original works valued up<br />

(Rural) to ` 10,000/-<br />

iii) Up to 50 % above the contract period for<br />

original work valued between `10.000/- to<br />

50,000/-<br />

2. Superintending Engineer i) Up to Any period for Original Works of value<br />

RCD.Road Circle.Ranchi between Rs 10 to 50 thousand.<br />

ii) Up to 100 % above the contracted period for<br />

the original work of value between 50,000/- to<br />

50 lakhs.<br />

3. Chief Engineer(Com.), RCD i) Up to Any other period for work up to<br />

Jharkhand, Ranchi. `5 lacs.<br />

ii) 100 % above the contracted period in case<br />

of Original Works of `5 lakh to 10 lac<br />

iii) For granting extension beyond 100% of<br />

time of completion in respect of work of the<br />

value between ` 5 Lacs to `10 Lacs and for<br />

any extension to work of value above ` 10<br />

Lacs,the Chief Engg. will grant extension after<br />

bringing into the notice of the Government.<br />

3.25 The contractor shall, if required by the E/l arrange to test materials at site or<br />

get them tested in recognised departmental testing laboratories at his own<br />

cost in order to prove their soundness and sufficiency as per specifications<br />

laid down. The number of tests required for different items will be specified by<br />

the E/l.<br />
