GENERAL AND SPECIAL CONDITION FOR THE CONTRACTORS
1. Rate quote should be including of all taxes via Central Sales Tax, Jharkhand Sales Tax, Excise Duty (if valid)
and carriage of materials to be issued from P.W.D go down.
2. The tenders should submit I.T Clearance Certificate, Labour License Certificate from the Labour Department.
3. The work shall be done as per circle specification during excavation of the work absence of which I.R.C code
practice or M.T specification for the Road Bridge and building work shall be adopted.
4. The quantities in B.O.Q are approx actual measurement for work actually executed shall be measured and
value calculated at the rates approved by the basis of payment quantities and item can be increased or
decreased by the Engineer in charge and the contractor shall have to execute the same at rates sanction for the
same and no extra rate can be claimed for extra quantities involved.
5. The contractor shall be issued departmental materials on available as per actual requirement at the rate
stipulate above materials received by the contractor in excess of the actual requirement shall be recovered at
the rates double the rates mentioned above.
6. o claimed shall be entertained for :-
(a) Fluctuation of rates of labour and materials execution of work.
(b) Delay in issue of materials or non-availability of departmental materials.
(c) Any loss due to natural calamity.
(d) Due to any act of enemies.
(e) Transportation, production or other difficulties and circumstances beyond the control of the
department/Govt.
7. Procurement of materials and consumption of water with its drainage will be entire responsibility of the
contractor and no claim shall entertained in this amount.
8. The successful tender arrange for necessary site accommodation and other facilities for the labour as required
under labour law and shall have to pay to labour minimum wages act enforced on time to time by the labour
department.
9. The contractor should get the sample of bricks, sand, metal, chips, gravel or mooram required for use in work
approved by the Engineer-in-Charge before collection and use.
10. In case if using bitumen from bulk bitumen storage tank it shall be responsibility for the contractors to be
called the same to works site after refilling in empty drums. However the empty drums can be supplied by the
department for use as contains if available which shall have to be returned to department in good condition
after use failing which a sum of Rs 110/- per drum shall be recovered from the bill.
11. Cube of 10”x 10” will be taken for every type of concrete works the test results of this must justify the
strength of its any sample as after 28 days of casting.
12. (a) Foundation C.C 1.5.6 (1) table P.S.T.
(b) Approach slab had bed plates being cast (2:2:4-2250) lbs. P.S.T
(c) Deck slab (1:1:4/2) table P.S.T else no payment will be made for such concerning. The cost of quality
and specification conducted by the department or any other will be borne by the contractor.
13. Procurement of blasting materials and observance of etc. will be contractors responsibility. No payment of
claim on this account be entertained.
14. The contractor will have to bear the liability of any rectification of defects will require to be done by the
contractor and if he fails to do so the same will not be done through any other and cost will be recovered
from the contractor. The concerning work will have to be done by machine falling for which the contractor
will have to manage necessary equipment and mixer etc. at his own cost.
15. Vibrators for which the contractor will have to keep nos. of vibrator at site at his own cost.
16. Every work will have to be done in proper way in order to avoid accident to the workers and he will have to
bear the cost of compensation etc.
17. The suppliers centering and shuttering during concreting period will be contractors responsibility and no
claim in this account will be entertain.
18. No claim making said godown by the contractor’s will be entertained.
19. Providing lighting and necessary road barriers or lighting arrangement is contractor’s responsibility.
20. No claim will be entertained unless submit for final decision by the contractors each month otherwise it may
be treated time bar.
