surface properly with iron brush and broom cost of heating

10 Providing and laying bituminous macadam with 100-120 TPH hot
mix plant producing an average output of 75 tonnes per hour using
crushed aggregates of specified grading premixed with bituminous
binder, transported to site, laid over a previously prepared surface
with paver finisher to the required grade, level and alignment and
rolled as per clauses 501.6 and 501.7 to achieve the desired
compaction.

11 Providing and laying semi dense bituminous concrete with 100-
120 TPH batch type HMP producing an average output of 75
tonnes per hour using crushed aggregates of specified grading,
premixed with bituminous binder @ 4.5 to 5 per cent of mix and
filler, transporting the hot mix to work site, laying with a hydrostatic
paver finisher with sensor control to the required grade, level and
alignment, rolling with smooth wheeled, vibratory and tandem

1.1 Sealed tender on approved bill of quantity to be eventually drawn in PWD Form No. F2 will be
received from Registered eligible PWD/RCD contractor of appropriate category on -------------------- till
3.00 PM by Chief Engineer, (Cum.) RCD, Jharkhand, Ranchi, S.E, Road Circle, Ranchi & Executive
Engineer, Road Division, Ranchi .
1.2 For the Work -------------------------------------------------------------------------------------------------------------------------------
at an Estimated cost of Rs ------------------ and will be opened by the C.E, RCD ,Ranchi/ S.E., Road
Circle Ranchi & Ex. Engineer, Road Division, Ranchi on ------------------ at 3.30 PM. The Tenderer or
their authorized agents whosoever desire may remain present at the time of opening of tender in the
above said offices.
1.3 The work is to be completed in all respect in ----------------------------- calendar months from the date of
written order to commence the work. The items of works, plan, specifications or any information in
connection with the work can be seen in the office of the Executive Engineer, RCD, Road Division,
Ranchi on any working day during office hours before filling tender .
1.4 Bill of quantity can be purchased from the Office of the E.E, Road Division, Ranchi , S.E, Road
Circle, Ranchi ,C.E, PWD (Road), Ranchi on payment of --------------------- (non-refundable) in the shape of
Account Payee Bank Draft payable at Ranchi only in favour of Executive Engineer, R.C.D, Road
Division, Ranchi (by designation) , for each work as mentioned in the tender notice on any working day
during working hours on -------------------------- & ---------------------. No tender paper will be sold by any
office detailed above on the date fixed for receiving the tender.
1.5 EARNEST MONEY (E.M) :- Rs. -----------------
1.5.1 Tenderers are required to deposit E.M amounting to Rs.---------------- in shape of Bank Guarantee,
from a Schedule Bank and valid for 180 (One hundred eighty) days from the date of receipt of tender, 6 ½
Years National Saving Certificate (6 th issue & 8 th issue) , 3/5 Years Post Office Time Deposit duly pledged
from any Post Office within the State of Jharkhand, in favour of Executive Engineer, RCD, Road Division,
Ranchi (by designation only).
Note: -Insurance Guarantee Bond/Cash/Cheque/Bank Draft/ in place of those specified above shall not
be accepted.
1.5.2 Duly pledged E.M if any lying with the concerned Executive Engineer against work already completed
shall not be adjusted by transfer. In such case the tenderer is required to get the same refunded and
then attach the same with tender , duly pledged afresh against the work for which tender is filled.
1.5.3 Tender not accompanied with required E.M in the prescribed manner shall be out right rejected and will
have no place in the comparative statement.
1.5.4 Clauses 1.5.2 to 1.5.3 shall not apply to tenderers who are exempted from depositing E.M but such
tenderers must enclose Photostat copy of the exemption certificate issued by the competent authority
in this respect.
1.6 Tenderer should quote his/her/their rate on overall items(not item-wise) in percentage above or below (both in
figure & words) over their rates mentioned in the bill of quantity issued by the authorized officer.
1.7 In case the overall rates quoted by the tenderer are less than 15 (Fifteen) %, this will be treated as unworkable
& the tender may be treated as invalid.
1.8 It will be obligatory on the part of the tenderer to keep their offer open for acceptance for a period of 180
days from the date of opening of tender.
1.9 Tenderers shall enclose photostat copy of his/her/their registration & exemption certificate(if any) in absence of
which the tenders may not be considered.

1.10 Sales Tax/Income Tax clearence certificate,Labour License & Letter of Registration as contractor should be submitted by
the tenderer for works costing more than 10,000/- otherwise it may be rejected.
1.11 Authority is reserved to reject any or all the tenders received or to allot the work to one or more contractors without
assigning any reason.
1.12 In the case of successful tenderer(hereinafter called contractor) the amount of E.M will be transferred towards Initial
Security Deposit in such a manner so that the security deposit will be 5% of approved amount of tender & the remaining
5% shall be recoverable from the subsequent bills.
1.13 The Earnest Money of successful tenderer (hereinafter called the contractor)which accompany the tender will be forfeited
in case the tenderer declines to sign the agreement or fails to deposit Security Money within 10 days of being called upon
to do so,after approval of tender by Competent Authority.
Those contractors, who are exempted from depositing E.M,will deposit initial security money within 10 days of
being called upon to do so.If they fail to do so or decline to sign the agreement within the stipulated period,requisit sum of
money will be forfeited by way of adjustment from any sum to be paid to him by the department for other works, including
his security money and in addition he will be Black Listed and his registration will be cancelled.
1.14 The N.I.T with general rules and special conditions will form part of the Contract Documents.
1.15 The following departmental materials/equipments,if supplied by the department, their issue rates will be charged from the
contractor as mentioned below against each item.Their place of delivery is also indicated. Carriage or transportation of
these materials or equipments to the work site is to be done by the contractor at his own cost.

may be considered to be given preference in allotment of those works,the estimated cost of which is less than
Rs.20.00(Twenty) Lacs only
1.19 Tenderers are required to attach with their tenders authorized and valid certificates regarding their actual ownership of the
Road making machineries and Earth Moving machineries mentioned in clause 1.17 to1.18 above, failing which their claim
for allotment of the work may be rejected.
1.20 The authorized and valid certificates of actual ownership of the above mentioned Road making machineries and Earth
Moving machineries to be attached with the tenders must prove that the tenderer/tenderers himself/ themselves are actual
bonafied owners of those Road making machineries and Earth Moving machineries and the same are in working condition.
1.21 Payment will be made subject to availability of fund.

2.1 The complete Tender with all its enclosures shall be enclosed in sealed envelope and delivered / sent by Registered Post
to the Chief Engineer (Communications),R.C.D, Jharkhand, Ranchi / Superintending Engineer, R.C.D, Road Circle, Ranchi
/ Executive Engineer, RCD, Road Division, Ranchi as the case may be so as to reach him on or before the date and time
as stipulated in N.I.T para 1.2
2.2 The tenderer should mention in his forwarding letter a list of all documents submitted with the tender.
2.3 The tender shall contain the full name, address of residence and place of business of person or persons filling the tender.
In case their is subsequent change in address, it must be informed to the concerned E.E, S.E, C.E by Registered Post with
A/D.
2.4 All pages of Tender Document, General Rules and Special Conditions must be initialed at the lower left hand corner , as
person, where required in the tender papers by the tenderer or as person holding power of attorney authorizing to sign on
behalf of the partners before submission of the tender.
2.5 In the event of the tender being submitted by a firm, it must be signed by each partner thereof, and in the event of absence
of any of the partner the power of attorney authorizing him to do so must be produced on demand. All signatures shall be
dated.
2.6 No tenderer shall file tender for more than one work in one sealed envelope. Tenderer desirous of submitting tender for
more than one work shall submit tender in separate sealed envelope for each work on appropriate and duly purchased
B.O.Q. The name of the work should be clearly written on the sealed envelope.
2.7 The rates quoted by the tenderer shall be inclusive of Income Tax, Sales Tax, Royalty or any other Provincial and Central
Taxes applicable at that time.
2.8 The tenderer shall be presumed to have carefully examined the conditions of the contract and specifications of the work.
The tenderer will also be deemed to have inspected the work site and to have satisfied himself/herself/themselves
independently as to the nature, extent and practicality of all works and required road approaches & other means of
communication & access to the site, as referred to lands, buildings, available for accommodation that may be required for
temporary purpose in connection with the contract of work,as also availability of construction materials, location of work site
including its climate & other geological characteristic, availability of skilled, semi-skilled & un-skilled labourers. The
consequences of the lack of necessary knowledge will be at the risk and cost of tenderer.
2.9 Generally, Specifications for road & bridge woks (4 Th Revision) of Ministry of Road Transport & Highways, Government of
India (MORt&H) would be followed for the execution of works. Those works, which are not covered by MORT&H
specifications, . R.C.D specifications or Circle specification s will be followed.
2.10 The tenderer may submit a program of the work to be executed with the tender.
2.11 The tenderer will maintain watch guards for the safety of the materials, if any, supplied by the department at his own cost.
2.12 All labourers engaged in the work are to be paid as per Minimum Wages Act. in force at the time of execution of contract
work.
2.13 The tenderer will provide to the labourers ,hut for shelter, drinking water and medical facilities at site and keep the site clean
at his own cost.
2.14 Extension of time on valid reasons may be granted by the competent authorities as per Government rules and circulars in
force and as revised from time to time.
2.15 The tenderer must return all the tender papers duly signed on each page while submitting the tender paper, failing which
the same may be declared invalid.
2.16 On receipt of the written order from the Executive Engineer, RCD. Road Division Ranchi the successful tenderer will first
deposit the balance amount of initial security deposit (ISD)within the specified period of ten days and then enter into an
agreement with Executive Engineer on the basis of the stipulation in the approved tender documents along with subsequent
terms as mutually agreed upon before the issue of work order. Written order to commence the work shall be issued by the
Executive Engineer after acceptance of the agreement by the competent authority.
2.17 (a) If the rate quoted by the tenderer above the BOQ rate and the competent officer approved above the BOQ
rate, then the enhancement over the BOQ rates shall not be applicable over the cost of bitumen .
(b) It the tenderer quotes the rate below the BOQ rate and the competent officer approves it, then the reduction over
the BOQ rate shall be applicable on all items of work including the cost of bitumen.

SPECIAL CONDITIONS FOR F2 / H CONTRACT

3.1 The successful tenderer (hereinafter called the Contractor)must maintain a site order book at each work site which will be
produced when asked for by the departmental officers for needful. Any order or instruction passed on the site order book by
the inspecting officer should be communicated to the SDO,EE,SE and concerned inspecting officers by the J.E in charge of
the work. A copy of the same should be kept by the J.E. The site order book may be submitted to E.E with running account
bills ,if required, but must be submitted with final bill.
3.2 The contractor should always remain available at the work site ,but where it is not so possible for him to do so, he must
appoint a representative for the purpose who would be duly authorized by the contractor to receive instructions and carry
out instruction of departmental officers ,and also to receive letters. He may also delegate him any other power as hr thinks
fit ,but in every case he will inform immediately the concerned J.E,S.D.O and E.E regarding appointment of such
representative along with his name and identity in writing by Regd. Post with A/D.
3.3 If the Royalty clearance certificate for mines/minerals used in the work is not produced with the bill, Royalty will be
deducted from the concerned running bill, at the rates prevailing at the time of execution of work, by the department.
Production of royalty clearance certificate along with the final bill is a must, failing which final bill will neither be passed nor
paid, and for such non-payment or delay in payment, the whole and sole responsibility will be of the contractor alone.
3.4 Recovery of cost for materials supplied by the department will be made at the rates stipulated in the N.I.T and or agreement.
For departmental materials found to be in excess of actual consumption calculated on the basis of approved design,
drawing and specifications and/or field or laboratory tests with the contractor, recovery will be made at penal rate of the
market rate prevailing at the time of effecting recovery plus 10%,whichever is higher as per rules, provided the same is not
returned back by him in good and acceptable conditions to the departmental stores at his own cost.
3.5 The contractor shall provide sufficient plant, equipments and labour and shall work such hours and shifts as may be
necessary to maintain the progress schedule. The working and shift hours shall comply with all Govt, rules and regulations
in force from time to time during the entire period of execution of the contract work.
3.6 The contractor shall make adequate arrangement for the safety of the labourers during execution of the contract work. He
will be responsible for any compensation for the same and will have to be paid by him as decided by the competent
authority.
3.7 The contractor should get the sample of all the materials approved by the E/I, before collecting the same for use at work
site. The sample in sealed glass jars shall be kept in the custody of the E/I.
3.8 The contractor shall have to get tested the strength of cement concrete(both plain & reinforced)for each days casting as per
IRC codes. Although achievement of the the prescribed cube strength is a must, concrete given lower value may be
rejected or accepted at suitable reduced rate under specific orders of the competent authority. The cost of concrete cubes
moulds, curing, carriage of cubes to and from the testing laboratory and all other incidental charges incurred in this regard
shall be borne by the contractor.
3.9 The contractor shall , if required by the E/I, must arrange for test of other materials at his own cost. If the quality of materials
appears to be inferior or the portion of the work is found to be defective or unsound,the contractor may be asked to remove
and or pull down and re-execute the same at his own cost or in case such defect is found out due to departmental fault he
shall be paid at suitably reduced rates for that item of work .The contractor shall bear all cost in this regard.
3.10 For works exceeding Rs.50 (Fifty) Lacs, it will be obligatory for the contractor to keep a properly equipped testing laboratory
near the work site at his own cost, where he will get the samples tested by the department.
3.11 All rejected materials will have to removed from the site by the contractor, after their rejection, within seven days from the
date of written order of E.E, failing which the E.E will get these removed in whatsoever manner he thinks fit and will recover
the cost involved for such removal from the contractor after lapse of seven days time.
3.12 M.S.Bars, joint angles etc. will be issued in length available in the departmental stores. Their cut pieces in
length less than 1/10 th shall not be taken back. While assessing the quantity of consumption in the work,
wastage in such materials may be allowed up to maximum limit of 5% after due consideration by the
department. Cost of quantity allowed as wastage shall be recovered at issue rate of such materials as
prescribed in para 1.15 of N.I.T.
3.13 Issue rate of supply of Bitumen as mentioned in Para 1.15,includes cost of its drums, hence the empty
bitumen drums are to be returned back in good condition to the stores from where it was issued, failing
which its cost will be recovered from the bill of contractors @ Rs.75/-(seventy five) per drum.
3.14 If the actual lead of materials like stone metal, stone chips, boulder, bricks, sand , moorum etc., is found to be less than the
lead provided in the BOQ, then its payment will be made proportionately on reduced rate. (Reduction in rate will be made in
the ratio of approved rate and rate provided in the BOQ remaining the same). In case the
actual lead is more than the lead provided in the BOQ it will be mandatory to obtain prior consent of the authority, who
approved the tender, before commencement of supply of such materials from the increased lead.

3.15 It will be essential to do all items of road works (Original work) in sequence from one end in scientific way, so as to
complete the works up to next end. It should not be done in haphazard way such as collection of materials in same
Kilometer, box- cutting in other Kilometers, consolidation work in patches etc., which leads to progress of all items of work
simultaneously Kilomete-rwise,quantity- wise always from one edge end,so that the complete road is available for use in
one strech from that end after completing the work in particular Kilometer,and then only take up work in next Kilometer.
3.16 After completion of work the contractor will remove all debris and fill up vats etc.,as desired by E/I and leave the site clear
and tidy at his own cost.
3.17 The department reserves the right of omitting or suspending the construction or changing site etc., if considered necessary
stage.
3.18 The following shall not be paid extra and the tendered rates shall be inclusive of those:-
(i) Site clearance such as clearing the shrubs, bush, wood-undergrowth & small trees not exceeding 12” in girth measured
at 3’ above the ground.(ii) Setting out works, profile, lay-out etc. (iii) Venderurised battering or benching or excavation of
foundation trenches. (iv) Forming or loving “Toll – Tate” or witness in burrow pits and their removal after measurement.
However deduction will be made in quantity of earth work for those.(v) Excavation for inserting of planking and
shuttering.(vi) Forming (or leaving) stop in sides of deep excavation & their removal after measurement.(vii) Bailing out rain
water/and or surface water in case the excavated foundation trenches were filled up by these during entire period of
construction.(viii) Removingslipes of fells in excavation. (ix) Making vats, platform, channel etc.
3.19 The contractor may use his own machinery for completion of the work within the time stipulated in the contract, the carriage
of machinery to different sites under this contract from one place to another for this work will be the responsibility of the
contractor and all expenses in this regard will be born by him.
3.20 Other machinery like asphalt, mixer, tar-boiler, pump, vibrator, concrete mixer etc., if available in the stores of the concerned
division , may be issued to the contractor on his written request(on hire or free of cost as the case may be)on the terms
quoted in his tender covers. Their hire charges, if applicable, along with its called expenses as detailed below in sub-paras
3.20.1 to 3.20.10 which are to be for departmental machinery. The condition laid down in sub-para 3.20.1 to 3.20.10 will
apply to departmental road roller issued to contractor.
3.20.1 Hire charges of roller has been indicated in Para 1.15 of N.I.T. Hire charges of other machineries will be communicated
on , and the same shall have to be accepted by the contractor. Prayer for reduction of hire charges so fixed shall not be
entertained.
3.20.2 Carriage and running charges of machineries, if any, including on incidental and contingent charges for transporting the
same from place of delivery to the work site and their return to the place of issue, shall be borne by the contractor on his
own cost.
3.20.3 Salary of roller driver, khalasi, operator of other machineries will be borne by the contractor for the period the
machineries in question remaining with the contractor. The period spent on it’s transport from place of issue to work site
and back shall also be for their purpose. It will be the responsibility of the contractor to obtain necessary information
regarding salary of the departmental staff.
3.20.4 The cost of fuel and lubricants for running the machinery will be borne by the contractor.
3.20.5 The plants and machineries issued on hire or free of cost to the contractor by the department will have to be maintained
properly. In addition to its general daily maintenance and in case of roller, it shall also be cleaned in a week &
stores required for cleaning i.e. kerosene oil, jute, grease, mobil etc. will have to be supplied by the
contractor at his own cost. The Mobil oil and C.Oil will have to be changed after 200(two hundred) &
1000(one thousand) running hours respectively at his own cost.The quality of all the above materials, used,
must be approved by the E/I before use.
3.20.6 During the operation period, while the machinery is on work with the contractor, all minor repairs or break
down ,costing up to Rs.1000/- at a time will be the responsibility of the contractor and such repair should be
completed within a maximum period of 3 days under intimation to concerned J.E, S.D. O & E.E.
3.20.7 In case the contractor fails to supply the required fuels, lubricants and other stores required for running and
proper maintenance of the departmental machineries, issued to contractor on hire or free of cost for using the same in
the work, the same shall be supplied by the department & full cost, inclusive of handling, procurement and all other
incidental charges shall be recovered from the contractor from next available bill. It will be responsibility of the concerned
J.E and S.D.O to keep the contractor, E.E. and S.E informed of such expenses well in time
3.20.8 If the departmental road roller remains idle due to contractor’s fault, it’s cost will be recovered
from the Contractor as per Schedule Rate for this item applicable at that time.
3.20.9 Hire,establishment and other charges for the Idle or repair periods shall be borne by the contractor.

3.20.10 In the event of loss or theft of the machinery or any of its components in part or full when it stands issued to the contractor,
NOT APPLICABLE the value of such lost articles will be recovered from the contractor at the price fixed by the S.E or
E.E concerned.
3.21 CLAIM NOT ADMISSIBLE under following circumstances :-
a) Extra items of work done without written order of competent departmental officer.
b) In case of sudden fluctuation and / or increase in rates of labour, materials, royalty, various taxes, railway freight, fuel,
lubricants, carriage cost etc. at any stage of the work
c) Short supply and / or non-supply and / or delay in supply of departmental materials and / or equipments.
d) Non-availability of labour of any category required for the work.
e) Labour sitting idle due to any reason / cases.
f) Delay in communication regarding any charges or modification in design, drawing, specification, alteration & addition etc.
g) Loss sustained due to :-
1) Acts of enemies including agitation by Public and Riot.
2) Transportation and Procurement difficulties.
3) Natural Calamities.
4) Any other circumstances out of bound of human control.
h) Iron materials not issued in required length.
3.22 In case Bulk Bitumen is issued by the department to the agency, no extra cost will be paid on account of lifting bulk
bitumen from departmental godown in drums, empty them and carriage of the same from the R.C.D godown to the site of
work and these operations will have to be done by the contractor at his own cost.
3.23 Proportionate deduction shall be made from the bill of the contractors for less leads of stone aggregates and moorum from
their sources of actual receipt in comparison to those provided in the B.O.Q, but no extra payment will be made for more
leads if any actually involved.
3.24 Extension of time, if justified, may be granted by the different competent officers for different periods of time, for different
types and values of works as noted below, otherwise penalty for non-fulfillment of the contract may be imposed, after
giving due consideration for poor progress at different stages of works without valid and satisfactory reasons. More
payments of running account bills, keeping back certain amount for non-extension of time, does not qualify as a valid
ground for grant of Extension of time as a matter of right. The Officer granting such extension of time has the full liberty to
weight & examine the circumstances which led to such requirement for fulfillment of contract, and use his own discretion
for passing final orders, which shall be treated as final and shall be binding and conclusive for the contractor.
1. Executive Engineer i) Up to Any period for Repair Works.
RCD,Road Division,Ranchi.ii) For Any period for Original works valued up to Rs.10,000/-
iii) Up to 50 % above the contract period for original work valued between Rs.10,000/- to
50,000/-
2. Superintending Engineer i) Up to Any period for Original Works of value between Rs.10 to 50 thousand.
RCD,Road Circle,Ranchi ii) Up to 100 % above the contracted period for the original work of value between
50,000/- to 50 lakhs.
3. Chief Engineer( Com. ) i) Up to Any other period for work up to Rs.5 Lacs.
RCD, Jharkhand, ,Ranchi. ii) 100 % above the contracted period in case of Original Works of 5 lakh to 10 lac
iii) For granting extension beyond 100 % of time of
completion in respect of work of the value between Rs. 5 Lacs & Rs.10 Lacs and for any extension to Rs. 5 Lacs &
Rs.10 Lacs and for any extension to work of value above Rs. 10 Lacs,the Chief Engr will grant extension
after bringing into the notice of the Government.
3.25 The contractor shall, if required by the E/I arrange to test materials at site or get them tested in recognised departmental
testing laboratories at his own cost in order to prove their soundness and sufficiency as per specifications laid down. The
number of tests required for different items will be specified by the E/I.
3.26 The estimated output of the roller for 8 hours working is as follows :-

3.27 The Contractor will have to give an affidavit for the Hot Mix Plant and other equipments shown as credential will be
deployed for completion of this specific work on top most priority basis.
3.28 (i) In case of the rate of tender is accepted above the B.O.Q. rate by the competent authority, the
enhanced% of rate shall not be applicable over the cost of bitumen.
(ii) In case of rate quoted by the Agency is less than the B.O.Q. rate then the less% of rate shall be
applicable on the cost of bitumen also.
